    This material has been put together to help Kingdom Workers in our local churches

    who did not have the privilege to attend a Bible College. We have sincerely tried to simplify many of the topics by summarizing their content in points form. We hope that

    they will do some good in your local church leadership and ministry.

    To all those who have supported us along the way by prayers and finance,we are greatly indebted to you. It is our prayer that you will gain much Kingdom Returns

    Basics of Church Development & Planning

    Developing the Church for Community Transformation

    1) The Church

    a) was probably derived from the Greek word (i.e.,

    "the Lord's house"), which was used by ancient authors for the place of worship. In

    the New Testament it is the translation of the Greek word ecclesia, which is

    synonymous with the Hebrew _kahal_ of the Old Testament, both words meaning

    simply an assembly, the character of which can only be known from the

    connection in which the word is found.

    b) There is no clear instance of its being used for a place of meeting or of worship;

    although in post-apostolic times it early received this meaning. Nor is this word

    ever used to denote the inhabitants of a country united in the same profession, as

    when we say the "Church of England," the "Church of Scotland," etc.We find the

    word ecclesia used in the following senses in the New Testament:

    c) It is translated "assembly" in the ordinary classical sense (Acts 19:32, 39, 41).It

    means the whole body of the redeemed, all those whom the Father has given to

    Christ, the invisible Catholic Church (Eph. 5:23, 25, 27, 29; Heb. 12:23).

    d) A few Christians associated together in observing the ordinances of the gospel are

    an ecclesia (Rom. 16:5; Col. 4:15).All the Christians in a particular city, whether

    they assembled together in one place or in several places for religious worship,

    were an ecclesia. Thus all the disciples in Antioch, forming several congregations,

    were one church (Acts 13:1); so also we read of the "church of God at Corinth" (1

    Cor. 1:2), "the church at Jerusalem" (Acts 8:1), "the church of Ephesus" (Rev. 2:1),

    etc.The whole body of professing Christians throughout the world (1 Cor. 15:9;

    Gal. 1:13; Matt. 16:18) are the church of Christ.

    2) The church visible

    a) The church visible consists of all those throughout the world that profess the true

    religion, together with their children." It is called "visible" because its members are

    known and its assemblies are public. Here there is a mixture of "wheat and chaff,"

    of saints and sinners.

    b) God has commanded his people to organize themselves into distinct visible

    ecclesiastical communities, with constitutions, laws, and officers, badges,

    ordinances, and discipline, for the great purpose of giving visibility to his kingdom,

    of making known the gospel of that kingdom, and of gathering in all its elect

    subjects.

    c) Each one of these distinct organized communities which is faithful to the great

    King is an integral part of the visible church, and all together constitutes the

    catholic or universal visible church." A credible profession of the true religion

    constitutes a person a member of this church. This is "the kingdom of heaven,"

    whose character and progress are set forth in the parables recorded in Matt. 13.

    d) The children of all who thus profess the true religion are members of the visible

    church along with their parents. Children are included in every covenant God ever

    made with man. They go along with their parents (Gen. 9:9-17; 12:1-3; 17:7; Ex. 20:5;

    Deut. 29:10-13). Peter, on the day of Pentecost, at the beginning of the New

    Testament dispensation, announces the same great principle. "The promise [just as

    to Abraham and his seed the promises were made] is unto you, and to your

    children" (Acts 2:38, 39). The children of believing parents are "holy", i.e., are

    "saints", a title that designates the members of the Christian church (1 Cor. 7:14).

    3) The church invisible

    The Church Invisible consists of the whole number of the elect that have been, are,

    or shall be gathered into one under Christ, the head thereof." This is a pure society,

    the church in which Christ dwells. It is the body of Christ. It is called "invisible"

    because the greater part of those who constitute it are already in heaven or are yet

    unborn, and also because its members still on earth cannot certainly be

    distinguished. The qualifications of membership in it are internal and are hidden.

    It is unseen except by Him who "searches the heart." "The Lord knoweth them that are

    his" (2 Tim. 2:19). The Church, to which the attributes, prerogatives, and promises

    appertaining to Christ's kingdom belong, is a spiritual body consisting of all true

    believers, i.e., the church invisible.

    a) Its unity

    God has ever had only one church on earth. We sometimes speak of the Old

    Testament Church and of the New Testament church, but they are one and the

    same. The Old Testament church was not to be changed but enlarged (Isa. 49:13-

    23; 60:1-14). When the Jews are at length restored, they will not enter a new

    church, but will be grafted again into "their own olive tree" (Rom. 11:18-24; comp.

