A statewide flood event began October 6, 2018.
Mostly affected Laredo, San Angelo, Abilene and Austin Districts
Presidential declaration issued October 30 for 111 counties.
Llano River Bridge in Kingsland destroyed by flood waters.
– New bridge reopened in April 2019.
Boil Water Notice issued for over 900,000 residents of Austin.
– State Operations Center activated for the boil water notice.
– Massive water supply mission through the SOC for the greater Austin area.

November Winter Weather
Mid November snow storm affecting Amarillo, Lubbock and Childress Districts.
465 roadway sections were affected by winter weather at peak.
6-10” fell in the Amarillo District in a 24 hour period.

December Winter Weather Round 1
Early December winter storm affecting the panhandle region south to El Paso and parts of north Texas.
Combined with a flood event affecting the central, eastern and coastal parts of the State.
The State Operations Center was activated.
538 roadway sections affected by ice/snow at peak.
71 roadway sections affected by high water and flooding in central, eastern and southeastern Texas.

December Winter Weather Round 2
Mid December storm affecting the northern central part of the State.
Multiple Districts pre-treated roadways in advance of this storm.
Main impacts were centered in and around the Abilene District.
Pretreatment was effective.
Impacts were minimal

February Winter Weather
Late February/early March event forecast to affect 18 Districts including the DFW area.
Pretreated roadways in most all areas north of IH 10.
Only local effects for the panhandle and Abilene areas.
95 roadways affected by ice/snow at peak.
Storm did not materialize as forecast.

April Tornadoes
Mid April storm caused damage in the Tyler, Bryan, Waco and Lufkin Districts.
Tornado and straight line winds resulted in downed trees, signal damage and debris.
Governor declared disaster in 9 counties.
TxDOT assisted with off system debris removal in Tyler, Bryan and Lufkin Districts.

June Flooding
June event heavily affecting the Pharr District.
The State Operations Center was activated.
Governors declared an emergency in 3 counties in south Texas.
TxDOT High Water Rescue teams were activated to assist.

Wildfire Support
Several Districts provided support to the Texas Forest Service for wildfires.
Childress District staff assisted with multiple large fires in that region.
– 3 fires totaling over 20,000 acres burned.
San Angelo District provided water tanker support for air operations in Ozona.
– Fire retardant mission.
Corpus Christi District assisted with fuel support for a fire in Brooks County.

Landfall near Houston on September 17th.
Slow moving system caused major flooding in the Beaumont District.
– 44” of rain in eastern Jefferson County.
IH 10 closed in Jefferson and Chambers County due to flooding.
IH 10 closed in Harris County due to a barge striking the San Jacinto River Bridge.
– Both closures of IH 10 resulted in a detour from Beaumont to East Houston.
– 94 roadways sections affected by flooding.
– 31 full closures.

– 44 recommendations to the Governor
– 43 adopted into bills
TxDOT and other State Agency partners in multiple workgroups.

Create a catastrophic debris management plan.
– Plan and model guide for political subdivisions use.
Form a wet debris study group.
– Study and recommend ways to handle wet debris post disaster.

– Includes establishing contracting standards with the Comptrollers Office.
Due to the Governors Office by November 1, 2020.

– Will be activated at time of disaster.
