    1. P ROJ ECT DESCRIPTION

    GENERAL INFORMATION

    The General Contractor (GC) shall provide project schedule and secure all LEEDdocumentation for Commercial Interiors (CI) and register project for LEED SILVERcertification.GC shall provide labor, approved materials, tools, mobilization, transportation, supervisionand equipment to accomplish all work as described herein,in contract drawings and futureapproved modifications. GC shall renovate Buildings: WNY 210 and WNY 157 seeProposed phases I, II and III including bridge connector between both buildings.

    Phase I - WNY 210: Furnish and install new secure IT closet in 4th floor hallway, see dwgs.Renovate Military Intelligence Conference Room (MIC), associated 4th floorhallway, restrooms and common areas such as lobby area by elevator, all

    restrooms (male/female) and Admirals kitchen. Extend width of existing niche fornew dual water fountains. MIC room shall be a Secure Level space, seeattachment in PART 6: SECNAV 5510.36. Scope includes necessary demo andnew construction of flooring in hallways, MIC room and restrooms, suspendedceiling systems, lighting, plumbing, electrical and HVAC. GC to provide new MICroom and backroom, wall panel system, Velcro backed announcement boards,MEP, paint, millwork and fixed furniture. Provide processor based lighting systemand associated accessories. See design intent in attached contract documentsand drawings. MIC room renovation and 4th floor common areas shall becompleted on or before October 12, 2010.

    Phase II - WNY 210: Renovate Main lobby (1st floor) entrances and associated hallways,

    restrooms and entry control point station. Scope includes floors 2 & 3: hallways,lobbies, common areas such as restrooms, and the vending machine room on 3rdfloor. Scope includes necessary demo and new construction of flooring inhallways, lobbies, restrooms (where necessary), suspended ceiling systems,lighting, plumbing, HVAC and electrical. Extend width of existing niche for newdual water fountains. GC to provide and install new wall panel systems, Velcrobacked announcement boards, MEP, paint, millwork, processor based lightingsystem and all associated accessories. GC shall paint stairwells full height - allexposed walls, ceilings, steel and railings. GC to provide signage ID system forall rooms and should match new wall paneling. See design intent in attachedcontract documents and drawings. New flooring and paint continues into bridgeconnectors between buildings WNY 210 and WNY 157. Phase II renovation to be

    complete on or before June 30, 2011.

    Phase III - WNY 157: Renovate all 4 main floors (excluding mezzanine and Conferenceroom level. GC shall renovate hallways and common areas such as the lobbies atelevators, all restrooms (male/female) and main lobby entrances. Extend width ofexisting niche for new dual water fountains. Scope includes necessary demo andnew work associated with flooring, ceilings, lighting, HVAC, plumbing andelectrical. GC shall provide and install new wall panel systems, Velcro backedannouncement boards, MEP, paint, millwork, light fixtures, and processor based

    lighting system and associated accessories. Paint stairwells - all floors includingall exposed walls, ceilings, steel and railings. Provide signage/room ID system to

    match wall paneling. See design intent in attached contract documents anddrawings. Phase III renovation to be complete on or before June 30, 2011.

    BID OPTIONS

    Finishes Carpet tiles: Upgrade carpet tiles for terrazzo tiles 24 x 24 Upgrade 6 wood panel base for 6 terrazzo tile (CLR TBD)

    CONSTRUCTION SCHEDULE:GC to propose project schedule timeline starting with IT hallway closet, WNY 210 MICroom, associated 4th floor common hallway areas and 2 floors of restrooms in both

    WNY 157 and WNY 210.

    Clients preference is to combine construction efforts on 2 floors in WNY 210 and 2floors in WNY157 at the same time. MIC room and 4th floor common areas shallbe completed on or before October 12, 2010. Remaining work shall be completedon or before June 30, 2011. The work includes, but is not limited to the following:

    Scope of Work: Demolition

    Client shall:

    WNY 210: Coordinate w/ GC removal, storage, relocation and all reinstallation ofall phones, computers and security equipment in hallways, MIC room and entrycontrol stations. Client shall relocate IT tower equipment currently caged in MICback room to new secure closet in hallway.

    Client shall coordinate and expedite security clearance for GC and workforce toaccess work areas in WNY 210 and WNY 157 as required. GCs workforce shallcomply with clearance requirements. Provide work crew names, Soc Sec #, birthdates and phone numbers 10 days before starting work.

    GC shall:WNY 210:

    GC shall coordinate with client removal/storage/relocation of any remaining

    conference room equipment if any. Remove and dispose of existing windowcoverings, cabinets (doors and associated hardware). See demo plans for entirewall demolition effort.

