OVERVIEW

State Institute for Rural Development, under the administrative control ofPanchayati Raj Department, Govt. of Odisha is the State Level Training Institutewhich takes care of the training needs of the elected representatives as well asfunctionaries of 3-tier Panchayati Raj Institutions. It also helps in building thecapacities of Rural Development Functionaries, people from Civil SocietyOrganisations and other stake holders through inter-related activities of training,exposure visits, workshops, studies. It also develops necessary trainingcurriculum for the participants and develop training modules for various trainingprogrammes, undertaken by SIRD and ETCs based on training needassessment. It's aim is to

1. Organize training programme, conferences, workshops, seminarsfor functionaries from development sector, elected representatives,NGOs and other stake holders.

2. Undertake research assignments of other related departments.

3. Publish various thematic based resource materials for its clientelegroups.

4. Develop content and disseminate information through news letter,reports, web hosting of the resource materials etc.

Considering the huge number of electedrepresentatives of the Panchayati Raj Institutionsacross the state, SIRD as an apex training institute inthe field of rural development as well as povertyalleviation addresses the capacity development needsand training through these activities. Capacity buildingof rural development functionaries and electedrepresentatives is a pre-condition for the success of alldevelopmental programmes, being implemented byPanchayati Raj Department and also otherdepartments where the representatives play a criticalrole in the policy formulation and effectiveimplementation of the programmes.

In more than 50 years of its existence SIRD hasbeen playing its role with a sense of commitment andfacilitates in bringing about qualitative changes inprogramme implementation through a process of

training and information dissemination. Intensivecapacity building is required for strengtheningdecentralization which has become more explicit withthe 73rd Amendments to the Constitution of India in1992, making local government institutions constitu-tionally mandatory. Capacity building is not limited totraining only, rather it is much more than training andincludes individual development and institutionaldevelopment. Individual development involves thedevelopment of human resources includingenhancement of an individual's knowledge, skills andattitudinal change. Institutional development on theother hand is about enabling an institution to achieveits mission, strategies and goals which include selectionof need based projects, proper beneficiaries,processes, procedures and above all creating a senseof confidence.

TRAINING

Considering the above SIRD during the year 2014-15 conducted a number of trainingprogrammes through in-house and off-campus mode. It has successfully organized 566number of training programmes both in in-house and off-campus mode with a totalparticipants of 26,660 nos. during the year 2014-15. The details of the trainingprogrammes are given below.

EXTENSION TRAINING CENTERS (ETCs)

There are 3 Extension Training Centers in the state, located at Bhubaneswar,Kalahandi and Keonjhar under the administrative control of Director, SIRD andPD, DRDA, Kalahandi and Keonjhar respectively. The Director SIRD is the nodalofficer for the 3ETCs.Various trainings are organized at ETCs for officials, non-officials & NGOs working at block and GP level for enhancement of theirknowledge , skill and attitude. Currently the ETCs are imparting training to theelected representatives of 3tier PRIs of their respective districts, PEO and GRSin close coordination with SIRD.

SIRD, Odisha has been playing a credible role by constantly facilitating the 3ETCs to bring about a more conducive environment for carrying out varioustraining, emphasis is also given to upscale and expand existing infrastructurefacilities on continuous basis.

FIELD LEVEL PRI CAPACITY BUILDING AND TRAINING

SIRD, in its effort to cover all the elected representatives of 3-tier PRIs at least 3 times on different modulesduring their tenure continues to organize training programmes for ZP members, PS members, Sarpanchesand Wardmembers through DRDA with the support of collaborative partner organizations (CPOs) in multilocation mode across the state with Project Director, DRDAs as the District Training Co-ordinator and APD(training) as the nodal officer in the respective districts. The training during the year is being imparted onInduction module, by Resource Persons selected and trained by SIRD.

EXPOSURE VISIT OF ELECTED 3-TIER PRI LEADERS

SIRD, in its endeavour to equip the elected representatives with necessary skills and exposure on the bestpractices for smooth management of various schemes and programmes organize exposure visit inside thestate. In this context elected representatives of one district were taken to another district, to see to themselveshow the programme are being implemented, functioning of panchayats, conduct of Palli Sabha and GramSabhas by their counter parts in other districts. The visits were organised utilising the expertize of SIRD asan state level apex training institute in the field of rural development. The details of exposure visits are -

STATE LEVEL WORKSHOP ON STREMLINING THE IMPLEMENTATION OF BRGFA state level workshop was organized to

stremline the implementation of BRGF bySIRD. The objective of the workshop was tostremline the processing of BRGF plan in closecoordination with the officials of Panchayati Raj,Planning and Coordination and UrbanDevelopment Departments by proper utilization ofBackward Region Grant Fund (BRGF) and toresolve the difficulties faced during itsimplementation.

The workshop was attended by Hon’bleMinister, Panchayati Raj & Law, Smt. Usha Devi,W&CD and P & C Department, representativesfrom MoPR, GoI besides state level and districtlevel officials from these departments.

Under Lab to Land initiative, Bharat NirmanVolunteers 65739 BNVs have been identified inOdisha for awareness Generation among ruralpeople on their rights and entitlements,strengthening of people's Institutions in villages.convergence among Govt. Departments, PRIs,Banks, CBOs and others to further ruraldevelopment initiatives and promoting voluntarismamong the common masses.

