    At the aim of stable and sustainable development, Vietnam Bank for Social Poli-cies has carried out many basic and syn-chronous solutions to improve the quality of policy credit implementation in 2012. In addition, thanks to the borrowers efforts and cooperation, the rate of debt repayment for revolving is high, with the total repayment turnover being VND 22,787 billion, while total lending turnover reaching VND 33,027 billion.

    Total outstanding loans as of 31 De-cember 2012 reached VND 113,921 billion with 7,088 thousand active borrowers, with main contribution of the lending to the poor households, disadvantaged students, busi-ness and production households living in ex-tremely disadvantaged areas and the lending for housing purposes, safe water and rural sanitation.

    Thanks to these lending programs, there was 2.9 million poor households sur-passing the poverty line; nearly 2.6 million labors and more than 98 thousand migrant workers abroad for limited terms having jobs; over 2.9 million disadvantaged stu-dents accessing policy credit; more than 4.2 million safe water supply and sanitation fa-cilities and nearly 484 houses built for poor household, etc. Besides, VBSP has provided households funds for manufacturing, which generating and increasing borrowers in-come, bettering their living standards and environment protection.

    Such remarkable achievements are results of incessant efforts of VBSPs staff to overcome difficulties and the special concern of the Government; the Prime Minister; min-istries and agencies at the central level; local committees and local governments; the close and effective coordination between mass or-ganizations and VBSP in entrusted lending service. In addition, VBSPs success would not have been possible without the effective operation of 2,045 savings and credit group nationwide, considered as extended arm

    I. Hi ng qun tr

    Hi ng qun tr Ngn hng Chnh sch x hi gm 14 thnh vin, trong 2 thnh vin chuyn trch gm: Tng gim c v Trng Ban kim sot; 12 thnh vin kim nhim l cc Th trng hoc cp tng ng, ca cc B, ngnh, cc t chc chnh tr - x hi ti Trung ng.

    A.THE GOVERNANCE STRUCTUREOF VBSP

    I. The Board of Directors

    The Board of Directors (BOD) com-prises 14 members, among them the Gover-nor of State Bank of Vietnam is the Chair-person. The two fulltime members are the General Director and the Chief of Supervi-sion Board of VBSP. The twelve part-time members are Vice Ministers or equivalent-

    II. B my gip vic cho Hi ng qun tr gm

    1. Ban chuyn gia t vn Hi ng qun tr: C chc nng t vn cho Hi ng qun tr trong vic thc hin chc nng qun tr Ngn hng Chnh sch x hi. Thnh vin Ban chuyn gia t vn Hi ng qun tr gm cc chuyn gia cao cp do cc B, ngnh, t chc chnh tr - x hi c Lnh o tham gia Hi ng qun tr c v mt s chuyn gia do Ch tch Hi ng qun tr la chn.

    2. Ban Kim sot: C chc nng kim tra, gim st hot ng ca Ban i din Hi ng qun tr cp tnh, huyn v b my iu hnh ca Ngn hng Chnh sch x hi trong vic thc hin ch trng, chnh sch, php lut ca Nh nc,

    ranking officials of relevant ministries, agen-cies and mass organizations.

    The BOD is in charge of governing VBSPs activities; issuing directions, poli-cies, and the annual and five-year develop-ment strategies for VBSP; deciding the op-erational and organizational mechanism of VBSP at various levels; passing resolutions of the BOD on an ad-hoc, quarterly, and an-nual basis.

    In addition, the part-time members of the BOD directly steer their own agencies to take part in managing and overseeing VB-SPs activities.

    II. Supporting teams of BOD

    1. BODs Advisory Team has the func-tion of advising BOD on the governance of VBSP. Members of the Advisory Team are senior experts nominated by ministries, agen-cies, and mass organizations that have their representatives on the BOD of VBSP. Other experts may be selected by the Chairperson of BOD.

    2. BODs Supervision Board is re-sponsible for surveillance and supervision of the activities of the Representative Units of the BOD at the provincial and district levels and of the Management Board of VBSP with

    B. B MY IU HNH NGN HNG CHNH SCH X HI

    Ngn hng Chnh sch x hi c h thng mng li hot ng t Trung ng n tnh, thnh ph, qun, huyn theo a gii hnh chnh. iu hnh hot ng ca h thng Ngn hng Chnh sch x hi l Tng gim c, gip vic Tng gim c c mt s Ph Tng gim c, Vn phng v cc Ban chuyn mn nghip v ti Hi s chnh.

