Chapter 1 - Summary
1. Introduction
1.1. Background
The Flood Damage Emergency Reconstruction Project - Additional Financing
(FDERP-AF) consists of emergency reconstruction of infrastructure damaged during
the extreme flood event of 2013, as defined in the Asian Development Bank’s (ADB’s)
Report and Recommendation of the President (RRP) comprising four outputs, three of
which are for physical implementation by sector:
• Output 1: National and Provincial Roads implemented by Ministry of Public
Works and Transport (MPWT)
• Output 2: Rural Roads implemented by Ministry of Rural Development (MRD)
• Output 3: Irrigation Rehabilitation and Flood Management implemented by
Ministry of Water Resources and Meteorology (MOWRAM)
• Output 4: Project Management and Facilitation- through Ministry of Economy
and Finance (MEF) as the Executing Agency (EA).
Furthermore the emergency repairs were categorised into 3 phases, Stage 1 to 3 as:
• Stage 1: Immediate repairs to re-establish use of the infrastructure on a
temporary basis and restore communications.
• Stage 2: Fast track repairs where it was considered necessary to repair the
damage before the next wet season (WS) to secure the existing (undamaged)
works
• Stage 3: Remaining flood damage restoration to complete the remaining
damage repairs, preferably within the following two to three dry season
construction periods.
This report covers progress on the activities of the Technical Assistance (TA)
Consultant and of the MOWRAM component of the FDERP-AF for the period 1 to 31
July 2014.
The FDERP-AF Project started 30 May 2014 when the ADB Loan No.3125-CAM(SF)
became effective, and according to the original implementation schedule, it is due to be
completed by 31 March 2017, and the loan closing date is 30 September 2017.
The contract agreement for services between the TA Consultant and MOWRAM was
not signed by the end of July 2014. However, the TA Consultant mobilized staff for
advance services from 24 February 2014. This was to provide urgent services for
Stage 2 for review of designs and cost estimates, preparation of contractor selection
report for directing contract (DC), bidding document preparation, bid evaluation report
(BER), contract preparation for civil works, prepare report on proposed hydromet
works, and bidding document for hydromet. Details of staff mobilised, dates and time
worked are given in Chapter 2 and at Appendix 4.

According to the MOU signed on 21 February 2014 (ADB/RGC 20-31 January 2014),
before loan effectiveness: Royal Government of Cambodia (RGC) will advance the
funds required to undertake advance actions and implementation of subprojects to be
financed under retroactive financing (Stage 2).
The Term of Reference (TOR) included in the ADB’s MOU state that the consultant
services are required to assist MOWRAM in the selection and design (reviewing and
improving) of subproject works, the procurement of construction and equipment
contracts and the management of the civil works contracts, construction supervision,
reporting, performance monitoring, financial management and safeguards compliance
for efficient implementation of subprojects. For the hydromet system, ADB’s advance
actions team will assist PIU to get the works started during Stage 2. Once the
MOWRAM consultant services contract is approved, the Consultant will then provide
ongoing support for the continued design, procurement, supervision of installation and
commissioning of the hydromet system. Consultancy Services are required over about
3 years and estimated to include 31.5 and 186 person-months of international and local
consultants respectively.
The scope of the work anticipates up to eleven subprojects in six provinces;
Battambang, Banteay Meanchey, Oddar Meanchey, Siem Reap, Preah Vihear and
Kampong Thom. The Consultant reports to the head of the Project Implementation
Unit (PIU) of FDERP-AF within MOWRAM, which is the Implementing Agency (IA) for
Output 3. This report presents the key issues and current progress status as explained
below, and complies with TOR for the Consultant to prepare the monthly progress
reports.
1.2. Summary of Output 3 features
The summary of sub-projects for Stage 2 of output 3: Irrigation Rehabilitation and Flood
Management (MOWRAM component), which proceeded following the issue of the no
objection notice by ADB on 23rd June 2014 as follows.
The subprojects for rehabilitation in Stage 2 are Tumnub Srae Loor in Banteay
Meanchey Province, Tumnub Rolous in Kampong Thom Province, Tumnub Luok and
Tumnub O Ang Krang in Uddor Meanchey province, and Chork Reservoir in
Battambang Province. The other six subprojects in ADB’s Procurement Plan (PP) in
March 2014, beside the above subprojects in Stage 2 shall be implemented under
Stage 3, as stated in the ADB’s letter 23 June 2014.
Output 3 Features
The ADB PP for Stage 2 subprojects is summarised in Table 1 below. The subprojects
currently being implemented in Stage 2 against the PP is shown in Table 2.

