MINISTRY OF DEFENCE PRODUCTION Introduction Ministry of Defence Production (MoDP), created in 1972 as a Division of Ministry of Defence, is now a separate Ministry. The main activities of these three Wings for the period under

review are reported as under: -

JS (DP) WING

JS (DP) Wing looks after the administrative and general matters not only

of MoDP but also of the DP Establishments. This Wing also administers the civil

budget of the Ministry. The Joint Appeals Committee headed by Secretary MoDP

and constituted to consider appeals in the matters relating to contracts, is looked

after by this Wing.

OSD-I WING

OSD-I Wing monitors the production activities of POFs Wah, HIT Taxila,

PAC, Kamra and KS&EW based on the annual production targets assigned by the

services, especially the Army. This Wing also coordinates defence projects,

procurements and allocates budget to DP Establishments.

OSD-II WING

OSD-II Wing deals with international collaboration in the field of Defence

Equipment and Defence Industries with various countries.

Financial Highlights

The Annual Budget of Rs. 7,414.228 Million was allocated for the FY:

2006-2007 by the Government of Pakistan to achieve the targets of Armed

Forces; however, POF spent Rs. 1,378.985 Million from its own sources to

augment the Budget and to meet requirements of raw materials and store.

Production Production (Target VS Dispatch) – FY 2006-2007. During 2006-07, POF had a total target worth Rs. 12.831 Billion (including

backlogs) from the Armed Forces, against which dispatches worth RS. 5.94

Billion have been made upto 30-6-2007.

Exports

POF adopted an aggressive and revamped marketing strategy during

last year because of which export orders jumped to approx US$ 25 million for the

financial year 2006-07. Out of these goods worth US$ 18 million have been

dispatched and orders worth US$ 7 million are in hand, while Letter of Credit

worth US$ 7-8 Million are awaited. (Which if materialized will take the figure to

33-34 million US$)

which were audited by External Auditors during the year and accreditation

extended: -

Vision 2020

Like any dynamic and progressive organization, POF has evolved a

futuristic Vision-2020 to cater for the emerging economic and global challenges

and to enter into the new areas of excellence. Salient features are as under:-

To become a 2020 Technology savvy organization;

To become a system integrator;

To emerge as an Industrial R&D Hub;

To become a centre of excellence for human resource development in the industrial sector.

As part of the Vision-2020, POF has undertaken a number of joint venture

propositions with foreign partners on the basis of co-production and co-

marketing, to allow inflow of Technology and enhance our capacity.

POF Institute of Technology (POFIT), Wah.

POFIT is imparting both Technical & Management Training to Artisans,

Staff and Officers. In Addition, 3 year’s Diploma of Associate Engineering classes

are also held in five Disciplines in the Evening. Following important decisions

were taken during the year to avail the surplus capacity facilities available in

POFIT: -

Agreed to conduct four Courses of 12-weeks duration for 120

students in each batch under NAVTEC Skill Development

Programme to be sponsored by National Vocational & Technical

Education Commission.

Committed with MoDP to admit/earmark seats for 200 youth from

Balochistan & FATA for 3 years Diploma Classes.

Conducted for the first time one-year Diploma course in Bio-Medical

Technology under the affiliation of Punjab Board of Technical

Education, Lahore.

Admit and train 100 Boys Artisan each from FATA and Balochistan

per year.

Scholarships

Rs. 1.562 Million worth scholarships were given to deserving students,

including of Deeni Madarass.

Welfare Activities

Cleanliness of Wah Cantt is the focus of better and prosperous

environment. An amount of about Rs. 20 Million was spent for the renovation of

quarters and special maintenance/uplift of Estate Area by POF management. 15

personnel of the organization are going to perform UMRAH and 2 will go for Hajj

in recognition of their good work.

Medical Facilities

A 500 bed modern POF Hospital and 20 Dispensaries provide round the

clock health care facilities to POF employees, their families and to general public

in and around Wah Cantt, Havelian Cantt and Sanjwal Cantt.

Sports

POF has excellent sports facilities of international standard like 9 hole Golf

Club, Skeet Club, Indoor Games Hall, Squash Courts, Synthetic and Clay Tennis

Courts, Hockey Ground having Astroturf, Cricket, Athletics and Football Grounds.

