Dear AGC San Diego Members,

It has been my honor to serve as your 2013 AGC San Diego President. This position has given me the opportunity to see fi rsthand the importance of the AGC to our industry, not only in San Diego but throughout California and in Washington D.C. The AGC, with our involvement, makes a signifi cant difference in our industry.

This 2013 AGC Annual Report details the work of AGC San Diego’s 800+ members serving on our four Councils, 21 Committees, and four Trust funds. These efforts, combined with our professional staff, have produced results that affect our industry in a positive manner each and every day.

AGC’s infl uence also reaches beyond the construction industry. In the November 2012 election, few candidates that supported pro-growth, pro-economic development, and pro-business issues were elected. In fact, for the fi rst time in decades, the San Diego Mayor’s offi ce and a majority of the San Diego City Council offi ces were occupied by individuals that were not considered friends of the business community. AGC, along with several other large business associations, through an umbrella organization called the Business Leadership Alliance (BLA), came together to develop a strategy that would convey to voters, in future elections, the importance of electing pro-business, pro-economic-development candidates.

In late summer 2012, the timetable for implementing this strategy was pushed forward when Bob Filner resigned as mayor after less than one year in offi ce. AGC, BLA, and a number of other organizations stepped up the implementation of this strategy and helped to elect Kevin Faulconer, a candidate who is truly focused on jobs and the economy.

My point…AGC’s infl uence does extend well beyond the construction industry. Our Association is recognized as a pro-business, pro-economic-development leader. When AGC joins together with other strong business organizations, the voters respond.

Since 1927, the San Diego construction industry has been represented within the business community by the AGC. The support and commitment of AGC’s members has been critical to this strong relationship.

It has been an honor and privilege for me to serve as the 2013 President of the AGC San Diego.

The Government Relations Committee ensures that AGC of San Diego keeps a high profi le position in the “political arena” at the local, regional, state and national levels. This involves a continual analysis of all political efforts affecting the industry. The committee annually develops legislative positions for distribution to the membership. It works closely with our legislative advocate in Sacramento and with the AGC of California and AGC of America on all statewide and federal legislative matters. The committee is responsible for advocacy of adequate infrastructure investment.

The committee worked with AGC staff, State Legislative Advocates Dave Ackerman, Jamie Khan, and Paul Gladfelty, and AGC of America’s team led by Jeff Shoaf on a number of key local, state, and federal issues:

AGC San Diego joined AGC California members for the annual trip to Sacramento on June 3-4 to meet with and lobby our local delegation. The visit included a private evening reception with legislators; a luncheon address by Malcolm Dougherty, Director of Caltrans; remarks by Christine Baker, Director of Department of Industrial Relations; and Steve Sands, Registrar of the State Contractors License Board. A discussion of the trends in political party registration was led by Marty Wilson, Political Director of the California Chamber of Commerce.

ANNUAL LEGISLATIVE TRIP TO SACRAMENTO

2014 LEGISLATIVE DAY: JUNE 17-18TH

The focus of the PAC (Political Action Committee) is on fundraising and candidate endorsement. Specifi c activities include: Developing an annual fundraising plan for Board of Directors’ approval. This is particularly important in key election years. The fundraising should include a plan to solicit PAC donations, a plan for reception-type fundraisers sponsored by members in their offi ces, and coordination of key individual donations with the AGC. Interviewing candidates at the local, state, and national level, and making endorsement recommendations to the Board of Directors.

AGC members continued to use AGC’s “Legislative Action Center,” which allows members to contact elected offi cials on important issues, register to vote, or search for local and state election information. An extensive email campaign was instituted for the City of San Diego Linkage Fee proposal, and for the federal legislation to allow prime contractors to use lower-tier subcontractors to meet small-business goals.

Although 2013 would have normally been an off-election year, the PAC remained quite busy with political endorsements and fundraising. The resignation of City of San Diego Mayor Bob Filner led to an early AGC endorsement of Council Member Kevin Faulconer for Mayor. AGC members raised over $60,000 in personal contributions to help Kevin get his message out to voters, and the PAC contributed signifi cant funds to assist with an Independent Expenditure campaign in support of his candidacy.