    I. Ti Trung ng

    Hi s chnh Ngn hng Chnh sch x hi t ti Th H Ni, bao gm: Vn phng v 11 Ban chuyn mn nghip v; Trung tm Cng ngh thng tin, Trung tm o to v S giao dch.

The Representative Units of the BOD at the provincial and district levels: as the representatives of the BOD in the local area, these units are tasked with supervising the implementation of BODs directions and resolutions by VBSPs provincial branches and district transaction offices. These units also jointly give directions on the linkage of poli-cybased credit provision, poverty reduction, and socio-economic development projects in local areas so as to better utilize capital source.

    B. THE MANAGEMENT BOARD OF VBSP

    VBSPs operating network stretch-es from the Headquarters down to prov-inces and districts. At the helm of VBSP is the General Director, who is assisted by a number of Deputy General Direc-tors and functional departments at the Headquarters. I. The central level

    II. The local level

    VBSPs provincial branches are sub-ordinated units of the Headquarters. Under the authorization of VBSPs General Direc-tor, these branches direct and run VBSPs ac-tivities in local areas. A provincial branch is headed by a director, who is assisted by a number of deputy directors and op-erational divisions. At as December 31st 2011 there have been 63 VBSPs provin-cial branches. District transaction offices are sub-ordinated units of the provincial branches. These district offices directly conduct VBSPs

    activities in the local area. A district transac-tion office is also headed by a manager, who

    is assisted by a number of deputy managers and operational teams. As at December 31st 2012, there have been 618 district transac-tion offices.

    With a view to increase the accessibility to preferential credits assiged by govern-ment to the poor and other beneficiaries, concurrently to reduce transaction expense for the borrower, as an effort to publicize the use of policy loans as well as to strengthen the steering of local au-thorities and cooperation in monitoring the loans and providing assistance to help the borrowers use the loans for the right purpose to maximize its efficiency,

    the Vietnam Bank for Social Policies (VBSP) has of-ficially established fixed date transaction points at

    communal level since August 2005. Under this initia-tive, each fixed date transaction point is located in the

    office of communal peoples committee. On the fixed

    dates of every month, working teams are sent to com-munes to deal with customers by VBSPs automobile. The teams are equipped with laptops, money coun-ters and printers. Those teams are named as mobile transaction teams. One mobile transaction team con-sists of 2 or 3 officers as assigned by the manager of

    the VBSP local office, including one credit officer as

    group leader, one accountant and one cashier. Trans-action at fixed date transaction office normally occurs

    at least once per month on a particular day.

    At each communal transaction units, fol-lowing information is publicized, including the information of Government policies and guide-lines on preferential credits for the poor and oth-er policy beneficiaries; interest rate of each loan

Additionally, an official meet-ing will be organized with representatives from communal mass organizations and savings and credit groups in order to control lending pro-cess, debt status, operation of savings and credit groups and credit risks, etc,.

    At as December 31st, 2012, 10,861 mobile transaction points were established out of total 11,118 communes nationwide, which currently cover 85% banking trans-actions of VBSP.

    Total outstanding loans as at December 31st, 2012 is VND 113,921 billion, in-creasing by VND 10,190 billion (9,8%) compared to 2011. In which:

    Poor households program: VND 41,560 billion, accounting for 36.48% of total outstanding loans.

    Disadvantaged student program: VND 35,802 billion, accounting for 31.43% of total outstanding loans.

    Business and production households living in extremely disadvantaged areas and communes: VND 12,871 billion, accounting for 11.3% of total outstanding loans.

    context, VBSP has always been proactive and aggressive in international cooperation to attract external resources for poverty re-duction and social welfare in Vietnam. The year 2012 recorded many achievements and progress in foreign affairs and project man-agement of VBSP.