In addition, following international events were arranged during the year:-

2nd Women International Players Association Tournament from 1-4

Sept. 2006 and participated by Malaysian, English, South African and

Dannish Women players as well. Prize money was US$ 7,000/- Air

Chief Marshal was the Chief Guest in the Final.

HEAVY INDUSTRIES TAXILA

HIT PRODUCTS

Heavy Industries Taxila (HIT) is a large defence equipment production

industry comprising six major production units and engineering support facilities.

The industry is under taking following activities: -

• Rebuilding, up-gradation and modernization of tracked vehicles.

• Manufacturing of tanks, Armoured Personnel Carriers and its

variants, Armoured Recovery Vehicles, tank guns and security

vehicles.

• Research and development of modern Armour Systems in order to

incorporate latest trends in Tank Technology.

At Present, the HIT is engaged in the under mentioned world class

products: -

Tank ‘Al-Khalid’. It is an outcome of a decade

long joint efforts of highly dedicated, skilled and

motivated, Pakistani and Chinese engineers. HIT

has rolled out a new tank within a period of 10

years with meager development cost of US $ 23

million only. It is a medium weight tank having

high agility and excellent maneuverability.

Incorporation of the latest electronic equipment

amongst the leading contemporary tanks of the wo

Tank ‘Al-Zarrar’. The T-59 tank is basically a 50

constraints. Project Al-Zarrar was conceived to keep the armour fleet of

Tanks T-59 and T-69, operationally and technologically compatible with

modern tanks by upgrading its firepower, mobility and armour protection at

a fraction of the cost of latest Main Battle Tanks.

APC ‘Talha’. APC factory of HIT has

indigenously designed and manufactured

APC Talha, which is an all terrain,

amphibious infantry support vehicle with

12.7 mm Machine Gun as its main

armament. Series production of 250 APCs

Talha is under way which will be handed

over to Pakistan Army by end of next year.

APC ‘Saad’:- APC `Saad`is equipped with a

350-400 Horse Power engine, which

conforms to the dictates of future battlefield

environments. APC Saad is the out come of

HIT’s dedicated Research, Development, and

Design efforts. Indigenous Production of this

APC will give “Fighting Mounted Capability” to

the Pakistan Army.

Logistic Vehicle ‘Al-Qaswa’. It is capable

of enhancing the logistic support to

operational echelons. It can be used for

carrying fuel, ration, ammunition and

supplies across all types of terrain. The

vehicle platform can also be used for other

adaptations such as weapon station,

refrigeration unit, radar, ambulance, etc.

Security Vehicle ‘Mohafiz’.

This vehicle has been designed and

manufactured at HIT, based on the chassis of

a proven commercial vehicle, for ease of

maintenance support. It has bullet proof wind

screens and run flat tyres. Seating capacity is

8 persons with 10 firing ports.

Cash Carrying Vehicle ‘Negehban’.

Designed and manufactured at HIT mainly

for banking sector. It can be modified for use

by private sector, security

agencies/companies, and also for carrying

important documents and bullion.

Recovery Vehicle ‘Al-Hadeed’.

Maintenance/recovery vehicle is a Talha APC

that has been modified by installing a crane,

which can lift, and place heavy loads. It also

has a hydraulic winch with a fair lead

assembly for retrieving disabled vehicles. It

has mini workshop including lathe, welding

plant, compressor, grinder, battery charger,

and towing and illumination equipment.

Command Posted Carrier ‘Sakb’.

Designed and manufactured by APC Factory

at HIT. Basic suspension and power pack is

same as was in APC M113. The variation is

basically in size and shape that does not

compromise its mobility, hence making it an

effective Command Post that can be used in

any operation of war.

125 MM Tank Gun. 125 mm Tank Gun

manufactured by HIT is installed on Al Khalid

and Al Zarrar Tanks. The barrels of the guns

are manufactured on state of the art CNC

machines and are hydraulically

Autofrettaged. It can sustain extreme

pressures thus achieving very high hit

probability with muzzle velocity of 1,730 m/s.