    Eph. 2:11-22). The apostles did not set up a new organization. Under their ministry

    disciples were "added" to the "church" already existing (Acts 2:47).

    b) Its universality

    It is the "catholic" church; not confined to any particular country or outward

    organization, but comprehending all believers throughout the whole world.

    c) Its perpetuity

    (1) It will continue through all ages to the end of the world. It can never be

    destroyed. It is an "everlasting kingdom."1

    (2) I would like to start this section by

    explaining what the Church is to give us a

    better foundation as we look at her ministry

    development and community influence.

    4) What is the Church?

    There can be a couple of answers to this question. People will answer this question

    depending on the depth of their knowledge and of their Life in Christ. The word

    -

    a) A Building for corporate worship, prayer and other

    functions;

    b) A Denomination a group of believers who form themselves

    into a kind of organization [Methodist, AOG, Baptist,

    Catholic]

    c) The Universal Church members of the Body of Christ [Born

    Again Believers] in all places and all ages;

    d) A Local Church a geographical representation of the

    universal church in a locality on earth.

    5) What is the purpose of the Church?

    The purpose of the Church is to show

    Personified;

    now by the continuing work of The Holy Spirit. No local church can dream up or

    design her own purpose for to do so is not to be identified with the Body of Christ.

    known to the world.

    6) What is the role of the Church?

    With the purpose comes the role. The roles the church carries out serves to fulfil

    her purpose. The roles of the church are laid down in scripture. No local church

    can dream up or design her own roles thinking that it will contribute to the

    fulfilment of the purpose of the Church Universal. The role of the church is to

    Please God, Serve Man, and Point Man back to God. She will continue to do these

    through the

    Personal worship is a beautiful experience where a person/believer gets to

    commune with our God on a personal level and exhilarating experience when

    Christians come to worship and praise God together on a corporate level.

    b) Proclaim the Gospel

    (Evangelism / Mission to dominate and influence earth through Kingdom

    Culture).

    Matt 28:19-20 erever you go, make disciples of all nations: Baptize them in the name

    of the Father, and of the Son, and of the Holy Spirit. 20 Teach them to do everything I have

    The role of the church is to

    Please God, Serve Man, and

    Point Man back to God.

    Acts 20:24

    I want to carry out the mission I received from the Lord Jesusthe mission of testifying to the

    Eph 2:19 That is why you are no longer foreigners and outsiders but citizens together with

    d) Provide a structure for church education (Discipleship).

    God's Son, until we become mature, until we measure up to Christ, who is the

    e) Provide a structure for Social Development through Love

    (Ministry within Community a taste of heaven on earth)

    7) What makes a local church grow?

    This is one of the most important and difficult questions in terms of local church

    development and Kingdom Expansion, because at the end of the day we want to

    see growth. Our success is measured by our growth both spiritually and

    numerically. If there is no growth, than there is certainly in my view no

    development and expansion, and of course our colonization process in our locality

    is stagnant. I have outlined here some of the probable answers to the question

    above.

    a) An atmosphere of Worship, Praise, Prayer, and Fellowship

    [There is an anointing flowing in the place and amongst the believers]. Jesus said;

    (Jn 12:32). The context

    signifies the manner of death the Lord Jesus will suffer. That was his

    sacrifice and He has suffered that already. Thereforeour continuing praise,

    prayer, and worship now are our sacrifices of praise that will continue to

    draw the lost to Him. Have you ever been to a service where there was just

    no spiritual enthusiasm? You can feel that the songs were just sung from the

    lips and not from the hearts; where there is vocal melody without spiritual

    harmony.

    ll you. But where there is the Spirit of Worship, there is

    the Joy of the Lord, Power of the Word, Exuberance in Prayer, Enthusiasm

    of Service, Manifestation of Genuine Love and Care, Depth in Exhortation

    and Predication, Heart-felt Emotions in Hymns & Songs. You will want to

    go there again or perhaps every week. An atmosphere like that is appealing

    and uplifting

    b) Apostolic Leadership

    [The Apostle is recognized and he leads with vision

    for the church]. What do we mean by Apostolic

    Leadership? The Bible tells us that

    the first Apostles in relation to church

    and looking after newly planted church. Apostolic Leadership in this regard

    &Mission), Church Care (Spiritual Food of Doctrine & Theology), and Church

    Equipping (Discipleship, Coaching, and Mentoring).People are drawn to this kind of

    leadership, where the Leader is the front-line

    of Kingdom Expansion work.

    c) Biblical Theology, Teaching, Studying, and Preaching

    People are like sheep. They always want to

    be where the grass is green; and they will always

    be looking out for where the grasses are greener.

    one course same menu week in week out, he will start to lose his appetite.

