1.1 Concept and goals
The WTP shall be a group of real estates with highly developed technical infrastructure, created to facilitate the knowledge and technology transfer between science and economy / entrepreneurship. It will also create suitable environment and conditions for:
intensive technological development of selected branches of economy (partially in a form of clusters);
establishing of new SME enterprises applying advanced, cutting-the-edge technologies;
implementation and commercialisation of applied research results;
multi-directional cooperation between all tenants resulting in synergy effect
providing new work places and conditions of development for graduates from universities in Warsaw and other academic, regional centres;

The development strategy for the Warsaw Technology Park is based on the key assumption that it will remain under the well balanced influence of business entities and applied research.

1.5 Development stages of WTP
The Warsaw Technology Park will be created in phases, as the funds are being raised and the cooperation with investors is being initiated.
TechnoPort is included in the indicative list of key projects in the EU-funded Operational Program ”Innovative Economy”, with 2 projects: WTP Phase I Micro and Nanotechnology Center
Altogether 53 million €, 5 buildings – 27 500 m² of usable space (Technology Incubator, Laboratories, Offices, Conference space, Services Centre)
Next phases will involve private investors and will use the public-private
partnership formula. Currently, the short list of recommended investors is being analysed by the City of Warsaw.

1.6 Technology Incubator
It is the first facility to be built in the Park (Phase I) and it will be operated by a Foundation created by TechnoPort.
The incubator will be a 5500 sq. m. building with modern infrastructure, high-class office space, well equipped laboratories and a package of advisory services available for it’s tenants. The incubator will provide favourable conditions development for SME’s (spin-offs, spin-outs, start-ups) in the field of innovative and high technologies.
Currently, incubating process is being realised in temporary premises of WTP where 11 companies (ITC, telemedicine, education, advanced materials) is located.

2. WTP contributes to „Warsaw City Intelligence”
There are many criteria to assess the level of intellectual capital existing or being built-up within the City / Aglomeration / Region. The examplary ones are:
Openness (to innovation, to knowledge transfer, to external world…) Clear Vision in many aspects (spatial planning, social development, ...) Leadership ability Cohesion in multi-directional development Use of ICT (for communications, for education, for business …) Learning ability (from the past, from good practices, …) Connectivity (internal and external) and Mobility Initiative (technological, social, ...) Experimentation (e.g. in cluster-oriented development)
Warsaw Technology Park will actively add to „city intelligence” as WTP’s activities will directly contribute to the enforcement of the above criteria. It’s very important that WTP will provide this support continuously and independently of political changes. By this fact the WTP will be a sort of stabilizing factor in the fields of city intelligence development.

3.2. WTP’s role in high-tech cluster development
WTP is ready to become a major initiator in high-tech cluster development in Warsaw and Mazovia Region. WTP is well prepared to that role through:
Its effective cooperation with science and research resources in Warsaw and in the region (Warsaw Science Consortium is a WTP’s major partner)
The support it’s getting from the City of Warsaw (the owner of TechnoPort) and from Marshall Office of Mazovia Region
Active participation in institutional initiatives in the field of innovations like RIS Mazovia, SOOIPP (Polish Business and Innovation Centres Association) and different projects initiated by PARP (Polish Agency for Enterprise Development) and other organizations,
Active participation in Foresight Project for Mazovia Region Already established links with potential high-tech cluster
leaders and members WTP is also ready to support City of Warsaw and Mazovia Region with
all initiatives on traditional (non-high-tech) cluster development

4.1. The role of the local (self-) government(Warsaw Scenario)
General facts:
– Cluster-oriented policy in the subregion is still at the very beginning stage
– Administrative support is only a part of successful cluster development
– Large part of entrepreneurs have no confidence to local (self-) government
– The entrepreneurs look at institutional support as too academic– Despite many initiatives (e.g BaltMet) the practical level of
awareness as well as level of exchange of experiences with other cities / regions is very low
General conclusions:
– Only joint effort (local government + R&D entities + institutional support) creates chances for success.
– The entrepreneurs’ presence and opinion is a key success factor – The local government’s role is to define their preferences/strategies
and to create suitable conditions for cluster development – Exchange of experiences between the cities should target all
„actors” involved and not only local government level

4.2. Support from the local (self-) government(Warsaw Subregion Scenario)
Specific facts:
– The „Development Strategy for Warsaw up to 2020” and „Development Strategy for Mazovia Region up to 2020” constitute a good framework for technological and innovation development including clusters
– EU Operational Programs 2007-2013 provide an excellent chance for practical implementations of knowledge-based policies including cluster development
– TechnoPort (Warsaw Technology Park) is a good and dedicated operational tool in City’s hands to implement technology and innovation development
Specific conclusions:
– The City should focus more on knowledge-based development– The City, through its Offices (Warsaw Development Office, EU Funds
Office, etc.) should actively monitor distribution of EU funds– It’s clear that City’s support should be focused on initiatives complied
with development strategies (e.g. preference to services and not to manufacturing)
– The City should become an active partner in EU-funded projects; the PPP is a tool to implement partnerships with other „actors” (e.g. investors)
– The cooperation between the City of Warsaw and Mazovia Region is a must as cluster development initiatives do not stick to City limits

4.3. The role of Warsaw City in creating environment for transnational cluster cooperation
The TechnoPort (Warsaw Technology Park) will encourage City of Warsaw and Mazovia Region to focus on cluster-specific policies & development through the following instruments :
– Reference to internal experiences of RIS Mazovia, KIGEiT (Polish Chamber of Commerce for Electronics and Telecommunications), PARP (Polish Agency for Enterprise Development), SIRMA Project (Network for Innovative Development of Mazovia Region), InnoMazovia Project (Mazovian Platform for Cooperation and Technology Commercialization)
– Reference to external experiences of BaltMet, PRO INNO Europe Cluster Alliance (Initiative by DG Enterprise & Industry, comprised of BSR InnoNet, CEE-ClusterNetwork, CLUNET, INNET, INNOVA Cluster Mapping and other
– Examples of „best practices” from BaltMet partners
TechnoPort declares their support in relevant activities of Warsaw City & Mazovia Region in this regard. The following can be analysed and considered: removing barriers, acquisition of investors, information and contact brokerage, direct /indirect financing, providing facilities/infrastructure, network-organising events, lobbying on cluster initiatives, monitoring and reporting and other activities.

4.4. The role of Warsaw City in creating environment for transnational cluster cooperation
TechnoPort recommends the following areas of involvement for local governments in Warsaw and Mazovia Region:
Area 1 – organizing and providing public services for specific clusters (coordination of regional development, updating information databases, ...)
Area 2 – attracting domestic and foreign investors to join the specific clusters (establishing industrial parks and technoparks, creating suitable conditions for enterpreneurship development, facilitating access to R&D, ...)
Area 3 – enforcement of networking (all levels: sub-regional, regional, national, transnational) and cooperation culture in clusters
Area 4 – human resources development within clusters (VET policies, excellence centres, influencing schools and universities to adopt better to cluster needs, ...)
Area 5 - developing international cooperation and implementation of transnational initiatives on cluster development (participation in PRO INNO Alliance activities, in BaltMet, ....)

Examples of Potential High-Tech Clusters in Warsaw and Mazovia Region with Chances for Transnational Cooperation
Advanced materials (micro- and nanotechnology) – large research and science base in Warsaw, already developed transnational cooperation