Establishment of Facilities. HIT is constantly engaged in upgrading and

modernizing its facilities. Following new set-ups have been established in this

regards: -

Advance Armour Systems Research and Development, Information and Integration Centre (AARDIC) and Advance System Rebuild Factory (ASRF)

AARDIC/ASRF Foundation stone of this project was laid by the

President in February 2004. An impressive inauguration ceremony

was held at the project on 17 July 2007 at Taxila Cantonment to

mark the historic occasion. The ceremony was attended by the

President General Pervez Musharraf, Lt General (Retired) Khalid

Maqbool, Governor Punjab, Mr. Rao Sikandar Iqbal, Minister of

Defence, Mr. Habib Ullah Warraich, Minister of Defence Production,

Honorable Ministers, General Officers and workers of HIT.

A Major Project of Up Gradation of Tank Al-Khalid to

Al-Khalid-I with advanced additional features is also coming up,

which will further strengthen the capabilities of the Pakistan

Army.

Thermal Imaging (TI) System for Tank Al-Zarar. In addition to

the aforementioned, a Thermal Imaging Lab based on second-

generation Thermal Imaging technology and state of the art test

equipment, has been setup, which for the first time, started

producing TI Sight (THETIS) for Tank Al-Zarrar of the Armour fleet

of Pak Army.

Computerization Efforts. HIT is actively engaged in comprehensive

computerization of HIT to meet the modern day industrial management and

production requirements including CAD / CAM. In order to facilitate the swift

Computer communication, purchase of State-of-the-Art Network infrastructure/

equipment is in the process of finalization.

Re-Organization of HIT. The Heavy Industries Taxila (HIT) was envisaged in

the seventies with only one factory (Rebuild Factory) which went into series

production in 1979. This was followed in the early nineties by a number of other

factories. Growing of HIT into a large military industrial complex, consisting of six

major production units, support facilities, research & development facilities and

administrative establishments, necessitated the re-organization of this huge

industrial unit. After detailed working and deliberated efforts by the

administration of HIT, re-organization of HIT has been successfully done.

PAKISTAN AERONAUTICAL COMPLEX KAMRA

Aim of PAC: -

• To maintain PAF in the highest state of operational readiness;

• To reduce the exorbitant cost and long lead times involved in the overhaul of aircraft and engines from abroad;

• To provide a Base for an aviation industry in Pakistan

PAC is working with the vision “To provide the most cost effective

engineering solutions and thereby increase indigenous support to Pakistan Air

Force and friendly countries”.

Manufacturing Capability. In-addition to providing the Maintenance, Repair

and Overhaul (MRO) services to Pakistan Air Force, PAC has also ventured into

the manufacturing domain through the following projects: -

During the last few years, the Complex has achieved ISO 9001-2000

Aerospace 9100 version “A” and “B” and Boeing Quality Management System

(BQMS) certification.

ACHIEVEMENTS DURING 2006 – 2007

PAC Kamra accomplished the following new achievements during the

period of report: -

JF-17 Thunder Aircraft Welcome Ceremony: - JF-17 Thunder

Aircraft Welcome Ceremony was held in Air-craft Manufacturing Factory

PAC Kamra on 21 March, 2007. President of Pakistan General Pervez

Musharraf was the Chief Guest. On 23 March, 2007, JF-17 Thunder

Aircraft took part for the first time in the fly past held on Pakistan Day

Parade held in Islamabad.

F-7PG. The first F-7PG aircraft was inducted for General Overhaul

on 15 November, 2006. A seventeen member Chinese team is imparting

the necessary training to accomplish the task. The aircraft is planned to

be produced in August, 2007.

K-8 Aircraft Overhaul. K-8 Aircraft Overhaul consequent to the

Up-gradation of facilities at F-6RF, K-8 Aircraft tail number 94-804 was

inducted for first ever in-country overhaul in May 2006. The Aircraft was

rolled out after successful completion of overhaul on 28 February, 2007 in

a ceremony graced by Air Marshal Rashid Kaleem, HI (M), Vice Chief of

the Air Staff.

The first FT-5 Aircraft, after compliance of LOTEX programme,

was rolled out on 31 March, 2007.

F-100 Engine Fan Drive Turbine Upgrade. P&W issued an

upgrade TCTO of F100 Fan Drive Turbine (FDT) upgrade from 3500 CC

(calculated cycles) to 4000 CC. MRF was assigned the task by AHQ to

undertake the said up-gradation at MRF. The first FDT module of PAF

fleet was sent to MRF for General Overhaul in September, 2006 and was

produced in February, 2007.