    According to the Asian Develop-ment Bank (ADB), as of December 31, 2012, VBSP attracted the largest amount of ODA for microfinance in Vietnam, equivalent to

    USD 73.2 million, while , that amount of the Peoples Credit Fund was USD 72.4 mil-lion and the Bank for Agriculture and Rural Development was USD 65.2 million for the same period of 2003 - 2012

    PROJECT DEVELOPMENT

    Even though the international sup-ports become more and more limited, the project development still achieved consid-erable results. Specifically, in 2012, many

    potential projects developed in 2011 were officially approved, including: (i) Project to receive VND 1,465 billion out of VND 2,500 billion from the capital source of the Poverty Reduction Support Credit (PRSC of the do-nor community in Vietnam, coordinated by the World Bank) for the disadvantaged stu-dents credit program via the state budget ; (ii) The sub-agreement to supplement about

    USD 13,273,000 for the Forest Sector Devel-opment Project Phase II of the World Bank; (iii) The project to receive a total of USD 6,000,000 from the Department for Interna-tional Development (DFID) for subsidies to mobilize funds for RWSS lending program, which is expected to create the equivalent loan outstanding of some VND 1,000 billion; (iv) Project Inclusive finance: Small finance for businesses employing, serving or owned by persons with disabilities funded by the Nippon Foundation with total value of USD 600,000; (v) Project Rural household sani-tation: Linking demand with supply: the Department for International Development (DFID) granted USD 410,000 for VBSP and the Ministry of Health to implement the pro-ject. (vi) Community Hygiene Output-Based Aid (CHOBA) funded by the East Meets West Foundation (EMW), accrordingly VBSP will be responsible for managing savings accounts as the awarded amount for the households, who borrow money from VBSP to build sanitation facilities in 8 project provinces. Expectedly, around 100,750 to 125,750 sanitation facilities will be built with the support of total grant of VND 56,420 to 70,420 million (equivalent to USD 2.8 to 3.5 million). VBSP in collabo-ration with the Vietnam Womens Union of-ficially accepted the project.

    access to ODA source to supplement funds for key credit programs designated by the Government. At the same time, VBSP has positive contact and work with potential donors to exploit and develop new projects and scale-up projects successfully piloted.

    INTERNATIONAL RELATIONS The increase in scale and achieve-ments has highlighted VBSPs position in the microfinance industry in Vietnam in particular and in the world in general. Through active participation in inter-national events and the membership of prestigious international microfinance and rural credit organizations in the re-gion and in the world, VBSP is current-ly the member of the Asia-Pacific Ru-ral Agriculture and Credit Association (APRACA), the Banking with the Poor (BWTP), the Global Microcredit Summit (MCS) and the Microfinance Information Exchange (the MIX).

    As the member of these organiza-tions, VBSP has opportunities to inte-grate deeply into the international micro-finance industry, and to introduce VBSPs operation and achievements to seek in-ternational organizations support and to exchange and share experiences among members.

    many organizations such as the World Bank (WB), the Asian Development Bank (ADB), the German Bank for Reconstruction (KfW), the Department for International Develop-ment (DFID), and the United State Agency for International Development (USAID) etc, which are opportunities for VBSP to exchange information and working experi-ences, and more further to seek for potential collaboration and funding.

    PROJECT MANAGEMENT

    Vietnamese Government in general and VBSP in particular always highly ap-preciate the efforts and contributions from donors in poverty reduction and social welfare in Vietnam during the last years. Vietnam was officially removed from the list of poor countries; however, the poor and beneficiaries in Vietnam have still needed more support from donors to help them out of poverty sustainably and boost their living standards. In 2012, VBSP continued to effectively implement the projects and reached the expected ob-jectives of the donors. It confirms the fact that VBSP is a trustworthy bank in effectively implementating the entrusted capital sources.

    Nm 2005, Ngn hng Chnh sch x hi k Hip nh vay ph vi B Ti chnh tng ng 27,2 triu USD cho vay trng rng thng mi (trng rng sn xut) vi li sut 0,75%/nm.

    Nm 2012, Ngn hng th gii ti tr b sung cho D n trng 25.000ha rng sn xut ti 06 tnh: Thanh Ho, Ngh An, Tha Thin Hu, Qung Nam, Qung Ngi, Bnh nh 2012 - 2015. Cc cu phn do Ngn hng Chnh sch x hi thc hin tr gi khong 13.273.000 USD gm vn tn dng u t trng rng, kinh ph mua xe ch tin v kinh ph o to trong nc.

