Summer is almost here and my term as your chair is about to expire. I want to take this opportunity to thank Janet Steele, Josephine Fleetwood, Tom Leggate, Kimberly Montgomery, and Rana Wise Love for all their great work on behalf of the Chamber over the past year. In addition, I want to thank John Pascone, AMCDC President, for his leadership and working closely with the Chamber. The next time you see Janet, Kimberly, Tom, Rana, Josephine, or John, give them a pat on the back and thank them.

The May Membership Forum Luncheon was a great success. Ruth Miles, the State of Oregon Small Business Advocate was our guest speaker and we had the pleasure of recognizing our four high school scholarship winners. Thanks to AACC members who voluntarily contribute to the scholarship fund each student receives a $1500 scholarship to their selected higher education institution.

The June Membership Forum Luncheon will be held on June 29th at the Linn County Fair and Expo Center. Mario Latanzio, the Albany Chief of Police, will be our guest speaker. In addition, we will recognize and thank our Committee and Task Force Chairs, and the Board of Directors. These people volunteer countless hours to help make the Albany Area Chamber the great organization it is. Please invite a guest and plan on attending the luncheon. Business After Hours will be held on June 21st at CoEnergy Propane, please plan on attending and supporting CoEnergy, Albany’s 2014 Small Business of the Year. We had a very productive year, highlighted by many successful programs including another great year of the Pipeline Program under the leadership of Josefi ne, Janet and the Workforce Advisory Council. I want to thank all of our private businesses and governmental partners whose fi nancial and other support has been invaluable: ATI, OFD, Samaritan Health Services, Selmet, Viper NW, the City of Albany, Linn-Benton Community College, the Greater Albany Public School District, the Lebanon Chamber and the Lebanon, Scio, Central Linn, and Corvallis School Districts. As you can see the Pipeline is growing, building energy and resources to help students gain the skills that are needed to work at our local industries.

Throughout the year, your Board of Directors was fully engaged in discussing and evaluating the eight infl uences shaping the next decade for Chambers of Commerce, as published by the Association of Chamber of Commerce Executives (ACCE): Chambers 2025. This was the main topic of the Board of Directors retreat in Sisters on April 14-15th. Your professional staff and your Board is developing a long-range plan so that the Chamber evolves and thrives in the next 10 years and continues to deliver valuable services to all of its members.

I am pleased to announce that Jay Peek was the winner for the monthly trivia contest that we ran each month during my term. As the winner, Jay will receive $100 in Chamber Dollars.

Finally, I want to thank all of you as Chamber members for supporting the Chamber throughout the year.

DOL Announces Final Overtime RegulationsOn Wednesday, May 18, 2016, the Department of Labor

unveiled new rules for calculating overtime. Here's how they work:

•The salary threshold will be increased to $47,476 annually ($913/week) - an increase of slightly more than 100% from the current threshold of $23,660 annually ($455/week). This threshold will be updated every three years and tied to the 40th percentile of full time salaried workers in the lowest wage region of the country (currently the Southeast). This is an improvement over the proposed rules, which would have updated the salary threshold annually. •There will be no changes to the duties test. The DOL had indicated it was considering adding a quantifi cation component that would have required employers to show an employee was performing exempt duties a certain percentage of time to qualify under the specifi c exemption, but ultimately made no changes.

•The fi nal rule contains a provision allowing employers to count nondiscretionary bonuses, incentives, and commissions toward up to 10% of the required salary level for the standard exemption. However, employers will have to pay those amounts on a quarterly or more frequent basis. •Employers will have until December 1, 2016 to come into compliance with the new requirement - a period of about 200 days. The initial proposal from DOL did not include an implementation period, so the 200 days is a defi nite improvement.

The Albany Area Chamber opposed these new regulations, signing on to letters of opposition with our national partners. The fi nalized rules will cause hundreds of thousands of career professionals to lose their status as salaried employees and fi nd themselves reclassifi ed as hourly workers, depriving them of the workplace fl exibility and other benefi ts they value.