    Disassemble modular furniture at control stations in Main Lobbies. Coordinateevent with security Mr. William Johnson.

    Protect alarm systems, sprinkler heads, security systems and remaining doors,frames and surrounding surfaces and finishes.

    Remove existing flooring material and prep subflooring for compatibility with newflooring material. Provide new terrazzo tile floor in restrooms (entire room) wheredemo work damages current tile flooring and match is not available withinschedule.

    Remove existing water fountains. Patch walls where necessary to matchsurrounding wall. Extend width of existing water fountain niches to accommodatedual fountains per ADA guidelines, minimum 48 wide and maintain current depth.Maintain wall type. Extend new flooring and base into niche. Provide GWBheader and hard ceiling, see Architectural elevations.

    Restrooms: Demo and dispose of existing metal lockers, countertops, toilet

    fixtures, toilet partitions and associated accessories such as soap/toweldispensers. Maintain recessed dispensers where existing if not impeding newwork. New wall surface mtd soap dispensers to be provided by client. ContactRichard Talbot 202-685- 8292 for new surface mtd soap and towel dispensers(sensory activated units). Provide electrical power for hand dryers.

    Remove suspended ceiling systems, acoustical tiles, light fixtures, HVAC registersand associated accessories. See mechanical dwgs for details. Relocation of anysecurity conduit pipes shall be by owner, coordinate with Juan Prieto 202-685-5404 or MSC security William Johnson 202-685-5145.

    Remove all wainscoting material and chair rails exposed in hallways, lobbies andvending machine room.

    Prep and paint all door frames. New color to match base cove (dark wood).

    Prep and paint all metal and wood doors. New color to match light wall panels(light wood). Provide submittal on colors to match wall panel system.

    Clear all blockage/obstructions in waste water plumbing drains (restroom sinks,showers and sewer (toilet/urinals) by power/auger or high velocity jetting. Installisolation water shut off valves for each bathroom. Current shut off is wholebuilding.

    General New Construction

    GC shall:WNY 210:

    MIC Room and Hall closet shall meet SECURE level established by SECNAV

    5510.36 attached in PART 6. For conference room perimeter and equipmentcloset, see Architectural drawings. GC to coordinate door hardware installation.Client to supply and install lock sets at secure room locations.

    SECURE LEVEL: walls extend to deck above. Seal all joints and penetrations.Approval and certification is required prior to concealing. Contact securityspecialist William D. Johnson, (202) 685-5145. GC shall paint all walls, ductworkand deck above ceiling. See exhibit 10A in PART 6.

    Doors, hardware, ceilings, walls, mechanical vents/ducts/chases to meet securityrequirements by SECNAV 5510 (exhibit 10A attached).

    Specialty hardware (X-09 locks w/ key option) for secure doors is provided andinstalled by client. GC and NAVFAC PM to coordinate installation with MSC client.

    WNY 210 and WNY 157:

    GC shall assess fire alarm/strobe light locations and associated wiring, removeand relocate as needed within NFPA /Life Safety code compliance. Providedesign and SUBMITTAL - dwg (PDF Format) of proposed reconfiguration forNAVFAC Fire Protection Engineer Jay Bordwell (202-685-3109) for approval.

    Assess current existing exit signs. Coordinate with egress path to comply with lifesafety codes. Provide SUBMITTAL - dwg (PDF Format) for NAVFAC FireProtection Engineer to approve proposed reconfiguration.

    Typical wall types, ceiling systems and sound attenuation batt insulation: see

    dwgs. Provide LEED CI: MR and IEQ documentation see credits requirements. Paint all exposed walls (Lobbies, and common areas such as hallways, restrooms,

    stairs) U.N.O. Paint shall be odorless and LOW VOCs. See finish scheduledrawings, provide color sample submittal for approval by Design Manager: IsabelG. Cruz, (202-685-8439). Provide product data LEED CI: IEQ documentation seecredits requirements.

    Replace all flooring and recycle waste. Provide data on quantity and final depositlocation see LEED checklist requirement. See finish floor plans for materialselection. Provide sample submittal for approval by Design Manager.

    Electrical HALLWAY ceiling lights: Provide 24 x 24 recessed light fixtures centered in

    hallways. Space and align centered on hallway width or as recommended bymanufacturers photometric layout. Connect to existing circuit currently servingthe area or provide additional circuits and panels as required for load, see Part 6Specifications for Digital Lighting Network Controls. See Reflected Ceiling Planand LEED CI-EA Credit requirement 1.1. (Corridors @ .5 watts/sq ft; Lobbies andMIC room @ 1.3 watts/sq ft). Provide design and submittal for client approval.

