    REGULAR MEETINGOctober 4, 2011

    I. CALL TO ORDER:

    ROLL CALL:

    Mayor/Chairperson Lyons called the regular meeting of the City Council of

    the City of Lakeport and Lakeport Redevelopment Agency to order at

    6:02 p.m. with Council/Agency Members Stacey Mattina, and Roy

    Parmentier present. Council/Agency Members Tom Engstrom and Robert

    Rumfelt were absent.

    II. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Nancy Ruzicka.

    III. ACCEPTANCE OF AGENDA: A motion was made by Council/Agency Member Mattina, seconded by

    Council/Agency Member Parmentier, and carried by voice vote, with Coun

    Members Engstrom and Rumfelt absent, to add an urgency item regarding

    letter of support for the Countys River Parkways and Grant Application as

    came up after the posting of the agenda and must be acted on before the

    next meeting.

    A motion was made by Council/Agency Member Parmentier, seconded by

    Council/Agency Member Mattina, and carried by voice vote, with Council

    Members Engstrom and Rumfelt absent, to accept the agenda as amende

    IV. CONSENT AGENDA:

    E. Williamson Act Contract This item was pulled from the agenda for discussion.

    Vote on Consent Agenda A motion was made by Council/Agency Member Mattina, seconded by

    Council/Agency Member Parmentier, and carried by voice vote, with

    Council/Agency Members Engstrom and Rumfelt absent, to approve the

    Consent Agenda with the exception of Items C and E.

    C. Minutes This item will be carried over as there were only three Council members

    present and one was not at the last meeting in order to approve the

    minutes.

    E. Williamson Act Contract A motion was made by Council/Agency Member Parmentier, seconded by

    Council/Agency Member Mattina, and carried by voice vote, with

    Council/Agency Members Engstrom and Rumfelt absent, to receive and fiNotice of Nonrenewal of Williamson Act Contract for CLMSD.

    V. PUBLIC PRESENTATIONS/ REQUESTS:

    A. Citizen Input Dennis Rollins gave the Council an update about what is happening out at

    Westside Park. Grillin on the Green was a success, making about $11,000

    Installation of the electricity, irrigation, and grass seed has been complete

    Grading has begun on the road, and grindings have been laid over the top

    All that is left this season is erosion control. The following were thanked f

    their help: Larry Weiss, Jim Holmes, Rod Padell, Scott Harter, Doug Grider

    and the Public Works Department staff, Mark Brannigan, Matt Johnson, a

    the Water Department.

    Minutes of the Lakeport City Council and Redevelopment Agency Meeting of 09/20/2011 Page

    Betsy Cawn addressed the City Council regarding the Police Department

    providing services during a strike at Sutter Lakeside Hospital. Police Chief

    Rasmussen responded.

    B. Lake County Friends of

    Mendocino College

    Wilda Shock, Chairperson of the new Lake County Friends of Mendocino

    College, addressed the Council. Mike Adams, Director of Facilities Plannin

    showed a presentation regarding the progress at the new Lake Center.

    There will be a groundbreaking ceremony on Thursday, October 20, 2011,

    4:00 p.m., with a reception to follow.

    C. Letter of Support for CountyApplication

    Alan Flora from the County of Lake addressed the Council and asked for aletter of support for the Countys River Parkways Grant Application. Betsy

    Cawn addressed the Council. A motion was made by Council/Agency

    Member Mattina, seconded by Council/Agency Member Parmentier, and

    carried by voice vote, with Council/Agency Members Engstrom and Rumfe

    absent, to prepare a letter of support.

    VI. CITY COUNCIL COMMUNICATIONS:

    A. Miscellaneous Reports: Council Member Parmentier reported that he and Council Member Rumfe

    attended the League of California Cities Conference in San Francisco.

    The Disaster Expo is coming up on October 15, 2011, at Mendo Mill. The

    Council was invited to attend.

    City Attorney Brookes attended the REMIF quarterly meeting last week. W

    will be getting an additional refund next year from out auto liability progra

    Our loss run is lower on health care this year.

    City Manager Silveira reported that she attended the League Conference a

    attended some good workshops that were geared towards staff.

    The employee appreciation lunch will be Friday at the Yacht Club.

    Mayor Lyons reported that CLAC met last week but there was no quorum

    She also reported that we have two volunteers who are interested in lock

    the restrooms at night.

    Mayor Lyons spoke to someone who headed a geese relocation project. T

    has been a successful project in other areas.

    VII. ADJOURNMENT: Mayor Lyons adjourned the meeting at 7:04 p.m.

    CALL TO ORDER: Mayor Lyons called the special meeting of the City Council of the City of

    Lakeport to order at 4:03 p.m. with Council Members Stacey Mattina, and TomEngstrom present. Council Members Roy Parmentier and Robert Rumfelt were

    absent.

    CLOSED SESSION: Pursuant to Government Code 54956.9(b), Pending Litigation, one case,

    Operating Engineers Local Union No. 3 and Lakeport Police Officers Association

    v. City of Lakeport, Lakeport City Council(Lake County Superior Court Case

    No. CV410232)

    At 4:45 p.m., the meeting convened in open session, and it as reported that

    staff had been given direction.

    ADJOURNMENT: Mayor Lyons adjourned the meeting at 4:45 p.m.