AGC endorsed San Diego County Board of Supervisors Bill Horn and Ron Roberts, and San Diego City Council Member Lorie Zapf for re-election. With a number of other local, state, and congressional races up for grabs, as well as initiatives on the June and November 2014 ballots, we can expect AGC to engage in some of those campaigns.

The Labor Relations Committee is responsible for members’ labor relations (both open shop and union). This includes agreements for union members and general labor relations for open shop members. The committee is responsible for AGC participation on the various Taft Hartley Fringe Funds, and the various Joint Apprenticeship and Training Committees.

All AGC Master Labor Agreements (MLA) and wage/fringe information are available on the AGC website. All contracts are indexed to assist in fi nding key provisions. MLAs can be downloaded per page or as a complete document.

A number of unions continue to target both AGC union and non-union members with picketing and demonstrations. AGC staff assists members with dual gates and other methods that eliminate or limit the picketing. AGC staff visited projects, contacted unions, and gave direct “front line” help with these situations.

AGC provided assistance with Prevailing Wage/Davis Bacon compliance and interpretation throughout the year. Several AGC staff members have strong backgrounds and understanding of these very complex and often confusing laws. AGC also maintains a strong relationship with the Department of Industrial Relations, which oversees the prevailing wage laws.

Job Description:

In labor negotiation, AGC represented members that are signatory to the agreements between the AGC and Cement Masons Local 500 Building Contractors Agreement, as well as those members that are signatory to Operating Engineers Local #12’s Collective Bargaining Agreement. All other agreements between the AGC and various crafts did not expire in 2013. The agreements that AGC negotiates for its signatory members are recognized as the Master Labor Agreements in San Diego County. The agreements are used to establish the State of California Prevailing Wage and the Federal Davis Bacon rates for each craft.

2013 LABOR NEGOTIATIONS

AGC represented members on a number of Taft Hartley joint labor management health, pension, apprenticeship, and other trusts that are part of the union collective bargaining agreements. Most of these trusts are facing challenging economic conditions, and AGC works with the trustees to ensure proper funding. AGC is also working with AGC of America and the Building Trades to pass legislation that will moderate the liabilities involved with the multiemployer pension trusts.

Apprenticeship Training Facility in San Diego

The San Diego AGC Apprenticeship Trust is designed to meet the needs of AGC members who are interested in providing training and education for their jobsite apprentice employees. The program trains open shop employees in carpentry, cement masonry,

drywall fi nishing, drywall lathing, laborers, painting, and heavy equipment operating. The program is approved by the State of California Department of Industrial Relations, the Division of Apprenticeship Standards and by the Federal Department of Labor. Apprentices graduate in 3-4 years and are certifi ed by the AGC, the State of California, and the US Department of Labor. The completion certifi cates are recognized throughout the nation as valid indicators that an apprentice has completed training that meets the industry’s standards of occupational profi ciency.

2013 marked the AGC Apprenticeship and Training Trust’s 25th year of service to the Southern California construction industry. Since 1988, the Trust has graduated over 1,400 apprentices into journeyman status. AGC-trained craft workers are working on construction sites throughout Southern California and are highly regarded craft workers. Over 75% of the graduates are minority or females, and these graduates come from a wide variety of ethnic and cultural backgrounds.

The Build & Serve Committee provides a venue for AGC members to “give back” to the community. This committee selects charitable projects and programs throughout San Diego County that provide AGC and its members an opportunity to help “build” and “serve” the community. The committee is responsible for securing members to volunteer for selected projects, and for raising funds that allow the industry to participate fi nancially in selected charitable programs and projects.

In July 2013, the committee organized a seven-site blood drive which resulted in 230 pints collected for the San Diego Blood Bank. OPERATION KEEP SAN DIEGO WARM

The Build & Serve Committee hosted Operation Keep San Diego Warm by collecting barrels of blankets, throws, comforters, and coats from many generous AGC member fi rms. Everything collected was donated to St. Vincent De Paul Village, Southern California’s largest residential homeless service provider.