    WALLS: Provide a minimum of 2 receptacles on each new GWB wall or more asrequired by NEC.

    MIC ROOM/Backroom /Kitchenettes /Control entry stations /restrooms: ProvideBOD or equal: Prescolite, 4 LED down lights, Alera Plank, Electrix and linearLEDs. Provide programmable touch key pads by door jamb on swing side @door locations and/or control station desks. Provide occupancy sensors at

    hallways, also daylight control sensors at lobbies to detect daylight andautomatically turn off. Include daylight sensors and shade controls within lobbysat large window walls per BOD (Lutron Electronics).

    Provide and install new pendant light fixtures, cove lighting, wall sconces, LEDdown lights and 24 x 24 light fixtures and associated accessories. Provide eachfixture type with dimmers and independent circuits or as recommended by BOD:Lutron Electronics for energy efficiency. LEED Point Goal is to reduce currentlighting power density by 35% below the ANSI/AESRAE IESNA standard 90.1 -

    2007. Design lighting power to maximize energy performance. See LEED EACredit 1.1. SUBMITTAL: Wiring diagram with zones and photometric study.

    Provide data on density reduction as required by LEED CI-EA credit 1.1 Section 7Documentation Guidance.

    Provide design, wiring diagrams, fixture product sheets and related photometricstudy for all hallways, lobbies and MIC rm. Control stations shall be located inmechanical rooms, one each floor if so required.

    Mechanical Provide separate system with independent supply and return grilles in MIC room

    from hallways, common areas and lobbies. See attached Architectural reflectedceiling plans and Mechanical drawings. Submittals required.

    Plumbing Provide water efficient water fountains, shower heads and hands free toilets and

    gooseneck faucets. See attached Architectural elevations, restroom plans, MEPdrawings and Part 6 submittal requirements. LEED Point Goal is to reducepotable water consumption by 30% of base line consumption. FTE equivalent forWNY 210= 530; FTE for WNY 157= 302 occupants. See LEED WE Credit 1.SUBMITTAL: calculations and product data as required by CI-WE credit 1section 7 Documentation Guidance.

    Provide new dual water fountains, ADA/ABA compliant. Tie in to existing waterline from existing single fountain. Cap lines where fountains are removed entirely.

    Fire Protection

    WNY 157: Intent is to maintain fire sprinkler heads in current location unlessobstruction is encountered or ceiling hgt has changed. All sprinkler heads shallmaintain 18-inches clear below sprinkler heads. Drop/raise current heads to newceiling heights. Remove and relocate smoke detectors, fire alarms, strobes,emergency egress lights and exit signs as needed to install new ceilings, wallsand panels. Provide submittal for NAVFAC Fire protection engineer approval onreconfiguration and life safety updates needed. Include illuminated exit signs.

    WNY 210 has no fire sprinkler system; a FP system is NIC.

    LEED - Commercial Interiors (CI)

    2.2 Sustainable Design

    In accordance with Executive Order 13423, NAVFAC Engineering & Construction Bulletin(EBC) 2008-01 and other pertinent directives, integrate sustainable principles into thedesign, development and construction of the project. Reduce the total cost of ownership ofthe facility using a whole building, life-cycle approach.

    Provide integrated sustainable design strategies and features to minimize the energyconsumption of the facilities; conserve resources; minimize adverse effects to theenvironment; and improve occupant productivity, health, and comfort.

    Minimum sustainable goal category intended: LEED SILVER. See page 7 and attachedLEED checklist. In accordance with ECB 2008-01, GC shall register the project withUS Green Building Certification Institute and have the LEED submittal documentationcertified by USGBC to meet the required LEED rating. Building commissioning formonitoring and verification is required for LEED Certification. Commissioning agentretained by GC.

    2.3 Energy Conservation

    ASHRAE Standard 90.1 option.

    Energy Policy Act of 2005 requires federal building designs achieve energy consumptionlevels 30% below the ASHRAE 90.1 baseline building. GC shall provide an energy analysisin accordance with Appendix G of ASHRAE Standard 90.1. Show the calculated baselinebuilding performance and the proposed building performance on an energy consumptionbasis to document compliance with the Act. For the ASHRAE analysis, energy forreceptacle and process loads should not be included the calculations for compliance. If the30% reduction level is not life-cycle cost-effective based on the analysis, the Designer shalluse an iterative procedure to find the lowest level of energy consumption that is life-cyclecost-effective. To determine if a feature is life-cycle cost-effective, a life cycle cost analysis

    shall be performed in accordance with 10 CFR 436 Subpart A.

