CallforCandidatesUrbanPlanningAdvisoryTeam(UPAT)ZhongshanAvenueDistrict,Wuhan(PRC)March-May2017IntroductionInSeptember2016,atthe52ndISOCARPCongressinDurban,theWuhanLandUseandUrbanSpatialPlanningResearchCenter(WLSP)andBenWoodStudioShanghaiLLCreceivedtheISOCARPAwardofExcellencefortheplanningandtherenewaloftheZhongshanAvenueDistrictinthehistoriccentreofHankouTowninWuhan.Theprojectwashonouredforitshighlyinclusionarypublicparticipationandfocusonthestreetastheumbilicalcordwithinthenetworkofthepublicrealm,strivingtoimprovepublictransport,protectthehistoryandcultureofplace,andencouragecommunityinvolvement.InDecember2016thefirstsectionoftherenewedZhongshanAvenuewasopenedforthepublic.WuhanislocatedattheconfluenceoftheYangtzeandHanshuiRiversinCentralChina.Withapopulationofover10millioninhabitants,itisthelargestandthemostimportantcityinthatregion.Wuhanisdividedintothreetowns,Hankou,Wuchang,andHanyang.TheZhongshanAvenuefollowsthecourseoftheoldwallthatoncesurroundedHankouandhasbeenthemostimportantcommercialandtransportarteryofHankouoldtownforoveracentury.

In2014theCityofWuhancommencedconstructionofMetroline6underZhongshanAvenueandtooktheopportunitytoreducetraffic,toimprovepublicspaceandtoenhancetherichandculturalatmosphereinthehistoricurbanfabric.
ScopeofworkTheUPATTeamwillassisttheWLSPintheassessmentofthenewlyopenedZhongshanAvenueDistrictwithanemphasisonpublicspace,transportationorganizationandeconomicvitality.TheUPATTeamwillalsomakesuggestionsforthereplicabilityofZhongshanAvenueRenewalProjectinWuhanandotherChinesecities.TheUPATTeammemberswillutilizetheirknowledgeandexperienceto:• ProvideprofessionalassessmentoftheZhongshanAvenueRenewalProject;• Assesstheinfluenceofrenewalinvestmentsontheurbanfabricinsideandadjacentto
theplanningarea;• Carryoutin-depthevaluationofthecrosscuttingthemesandspatialandtransport
planningprinciplesoftheZhongshanAvenueRenewalProject;• CarryoutcomparativeresearchbetweenbestpracticeincomparablecitiesandWuhan;• DrawlessonsfromtheZhongshanAvenueRenewalProjectforimplementationinother
cities.

inclusioninthe2017ISOCARPReview(number13)andforpresentationatthe2017ISOCARPCongressinPortland,Oregon;
• WriteandpublishadedicatedissueoftheISOCARPPLANMagazine(number4,64-80pages)withthefindingsandrecommendationsoftheUPATTeam;
• OrganizeaUPATseminaratthe53rdISOCARPCongress,October2017inPortland.TermsofReferenceTheroleoftheUPATTeamistoworkcloselyandcollectivelywiththeWLSPascolleaguesforoneweektoreviewpracticalconcepts,designsandsolutionsfortheZhongshanAvenueDistrict.TeamOrganizationandSelectionTheUPATTeamwillcompriseofsevenISOCARPmembers:theTeamLeader,theUPATRapporteur,twoseniorplanners,twoyoungplanningprofessionalsandtheVicePresidentUPATs.TheteamwillbecomplementedwithtwoyoungplanningprofessionalsfromChina.TheexpertiseandexperienceofISOCARPmembersselectedforthisprojectneedtomatchwiththenature,scaleandcomplexityoftheplanningoftheZhongshanAvenueDistrictandwiththerequesteddeliverables.