BOY SCOUT LUNCH-O-REEThe committee assisted in this annual effort and helped raise $150,000 for the Boy Scouts.

MCRD BOOT CAMP CHALLENGE

AGC demonstrated the construction industry’s support for our military heroes by participating in and sponsoring the 2013 Marine Corps Recruit Depot (MCRD) Boot Camp Challenge. AGC raised $13,000 to support the efforts of the Marine Corps Community Services, which provides essential programs that enhance the life of the Marines and their families, and Wounded Warrior Homes, which supports our soldiers returning from oversees with traumatic brain injury and PTSD. There were 53 AGC member companies represented, with 300 AGC members participating as “TEAM AGC,” the largest team represented at the event.

MAKE-A-WISH SAN DIEGO ®AGC’s Build & Serve Committee has partnered with Make-A-Wish San Diego® to help grant wishes to children with life-threatening medical conditions. AGC serves on their Building Council, committed to making wishes come true by facilitating minor construction-related build projects, and to serve as advisors to determine if a wish is possible.

Angus Asphalt joined efforts with Vulcan Materials and Western Concrete Pumping to donate time, labor, and materials, to grant four-year-old Oliver his wish for a backyard makeover, complete with a concrete bike path. AGC members volunteered their services to help assemble a play set to accompany his backyard makeover. Thanks to our members’ support, AGC made Oliver’s wish a reality!

THE PROGRAM STARTS IN HIGH SCHOOL...The Stanley E. Foster School of Engineering, Innovation and Design (formerly Construction Tech Academy)…AGC’s partnership with the San Diego Unifi ed School DistrictTwelve years ago, AGC worked with the San Diego Unifi ed School District to create a “school within a school,” now called the Stanley E. Foster School of Engineering, Innovation and Design (EID). EID has been an overwhelming success. The school focuses on construction as a career. Over 1,000 graduates are either going into an apprenticeship program to pursue craftworker careers, or on to SDSU to study Construction Engineering and Management. AGC sponsors an extensive Summer Jobs Program for EID students.

THE PROGRAM CONTINUES AFTER HIGH SCHOOL...AGC or Union Apprenticeship ProgramsAGC’s Apprenticeship and Training Trust is the largest open shop Training Trust in the United States. Nearly 1,000 students take advantage of the free training the Trust provides each year. In addition, AGC supports and participates in a number of union craft apprenticeship programs.

San Diego State University’s Construction Engineering and Management ProgramStudents that would like to pursue a university degree are given the opportunity to attend the J.R. Filanc Construction Engineering and Management Program at San Diego State University. This program was formed with over $5 million in donations from the AGC San Diego membership.

AGC Scholarship ProgramAGC provides a full four-year tuition scholarship for deserving students graduating from the Stanley E. Foster School of Engineering, Innovation and Design (EID) who are accepted into the J.R. Filanc Construction Engineering and Management Program (CEM) at San Diego State University. The program also provides a full scholarship for EID students that attend a local community college, who then plan on transferring to SDSU’s CEM program.

AGC San Diego’s Continuing Education ProgramAGC San Diego, in its state-of-the-art educational facility, offers continuing education opportunities to the industry on a year-round basis. Each year, the AGC Education and Training Committee issues two catalogs of courses that include 8-10 classes per month. Learning is a life-long process, and AGC San Diego understands its obligation to ensure that its members have every opportunity to continue their education and pursue professional development.

In 2007, the Committee and the AGC Board of Directors unveiled a multimillion dollar renovation of the CW BURKE San Diego AGC Building. The result is a state-of-the-art construction education facility that includes outstanding classrooms, and the most up-to-date teaching equipment available. Most days, the classrooms are used beginning at 6:30 a.m. and throughout the day, for continuing construction education classes that range from construction-oriented computer classes, to NAVFAC CQM and EM 385 classes, to high-end complex safety classes. Beginning at about 4:00 p.m. each day, the facility is turned over to the AGC Apprenticeship and Training Trust, which conducts both classroom and hands-on classes until 9:00 p.m.

