Port Blair, Jan 01: In recentyears along with the devel-opment in science and tech-nology India has achievedphenomenal success in theareas of alternative technol-ogy and energy efficiency.With the depletion of conven-tional energy sources due toinherent dangers of the fos-sil fuel dominated energysecurity such as geopoliticaluncertainty of oil gas sup-plies, risks attached to grow-ing oil and gas prices, it is vitalfor our nation to reduce itsdependence on fossil fuels tomeet the growing energy re-quirements. The issues ofglobal warming, atmosphericpollution and consequent cli-mate change, concerns as aresult of emissions of greenhouse gases due to massiveuse of fossil fuels have be-come major component inrestricting the use of conven-tional energy. There is thus,an urgent need to increasethe tapping of new and re-newable sources of energyfor ensuring energy security.

The Electricity De-partment, Andaman &Nicobar Administration isimplementing the non-con-ventional energy sourcesschemes in these Islands asnodal agency of the Minis-try of New and RenewableEnergy, New Delhi. Renew-able energy sources can playa vital role in the develop-ment of A&N Islands par-

ticularly, considering the factthat electricity is very costlyand is highly subsidized. Elec-tricity is generated in theseIslands by using costly andimported diesel, which maybecome further costlier in fu-ture.

The NRSE divisionof Electricity Department, A& N Administration has beenemphasizing on switchingover of power generationthrough Renewable Energywhich is cheap comparativelyand eco-friendly to phase outthe existing power generationthrough costly HSD.

The Lt. Governor,A&N Islands has alwaysbeen concern about high costof power generation andavoidable use of electricity sothat there is reduction ofpower consumption.

Keeping in view ofall the above facts NRSEDivision of Electricity Depart-ment is taking efforts to en-hance the renewable energyresources in order to imple-ment Solar, Wind, Biomass,Tidal & Wave Energy. In linewith this, New and Renew-able Sources of Energy(NRSE) Division in associa-tion with Bureau of EnergyEfficiency (BEE), New Delhiand The Energy and Re-sources Institute, TERI is or-ganizing a workshop on “Re-newable Energy Potentialsin A&N Islands” on 3 rd

EDITORIAL.....Port Blair, Jan 01: Smt B Prasad,State Election Commissioner, calledon the the Lt. Governor recently andalso had detailed discussion withChief Secretary and officers of theAdministration as well as politicalfunctionaries. While discussing mat-ters relating to the forthcoming elec-tions to the Panchayats and PortBlair Municipal Council, she haddrawn attention to the fact that ar-eas under four Panchayats have nowbeen notified for inclusion in the PortBlair Municipal Council, recently. Inother words, the Port Blair Munici-pal Council would now have addi-tional wards instead of the fourPanchayats which would cease toexist. She discussed various stepsthat need to be taken in the run up tothe elections next year, including thevital work of delimitation of constitu-encies, consequent to the demise ofthe four Panchayats.

The Election Commissionerwas keen that the elections to thePort Blair Municipal Council be con-ducted a month ahead of the

Panchayat and Zilla Parishad elec-tions. She mentioned that such apractice has been adopted in someother States and this UT should alsoconsider adopting this good practice,so that the elections to both thePanchayats and Municipal are con-ducted smoothly.

Considering her suggestions,the Andaman & Nicobar Administra-tion is inclined to have the electionsto the Port Blair Municipal Councilconducted a month earlier than thePanchayat and Zilla Parishad elec-tions so as to ensure that there is aseamless and smooth change of thepolitical set up consequent to the cre-ation of the new municipal wards andthe end of these four Panchayats,whose areas would now be broughtunder jurisdiction of the municipalbody.Hon’ble Lt Governor has askedChief Secretary to constitute a Com-mittee, comprising of Principal Sec-retary (Revenue) and the threeDeputy Commissioners, to considerthe suggestions of the State ElectionCommissioner.

I’ve been thinking about theancient Indic tradition thattalked of the four phases inan individual’s life:Brahmacharya, when one ac-quired education and skills;grahastha, when as a house-holder, one raised a family;vanvas when it was time forcontemplation, perhaps inthe natural environs of a for-est, and finally, sanyas, whenone practised detachmentfrom all activity in prepara-tion for one’s exit. Each ofthese phases was of roughly25 years duration since hu-mans were expected to havea lifespan of a hundred years,all other things beingequal.The above ancient sys-tem was also based on theprinciple that the individual’spurpose was to have progenyand live a decent, dharmiclife. Then it was vanvas, fol-lowed by sanyas, to a fittingconclusion. think in thepresent connected and globalworld, an important aspect ofgood life is to give some-thing back to society. Notonly does giving back to so-ciety help the less fortunate;it also brings to the giver atremendous sense of satis-faction andhappiness.Naturally, givingback to society would bebased on an individual’s ca-pacity and capability. For that,one should live a happy andjoyful life according to thefollowing four phases:First,absorption: This phase issimilar to brahmacharya andmay last anywhere till the ageof 25 to 30 years, peaking ataround 20-25 years. This iswhen an individual absorbsknowledge, experiences andinformation -- an importantphase because what we be-come and what we could dolater on is largely formed anddecided during this phase. Ibelieve that the basic tem-plate of one’s personality isformed by the age of 16. Ex-perience of later years simplyadds to or subtracts from it.