    Preconstruction Meeting: Consult with MSC Client to determine if data is already available.Method to determine LCC: (Lower LCC, Positive net savings, Investment Ratio (SIR) greaterthan one, or an adjusted rate of return greater than discount rate).

    3. SITE ANALYSIS

    The site is located in Washington DC. Scope of work is at existing buildings WNY 210 andWNY 157. Project includes a secure level conference room and common areas such ashallways, lobbies and restrooms. Existing utilities include water, sewer, electricity andtelephone. This project will require entrance from N or "O Street. No exterior work isanticipated.

    4. BUILDING REQUIREMENTS: See scope of work chapter 1, Page 2.

    QUALITY CONTROL PROGR AM: Contractor shall establish a quality control program to assureadherence to the RFP design and construction requirements and to report on the installationquality.

    LEED: This project will be registered with USGBC for validation of credits earned. Contractor isnot responsible for registering the project with USGBC or for paying project registration fees toUSGBC. Format and content of all construction documentation must be in accordance with theLEED Reference Guide requirements for supporting data required in event of USGBC audit ofthe particular credit. Contractor is required to coordinate through the Contracting Officer withGovernment's LEED consultant on assuring assembled data is acceptable to USGBC andresponding to USGBC requests for additional construction data in the course of seeking projectcertification. Design documentation will be provided by others.

    1.1 CONTRACTOR RES PONSIBILITIES

    Some LEED credits are inherent in the design provided and require no further submittal ordocumentation. For these credits, the Contractor shall notify the Contracting Officer inadvance of selection of any specified material or use of any permissible constructionmethods that may result in a deviation from the LEED designer intent. Some LEED creditsinvolve material selection and are generally identified within the technical sections with the

    notation "LEED," though not specifically identified in all occurrences. Some LEED creditsare dependent on construction practices.

    All LEED credits identified in Table 1 but not recognized in the design provided shall bedocumented by the Contractor. Table 1 provides a general summary of applicable credits.Detailed submittal requirements are contained in the LEED Reference Guide and in thetechnical sections.

    In all cases where a material, product, or execution requirement is identified by "LEED" inthe contract documents, additional data or certificates shall be submitted with the individualcomponent or process validating the material or component to the respective LEED credititem. These additional data or certificates shall be separable from the other submitted dataand a copy shall be included in the LEED Documentation Notebook in addition to thedistribution indicated in the submittal register.

    1.2 LEED IMPLEMENTATION PLAN

    LEED Implementation Plan shall be submitted within 30 days after notice to proceed. Theplan, when completed, shall provide a detailed description of all activities that relate toaccomplishing project LEED requirements, including construction practices, procurementpractices, and proposed submittals and documentation for each LEED credit. Plan shallalso include the following:

    a. Name of individuals on the Contractor's staff responsible for ensuring LEED credits andprerequisites are earned and responsible for assembling documentation. A responsibleindividual shall be identified. This individual may fill the role of QC Administrative Assistantas QUALITY CONTROL.

    b. Copy of proposed schedule for Commissioning Agent.

    c. Templates to be used for tracking LEED credits. Listing of documents to be provided foreach credit and schedule for their inclusion in LEED Documentation Notebook. Includeproposed materials, associated estimated costs, and details necessary for LEEDcalculations in order to determine if the listed materials can be expected to achieve theproject goal.

    1.3 LEED DOCUMENTATION NOTEBOOK

    The Contractor shall prepare a comprehensive notebook documenting compliance for eachLEED credit identified in Table 1. LEED Documentation Notebook shall be formatted tomatch LEED numbering system and tabbed for each credit and prerequisite. LEEDdocumentation in notebook shall contain up to date information through the previousmonth's work, and at least one set shall be available on the jobsite at all times. TheNotebook may be maintained and available for reference electronically if preferred.Completed pages shall be prevented from being altered. If the Contractor fails to maintainthe LEED Documentation Notebook as specified herein, the Contracting Officer will deductfrom the monthly progress payment an amount representing the estimated cost ofmaintaining the Notebook. This monthly deduction will continue until an agreement can bereached between the Contracting Officer and the Contractor regarding the accuracy andcompleteness of the Notebook. The original, 2 copies, and an electronic version on CD of

    the notebook shall be submitted at project closeout.

    1.4 CONTENT

    Notebook shall include Table 1, applicable product data for material selection, finalcalculations, certifications for construction practices, procurement data, cumulativecalculations and other items as identified in the approved LEED Implementation Plan.Notebook must contain all required data to support full compliance with the indicated LEEDcredit. LEED credits that are inherent to the design will be documented by the designer ofrecord.

