MEMA

Massachusetts Statewide Mass Care and Shelter Coordination Plan

1

MEMA

Goals for Today

• Provide a brief overview of the MCS Coordination Plan strategy and concept of coordination.

• Collectively discuss the next steps for state and local jurisdictions.

• Utilize feedback to improve the existing plan and integrate that feedback into our ongoing evacuation and MCS planning efforts.

• Develop an Implementation Plan that will include identifying capabilities to utilize the plan: state initiated regional shelters, access and functional needs, staffing, facility needs, medical support, equipment issues, tracking, etc.

Concept of Operations

MEMA

Concept of Operations

• Local shelters form the backbone of the statewide strategy.

• Local officials will determine the need to activate local shelter resources.

• Local communities retain the responsibility to operate local-initiated shelters and the authority to maintain these local shelters even when a SIRS opens.

• In the absence of a SIRS, local communities retain the responsibility to shelter their residents.

June 2015 9

MEMA

Concept of Operations

The Commonwealth will assist communities with local shelter operations or with opening multi-community local shelters when:• Needs exceed available local resources or incident impacts and ongoing

response operations impede a community’s ability to deliver MCS services.

• Coordination and facilitation will allow for the consolidation of MCS resources to increase operational efficiencies and cost effectiveness and/or allow communities to focus resources on recovery operations.

Statewide Mass Evacuation: Concept of Operations

19

MEMA

Goal for Today

• Present the Evacuation Concept of Operations for feedback.

• Utilize feedback to develop an Evacuation Coordination Plan.

June 2015 20

MEMA

Planning Background

• In 2013, with the assistance of a PMT, MEMA hired a vendor to assist in the development of an Evacuation Concept of Operations based on best practices and stakeholder feedback.

June 2015 21

MEMA

Integration of Evacuation and Shelter

• Critical to our planning efforts is building an Evacuation Concept of Operations consistent with and that integrates fully with the MCS Coordination Plan.

-

Host

Communities directly impacted by a hazard or impending hazard. Officials in each of these cities/towns have determined the need to evacuate all or a portion of the population and are “sending” these evacuees outside of the impacted area .

Communities not evacuating their populations, but have evacuating populations from the Sending Communities traversing their jurisdiction en-route to final destinations away from the hazard. Pass-Through Communities may be called upon to assist in facilitating evacuation operations.

Communities that host a Regional Reception Center, SIRS, or local shelter in support of evacuees arriving from Sending Communities.

• Critical transportation need (CTN)

• Access and functional needs

• Evacuees with household pets and service animals

MEMA

Local Evacuation Facilities

• Evacuation Assembly Point (EAP)

• Transportation Hub (T-Hub)

• May be co-located with other evacuation facilities and serve as a PCS or local shelter

State Concept of Operations: Evacuees with Critical Transportation Needs

MEMA

Concept of Operations

• EAPs are locations within a Sending Community to assemble evacuees without transportation (CTN) for onward movement to a local T-Hub.

• Local T-Hubs are locally operated facilities where large numbers of evacuees are collected and wait for transportation either to a RRC or a designated shelter in a host community.

June 2015 33

MEMA

Concept of Operations

• RRCs will serve as a state supported centralized location for evacuee registration, evaluation, and assignment.

• Evacuees will be matched at the RRC with shelters.

June 2015 34

MEMA

Concept of Operations

• The SEOC will coordinate with Sending Communities regarding the following:– State support for local evacuations

– Timing of evacuations

– Areas to be evacuated

– Estimated number of evacuees

– Resource needs to support the evacuation

June 2015 35

MEMA

Concept of Operations

• Coordination between SEOC and Pass-Through Communities:– Situational awareness about pending and/or ongoing evacuations

– Any additional support needed to facilitate movement of evacuees• Vehicle movement

• Roadway conditions

• Fuel

• Disabled vehicles

• Signage/variable message boards

June 2015 36

MEMA