In addition, AGC’s Apprenticeship Program provides training in the 10,000 sq ft annex across the street from the AGC building; in the 25,000 sq ft facility the Program owns in Riverside; in the 12,000 sq ft training facility in Orange County; and on two several acre sites in Riverside and San Diego that provide hands-on training for horizontal construction and training in the AGC heavy equipment program.

Job Description: The AGC San Diego Construction Leadership Council (CLC) encourages a higher level of involvement in the AGC, creates and promotes industry innovations, fosters face-to-face collaboration among early to mid-career professionals, addresses important industry issues and concerns, and provides crucial feedback to the AGC San Diego leadership, which will help to structure the AGC of the 21st century. The CLC is part of the nationwide AGC organization that provides an open forum for early tomid-career construction professionals to receive training, network, socialize with peers, and exchange ideas on special issues facing the construction industry.

The CLC offers young members exposure to other professionals within the industry, opportunities to augment their education through relevant programs, and assists in developing strong leaders for the association and the industry as a whole. The CLC regularly schedules site visits to large and/or unique San Diego construction projects. Sites include both general building and general engineering projects.

CONSTRUCTION SITE VISITS

CLC members are AGC’s lead group in assisting the SDSU Construction Engineering and Management Program students to prepare for the “Reno Competition,” a national competition between Construction Engineering and Management programs throughout the United States.

CLC AND SDSU RENO COMPETITION

Nearly 100 “up and comers” in the San Diego construction industry are part of the Construction Leadership Council. They are an active and engaged group that meet on a regular basis, and make a real contribution to the industry. During 2013, the AGC Membership approved an amendment to the AGC bylaws that calls for the CLC Chair to serve as a voting member of the AGC Board of Directors. This bylaw amendment was approved to ensure that this part of the membership’s input is heard.

The committee serves as a resource for AGC members on employment and other human resource issues facing contractors. The committee aims to serve its members in three primary ways: 1) Create and deliver services that educate and offer compliance assistance on human resources issues to the AGC membership at large. 2) Serve as a forum for human resources professionals in order to share information, solve problems, and network. 3) Promote the human resources function as an integral business partner in creating and maintaining a successful organization.

The Environmental Stewardship Committee promotes collaborative activities throughout the construction industry to assist contractors in enhancing their environmental efforts, thereby improving the overall environmental performance of the industry. Specifi c duties include: Encouraging environmental stewardship through education, awareness and outreach; Recognizing environmentally responsible construction practices; Providing contractors with tools to effi ciently manage environmental exposures and risks of liability; Identifying opportunities to reduce the impact that the construction practices have on the environment; Identifying ways to measure and report environmental trends and performance indicators of such trends.

AGC Fringe Funds Programs are provided through three professionally administered trust funds. Trustees are AGC members who have the responsibility to oversee the administration and management of the funds. The funds provide health & welfare, dental, vision, insurance, and pension benefi ts that are customized to the San Diego construction industry. Benefi ts are provided for both hourly and administrative employees and comply with California Prevailing Wage and Federal Davis Bacon requirements.

AGC Industry Relations Liaison Committees meet regularly with offi cials from the County & City of San Diego; Naval Facilities Engineering Command, Southwest Division; Caltrans District 11; the Airport Authority; the Port District; County Water Authority;

the San Diego Unifi ed School District (Public Building Committee); and other public entities as needed. The meetings focus on solving the day-to-day challenges faced on construction sites. Topics include, but are not limited to: bidding practices, specifi cation content, project delivery systems, payment schedules, inspector methods, change order procedures, contracts, etc. Public entities are typically represented by those offi cials involved in “doing the work.” AGC’s Industry Relations efforts ensure an open line of communication between these offi cials and the industry.