Also, as our brain receptivity isat its peak, we are hungry forthe experience and the qualityof experience decides whattype of individual we will be-come. Hence the quality ofschooling, the kind of peerpressure and the environmentplay a seminal role in these for-mative years.Second, evalua-tion: This phase sometimes runsconcurrently with the absorp-tion phase and peaks at the ageof 30-35 years when the indi-vidual is evaluating various op-tions for the future – and rais-ing a family. This period is gen-erally characterised by ambitionand the passion to dosomething.Third, consolida-tion: This phase lasts from 35to 55 years of age. Once thecourse of action by an individualin evaluation phase is nearlygrasped then comes the phaseof consolidation and building awhole body of knowledge andwisdom. This period is alsocharacterised by the ability tocultivate vivek or wisdom whichdirects a person’s desire to giveback to society. This is a criti-cal time since the experiencesgained based on a person’s ca-pabilities and outside influencesdecides whether one becomesinternally secure or insecure.An insecure person will only beinterested in hoarding and accu-mulating and hence will not giveback to society. Fourth, dis-semination or donation: Thisphase begins perhaps from theage of roughly55 years and re-ally indicates the level of matu-rity. The wise and the securewish to give back to society ac-cording to their abilities. Hencemoney, knowledge and re-sources are freely given for thecommon good. This giving backbrings a new purpose to life insenior years.Those people whogive back to society are the hap-piest and most content andcould leave the world as happyhuman beings, knowing full wellthat they have contributed insome way to make a qualitativedifference to the lives of oth-ers.

New drug combo found highlyeffective for kids' malaria treatment

The new research was con-ducted by University of West-ern Australia wherein kidswith Plasmodium falciparuminfections were examined.Some of the children exam-ined had Plasmodium vivaxinfections.The searchers dur-ing the study found thatartemisinin-naphthoquine wasnot inferior to artemether-lumefantrine in treating Plas-modium falciparum infection,however, it was found to bemore effective in treatingPlasmodium vivax infections.

The study pointedout that there are two speciesof Papua New Guineanamely Plasmodium vivaxand Plasmodium falciparumwhich are responsible formost of the malaria infections

and likewise have two sepa-rate anti-malarial drugs.

Tim Davis from theUniversity of Western Aus-tralia concluded that the tol-erability, safety as well as ef-fectiveness of three everydaydoses of artemisinin-naphthoquine drugs should beconsidered together along

with other presently availablecombination drugs for treat-ing simple malaria in PapuaNew Guinea and similar epi-demiologic situations withtransmission of many Plas-modium species.

The recent researchis published in the journalPLOS Medicine.

Adopt healthy lifestyleto prevent cancer

LONDON: Nearly 600,000cancer cases in the UKcould have been avoided inthe last five years if peoplehad healthier lifestyles, ac-cording to new research.

Overall, experts saythat more than four in 10cancers could be preventedby changes to lifestyle.

Smoking remains byfar the biggest preventablecause of cancer in the UK,accounting for more than314,000 cases in the past fiveyears - nearly a fifth of allcancers. So giving up ciga-rettes would be the bestNew Year resolution smok-ers could make, researcherssaid.

Cancer ResearchUK's new figures show a fur-ther 145,000 cases couldhave been prevented ifpeople had eaten a healthybalanced diet low in red andprocessed meat and salt, andhigh in vegetables, fruit andfibre. Keeping a healthyweight could have preventedaround 88,000 cases.

Cutting down on al-cohol, protecting skin in thesun and taking more exercisecould also have helped pre-vent tens of thousands ofpeople in the UK developingcancer in the past five years,researchers said. "There's

now little doubt that certainlifestyle choices can have abig impact on cancer risk,with research around theworld all pointing to the samekey risk factors," said Pro-fessor Max Parkin, a Can-cer Research UK statisticianbased at Queen Mary Uni-versity of London, whosestudy formed the basis ofthese latest figures.

"Leading a healthylifestyle can't guaranteesomeone won't get cancerbut we can stack the odds inour favour by taking positivesteps now that will help de-crease our cancer risk in fu-ture," said Parkin.

"There are morethan 200 types of cancereach caused by a complexset of factors - involving bothour genes and our lifestyles,"Professor Linda Bauld, Can-cer Research UK's experton cancer prevention, said.

"There are provenways to minimise our risk ofcancer - like giving up smok-ing, being more active, drink-ing less alcohol and maintain-ing a healthy weight. Wemust make sure the publicand the policy-makers knowthe evidence behind the ben-efits of these lifestylechanges is solid," Bauldadded.

