IntroductionThis document details the bushfire management works and activities the Environment and Planning Directorate (EPD) plans to implement on land under its management during the 2016-17 financial year in compliance with the Strategic Bushfire Management Plan Version 3 (SBMP). The document constitutes a Bushfire Operations Plan (BOP) as stipulated under Section 78 of the Emergencies Act 2004.

The mid-western boundary of the proposed burn area runs through a large population of the Broad-sealed Leafy Greenhood (Bunochilus umbrinus). 70% of all global records of this orchid are from the 11 known sites in the ACT, of which the site in/near the burn area is one of the most significant. Care should be taken to avoid any physical disturbance to the population. It flowers from Aug - October so spring burn not appropriate - analysis suggests that the species is not fire sensitive, however the burn could probably be designed to exclude population. CONDITIONAL - dependant on following caveats: 1) all ecological advice and negotiated mitigation measures applied in 2013 are addressed again. 2) Planned burn area is to be restricted to areas that were planned to be burnt in 2013 but did not burn - that is, no areas excluded from burning in 2013 are to be burnt (Alpine Ash regen, bogs, Snow Gum Woodland etc) and areas that were actually burnt will not be re-burnt. Note that it is the opinion of CR ecologists that burning this area of NNP in it’s current post 2003 state will lead to increased shrub germination and resprouting, particularly in areas that burn at higher severity, and that there likely to be a net increase in elevated fuels as a result. Pre and post burn fuel monitoring should be conducted to determine if this does occur. Fuel assessed should be made for at least 5 years post burn and compared with ‘control’ sites with similar post 2003 starting fuels and fire history but which remain unburnt. Burn area covers ~80 % of the known River Population for Macquarie perch in the Lower cotter. The cotter dam population of this species has not bred for 4 years since the construction of the ECD and is under critical stress, the only successful breeding in that time was the river population in 2013 from within the burn area. ICON have a $400K research project and many $100K more of water management and support invested into this species in 2017. Any potential impact to recruitment of successful breeding should be avoided. Two-spined blackfish also occur in this reach. Autumn burn only. Should Macquarie perch breed successfully in spring 2016 (survey summer 2016/17 )the burn should/ must be delayed until at least Autumn 2018 to prevent impact. If the Macquarie perch don't breed the burn could be implemented in full in 2017 All measures to prevent erosion and runoff must be implemented, 30 M+ unburnt buffer on both banks of the Cotter River and all major tributaries. Consider provision of high flow during burn and after first rain event to mitigate any run off Immediate post fire assessment and mitigation Water quality and Fish require monitoring before burn and after first post fire rain event. . Aranda Bushland and Black Mountain provide an orchid habitat of national significance, and any burn in these areas needs to be cogniscent to this. This burn area contains several significant orchids. It contains a sub-population of the Broad-sepaled Leafy Greenhood (see comments under FB013). It also contains sub-population of 1) Rufous Midge Orchid (Corunastylis clivicola) for which BM and Aranda Bushland appear to be the national stronghold 2) Inland Mosquito Orchid (Acianthus collinus) which has a disjunct distribution in the ACT from where it is only known from BM and Aranda Bushland 3) Thin-clubbed Mantis Orchid (Arachnorchis atrovespa) over 80% of all national records of this species are from the ACT with BM and Aranda Bushland being a major local habitat. Other rare orchid species recently recorded in this burn area include Thelymitra simulata and Cryptostlis reniformis, while there are historic records of two other species. December is the only month that one of the rare orchids is not expected to be flowering. Field INSPECTION WITH FMU STAFF IS INDICATED Apply Ecological Guidelines 1, 7