2. FDERP-AF
2.1. Flood Damage 2013
During the period September to November 2013 Cambodia and neighbouring countries
suffered floods from Mekong River and heavy rainfall at similar levels to the floods
which affected Cambodia in 2011. The 2013 flooding triggered RGC/ADB/AusAID
emergency aid actions leading to FDERP-AF as well as a review of damage to recently
repaired infrastructure for FDERP.
2.2. Conception of Project
An ADB fact finding mission on the 2013 flood damage undertaken in January 2014
produced a proposal for the Additional Financing to Flood Damage Emergency
Reconstruction Project. The Bank and RGC initiated an emergency approach similar
to the FDERP project to formulate a new project. The final MOU for Joint Mid-term
Review Mission (25 November - 13 December 2013) was signed on 28 January 2014.
The mission met with the line ministries and proposed that the RGC continues to
employ services of the existing consultants. The loan agreement for FDERP-AF, Loan
No.3125-CAM (SF) between RGC and ADB was finally signed 23 April 2014 and the
loan became effective on the 30 May 2014.

2.3. Administrative arrangements
The new project was renamed Flood Damage Emergency Reconstruction Project-
Additional Financing (FDERP-AF) and has impacted on the present FDERP (see
advance actions below). In accordance with the MOU the existing consultants for
FDERP are to be recruited for FDERP-AF through Single Source Selection (SSS).
Even though the FDERP-AF is in fact not really an extension of the existing project the
strategy is to use the existing agreement with the service provider. It has a separate
and distinct loan agreement and to some extent different scope although the overall
implementation strategy is the same. Furthermore, the two projects will be
implemented in parallel at least until March 2015 for the consulting services. A
separate PIU has been set up in MOWRAM to manage FDERP-AF.
The Consultant received the Request for Proposal (RFP) on the 9 June 2014 for SSS
procedure for this project. The Consultant’s proposal was submitted on 19 June 2014.
As of the 31 July 2014 the contract variation for FDERP-AF for consultant service
agreement between MOWRAM and Egis Eau International in association with KCC is
still pending not signed and approved.
3. Key Activities and Issues this Month
3.1. FDERP-AF Advance actions
As for FDERP, the new project includes a Stage 2 phase whereby fast track repairs are
to be carried out to restore functionality of selected infrastructure damaged during the
2013 floods. As part of this fast track process, direct contracting has been employed
for procurement of civil works contractors and SSS for the consulting services during
an ‘advance action’ period. This requires in effect retroactive financing since the loan
agreement or effectiveness did not occur before end of April and services commenced
at the end of February. At MEF’s insistence the recruitment of staff for Advance
Services was to be through use of existing resources from FDERP through an
addendum to the FDERP contract and this complicates matters. Nevertheless, the
Consultant prepared an addendum to the existing agreement and commenced
advance actions at the end of February to assist MOWRAM with the Stage 2 civil works
procurement through direct contracting. A small team has been deployed on FDERP-
AF using the existing office facilities of FDERP in MOWRAM.
3.2. Flood Damage
The PIU/TA are in the process of including necessary repairs to the constructed
FDERP-AF subprojects that were affected by the 2013 floods, in particular Tumnub
Srae Loor in Banteay Meanchey Province, Tumnub O Ang Krang & Tumnub Luok in
Uddor Meanchey Province, Tumnub Rolous in Kampong Thom Province and Chork
Reservoir Rehabilitation in Battambang province.

3.3. Stage 2 Works Construction
On 26 of June 2014 contracts for construction of civil works to a value of USD 2.05
million were signed for three contract packages comprising four sub-projects identified
in the ADB’s PP. On 25 July 2014 contracts for construction of civil works to a value of
USD 0.24 million was signed for one contract package comprising one sub-project
identified in the ADB’s PP and also recommended by ADB on 23 June 2014 to split the
contract from FDERP-AF-MOWRAM-CW03. Currently the overall contract award price
for Stage 2 civil works is USD 2.29 million.
The sub-project locations are shown on the map included in Appendix 1.
Contractors mobilised immediately and initially progressed well despite the wet season
conditions, however later as the seasonal rains worsened some of the work was halted.
Up to the end of July 2014, the emergency reconstruction of Tumnub Luok sub-project
in the contract package FDERP-AF-MOWRAM-CW04, is postponed due to heavy
rainfall in the catchment O Smach and Anlong Veng mountains causing flooding of the
subproject area.