    Under the Forest Sector Support Program (FSSP) signed between the Vi-etnam Government and the World Bank (WB), VBSP is responsible for financ-ing Production Forest Plantation com-ponent. The goal of this component is to develop 56,000ha of production forest in four provinces of central Vietnam: Thua Thien Hue, Quang Nam, Quang Ngai and Binh Dinh.

    In 2005, The Ministry of Finance (MOF), on behalf of Vietnamese Govern-ment, signed a sub-agreement with VBSP to give a sub-loan of USD 27.2 million for commercial forestation loans (production forestation) with the preferential lending rate of 0.75% per year.

    In 2012, the WB gave the supple-mentary fund for this project to comple-ment 25,000ha of production forest planta-tion in 06 provinces, including Thanh Hoa, Nghe An, Thua Thien Hue, Quang Nam, Quang Ngai, Binh Dinh for the period of 2012 - 2015. The total capital allocated for VBSP is about USD 13,273,000, which is used for lending, for mobile banking vehi-cles, and for domestic training.

    The total outstanding loans reached nearly VND 388 billion with 15,003 active borrowers.

    2. The Rural Income Diversification Project in Tuyen Quang province

    Under an agreement between the Social-ist Republic of Vietnam and the International Fund for Agricultural Development (IFAD) to im-plement the Rural Income Diversification Project in Tuyen Quang province (RIDP), the Vietnamese Government gave VBSP a sub-loan of SDR 1,12 million (equivalent to USD 1,43 million) with the lending rate of 0.75% per year (2003-2022).

    The project aims at socio-economic development of its target groups, who are the poor and small-scale business households, suppliers of seedlings and agriculture mate-rials at Region II and III in project area. New lending methodology of wholesale through the credit and savings groups is employed under the project.

    By the end of 2012, the project had the total outstanding loans of VND 24.5 billion and 670 active borrowers.

    3. Lending program for small and medium enterprises (KfW project)

    Within the Small and Medium Enter-prises Development Programmes frame-work, VBSP was allowed by the Prime Min-ister to take out a loan of an amount equaling to EUR 10 million from the German Govern-

    4. Fund for rural poor project (OPEC)

    The Vietnamese Government lends the entire amount of USD 10 million with the in-terest rate of 1% per year from OPEC Fund to VBSP under Fund for rural poor Project period 1999-2016. The project aimed at two key objectives: (i) Supporting the poverty reduction credit pro-gram in Vietnam for strengthening socio-eco-nomic position of the rural poor in 20 provinc-es; (ii) Reinforcing and strengthening capacity of the Vietnam Bank for the Poor (now is the VBSP) in supplying the poor with financial ser-vices. By the end of 2012, the project report-edly had 1,061 active borrowers with total out-standing loans of over VND 8.2 billion. 5.     The International Fund for Agricultural Development (IFAD) and the Government of Vietnam (GoV) has the consent to select VBSP to implement the Participatory Resources Management Project in Tuyen Quang province (PRMP) with an amount of USD 3,724,000. The interest rate is 2/3 of the calculated rate, which is equal to the average lending interest rate to VBSP borrowers minus the operation expenditure and the norm profit. The project has the goal to improving income and living standards of people in the project area, especially those who are the poor in ethnic communities and have limited access to banking services. In 2012, loan disbursement, principal and interest collection and fund revolving continued to be performed effectively and ef-ficiently. The total outstanding loans reached nearly VND 44.5 billion with 3,538 active borrowers.

    6. Coastal wet land development project (CWPD)

    Under the financial agreement signed between the German Reconstruction Bank (KfW) and the Socialist Republic of Vietnam to implement project the foresta-tion and sustainable forestry management of natural forests in Quang Nam, Quang Ngai, Binh Dinh and Phu Yen, VBSP takes charge of opening and managing deposit accounts for farming households and rural communities in the project ar-eas. Each project beneficiary receives a non-refundable grant through the deposit account opened at VBSP district office.

