State Fiscal Stabilization Fund• The State Fiscal Stabilization Fund (SFSF) is a new one-time

appropriation of $48.6 million to Governors to maintain support for public education and other State services.

• Phase I began in April – approximately $36.8 billion have been awarded to all 50 States, Puerto Rico, and the District of Columbia, including 100% of Government Services Funds.

• $11.5 billion to be awarded in Phase II.

• Governors will apply for their States in Phase II, as in Phase I.

General Requirements

In its plan, the State must describe the following:(1) The agency or agencies in the State responsible for

the development, execution, and oversight of the plan, including the institutional infrastructure and capacity of the agency or agencies as they relate to each of those tasks;

(2) The agency or agencies, institutions, or organizations, if any, providing technical assistance or other support in the development, execution, and oversight of the plan, and the nature of such technical assistance or other support;

(3) The overall budget for the development, execution, and oversight of the plan;

(4) The processes the State employs to review and verify the required data and other information; and