The Meetings & Events Committee oversees, plans, and assists in organizing all AGC meetings and events. The committee is responsible for ensuring that AGC meetings and events are relevant, meet the membership’s needs, and are well planned and organized. AGC has joined hands with the City of San Diego to form a Mentor-Protégé Program. This program is designed to assist small and emerging construction companies to get off the ground and become successful contractors. The program allows the construction industry to help select, retain, and graduate protégé fi rms that represent San Diego’s diversepopulation.

A formal board, which includes the San Diego County Water Authority and the Contracting Opportunities Center, serves in an advisory capacity to establish policy, solicit volunteers, participate in the mentor and protégé selection process, and monitor the progress of the program.

AGC provides mentors and other in-kind services, such as free membership, and training and education opportunities to the protégés. Mark Finch, Johnson, Finch & McClure Construction, Inc., leads AGC’s efforts, and he is committed to creating more mentor-protégé teams and expanding the program within the AGC.

Protégé fi rms are matched with Mentor AGC members who provide knowledge, expertise, and professional guidance. Working together in monthly meetings, the teams focus on business plans, reviewing existing fi nancial conditions, and formulating specifi c plans to enhance each protégé’s business growth.

In 2013, J. Cloud, Inc., PRAVA Construction Services, Inc., and Rick Fowler Construction, Inc. graduated from the program. Steve Coker of TC Construction Company mentored J. The California Department of General Services has designated the AGC’s Good Faith Report as a state-approved “Trade” & “Focus” publication. Advertising in this digital publication will fulfi ll requirements for “Good Faith Efforts” for the various Business Enterprises. The AGC’s Good Faith Report is one of the few publications in the state to be designated in this manner.

AGC staff reported on over 55,000 building permits and plan checks in Southern California during 2013. AGC is the source in Southern California for fi rms seeking to expand their business through leads obtained from building permits and plan checks. AGC provides this information in a searchable and easy-to-use online database.

The AGC Online Plan Room service is a unique service that is offered to all AGC members as part of their membership. AGC’s professional reporting staff provides the best information in Southern California. Members have complete access to projects, including plans and specifi cations, that are out for bid or negotiation in San Diego, Orange, Riverside, San Bernardino, and Imperial counties, and areas within other Southern California counties. In addition, members are able to view and purchase plans and specifi cations for projects from nearly 30 other plan rooms in California and nearby states. This is an outstanding benefi t to AGC members that usually sell for up to $2,500 per subscriber with other services.

5,000 PROJECTS DURING 2013!AGC staff reported on over 5,000 separate projects in 2013, by far the most of any bidding information service in Southern California.

The AGC Online Plan Room continues to be an extremely valuable benefi t for the AGC membership, with over 2,000 individuals accessing it annually.

AGC On Demand is a newer member service that was released in 2013. AGC ON DEMAND allows AGC General Contractors and others to confi dentially distribute plans and specifi cations of negotiated private and public sector projects to fi rms that have profi led their services in the AGC On Demand system.

The committee is tasked with promoting and delivering services that maintain and improve safety in the construction industry. Services include monitoring, communicating, and understanding Federal OSHA and Cal OSHA policies and procedures, continually publishing updated safety information, providing state-of-the-art consulting and safety educational opportunities, and continually searching for new ways to motivate the industry to upgrade safety consciousness.

The committee is charged with monitoring local, state, and national legislation that involves the construction industry. It is the committee’s responsibility to prepare AGC positions for consideration by the Government Relations Committee and the Board of Directors. In addition, the committee has responsibility for developing and administering a fi ve-year Strategic Plan impacting both San Diego and Imperial Counties.

During 2013, hundreds of safety training classes were held at the AGC, and a record number of students attended. The classes included NAVFAC required EM385-1-1 40-hour course.

SAFETY CLASSES

The Safety Committee is one of the few AGC Chapter Safety Committees that writes its own newsletter. This bi-monthly publication contains a wealth of relevant material.