1. Mobilisation for Advance Service
The Consultant mobilised key staff for the advance service and further mobilisation of
experts took place this month. Table 3 provides the mobilisation dates of team
members and Appendix 4 the time spent on the Project by each expert to date. The
Consulting Service Implementation Schedule of the agreement is here included in
Appendix 3 (Note that this is the schedule used as the basis for negotiation of the TA
Consultant Contract Variation, to be reviewed and revised at the inception phase
following signature of the Variation).

3. Stage 2 Activities
The Stage 2 contract works for all 4 contracts (5 subprojects) are presently in progress
for the rehabilitation works/ reconstruction works.
4. Assistance with Project Management
4.1. Procurement of Civil Works
Procurement of the civil works has complied with ADB requirements set out in the
project documents in particular the project PP March 2014 as presented in the Project
Administration Manual (PAM).
The Consultant provided specific assistance to MOWRAM in preparation of the
procurement of Stage 2 subprojects for civil works through direct contracting, including
preparation of bid documents, bid process and bid evaluation in May 2014.

The National Procurement Specialists assisted the PIU in processing the bidding
document for ICB for the Procurement of Goods for supply, installation and
commissioning of Hydromet Stations and Automatic Weather Stations (AWS),
equipment for discharge measurement, including on-site training.
4.2. Assistance with FDERP-AF
Having throughout assisted the ADB TA and MOWRAM in the formulation of the new
FDERP-AF, in particular the Consultant was expected to provide services as part of
Advance Actions cited in the MOU (28 January 2014). In good faith the Consultant
immediately mobilised two national staff to assist with advance actions for the selected
FDERP-AF Stage 2 projects and prepared the Addendum #2 to the agreement for
reducing FDERP resources for providing agreed resources for the advance actions as
described above.
Although resources for advance services were allocated through the Addendum #2, in
fact the contract engineers have continued to work beyond the original allocation.

Chapter 3 - Implementation Status
1. Stage 2 Progress
The civil works for five selected and approved by ADB Stage 2 subprojects have been
in progress. All currently approved Stage 2 civil works construction subprojects are
now in progress, though for Chork Reservoir Rehabilitation subproject work has only
just commenced.
The site inspection to the CW02, CW04 and CW05 sub-projects on 14 to 17 July 2014
(see Table 4), to check the borrow pit location and suitability of fill material for dam
embankments and canal banks, adequacy of compaction, and compliance with the
requirements of the technical specification.
The site inspection to the CW02, CW03A, CW04 and CW05 sub-projects on 29 July to
1 August 2014 (see Table 4). The inspection team comprised PIU officer, PDOWRAM,
TA/Consultant and Contractors. The objective of the site inspection was to identify the
construction progress up to date by the end of July 2014.
Table 5 below presents the basic data for all the Stage 2 contracts procured by direct
contracting, all of which commenced civil works construction in June 2014 at the onset
of a wet season which inevitably caused delays.
Progress of Stage 2 civil works this month advanced significantly for some contract
packages, but other contract packages made slow progress due to wet season rainfall.
By the end of July, the estimated an average overall completion of of civil works
construction is 30%.

1.1. FDERP-AF-MOWRAM-CW02
Tumnub Srae Loor subproject: Construction started 26 June 2014. By the end of the
July 2014 overall completion was 40% which is faster compared to the target of 24%
(See Figure 1). Earthworks were 50% completed, and structures were 30% completed.
The Inspection Committee comprising PIU Technical Assistance Officer, Technical
Officer of PDOWRAM in Banteay Meanchey Province and TA carried out the site
inspection of the works in the presence of the Contractor on 30 July 2014 (see Table
4). The filling reservoir No 1 embankment dam No.1 was completed up to final design
elevation for the full length of 3,415 m as per the design drawings. The filling reservoir
No.2 embankment dam was completed up to final design elevation for 750 m against
the total length 1,750 m as per drawing.
In accordance with the actual site conditions, some essential additional works have
been identified comprising slide gates to an existing box culvert structure along the
dam reservoir No.1. Without these gates the reservoir cannot impound water during
wet season 2014.

Chork Reservoir subproject: Construction started 25 July 2014. By the end of the
July overall completion was 10%, earthworks were 10% completed, and slope
protection by gabion mattress was 0% completed. The Inspection Committee
comprising PIU Technical Assistance Officer and TA consultant carried out the site
inspection of the works in the presence of the Contractor on 29 June 2014 (see Table
4).