    The pilot project is funded by Unit-ed States Agency for International Devel-opment (USAID) with a non-refundable amount of USD 49,900 through Family Health International (FHI). The project is piloted in three districts of Ho Chi Minh city. The total amount of support was USD 94,500, in which, USD 27,500 for technical assistance and the rest for lending.

    The project also received attention and support from the Peoples Committee of Ho Chi Minh City with the amount of VND 7.5 billion to replicate the model in other districts in the city.

    By the end of the project, there have been 88 borrowers (August 2012). Project stakeholders are considering to scale up the model in other areas.

    The project is funded by the Nippon Foundation of Japan with a total grant amount of USD 600,000, of which USD 450,000 for the revolving fund to provide mi-cro loans for businesses employing, serving or owned by persons with disabilities; USD 150,000 for training to VBSP loan officers and borrowers.

    The project has been piloted in Da Nang city at the aim of supporting micro businesses employing, serving or owned by persons with disabilities to start and expand business, to create sustainable income and economic independence.

    Under the support of the target program budget support (TPBS) donors for the National Target Program on ru-ral water supply and sanitation (RWSS), DFID funded VBSP 4 million (equiva-lent to USD 6 million) to contribute to the Government subsidies for VBSP period 2012-2013, in order to increase funds for RWSS lending program in accordance with the banks current mechanism. This support prioritises the lending to the poor households, especially ethnic minority households, to build latrines.

    By December 2012, more than VND 32 billion of subsidies generated more than VND 900 billion of outstand-ing loans of RWSS program for the last 7 months of 2012.

    T raining is always considered as one of the most important tools to im-plement the development strategy of human resources of VBSP in particular and the strategy for sustainable develop-ment of VBSP in general. In 2012, thanks to the concern and support of the Board of Directors and the Board of Management, the training and scientific research activi-ties of VBSP have had noticeable achieve-ments, in contribution to the success of the whole system.

    TRAINING

    In 2012, VBSP focused on imple-menting a number of training programs for the following target groups: Firstly, the training to management officers and key staff of branches with bad credit quality: this new training program was launched in 2012. The Training Cent-er has taken the chair and coordinated with the credit department for the poor, the department for managing and handling non-performing loans and the Information Technology Center to compile training ma-terials of particular fields. Re-sults as follows: Excellent accounted for 50.43%; 46.14% of Good and , 3.43% of Average. The training program consists of 2 parts, including theory and practice. The trainees study theory on general knowledge, credit, accounting, treasury and IT at training units. The training materials are compiled by the Training Center. The training methods are frequently innovated and upgraded to improve the training qual-ity, which are also highly appreciated by the trainees. Practical training is done at the dis-trict transaction offices, where they apply theory to specific operations with the sup-port and guidance of experienced staff. Training method: As most of training targets have certain working experiences, the main method applied is Learner-cen-tered Teaching. This method is combined of presentation, practical exercises, case studies, group discussion, which incorpo-rated a number of games to create exciting learning environment, stimulate the partici-pation of learners in the training process to help them absorb the knowledge and work-ing skills at best.

    THE SCIENTIFIC RESEARCH ACTIVITY

    Scientific research activity in 2012 achieved such significant results. During the year, the whole bank deployed eight scientific researches, including six re-searches at central level and two at branch level. The Training Center completed procedures to accept three researches at central level and one at branch level. The Training Center directly implement-ed the scientific research The impact of poor household lending program on lives of rural people and successfully got the acceptance of the Scientific Council of the State Bank of Vietnam, marking Excellent. The Scientific Council appraised and evaluated 406 initiatives of the year 2011 and 395 ones of the year 2012 for individu-als and groups. These results are used as the basis for the Board of emulation and com-mendation to consider commendations and salary upgrading examination.

Thirdly, VBSPs branches have made efforts to implement the training plan ap-proved: Sending its staff to participate in training courses held by the Training Center; Organizing training courses for its staff, the management board of the savings and credit groups and staff of the commune-level pov-erty reduction boards. Finally, scientific research activity has positive changes: the approval of scien-tific researches and the appraisal of inno-vations have been gradually put into place. The documents guiding the organization and management of scientific research activities have been completed.