LINN COUNTY TO ASSIST SMALL BUSINESSES

& YOUTH

The Linn County Board of Commissioners announce its summer Small Business First-Time Employment

Youth Wage Grant Program which will assist small businesses (35 employees or less) in hiring first-time employment youth; a youth who has not previously worked for the employer. The Commissioners understand that the current Oregon minimum wage is making it diffi cult for Linn County small businesses to employ entry-level youth who are then unable to gain valuable work experience. This will be the eleventh year this program has been offered. The County will reimburse Linn County small businesses (who employ fi rst-time employment youth) $2/hr for hours worked from May 2 through September 30, 2016. Maximum reimbursement per employer is $3,000. An employer can only hire three (3) qualifying youth at any given time. Each youth has to be legal to work in the U.S., a Linn County resident and at least 14 years of age but not older than 19. Youth 14 through 17 must be hired with a Bureau of Labor & Industries permit. The employer has to certify they are in compliance with all Federal and State youth labor laws. In 2015, 15 companies participated employing 34 youth for a total reimbursement of $17,436.66. Businesses can start applying today by obtaining an application at www.co.linn.or.us. Membership Forum Luncheon Speaker

Mario LattanzioChief Mario Lattanzio began his law enforcement career in 1993 with the Mesa Police Department in Arizona. During his time there, he served in several positions including Field Training Offi cer, Bike Offi cer, Support Services Sergeant, Community Action Team Sergeant, Internal Affairs Sergeant, Human Resources Lieutenant, Traffi c Lieutenant, Operations Commander, Criminal Investigations Commander, Patrol Commander, and Assistant Chief over Investigations. In July 2013, he became the Police Chief of the Albany Police Department. During his time with APD, he has implemented COMPSTAT, is overseeing the new police building project, spearheaded a CAD/RMS system upgrade project, and is working toward APD becoming a CALEA (which stands for Commission on Accreditation for Law Enforcement Agencies) accredited agency. Chief Lattanzio attended Arizona State University, where he earned a bachelor’s degree in mechanical engineering and a master’s degree in environmental management. He received the Outstanding Graduate Award from Arizona State University’s Department of Technology. He is also a graduate of Northwestern University’s School of Police Staff and Command. Chief Lattanzio and his wife, Kimm, just celebrated their 25-year wedding anniversary; they have two children, a 24 year old daughter and a 19 year old son.

Board of Director CandidatesJuly 1st will mark the beginning of a new year for your Albany Area Chamber. Each year one-third of the Board of Directors are elected to serve a three-year term. Board members may serve two consecutive terms. If a Board member fi lls an un-expired term he/she is eligible to serve their own two, three year terms.

The Nominating Committee has recommended the following individuals for the positions. Members of the Chamber may, by right of petition, bearing the genuine signatures of at least 25 qualifi ed members, add additional candidates. If after 10 days, no petitions are received, these eight individuals are considered duly elected by the membership. If new candidates are offered, their names plus the slate from the Nominating Committee shall be put forth before the entire membership for a vote.

Personal Background: Brian fi rst came to Willamette Valley Bottling in 2014 to utilize his strong involvement in the community as a way to help rebrand the company. Brian has been a part of our community for over 40years. As many of the chamber members may know, Brian is married to his lovely wife Mary for 33 years and has a son, Josh and daughter, Kaitlin, both born and raised in the Albany area. Brian has become an Albany home town celebrity and by helping support a local business in the Willamette Valley is looking forward to extending his notoriety in Benton, Lane Polk and Marion counties. Brian is also the past president of the Greater Albany Rotary Club.Business Marketing Niche: As a local business our goal is to provide Coffee and Bottle water service to every business in the Willamette Valley, Brian strongly believes that local business are strong supporters of charities and nonprofi ts that would not be supported by outside companies. Local businesses are the back bone for many of these entities and by keeping our business local we provide jobs locally and donations to these nonprofi ts that allows them to directly help our community. Biggest Issue Facing Albany: Our biggest asset is our youth, by supporting our Pipeline projects and education of the next generation we are building a better community for the future. By keeping industry local and providing industry with trained and career minded individuals we secure a strong future for our community.

Chamber Involvement: Brian is very involved in the local community through the Chamber as a board member, and participates on several committees including greeters, Business Extravaganza, chamber golf tournament.

Oregon State Credit Union invites the community to a free document shred day on Saturday, June 11, 10 a.m. to 1 p.m., at the Benton County Fairgrounds. The event will include support and presence from the Corvallis Police Department and their community education effort toward combating identity theft.

Hosted by Oregon State Credit Union as a community service, anyone can bring documents such as old checks or outdated materials with personal information. Documents will be securely shredded onsite for free, with easy drive-n-drop in the Benton County Fairgrounds parking lot through 1 p.m. or until the shred truck is full.
