ADEME’s international action to address climate change About ADEME The French Environment and Energy Management Agency (ADEME) is active in the implementation of public policy in the areas of the environment, energy and sustainable development. The Agency provides expertise and advisory services to businesses, local authorities and communities, government bodies and the public at large, to enable them to establish and consolidate their environmental action. As part of this work ADEME helps finance projects, from research to implementation, in the areas of waste management, soil conservation, energy efficiency and renewable energy, raw materials savings, air quality, noise abatement, circular economy transition and food wastage abatement. The Agency intervenes in bilateral frameworks with counterpart agencies as well as in networks such as the E n R, the IPEEC or the International Energy Agency (IEA). ADEME, together with foreign trade actors, fosters meetings between companies during thematic seminars. Development of partnerships Institutional agreements between ADEME and counterpart organisations in the energy and environment sectors: AEME (Senegal), AMEE (Morocco), ANGED (Tunisia), ANME (Tunisia), APRUE (Algeria), China (Construction Commissions of the City of Wuhan and of the Jiangsu Province), CONUEE (Mexico), DENA (Germany), ECREEE (ECOWAS), EPE (Brazil), NEDO (Japan). Agreement with the French Development Agency (AFD) for energy access in Africa and the promotion of renewable energy and energy efficiency in emerging and developing countries (PEEB programme, CONUEE). Support for decentralized cooperation between French and foreign local authorities to develop mitigation/adaptation projects as well as waste management through the « 1% waste » scheme. Cooperation with the Institut de la Francophonie pour le Développement Durable (IFDD) for capacity building in French-speaking countries. Support for innovative projects led by NGOs, companies, professional federations… Support for green activity chains Club ADEME International supports some 100 French eco-companies that are developing innovative partnerships and projects at the international level (www.clubinternational.ademe.fr). ADEME’s Programme « Investments for the Future » has enabled the launch of 715 innovative projects since 2010, of which nearly 300 are exclusively carried out by SMEs representing 2.5 billion Euros in support of innovation in low-carbon technologies and circular economy (www.ademe.fr). The promotion of French know-how in clean technologies: collection of communication tools in the field of smart- grids, climate methodologies, waste management... Dissemination of climate methodologies and tools ADEME promotes internationally the tools and methodologies developed and deployed in France, including the Territorial Climate Air Energy Plans (TCAEP, http:// www.pcet-ademe.fr), and a GHG emissions assessment methodology (Bilan GES, http://www.bilans-ges.ademe.fr). ADEME has developed an online database compiling all emission factors data for metropolitan France and overseas communities (Base Carbone, http://www.basecarbone.fr). ADEME participates in the Green Embassy project to implement the Exemplary Administration Plan within the diplomatic network. ADEME’s international climate actions

Pursuing the direction of its climate change action at the national level, ADEME is present in Europe and internationally and contributes to designing and implementing climate change strategies. The agency pursues

bilateral cooperation with counterpart agencies and participates in climate projects and alliances at the multilateral level. ADEME brings expertise, mobilises French know-how and provides support for access to financing,

in collaboration with local authorities, companies and NGOs.

THE MEDITERRANEAN REGIONCooperating for a successful energy and ecological transition

MEDENER (Mediterranean Association of the National Agencies for Energy Conservation)

Co-facilitation of the Union for the Mediterranean Renewable Energy and Energy Efficiency Platform.

Development of a 2040 scenario for the deployment of the energy transition in the Mediterranean region and establishment of a Regional Observatory for Energy Efficiency.

Development of regulatory frameworks, sectorial roadmaps and capacity building.

Algeria Cooperation with the National

Agency for the Promotion and

Rationalization of Energy Use (APRUE), particularly on energy efficiency in buildings and training experts on energy audits.