Reducing physical activity hampers vascular functionA new research shows thatreducing daily physical activ-ity for even a few days leadsto decrease in the function-ing of inner lining of bloodvessels in legs of youngpeople. The vascular dys-function induced by five daysof inactivity requires morethan one day of returning tophysical activity and taking atleast 10,000 steps a day toimprove."We know the nega-tive consequences from notengaging in physical activitycan be reversed," said PaulFadel, associate professor ofmedical pharmacology andphysiology at University of

Missouri School of Medicine.Inactivity is typically

Theseofficials were arrested redhanded with the tainted bribeMoney while demandingand taking bribe from thepublic for discharging theirofficial duties. Recounting theachievements of the UT Admin-istration in the last year, the LtGovernor observed that as a re-sult of working hand-in handwith the Union Govt. these Is-lands have witnessed tangibleprogress in different sectors ofdevelopment. Projects whichwere actually not moving forthe last 20-30 years had beenbrought forward for speedy ex-ecution, he said. There has alsobeen a paradigm shift in theworking culture of the Admin-istration as a result of which apositive change has emergedand citizens of the Islands arealso moving along with thispositivity to take this territoryon the path of faster progress.

The Lt. Governor ex-pressed gratitude to the PrimeMinister in particular and theGovt. of India as whole for allthe support and help assured forthe development and strategicsecurity of the Islands. The Lt.Governor lauded the effortsmade by all in the Administra-tion for taking developmentworks forward. His appeal tothem is to remain positive, for-ward moving and work for thewell-being and welfare of theIslands and its citizens. “With-out the contribution of each oneof you, it would not have beenpossible to achieve whateverthe Administration has aimedat or accomplished”, the Lt Gov-ernor remarked. He alsothanked the Member of Parlia-ment, Shri B. P. Ray for high-lighting the problems and theneeds of the people. He urgedthe Municipal Council and PRIsto work for the common citi-

zens as they are associated withthe people at the grass-rootlevel. The Lt. Governor alsothanked the political parties fortheir constructive engagementwith the Administration, which,he said, is greatly welcomed. Tothe media, the Lt Governor saidthat constructive criticism doneby them helps the Administra-tion in doing what is correct andtake the Islands forward. Eventhose who criticize unfairly orat the behest of vested interestsactually help steel our resolvefurther, I thank them too, hesaid.

On the suggestion ofthe Member of Parliament forintroduction of e-governanceby adopting the successful ex-amples from States like MadhyaPradesh and Gujarat, the Lt Gov-ernor directed Chief Secretaryto form teams which can visitthese States and draw examplesof good governance for our bet-terment. This should be done onpriority, he said.

The Lt. Governorminced no word in seeking thesupport of the stakeholders tobring about a speedy develop-ment in the Islands. He urgedthe stakeholders to put theirshoulders together and workfor taking the A&N Islands for-ward. He said “let’s take the Is-lands to their destiny i.e. to be agreat part of this great nation”,he said.

Turning to gover-nance, the Lt. Governor saidgovernance has three basic prin-ciples. Firstly, it is the duty ofGovt. to frame rules and enforcethese rules, otherwise the soci-ety cannot function. He also re-quested the UT Administrationto relook at the rules whichhave become outdated and re-quires simplification of the pro-cedures. In this context, the Lt.Governor cited the example oframpant encroachment takingplace in the Islands. He directedthe Revenue/PBMC/DCs toensure that no fresh encroach-ment takes place. He alsowanted them to stop blatant un-authorized construction.Thirdly, to provide services tothe citizens and fourthly, to cre-ate an environment where in-

dividual genius can flourish andwhere the spirit of free enter-prise can be developed. In thiscontext, the Lt. Governor saidthat the Administration is try-ing its best to bring improve-ment in sectors like communi-cation, connectivity, ship travel,air travel, medical and educa-tion so that the citizens can findtheir destiny in a conductive en-vironment.

Impressing upon theneed to make the ‘Citizen’sCharter’ a success, the Lt. Gov-ernor wanted the Charter to beimplemented in the right ear-nest so that citizens can get theirrights in a time bound manner.The Charter will be imple-mented successfully only whenthe officials of the administra-tion work with a passion of ser-vice, he observed. On the rights& duties, the Lt. Governor wasof the view that people onlytalk about their rights buthardly anyone talks about theirduties. “For the first time, ourPrime Minister has raised thisissue that you have rights thatyou must get, but you also haveduties as a citizen”. It is here,that we must also realize ourduties and requested the PRIs,senior officers to highlight theissue in suitable forum, espe-cially in educational institu-tions.

The Lt Governor con-cluded his speech by appealingto all that everybody shouldresolve to work with the hopeof success rather than fear of fail-ure. Let’s create hope, ratherthan despair, an atmosphere fullof hope where we can meet theaspirations of the people.

In his speech, theMember of Parliament, ShriB.P.Ray described the launch ofthe ‘Citizen Charter’ as a goodstep of the Administration. Sucha move besides ensuring timebound delivery of services to itscitizens will also reduce the cor-respondence made by variouspolitical parties with the Ad-ministration. He emphasizedthe need to take up develop-ment works to make the islandsself-reliant and develop its ownidentity. On this occasion, ShriRay suggested to adopt success-

ful examples from State likeMadhya Pradesh and Gujarat tomake it more effective andmeaningful. He suggested forproviding the services to thecitizens through e-governance,which he said will give optionto the people to monitor the sta-tus of their application seekingservices from the Department.He also complimented the ARWing for making the charter areality.