    When the members are well fed with varieties of spiritual life-giving

    delicacies, they will always be looking forward to the next spiritual meal;

    they will stay loyal to the family (Church)

    and serve well when given the opportunity.

    People will not only find a place of

    fellowship where they can be connected to

    the sounds of heavenly music; they also want to

    be in fellowship ina place where they are

    connected to the depth of Heavenly Empowered

    Teachings. Where there is a presence of

    Heavenly Empowered Teachings, the people

    will hunger and thirst for more.Remember,

    Man does not live on bread alone, but on every

    The heavenly life of a man craves for

    heavenly teachings in order to sustain him in a dying world.

    d) A total reliance on the Power, Protection, and Provisions of the Lord

    place of fellowship where they

    can be connected to the sounds of heavenly music; they also want

    to be in fellowship in a place

    where they are connected to the

    depth of Heavenly Empowered Teachings.

    Our reliance on God shows faith. As our faith is expressed by the way we live

    our daily lives personally and corporately, it grow like wild fire and is caught by

    those in the church (causing spiritual growth), and there will be a deep desire

    to seek others out for The Lord Jesus (causing numerical growth). This Psalm is

    not telling us that we leave everything to the Lord and we sit back and relax.

    Rather it means that as we work we rely on God that he has already prepared

    what is needed. The realization of our objectives is the physical manifestation

    of

    eliminating all hints of egoistic success and personal pride.

    e) Discerning and Using Spiritual Gifts of the Holy Spirit

    Spiritually gifted and discerningministry

    leadership who practice what they preach.

    15 Give diligence to present thyself approved unto God, a

    workman that needeth not to be ashamed, handling

    aright the word of truth. 2 Tim 2:15 (ASV).

    There are two important points in this heading;

    1). Leaders have the discerning spirit to

    recognize the spiritual gifts of their members

    and guide them to relevant opportunities where

    they could serve. 2). As members are given the

    privilege to serve in certain church ministries

    using their spiritual gifts, they add to the potential of the local church.They

    become active and effective in ministries,as they live out Bible Truth (Practical

    Theology). The local church is able to talk the talk and walk the walk their

    walk with the Lord; and this attracts the searching heart to the Lord and to the

    church.

    we want to build, or because it is

    cosy, or because other churches

    are doing it; we build or upgrade

    our facilities because we are

    convinced that it is an investment

    for spiritual growth, an

    accommodation for numerical

    growth, and it will support the

    vision, mission, and objectives of

    the church, in a fast developing

    world.

    f) Using and Developing the Spiritual Gifts of her members

    Members are not only recognized and utilized, they are also developed. They

    are given the opportunities for more training, workshops, studies, etc. As

    gifts are recognized, developed, and given the opportunities for service in

    the church and creation of ministries in the communities, those who have

    them will realize that they are cared for and that their contribution is

    valuable to the leaders, achievement of the church vision, mission,

    objectives, and of course the Great Commission. They will in return want to

    increase their output. This causes growth both spiritual and numerical.

    g) Improved facilities

    Improved facilities are also an excellent contribution to church growth.

    They are investments for ministries. Members are encouraged and seeing the

    new developments arising from existing ones. It shows advancement. It

    confirms that those in leadership have a vision for growth. Improved

    facilities substantiate a genuine vision for the future. To say that building

    big buildings are a waste of resources is an understatement. Those who say

    that are not clear about Church Development and Growth. As we see

    numerical growth in terms of people coming to Christ and attending church

    activities due to an atmosphere of worship, praise, prayer, and fellowship;

    followed by the exercising of Apostolic Leadership; Biblical Teaching,

    Provisions; Discerning and using Spiritual Gifts; Developing of Spiritual

    Gifts; leaders must at this time lay down a strategic plan for constructions

    of new facilities

    just build because we want to build, or because it is cosy, or because other

    churches are doing it; we build or upgrade our facilities because we are

    Having an adequate financial base is an advantage to church growth because

    she can broaden her ministries to other areas the leaders believe that their

    involvement can make a difference. This of course is to be validated through

    Ministry and He gives it along with the intelligence and wisdom to design

    its plan. The most effective ministry plan is one that is focused on the Great

    Commission . This is the

    Heartbeat of God, The Core Ministry of all Christian Ministries. The

    effectiveness of a ministry plan (after having

    the Vision) will bring into consideration the

    Unreached Target Group, the demography

    of the target area, Objectives and Goals,

    strength and weaknesses, clear strategy and

    detail tactics, other factors that are worth

    considering.