SAFETY COMMITTEE

On the fi rst Wednesday of most months, an AGC Safety Committee meeting is “the place” to be for construction industry safety professionals. Over 100 area safety professionals serve on this committee. The committee includes three subcommittees that focus on Safety Communications; NAVFAC Safety; and OSHA Liaison.

AGC SAFETY PROFESSIONALS

The CSEA is becoming the “Oscar” of the construction safety world, and AGC San Diego Chapter is the CSEA superstar. In 2013, four local fi rms received a fi rst place National CSEA Award from AGC of America for having the best construction safety programs in the United States in their respective categories:

The committee is charged with the responsibility to identify, explore and critique the new trends in which technology advancements will help make the construction industry operate on a more effi cient and effective basis. In this capacity, the committee will be charged with researching new and better means and methods that will help the industry now and in the future.

The committee is charged with utilizing the information generated to develop training and educational programs that will allow members to view new technologies and to be trained in their usage.

EXCELLENCE IN CONSTRUCTION TECHNOLOGY AWARD

The committee hosted a technology seminar focusing on the hot topic “Field Technologies” during 2013. The panel of presenters showcased how top General Contractors are implementing technologies for Models in the Field, Plans in the Field, and Punchlists in the Field.

The committee continued a program developed during its fi rst year, in which it recognized a fi rm that is leading the way in adapting technology as part of the way the fi rm does business. This year, AGC San Diego member Erickson-Hall Construction Co. won the award.

TECHNOLOGY TRENDS INCONSTRUCTION COMMITTEE

The Microsoft SharePoint site continues to be the main information center for all AGC committees. This service allows AGC committees to share information on all committee business, and to facilitate information sharing among the committee members. It is an outstanding example of how technology can improve communications and effi ciency.

FIELD TECHNOLOGIES SEMINAR

The committee holds bi-monthly meetings that allow the information technology management staff from AGC member fi rms to network. During each meeting, the committee has a highly-active and informative roundtable discussion where numerous topics are discussed, new technologies are highlighted, and technological resolutions are found, making this a great resource for IT professionals and IT departments.

TECHNOLOGY ROUNDTABLE & NETWORKING

The committee began planning for the 3rd AGC Southern California Construction Technology Expo scheduled for October 14, 2014. This one-day expo will feature nearly 100 technology exhibitors that cater to the construction industry. In addition, numerous seminars will be presented focusing on the latest trends in construction technology.

The committee often has top and upcoming technology-related fi rms present during the meetings. This allows the committee to stay relevant on technologies that can in turn be passed along to AGC members.

RaeMarie provides administrative support to the Vice President Government Relations and Director of Engineering Construction & Industry Relations. In addition, she also provides administrative support for the Meetings and Events department. RaeMarie serves as the staff liaison for the Safety Committee. Vince is owner and CEO of SMART Safety Group an environmental, health and safety service provider. He represents AGC at a local and national level in regards to industry safety. His responsibilities include staffi ng AGC’s safety efforts, creating and presenting safety training programs, acting as liaison to the Safety Committee, and answers safety questions for the industry partners that come to AGC for assistance. Vince has over fi fteen years of comprehensive safety experience, a B.S. in Occupational Safety, a M.S. in Industrial Hygiene, and is a Certifi ed Safety Professional (CSP).

Glen is responsible for Membership sales and marketing for the AGC and the Apprenticeship Trust. Eddie is responsible for representing the engineering construction industry to owners and agencies that build the region’s horizontal/underground infrastructure. He has staff responsibility for the Engineering & General Contractors’ Council and various Industry Relations Liaison Committees. Moises is responsible for keeping track of the apprentices’ training hours, facilitating their upgrades and progress in the program, and assists in creating agendas for committee meetings. Moises also assists with the checks and balances on vital administrative functions.

Each year, during the AGC Annual Installation Dinner, awards are presented to the membership by the Affi liate Members’ Council, the Specialty Contractors’ Council, the Safety Committee, the Technology Trends in Construction Committee, and the Environmental Stewardship Committee.
