The mishap occurred today around 1.30 pm. Luckily, the driver escaped from any in- jury. According to reports, public came immediately to rescue the driver after the incident and pulled the driver out of the car, and later the car was taken out to the road with help of local people and the Police toeing truck. According to the eyewitness the car, AN 01 C 2409, was going towards Bathubasti (ATR route) and suddenly the driver lost con- trol and failed to negotiate with the road. However, it is not still clear whether the driver had suffered any attack or he was driving under the influ- ence of liquor. GOVT RELAXED NORMSFOR  NEW  MEDICAL COLLEGESPort Blair, Nov 19: TheMedical Council ofIndia(MCI) has relaxed thenorms for setting up Medi-cal colleges in both rural andurban areas. Interactingwith the Media persons atRegional Medical ResearchCentre of Indian Council ofMedical Research (ICMR)at Port Blair on Sunday, SK Rao, Joint Secretary, Min-istry of Health and Familywelfare informed that thenorms were relaxed for set-ting up new medical collegesin the remotest corners ofthe country likeAndamans.   He  informedthat seventy percent ofMedical colleges in India aresituated only in the states ofTamilnadu, Andhra Pradesh,Kerala, Karnataka,Maharashtra and Gujarat,where as most of the otherparts of the country,particularly  North Easternstates and Andaman andNicobar Islands do not haveeven a single Medicalcollege.  To  facilitate  theopening of more MedicalColleges in such areas, theMedical council relaxed theland requirement of 24 acres

by reducing it in to 20 acres,that too in two pieces, headded.  Accordingly,  the  pro-posed college may have thehospital and college premises intwo different locations, butwithin the distance of 10 kms.Besides, the council increasedthe seats considerably, to en-able the college to accommo-date more students in differentcourses.            He further  saidthat the council has laid downthe condition that only the Gov-ernment and Charitable institu-tions can apply for the permis-sion to open Medical colleges,in order to discourage the un-scrupulous persons with busi-ness motive. The applicationsseeking permission for Medicalcolleges will be received by thecouncil during the month of Au-gust, followed by the inspectionof premises in December-January every year. Initiallythe council issues the permis-sion in March-April, but the rec-ognition will be granted onlyafter having satisfied with theperformance of the college forthe next five yearsconsecutively.   ”Though  theColleges can be opened with

Apprehension Of Myanmar Poaching Boatin a well Coordinated Multi-Agency Operation

Port Blair, Nov 19: In a classic Multi-Agency Co-ordinated Anti–Poaching Operation, which lastedfor 03 days the Security Forces successfully ap-prehended one Myanmarese poaching boat on16 Nov 12 from creek area off Makachud villageof the Little Nicobar Island. A well coordinatedefforts by various agencies viz Coast Guard, Po-lice, DSS vessel MV Strait Island and the LocalAdministration, in providing all the required sup-port towards Anti-Poaching operation that leadto successful apprehension of the boat.

The suspicious boat was initiallysighted by the Coast Guard Dornier on surveil-lance of Southern Group of Islands (SGI) at 1050hrs on 15 Nov 12, 08 nautical miles west ofLittle Nicobar Island with 10 to 12 crew on boardand heading towards the northerly direction. Onreceipt of the information, the Coast Guard Dis-trict Headquarters No.10 (NI), alerted the DeputyCommissioner and Superintendent of Police,Nicobar district for launching Anti-Poaching op-eration for apprehending the boat along with crew.The Police team was immediately pressed into ac-tion and Assistant Commissioner, Campbell Bayprovided DSS vessel MV Strait Island positioned

at Campbell Bay for the operation. However, theDSS vessel could not venture into sea on 15 Nov12 due to inclement weather.

On 16 Nov 12 MV Strait Island wassailed with Police team embarked and CoastGuard Dornier was re-launched from CampbellBay for Sea-Air coordinated operation. The CGDornier re-located the unmanned boat beachedin the creeks off Little Nicobar and vectored MVStrait Island to the position of the suspiciousboat. Since, the boat was beached in the shallowwaters, Police team was disembarked from theDSS vessel off Makachud village in a boat. Alocal dinghy was promptly arranged for the op-eration and the police team successfully appre-hended the suspicious boat.A combing opera-tion of nearby forest area was launched in searchof absconding poachers on the basis of foot printand food articles dropped by the poachers tillmidnight of 16 Nov 12. However, operation wastemporarily adjourned view inclement weatherand heavy rains and same will be resumed onimprovement of the weather. Thereafter, appre-hended boat was safely brought to Campbell Bayon 17 Nov 12 for further actions.