    Good Leadership is the key to church growth. In this day and age, this

    changing culture of the 21st century, and challenging development, each

    local church must work hard at developing aggressive, dynamic, and

    inspiring leaders who love God, love the people, and love the church.

    8) Biblical Model of Leadership in the Church

    a) Leaders are Apostles of God

    The word Apostles, as I have already stated, is the translation of the Greek

    word meaning

    e) Leadership in the church is a calling

    (You can still be an influence without holding a position). There is a big difference of

    attitude to work for one who is appointed by the church, in comparison

    with one who has a firm belief that his calling is from God. The word

    when used in the letters of Paul is the translation of the Greek word

    Leadership in the church therefore is a privilege, because it is an

    invitation from God to the building up of His Kingdom.

    shame them that are wise; and God chose the weak things of the world, that he might put to

    shame the things that are strong; 28 and the base things of the world, and the things that are

    f) Leadership in the church is both a calling and an appointment

    Church leadership requires professionalism. It is also a profession as much

    as it is a calling. It is a divine profession, with a divine appointment. It is

    also a local church profession and a local church appointment. Unless it is

    seen as a profession, leaders will never perform to their full potential, and

    lack quality and certified service.Unless it is seen as a profession, some will

    go for secular paid jobs given the opportunity. Professionalism need not be

    defined by monetary remuneration but in terms of quality and excellent

    purpose driven service that only a church leader can do.

    for and after people. The enduring ethical questions that we need to ask in order to

    clearly strategize, execute, and evaluate any planned development are;

    (1) Who is the development for?This is the first important question a leader

    terms of time;in terms of church resource, natural resources, finance; and in

    terms of people and their comfortability. A leader must ensure that all

    sacrifice must be made to get people into the Kingdom; and not for personal

    gain. The measure of sacrifice must be equivalent to the size of development.

    Church leaders must be cautioned not to sacrifice what they do not own for

    their personal gain and agenda. The Lord is El-Elyon, the possessor of

    heaven and earth, the owner of all known and unknown, seen and unseen.

    We are just caretakers and need to do so with the spirit of stewardship.

    (4) What will be the result? This is an important question that will

    need to be asked by a local church in anticipation ofa good and beneficial

    outcome of any development both Planned & Actual results. Kingdom

    concern must always be the business and investment of the

    church.Kingdom expansion must be first and foremost [focusing on verbal

    Gospel communication].Kingdom transformation and influence [focusing on

    consistently allowing Christ to live out His life in me].To derail from Kingdom

    business is to lose focus on the Great Commission.The main anticipated

    result must bethe number of people granted membership to the Kingdom;

    the number of people to disciple, train, mentor, teach, influenced for the

    Kingdom;the number of people baptized, trained and send out as

    ambassadors of the Kingdom;the number of people to draw in and nurtured

    to become channels of influence for the Kingdom. All other anticipated

    outcome of any proposed church development must be analysed in terms of

    its support to the church kingdom concern and advancement of the Gospel

    of the Lord Jesus to every people group and individual. In fact this, this

    10) Planning in General

    clearly states the Planning Nature of God. If we are made in his image, than

    we also need to manifest the Planning Nature of the One whose likeness we

    reflect. More so, the church has been gifted with the gift of administration

    and leadership that should enable a local fellowship to plan to strategically

    her undertakings for the glory of God. Planning helps in setting Goals and

    objectives and clear goals and objectives assist church leaders in designing a

    workable approach (strategy) to achieving them. When there is good

    planning, there will definitely be clear objectives which will also help the

    leader to evaluate what has been achieved and how the church or ministry

    has performed. Planning helps leaders and their co-workers to work

    according to time and not to waste time on a certain area.

    God is a God of order. The universe bears witness to this truth. He

    plans, he is not wasting time being a pen

    pusher, but he is laying every responsibility on his table and working at

    how he can best achieve them in a given time frame without jeopardizing

    is a calling and stays with you until God says enough; whereas with the

    Evangelicals, it is only an appointment by the church. But then it is the

    responsibility of the Leader to groom New Leaders to take his place so

    that the metamorphosis of leadership is coping well with the new

    (5) Fear

    Fear of the unknown; fear of change; fear that planning is trying to push

    away the leading of the Holy Spirit. Fear shows that the leadership is not

    There needs to be a continual sequence of plan action evaluation

    When evaluation is not done, it will be difficult for a group to see or

    assess the progress they have made toward a desire objective. Most local

    churches do carry out their ministry evaluation, but the sad aspect about

    some of our evaluations is that they are more focus on finance, property,

    assets, and material resources rather than evaluating the work of the

    church in relation to Kingdom Expansion. It is very important for a local

    church or assembly to focus her evaluation first on her work of Kingdom

    Expansion and see how she has faredin the domain of Souls saved, Souls

    disciple, Workers trained, Evangelism, and Church Planting.

