    1a. Background

    Nepal embarked on planned development since

    1950s with the introduction of democracy in 1951.

    Presently 12th Plan (Three Year Plan, TYP) is in

    progress until mid-July 2013.

    National Planning Commission

    May 2012

    paradigms like rural/ regional development,

    growth pole, Integrated rural development, basic

    needs, women/gender & development, inclusive/

    broad-based development, poverty reduction and

    economic development and sees merit in SDGs. Presently Nepal is the Chair of Least Developed

    Background contd It is obvious, while coping with the persisting

    challenges we have to translate the global

    development goals into our national development

    plans and programs correspondingly by setting our

    national riorities;

    National Planning Commission May 2012

    The national priorities should have visible linkages

    with the global level;

    Environmental, economic and social development

    should be well-integrated and in a balanced

    manner for the well being of mankind & its habitat;

    Nepal is benefitted from SDGs and the MDGs.

    1b. National Development Priorities

    a) Agriculture Almost 74% of people engaged, 35% contributing to GDP;

    It is mainly constrained by limited cultivable land (26.4 m hac) forsustaining livelihood to 28.5 m people.

    Agriculture production is monsoon depended.

    National Planning Commission May 2012

    Agriculture couldnt attract the youth force for engaging in it (3Dwork least preferred).

    Unable to match sensible income-generating opportunities and

    thus foster broad based growth.

    b) Industry- Limited scope for industrial growth for Nepal for various reasons.

    infrastructures (road networks, airports, electricity etc.),

    - Climate Change impacts on High Himalayas.

    - Political instability overshadowed economic issues since mid-1990s,

    -The weak infrastructure (electricity, and uneasy labour relations)

    contributed to the low economic growth,

    - Major development strategies and priorities are depicted below.

    2. Generic/Specific methodology

    2a) Generic

    A generic methodology can be used to adopt global priorities in national

    plans in some of the areas as under:

    Disaster/Climate Risk Management (DRM/CRM);

    National Planning Commission May 2012

    Poverty-environment mainstreaming;

    Good governance;

    Participatory development;Green economy/growth/GDP; and

    Localization of SDGs through common processes, principles & agenda.

  • 7/31/2019 Y_Bhusal Nepal SDGs ADB Presentation

    24/44

    Process of Localizing

    Disaggregating nationally adjusted global goals at

    national and local levels;

    Aligning existing SDG/MDG goals and targets to

    local contexts and relate to local development;

    National Planning Commission May 2012

    om ne w t capac ty eve opment or strateg cplanning, budgeting, implementation and

    monitoring in integrated and systematic manner;

    Meet developmental needs of local communities; Adopt SDG/MDG focused assessment and link to

    national/ local development plans and programs.

  • 7/31/2019 Y_Bhusal Nepal SDGs ADB Presentation

    25/44

    Principles of Localizing:

    Community owned and led process;

    Actionable interventions identified; Needs are defined and prioritized by community;

    Mainstream gender, human rights, social inclusion;

    National Planning Commission May 2012

    Partnerships with I/NGOs, CSOs, Private Sector andLocal Bodies.

    Involve the stakeholders;

    Aid coordination, fiscal decentralization, andpublic-private partnerships.

  • 7/31/2019 Y_Bhusal Nepal SDGs ADB Presentation

    26/44

    Assigning lead agency for SDGs (i.e., NPC);

    Incorporation of Values and Principles of SDG in National

    Periodic Plans; Setting of Goals and Target in line with SDG in National

    Plan and sectoral Policies;

    Mainstreaming of SDGs in National Policy

    National Planning Commission May 2012

    e n ng sectora targets n respect ve program an

    projects;

    Generating and Disseminating Guidelines for

    implementing SDGs at action level; and

    Monitoring and Evaluation with targets and indicators.

    These may require additional resources, capacity and

    political commitment at regional and national level.

  • 7/31/2019 Y_Bhusal Nepal SDGs ADB Presentation

    27/44

    2b) SpecificThe generic methodology NEEDS to be customized to address

    country-specific issues as regional and country

    circumstances differ;

    Countries development priorities and strategies,

    capacity to implement them vary and thus the

    targets to be fixed differently;

    National Planning Commission May 2012

    The needs, priorities and strategies of LDCs(Graduation by 2020), SIDCs, Landlocked

    countries, mountainous countries (Mountain Initiativesin progress for retreating of glaciers and thinning of snow

    deposits) are different and should be so treated; Countries in conflict/post-conflict situation should

    be aptly considered.

    3. Way Forward

    DRM/CRM should be given due priority,

    Find sensible alternative to petroleum product,

    Rights of the migrant workers be well protected as it hasbecome a recent global phenomena,

    Int'l mi ration of s illover o ulation to less o ulous

    National Planning Commission May 2012

    countries be considered;Housing and shelter vis-a-vis population growth should

    also be considered;

    The methodology designed to guide the adoption of

    global priorities has to address country specific issues

    and hence must provide space for country specific