    SPECIAL MEETING

    October 12, 2011

    CALL TO ORDER: Mayor Lyons called the special meeting of the City Council of the City of

    Lakeport to order at 10:04 a.m. with Council Members Stacey Mattina, and RoyParmentier present. Council Members Tom Engstrom and Robert Rumfelt were

    absent.

    RE-ROOF CITY HALL: A motion was made by Council Member Parmentier, seconded by Council

    Member Mattina, and unanimously carried by voice vote to authorize Western

    Foam to recoat the foam roof on City Hall.

    COMMUNICATIONS: There has been some confusion regarding a contest to have posters put in the

    newly renovated restrooms at Library Park. It was the consensus of Council to

    agendize this item for the Council to approve any wording on the posters and, if

    approved, to agendize presentation to the winning poster contestants at the

    first meeting in November.

    ADJOURNMENT: Mayor Lyons adjourned the meeting at 10:23 a.m.

    WHAT IS BEING ASKED OF THE CITY COUNCIL/AGENCY/BOARD:

    The Agency is being asked to approve the mandatory tax increment revenue pass through payments to theaffected taxing entities in the amounts listed on the attached calculation sheet. Direct that the 20 percentHousing Set Aside be allocated to Fund 219.

    BACKGROUND:

    None

    DISCUSSION:

    The Redevelopment Agency receives tax increment revenue and is required by State law to disburse a

    proportionate share of this revenue back to the affected taxing entities existing within the RedevelopmentProject Area. Twenty percent of the tax increment revenue must also be allocated to the RedevelopmentLow-Moderate Housing Set Aside Fund 219.

    This is a standard operating procedure in accordance with California Redevelopment Law.

    Dear Colleague:

    About this time the California Association of School Health Educators (CASHE) contacted a numberof cities in California asking for proclamations supporting National Health Education Week and

    CASHE did receive support from over 40 cities. This year National Health Education Week is October16-22, 2011. The theme this year is Health Literacy: Gateway to Improving the Publics Health.

    A few cities last year turned down the request because it is getting a bit costly to process more than ahundred proclamations that City Councils are inundated with during a year. CASHE agrees and hascome up with an easier plan this year just sign on to the attached proclamation. This can be done

    just by sending us an e-mail indicating your City support for the proclamation. This saves paper, fancyproclamation covers and plaques and the postage to mail it all.

    We do hope your city will join with others in supporting this important effort.

    ProclamationOF THE CITY COUNCIL

    OF THE CITY OF LAKEPORT

    WHEREAS, the City of Lakeport has a vital interest in a health literate nation in collaboration with

    the Society for Public Health Education (SOPHE) and the California Association of School Health Educators(CASHE); and

    WHEREAS, health literacy has been defined as the ability to obtain, process and understanding

    basic health information and services needed to make appropriate health decisions; and

    WHEREAS, nearly nine out of ten adults have problems finding and using health information andthe cost of poor health literacy to our nation is estimated to be between $100 and $200 billion U.S. dollars(USD) annually; and

    WHEREAS, health literacy affects all peoples ability to search for and use health information, adopt

    healthy behaviors, and act on important public health alerts; and

    WHEREAS, improving health literacy skills includes an integrated approach that involves enhancingthe usability of health information and services; and increasing the health-related knowledge of individualsand their capacity to understand health information; and

    WHEREAS, community health educators and school health educators are uniquely positioned tobridge the gap between the information disseminated by the healthcare and public health systems and theknowledge and skills of consumers who use them; and

    WHEREAS, SOPHE and CASHE are committed to addressing health literacy issues and reducing theincidence of poor health literacy among Americans by bringing health education and its principles into thelegislative and public arenas; and

    WHEREAS, in celebration of National Health Education Week, national, state and local collaborationis essential to support the 2011 National Health Education Week focus on health literacy through thetheme, Health Literacy: Gateway to Improving the Publics Health;

    NOW, THEREFORE, BE IT RESOLVED that I, Suzanne Lyons, Mayor of the City of Lakeport do herebyproclaim the week of October 16-22, 2011, as National Health Education Week and urge all individuals andcommunities to take part in activities designed to enhance awareness of public health education messagesand activities to reduce poor health literacy by supporting and encouraging participation in National HealthEducation Week including maintaining and strengthening current health education courses provided byover one hundred California school districts and by the formation of a California Assembly Speakers

    Advisory Panel on School Health Education.

    BACKGROUND:

    A public hearing was held by the Planning Commission on October 12, 2011, at which time theCommission unanimously voted to recommend the adoption of a Mitigated Negative Declaration for theproposed annexation project to the City Council. They also voted to recommend to the City Council thatthe Final CEQA Initial Study and the Mitigated Negative Declaration be forwarded to the LakeCounty/City Local Agency Formation Commission as part of a formal annexation application package.

    This item had been noticed for the Council to consider at its October 18, 2011, meeting.

    DISCUSSION:

    Staff recommends continuance of this public hearing to allow Council more time to review thedocumentation regarding the Initial Study/Mitigated Negative Declaration.

    BACKGROUND:

    During the past year the restrooms at Library Park were newly renovated. The Mayor discussed with theMain Street Association hosting a poster contest to encourage users of the restrooms to keep them clean.There were several entries. During communications at its special meeting of October 12, 2011, byconsensus, the Council present requested that this item be agenized for the Council to approve any wordingon the posters and, if approved, to agendize presentation to the winning poster contestants at the firstmeeting in November.