    (9) Resistance & Opposition

    There is insecurity and fear of what changes will bring. I have been in

    many local churches where there was utter stagnancy because members,

    especially the leadership Team was resistant to change, so they oppose

    every proposal of development innovation because they fear that it will

    destabilize their spiritual security. We need to be

    mindful of the fact that our security is in God, and that

    a Born Again person is hidden in Him for eternity from

    the day he received Jesus as Lord and Saviour. For

    positive and constructive development to occur,

    change must happen.

    (10) Jealousy

    Allowing bad emotions to take control of planning

    exercise causes jealousy. The spirit of Pride begets competition; and the

    spirit of Extreme Competition breeds jealousy; and the spirit of Jealousy

    begets division. Jealousy comes when you do not know your potential; so

    you desire to become like the other person but you do not understand

    (11) Pride

    Pride comes as a result of past success, and to glory in your past success

    is to diminish your potential in further development and success. In

    Stages of Planning

    The Planning Stage

    I want us to begin this section by looking at the stages of planning and what they

    involve. In any undertaking whether in a church or outside of the church planning can be

    a huge task. That is why it is helpful to break the planning process down into

    manageable stages. The stages are as follows:-

    1. Visionary Planning

    2. Strategic Planning

    3. Tactical Planning

    4. Implementation

    5. Evaluation

    6. Adjustment

    I want us to discuss the first three stages here to help us understand their differences.

    Visionary Planning

    This is the first stage of the planning process. This is

    where the foundation of the whole workbegins.

    Without the Visionary Planning there is no point in

    trying to do a Strategic Planning. In Visionary Planning

    an organization will establish, implement, evaluate, and

    adjust her vision, values, purpose, mission, and objectives to meet

    a particular need. There are seven (07) steps in the Visionary Planning Stage:-

    a. Establish the Vision of the organization.

    b. Establish the Purpose of the organization. we exist? Why are we here?

    c. Establish the Values of the organization.

    Strategic Planning

    In this stage of Planning Process, an organization will establish, review, and adjust her

    vision, values, purpose, objectives, and goals. At this stage, an

    expectations. Strategic Planning is focused on Long

    Range Achievements. Strategic Planning in church is

    slightly different because we need not set any new

    objective other than the one already laid down in

    scripture [Matt 28:19-20]. There are seven basic steps in this stage:-

    n. Determine possible consequences;

    o. Determine financial, personnel, and procedural policies of the

    organization; controlling the activities we do to achieve our

    p. Establish standards;

    Tactical Planning

    You move to this stage when you have finished the

    Strategic Planning stage. In the Tactical Planning

    stage, an organization will determine the means to

    accomplish short-range Goals. Tactical Planning is focused

    on Short Range achievements. Tactical Planning can

    again be broken down into three (03) manageable planning process:-

    q. Programme Planning establishing a course of action that has just a few

    tasks and will be used only once to achieve a certain goal.

    r. Project Planning Establishing a course of action that has many task and

    will be used only once to achieve a certain goal.

    s. Operational Planning Establishing a course of action to be used

    repeatedly to accomplish a specific Goal.

    Guidelines for the Tactical Planning Stage

    a. Record the purpose, objectives, and goals to be accomplished.

    b. (Programme, Project, Operational);

    c. List necessary activities needed to accomplish the Goal.

    d. Note the starting date and the completion date for each activity.

    e. Note the people responsible for each activity and those assisting them.

    f. List the needed material and resources for each activity.

    g. Record the financial cost for each activity.

    i. Are there enough resources?

    ii. Is there enough funds?

    iii. If not; how can we resupply our funds & resources?

    iv. Do we need to analyse and adjust the plan so that we can have enough

    funds and resources?

    These are basically the important points that are involved in the planning process and

    the characteristics of each planning stage. Remember! A plan is only effective when

    actions are taken. Having a plan on paper will not bring the desired result.

    Do not allow for any show of hands (voting for an idea) when all the

    information or facts needed are not made available to make wise decision.

    The NEXT STEP of Brainstorming Session is ORDERING & EVALUATION

    Check all ideas against the Vision, Purpose, Mission, Objectives,

    Goals, and Constitution of the Organization.

    Eliminate all ideas that are not in line with the above, and not

    according to scripture;

    After elimination; Analyse all the facts, information, and data

    presented;

    BEGIN THE DECISION MAKING.