feasibilityassessments;• Translationofvisionintoprinciples,scenarios,strategiesanddirectlyapplicable
practicalsolutions;• WorkexperienceinChina(Chinesecities)isrecommended,butnotrequired.
AssignmentTheselectedteammemberswillberequestedtoarrivefortheUPATWorkshopinWuhanonSaturday25March2017.TheUPATWorkshopstartsonSundaymorning26withavisittotheWuhanUrbanPlanningExhibitionandacitytour.TheUPATTeamwillvisittheCityofWuhanandtheZhongshanAvenueDistrictandmeetrepresentativesandofficialsoftheWLSP.Localrepresentativesandofficialswillbeavailabletoexchangeideasandrespondtoquestionsthroughouttheworkshopweek.TheUPATWorkshopwillendwithapresentationofthepreliminaryresultsonFriday31March2017.TheselectedteammemberswillbefreetodepartfromWuhanonSaturday1April2017.TheTeamLeader,theUPATRapporteurandtheteammemberswillallcontributetothepresentation,thearticlefortheISOCARPReviewandthePLANMagazine.TheUPATTeam’sfindingswillbepresentedanddiscussedduringUPATSeminaratthe53rdISOCARPCongress24-27October2013inPortland,Oregon.TheWLSPwillprovideallnecessaryandrelevantinformation,dataandmapsrelatedtotheworkoftheUPATTeam.TheUPATTeamwillbearinmindthatthearticlefortheReviewandthePLANMagazinewillneedendorsementfromCityofWuhanandneedtobewrittenaccordingtothepublicationrequirementsofISOCARP.ThetwodocumentswillhavetomeettheSociety'sandWLSPexpectationsofprofessionalismandexcellence.ThePLANMagazineshouldcompriseallUPATworkingdocumentsandmaterialsproducedbyteammembersandshouldbewrittenandeditedinEnglish.

ContributionandExpensesParticipationintheUrbanPlanningAdvisoryTeamisopentofullISOCARPMembersonly.TheirparticipationinandcontributiontotheZhongshanAvenueDistrictUPATworkshopinWuhanisinprinciplevoluntary(therewillbenoprofessionalorperdiemfees).However,forthisexceptionalUPATworkshopISOCARPhasnegotiatedafeefortheUPATTeammemberswhoactivelyparticipateintheUPATworkshopinWuhanandinproducingthearticlefortheISOCARPReviewandthePLANMagazine.TheWLSPwillprovideaccommodation,mealsandlocaltransportationduringtheUPATWorkshops.TheWuhanLandResourcesandPlanningBureauwillalsoprovidetheworkingandmeetingfacilities,accesstotheInternet,localinformation,mapsandallnecessarysuppliesrequiredfortheUPATWorkshopsandtoproduceacomprehensivepresentation,thearticlefortheISOCARPReviewandPlanMagazine.Anallowanceforinternationaltravelexpenseswillbeprovided(cf.actualcostsupportedbyticketsandboardingpasses)basedonatraveldistancepolicy.UPATparticipantswillreceiveamaximumtravelallowanceforflightandvisacostsofupto€1.000iftheirtriporiginatesinAsiaandupto€1.500iftheirtriporiginatesfromoutsideAsia.Ineithercase,applicantswillreceivewhicheveristhelowerofthetwofigures–actualexpenseandthemaximumlimit.Travelexpenseswillbereimbursedagainstsubmittedoriginalreceipts,tickets,boardingpasses,etc.Selectedapplicantswillbestronglyadvisedtomaketheirtravelarrangementsandtoapplyforavisaassoonaspossibleandtotakeadvantageofthebestavailableairfares.RisksTheZhongshanAvenueUPATinWuhanwillbecarriedoutundertheresponsibilityofWLSPandISOCARP.TravelinginChinaiscomfortableandWuhanisasafecity.However,inprinciple,theUPATteammemberswilltravelandstayinChinaattheirownrisk.WLSPandISOCARPwilldotheirverybesttosafeguardthesafety,integrityandwellbeingoftheUPATteammembers.Logistics• ThelocationoftheUPATwillbeinWuhan,HubeiProvince,People’sRepublicofChina.• ExpectedarrivaldateoftheparticipantstoWuhanfortheUPATWorkshopisSaturday
