My concern is simple; nowhere in the world, outside Stalin's Soviet Union, and now Maine have psychologists and other mental health professionals been allowed by the State to use their licenses as political weapons. As I have outlined to the Department of Professional and Financial Regulation, Dr. Carol Kabacoff is grossly misusing her license to support the goals of an attorney who has vowed to take my child from me. In order for Dr. Kabacoff to diagnose me as "severely mentally ill" she would need to prove verifiable patterns of behavior that meet a checklist in the DSM IV. To date, she has not done that. Moreover, every other mental health professional involved in this case have stated they have no diagnosis or concerns about my mental health. Moreover, Dr. Kabacoff has routinely ignored verifiable patterns of abuse, violence, theft and lies (all in police arrest records) by my daughter's father, Igor Malenko, whom Mr. Waxman (his lawyer) is so close to. The Board sanctioned a psychologist, Gay Galleher, in Bath Maine for ignoring domestic abuse of a father (and in this case there was not even domestic violence arrest record or protection orders as there are in my case). As a direct result of the psychologist's misuse of her license the abusive father gained sole custody of the child. The Board sanctioned this psychologist—only after the child had been lost to the protective mother.

The Board cannot say in one case that it is a misuse of the license to purposely and with intent ignore violence and in another case, mine, say that Dr. Kabacoff has done nothing wrong. Even the Board's own decisions offer proof that Dr. Kabacoff is receiving special protection for using her license as a political weapon to meet Mr. Waxman's goals.

Gov. LePage has promised transparency and accountability. I trust he will begin by appointing a Commissioner who will hold Board of Psychologists, who serve at the Governor's pleasure, to higher standards. I also trust that Gov LePage will act to replace a Board that continues to sanction mental health professionals in Maine using their license, as Dr. Kabacoff is doing, to meet the political or legal goals rather than diagnosis health.