Where BNVs have been engaged in theentire state for awareness generation in ruralareas on all development programmes. Avenue

plantation, cleaning of GP Pond, pisciculture,health Camps along with IEC campaigns wereorganized in Lab to Land districts with theinvolvement of BNVs.

STATE LEVEL WORKSHOP ON IMPLEMENTATION OF PESAA State level workshop was organized by

SIRD, Bhubaneswar, Odisha on effectiveimplementation of PESA Act, sponsored by Ministryof Panchayati Raj, Govt. of India. The principalobjective of the workshop was- to analyze the provisions of the PESA Act inRevenue, Steel & Mines, SC & ST Development,Excise, Forest & Cooperation Departments and itsinvolvement with the Panchayati Raj institutions.- to discuss & examine the problems/deficiencyin the implementation fo the Act and to takemeasures for its meaningful implementation.- to discuss the status of implementation ofPESA, challenges and opprotunities.- to give a fillip to PESA implementation andimprove the level of awareness.

The workshop was inaugurated by theSecretary, MoPR, GoI in the presence of seniorofficers of MoPR, Govt. of India and State Govt..Elected Representatives of Panchayati RajInstitutions, District Panchayat Officers, DistrictSocial Welfare Officers and the NGOs associatedwith the tribal empowerment and implementation of PESA Act of the PESA districts also participated in theworkshop. The representatives of concerned line departments presented their views keeping PESA Act inview for discussion in the workshop.

TRAINING ON FINANCIAL MANAGEMENT FOR SARPANCHES & PANCHAYAT EXECUTIVEOFFICERS

Considering the critical role played bySarapanches & PEOs in the management of GPfinance, SIRD, has successfully started thetraining on the “Management of Finance” at GPlevel for the Sarpanches and PEOs. The trainingis being organised at district / block level with thesupport of DRDAs and imparted by the MasterTrainers selected by the district administration andtrained by SIRD. The study material, trainingmodule etc. has been prepared by SIRD for use inthe training programmes.

SIRD implements the capacity building programme ofPanchayati Raj Institutions under RGPSA. The aim ofthe programme is to enhance the capacity andeffectiveness of Panchayats. Under RGPSA, during2014-15 SIRD has organize the training programme on“Good Goveranance” for Zilla Parishad Members and“Panchayati Raj Institutions and SustainableLivelihood” for PS Members in decentralized mode in6 different zones. The training needs assessment of 3-tier Panchayati Raj Institutions have been conductedto assess the performance requirements of electedrepresentatives. The programme was organized in 3different revenue divisions separately for therepresentatives of 3-tier PRIs. Exposure Visit bothinside and outside the state was also organized underRGPSA.

RAJIV GANDHI PANCHAYAT SASAKTIKARAN ABHIYAN (RGPSA)

A Regional Review Meeting of MoPR Programmes ofEastern Region States was organized by SIRD, Odishain Bhubaneswar. The review meeting was attended bythe secretary, MOPR & other senior officers of MoPR,GoI. The senior officers of Panchayti Raj and Rural

SIRD, in its endeavour to reach out to the people livingin the rural areas has taken up IEC activities throughDoordarsan and All India Radio. In this connection,panel discussions on various themes relating to ruraldevelopment & poverty alleviation programmes of thegovernment with subject experts are being telecast inDoordarsan(Odia) channel. Also jingles on different

schemes of the government have also been transmittedthrough All India Radio. SIRD has also planned totransmit quiz programmes on different themes throughAIR. These activities are being taken up by SIRD asper the mandate of the IEC activities under RajivGandhi Panchayat Sashaktikaran Abhiyan.

IEC ACTIVITIES

SIRD, Odisha under RGPSA has conducted trainingprogrammes in 10 districts on "Rural Prosperity throughSanitation & Livelihood" to create awareness among the PRImembers, SHG, CLF, GPLF leaders and cutting edgefunctionaries. The aim of the programme is to motivatecommunities for adopting sustainable sanitation practices andto bring about an improvement in the quality of life. The mainobjective of the programme is to build up the capacity of theparticipants and to acquaint the participants on the importanceof sanitation, community hygiene for improving livelihood.

Information Dissemination plays animportant role and provides a critical input foreffective implementation of ruraldevelopment programmes. In this context,as per the mandate of the Institute it bringsout Panchayat Samachar which gives a clearpicture on various schemes, govt. orders,circulars, case studies etc. for different stakeholders. SIRD reaches out to the ERs andfunctionaries of 3-tier PRIs through its widcirculation to the Gram Panchayats,Panchayat Samities & Zilla Parishads acrossthe state.

SIRD is regularly uploading important letters,power points for use in different training programmesand course reports of the training programmes,workshop etc. in its re-designed website for easyaccessibility and clear understanding.

Books and other institutional publications form amajor source of information. SIRD has a total collectionof 15,450 nos. of books and subscribed to 13 nos. ofperiodicals during the year.

During the year a book onSocial Welfare Module namely "Samaja KalyanaYojana" (Odia) has been brought out by SIRD fordistribution in the training programmes of electedrepresentatives as well as functionaries. A booklet onRural Sanitation namely “Grama Sabhare ParimalaSambandhiya Alochana Pustitka” (Odia) has beenbroughtout by SIRD for use in the training programmesunder “Swachha Bharat Abhiyan”.