The contract No FDERP-AF-MOWRAM-CW04 comprises two subprojects both located
in Uddor Meanchey province namely; Tumnub Luok and Tumnub O Ang Krang. The
construction start date was 26 June 2014. The overall progress for contract package
FDERP-AF-MOWRAM-CW04 is estimated at 30%, which is a just ahead compare to
target of 27%. However, progress for Tumnub Luok subproject has been slow, due to
significant rainfall in the catchments in this part of Uddor Meanchey Province.
• Tumnub Luok: The Contractor could not access the borrow pit, because all the
surrounding areas have been flooded and the reservoir is full and spilling (see
photo of Tumnub Luok). Up to the end of July work on rehabilitation of the dam
has included spreading the existing dam over a length 2.80 km and bush
clearance along the dam, with some layers of fill and compaction. For
excavation of the main canal excavation and filling the canal embankment there
is 0% progress up to date. By the end of July 2014, the Contractor had
completed 19% earthworks, but 0% structure rehabilitation. Overall progress is
estimated at 19%, which is behind the target of 26%.
The rainfall during July 20144 as recorded by PDWRAM in Oddor Meanchey
Province is shown in Table 6.

• Tumnub O Ang Krang: Construction started 26 June 2014, with site
establishment, bush clearance along the dike and earthwork on the filling
dam’s. During the site visit by the TA Consultant and Technical Assistance of
PIU of MOWRAM, the Contractor was requested to correct the side slope by
benching cut of the existing dam to achieve the designed side slope as per
drawing. By the end of July 2014, the Contractor had 40% of the earthworks,
but 0.0% structure rehabilitation (the scope of works for structures is less). The
filling of the embankment dam has been worked on over a length of 3,000 m,
but it is not yet finished up to design elevation, against the total length to be fill
4,300 m as per drawing. By the end of July 2014 the overall progress is
estimated at 32%, which is ahead of the target of 27% (see Figure 2).

1.4. FDERP-AF-MOWRAM-CW05
The Tumnub Rolous Rehabilitation Construction started 26 June 2014, with site
establishment, bush clearance along the dam, detour road construction; placing fill over
300 m section of the dam of a total length 4,761 m to be filled. Structure work has
included demolition of the parapet wall on the existing structures at 5 locations finished,
spillway structure preparation of the foundation and placing base slab rebar. By the
end of July 2014, for the earthworks is 15% completed and structures are 15%
completed. Overall progress is estimated at 15%, completed against a planned 25%.
1.5. Contractor’s Report/ Quality Control
Soil testing reports, concrete mix design and testing, reinforcement testing have been
received for Tumnub Srae Loor subproject under Contract FDERP-AF-MOWRAM-CW

02, from Ung Sim Sia Construction Co.,Ltd. One Contractor of SBPH Engineering and
Construction Co., Ltd submitted concrete mix design and testing and reinforcement
testing in this month for Tumnub Luok and O Ang Krang subprojects under Contract
FDERP-AF-MOWRAM-CW 04.
1.6. Hydromet and Automatic Weather Stations Works (Stage 2)
Report on Proposed Hydromet Works and AWS for the Flood Damage Emergency
Reconstruction Project - Additional Financing was submitted on 12th May 2014. The
proposed locations for hydromet stations are listed in Table 6 and the locations for
AWS are listed in Table 7.
The final bidding document- ICB-01 for the Procurement of Goods for Supply,
installation and commissioning of Hydromet Stations and AWS, including on-site
training, was revised on 31st July 2014.

1.1. Procurement of Civil Works
The schedule for the procurement for Stage 3 works has been revised. The target or
planned dates have been revised and updated to correspond to ADB changes and
requests and the revised loan category allocations.

2. Issues
2.1. Transport
MEF/ADB has agreed that for FDERP-AF no more vehicles shall be purchased and
MOWRAM must make use of the FDERP vehicles. This disregards the fact the two

distinct projects are being implemented in parallel, and that the transport situation is
already inadequate. It is recommended that leasing of vehicles is considered for
FDERP-AF.
This month one vehicle pick up was made available for the FDERP-AF utilization on
two occasions (field visits).
2.2. Office Equipment
Up to date, there is no dedicated FDERP-AF copy machine and colour printing
machine, use has to be made of FDERP machines.