Employees & Work-ers, New Delhi on the 15-PointCharter of Demands submittedto the Govt. of India. The two-wheeler rally which began fromCrusade House premises,Phoenix Bay at 4 p.m. today(17.11.2012) made a round ofthe important areas of PortBlair town and culminated nearTiranga Park, Aberdeen Ba-zaar. Addressing the gather-ing at the concluding point,Mr. D.Ayyappan, General Sec-retary said that the Associa-tion will be organizing a seriesof programmes in A & N Is-lands in support of the All In-

dia Strike by Central Govt. Em-ployees slated for 12th December,2012. He said that the central gov-ernment is bent upon to snatchaway whatever benefits enjoyedby government employees andcited the introduction of the NewPension Scheme from 01.01.2004after stopping the statutory de-fined benefit pension.

Mr. T.S.Sreekumar, As-sistant General Secretary and Mr.Anand Raj, Secretary, SecretariatSub-Committee of the Associa-tion also spoke on the occasion.The 15-point charter of demandsinclude (i) Revision of pay of Cen-tral Government Employees from01.01.2011 by setting up of 7thCentral Pay Commission, (ii)merge DA with pay, (iii) scrap NewPension Scheme and restorestatutory defined benefit pensionscheme to all government employ-ees (iv) lift ban on creation ofposts and recruitment, etc.

difficult areas. In the difficult andmost difficult areas, the privatesector is allowed to set up medi-cal colleges by using the existingthe Government hospitals inthose areas. Therefore, the Agri-culture Department atNimbudera Agricultaral farmhas brought some new ma-chines to utilize in agriculturalfield for the awakening ofthe people of these area. InNimbudera Agricultural firma new Paddy Harvestingmachine has been introducedfor Cutting Paddy in mecha-

nized ways which save timeand money. Besides, thisPaddy Transplantation Ma-chine has already been intro-duced in the firm.

When it was askedto the In-charge of the Firmthat whether the machine isonly for the utilization of thisFirm, he informed that themachine is brought here forthe firm.

He further said, re-cently 1-2 demonstration hasbeen done to aware the com-mon cultivators. If any peas-ant wants to have these ma-chines the Agriculture De-partment is ready to help allthose interested Farmers. Hesaid that if any Unemployedwould have it he will able findhis earning.

Do You GetThat Sticky Feeling?If you were to look up theword ‘shenpa’ in a Tibetan dic-tionary, you’d find it means ‘at-tachment’. But Pema Chodron,learning from one of her ownteachers, Dzigar Kongtrul --who said that at tachmentdoesn't really touch the magni-tude of what shenpa is and theeffect that it has on us -- givesus a definition that it’s more like‘being hooked’.

A term she uses to de-scribe this clinging nature ofshenpa is “that sticky feeling...the itch, the urge to scratch.”So, ‘urge’ is another word. Theurge to smoke that cigarette,reach for food, have one moredrink, or indulge whateverone’s addiction is. There arealso habitual patterns we slipinto – negative judgements,self-pity, criticism, closingdown emotionally, or judgingoneself harshly and even meanthoughts. A slight, almost im-perceptible, warning ‘tighten-ing’ tells you something --that’s shenpa.

Shenpa thrives on theunderlying insecurity of living inan unpredictable world. Weexperience this insecurity asunease or restlessness. Want-ing some kind of relief from this,we turn to what we enjoy, whatcomforts us. Perhaps it’s food,alcohol, drugs, sex, work orshopping. In moderation, theseare delightful; we can appreci-ate their taste, their presence inour life. But when we empowerany of them with the idea thatthis will bring us comfort, thatit will remove our unease, then,we get hooked. And stayhooked.

Despite knowing thatone’s habits or patterns maycause us and others harm,some people never pull out ofit. Why? It’s because they el-evate that act to the level ofcomfort-provider or solution-bringer. Paradoxically, at thesame time, they most often areangry at the hold this has on

them; and from time to time tryto ‘get rid’ of this stickiness.

