    Independent Candidates

    DATE : April 8, 2013

    In consonance to the requests of some of our CDP Candidates and CDP members running as

    independent candidates for the May 13, 2013 National Midterm Elections to have a strategic

    alliance with party list and duly approved by the 4 th National Council Meeting, the following

    shall serve as your guidelines in your engagements, to wit:

    1. The Party List you will choose has to have a good reputation, and must provide CDP awritten statement in which they describe how they are working for the interests of their

    sector or of their marginalized group - so that the CDP members and our candidates can

    justify in public our cooperation with this list, when asked about it.

    2. The alliance or cooperation is a local (district) or regional issue, not a national issue.There has to be a written agreement between the respective CDP District Council or

    Regional Council after a formal agreement of this body on the cooperation or alliance.

    3. The support from the party list for CDP or the CDP candidates has to be provided in acomplete transparent way and following the COMELEC campaign financing regulations,

    means it has to go through the CDP books/accounting system and wave account and will

    be reported as a donation in the official CDP report to COMELEC.

    4. The support from the party list for CDP has to be given in a way that it does not spoilCDP members or potential members by giving them any money beyond real costs what

    they might have in joining the CDP organizing or campaigning activities.

    5. The alliance and/or cooperation should be used as an instrument for inviting party listmembers or supporters, who are interested in real political parties, standing for

    programmatic orientation, dues paying membership and internal democratic structures,

    to become members of CDP - informing them also that CDP is promoting the reform of

    the party list system into a general proportional element of elections and is planning to

    propose its own list candidates in the next elections.