KARACHI SHIPYARD & ENGINEERING WORKS LIMITED INTRODUCTION

The Karachi Shipyard & Engineering Works Limited (KSEW) is a public limited

company, with 100% shares owned by the Government of Pakistan. It is an autonomous

body under administrative control of Ministry of Defence Production. The set up has

been designed and built to undertake construction & repair of small to medium size

ships and also to undertake heavy engineering activities.

MAIN FUNCTIONS

PAKISTAN NAVY’s REQUIREMENT:

As per Government mandate, KSEW caters for Pakistan Navy’s

requirements. Additionally, KSEW undertakes commercial activities mainly,

Shipbuilding, Ship Repair and Heavy Engineering.

SHIPBUILDING COMMERCIAL

• KSEW is equipped to build all types of Marine Crafts, Motor Cargo Vessels,

Container Ships, Oil Tankers, Bulk Carriers of up to 26,000 TDW, Harbour

Tugs, Pilot Boats, Hopper Barges, Dredgers and Launches etc.

MILITARY

• F22P Frigate for Pakistan Navy will be built at KSEW in collaboration with

CSTC of China, along-with ToT. The Contract has already been signed and

preparations are in full swing.

A multi mission conventionally powered Frigate, having displacement of

2800 tons, and designed for a maximum speed of 29 Knots.

Multi-purpose Auxiliary Craft (MPAC) fitted with the most modern Missile System.

The craft has a designed speed of 32 Knots and a maximum displacement of 250

tons. Fitted with C-802 Surface-to-Surface Missiles, the boat makes a lethal

platform at sea.

FLOATING DOCKS

State of the Art Floating Docks indigenously constructed at KSEW. Built in

various sizes ranging from 1000-4000 tons lifting capacity, these docks provide

extremely sophisticated mini dockyard facilities at point of choice. The facility is

extremely useful for ports not having Dry Docks. Can be towed and parked at

small ports for use as required.

SHIP REPAIR

Good facilities exist in KSEW for undertaking all types of above

water and under water repairs of ships and offshore drilling rigs. KSEW

Ship repair Section is organized to undertake above water repairs of

vessels within KSEW premises, in Karachi Harbour and at the outer

anchorage, if required.

A 500 Meters Quay Wall is available on the northern end and 165

Meters on the southern end for maintenance/berthing of vessels and

above water repairs.

DIRECTORATE GENERAL DEFENCE PURCHASE

Financial Year 2006-07 like previous fiscal years was eventful and rewarding

from procurement point of view. In depth analysis of entire procurement activities has

been undertaken and a substantial improvement has been observed in all facets. The

improvement in output is attributed to wholehearted and well-coordinated efforts put in

by all agencies and organizations, which certainly deserve appreciation. The salient of

the achievements are reflected in succeeding paras. During the preceding financial year

procurement to the tune of Rs. 81.165 billion has been made for the Armed Forces.

The economy factor remained the hallmark of the financial year

under report. In order to achieve competitive prices, deliberate

negotiations with various firms proved significantly beneficial in

reduction of prices, which ultimately resulted in saving millions of

rupees to the National Exchequer.

DIRECTORATE GENERAL MUNITIONS PRODUCTION

General

Directorate General Munitions Production is a tri-services organization, which was

created in 1970. It promotes indigenization of Defence equipment, through public and

private sector to achieve self-reliance. It has handled projects like indigenous

assembly/manufacture of Land Rover Defender Jeeps, Truck 5 Ton 4x4 Hino JT3HHKA

(Ammo Carrier), co-production of Frequency Hopping VHF Radio Sets 9600 Series and

is now engaged with production of AGOSTA 90-B Submarine and F-22P Frigate. It has a

long list of other equipment locally developed and delivered to the Armed Forces. It is

also in touch with local industry, various Chambers of Commerce & Industries and other

interested parties within and outside Pakistan for investment in joint ventures. To

ensure increase in indigenization, all procurement from abroad are now first cleared by

DGMP and a No Objection Certificate / Sales Tax Exemption Certificate is issued in this

regard.

Indigenization Efforts

The mandate of DGMP is indigenization in Defence Production in order to achieve

self-reliance. This organization has accordingly encouraged the local industry and

developed a large number of items for Defence Services. Some of the major items

developed/co-produced through local industry are as under:-
