Th is is t he Noise Compa t ibilit yProgram (NCP) docum ent prepa red forLincoln Air por t . The NCP is the secondof two par t s required in a Federa lAvia t ion Regu la t ion (F .A.R.) Pa r t 150Noise Compa t ibility St udy. It includesChapters Four , Five, a nd Six inaddit ion to four appendices. The firstvolum e, th e Noise Exposur e Maps,wh ich includes the first Three chaptersof the study, was su bmitt ed to the FAAin F ebruary 2003.

Chapter Four of th e NCP, NoiseAbatement Altern at ives, d iscusses andana lyzes poten t ia l meth ods of reducingor sh ift ing a ircra ft noise away fr omnoise sensitive ar eas.

Chapter Five, Lan d Use Altern at ives,ana lyzes poten t ia l land u se p lanningand zoning t echniques to prevent the

development of new n oise-sen sit ive landuses in a reas exposed t o a ircra ft noise.

Chapt er Six presen t s t he NoiseCompat ibility Program. The pr ogram isorgan ized in to thr ee elemen ts: noiseaba tement , land use management , andprogram management . The fir st twoelements ar e based on t he findings ofChapters Four and F ive. The progra mm a n a ge m e n t e l e m e n t i n clu d e smeasu res to adm in ister , refine, a ndupda te the overa ll program as needed inthe fu ture.