Being hooked this wayis a repetitive cycle that seemshard to break away from. Thegood news is that this is some-thing we can work on.

The fact is, we do sensewe are back in the cycle. Thereare flickering signs of recogni-tion, as you get the urge to dothe habitual thing, to strengthenthe habituation. As Pema says:It's just, that "Oh" feeling andyou feel yourself tightening. Ifyou catch it at that “Oh” level,it's very workable. However, “...it's more common that you arealready well into the scratchingby the time you notice it.”

As we become increas-ingly aware, we slowly can re-place the urge with a differentkind of urge, the urge to moveaway from that place, and thatbad feeling.

What I found most help-ful for myself in this teaching isthe shift from trying to get rid ofthings in ourselves we don’t like.For those who have tried againand again to break a habit, per-haps this new way is worth try-ing.

Buddhist teachings sayit's really not about trying to castsomething out; to get unhooked,we need to begin by pausing,recognising and acknowledgingthat moment of unease, thenlearn to relax into the full expe-rience of that moment, howeveruncomfortable.

If there's the willingnessto see clearly and experience,then our innate clear-seeingprajna or wisdom begins toclick. Then comes a ‘how’ pro-cess; we are encouraged to re-spond in terms of four R’s sug-gested: Recognise the shenpafor what it is; Relax into theunderlying urge to scratch; Re-frain consciously from scratch-ing, and then each time make aResolve to work to continue tointerrupt our habitual patternslike this whenever it shows up.

The best way to predict thefuture is to create it

Withgreat effort in the roughweather, the ship was able torecover the policemen fromthe dinghy to onboard their shipand thereafter took the PoliceFIB under tow. The towingoperation was undertaken withcare and at slow speeds toensure that the tow did not partin the rough seas. The PoliceFIB was safely brought toKatchall harbour and handed

over to another FIB.Havingrescued the Police personnel,the Captain of the ship took adecision to return and recoverthe foreign dinghy to hand itover to the Police, despite theship being subjected to adverseconditions due to the flat bot-tom design. With great diffi-culty, the small dinghy was lo-cated in rain and low visibilityand finally it was towed to themouth of Katchall harbour.

   The  efforts  of  theship and her crew to rescuethe Police comrades in suchharsh and trying conditionshas been in the best traditionsof the close cooperation be-tween ANC and our valiantPolice force. Cooperativeefforts of this nature followscloser understanding andtraining amongst various gov-ernment bodies and augurswell for the future.

Ms. V. K.Mariyam Bibi, Member andEx-Adhyaksha, ZillaParishad, SouthAndaman was present  in  theseminar as Special Guest.

Welcoming thegathering, Mr. Ram Lall, Gen-eral Secretary, Andaman &Nicobar State  CooperativeUnion highlighted  on  theprogrammes organised in con-nection with the 59th All  In-dia Coop. Port Blair, Nov 19: A two daysOrientation Programme forAcademic Counsellors washeld at IGNOU Regional Cen-tre Port Blair on 17th & 18thNovember 2012. The programwas jointly organised byIGNOU Regional Centre,Port Blair and Staff Trainingand Research Institute of Dis-tance Education (STRIDE),New Delhi. The Orientationprogramme was inauguratedby chief guest for the occa-sion Mr. Rupesh KumarThakur IAS, Deputy Commis-sioner, South Andaman bylighting of lamp. The guest ofhonour was , Dr. IqbalAhmed, Principal JNRM. Inthe inaugural session The Re-gional Director I/c Dr. KasturiS. Pesala welcomed the gath-ering and the Resource per-sons from STRIDE, NewDelhi. The Academic Coun-sellors from Port Blair, HutBay, and Car Nicobar StudyCentres of IGNOU attendedthe orientation in which de-tailed Account about IGNOUand Status of Higher Educa-tion in the country was pre-sented by Dr. Manjula Saxena,Deputy Director RSD andProf. P. Port Blair were highlighted by,Dr. Iqbal Ahmed, PrincipalJNRM and Dr. J S Manhas,Coordinator, IGNOU StudyCentre, Port Blair. During thetwo day programme thecounsellors were taught howto strengthen the StudentSupport Services and how toguide the students for selfstudy. Feedbacks and sug-gestions were taken from theAcademic Counsellors to pro-vide more effective function-ing at grassroots levels of theisles in the near future.