    1.5 LEED Calculations

    Calculations showing compliance with a required LEED credit identified in Table 1 or withinthe LEED Implementation Plan. Calculations shall be current and available for monthlyreview. Final calculations shall be included in the LEED Documentation Notebook under theappropriate tab.

    1.6 SUBMITTALS:

    All submittals required for inclusion in the LEED Documentation Notebook shall beseparable from other submitted data and shall be included in the LEED DocumentationNotebook in addition to the distribution indicated on the submittal register.

    1.7 REQUIREMENTS

    LEED credits as identified in Table 1 shall be incorporated and documented as required bythe Contract documents and in full compliance with the LEED Reference Guide. LEEDcredits not identified elsewhere in the Contract documents and those requiring furtherinstruction are specified below. Refer to the LEED Reference Guide for further definitionsand requirements.

    Contractor shall select materials so that the sum of post-consumer recycled content valueplus one-half of post-industrial recycled content value constitutes at least 20 percent of thetotal materials cost for the project. EPA Comprehensive Procurement Guidelines has asupplier database. California Integrated Waste Management Board (CIWMB) RecycledContent Directory also contains product and supplier data at www.ciwmb.ca.gov/rcp.

    The following recycled content materials are specified so that the sum of post-consumerrecycled content value plus one-half of post-industrial recycled content value constitutes atleast 20 percent of the total materials cost for the project: suspended ceiling tiles, wallpanels, flooring.

    1.7.2.1 CALCULATIONS

    1.7.2.2 SUBSTITUTIONS

    In the case of conflict between this requirement and individual technical sectionrequirements, Contractor may submit for Government approval proposed alternativeproducts or systems that provide equivalent performance and appearance and have greatercontribution to project recycled content requirements. All such proposed substitutions shallbe submitted to project Design Manager with the LEED Implementation Plan accompaniedby product data that demonstrates equivalence.

    1.7.3 MATERIALS AND RES OURCES CREDIT 5, REGIONAL MATERIALS

    Contractor shall select materials so that a minimum of 20 percent (by dollar value) ofmaterials and products for the project are extracted, harvested, or recovered, as well asmanufactured, regionally within a 500 mile radius of the project site.

    1.7.3.1 CALCULATIONS

    LEED Letter Template forms shall be used for tracking and documentation. Amount ofregional project materials shall be determined by the method described in the LEED

    Reference Guide. For this credit, performance is measured for the entire project.

    1.7.4 MATERIALS AND RES OURCES CREDIT 6, RAPIDLY RENEWABLE MATERIALS

    A minimum of 2.5 percent (by dollar value) of materials and products for the project shall berapidly renewable. Rapidly renewable materials are made from plants with a 10-year orshorter harvest cycle. The following rapidly renewable materials will be considered:Bamboo, sunflower hull board or similar for cabinets. Contractor shall track cumulativecalculations for this credit.

    Contractor shall select materials so that a minimum of 50 percent (by dollar value) ofpermanently installed wood-based materials and products for the project are certified inaccordance with FSC STD 01 001.

    1.7.5.1 CALCULATIONS

    LEED Letter Template forms shall be used for tracking and documentation. Amount of FSC-certified project materials shall be determined by the method described in the LEEDReference Guide.

    3 EXECUTION

    3.1 COORDINATION MEETINGS

    There will be three onsite coordination meetings. The first will be a preconstruction meetingto review the LEED Implementation Plan. The requirements for this meeting may be fulfilledduring the coordination and mutual understanding meeting outlined in Section 01 45 00.0020 QUALITY CONTROL. The second will be a pre-closeout meeting to review LEEDDocumentation Notebook for completeness and identify any outstanding issues relating tofinal score and documentation requirements. The third is a closeout meeting to review thefinal LEED Documentation Notebook. All meetings shall be attended by Contractor's

    designated individual responsible for LEED documentation, Government representative andInstallation representative. At closeout meeting a final score for the project will bedetermined based on review of project performance and documentation. Contractor shallmake a set of contract drawings and specifications available for review at each meeting aswell as an updated LEED Documentation Notebook.

    3.2 TABLE

    LEED credits as identified in Table 1 (next page) are contract requirements and shall beincorporated in full compliance with the LEED Reference Guide.

    INTERIOR DESIGN REQUIREMENTS

    Furnishings shall include fixed furnishings funded as part of the construction contract.Movable furnishings are part of the Furniture, Fixtures, and Equipment (FF&E) fundedseparately by owner as part of Collateral Equipment.

    Movable furniture and furnishings (FF&E) for this facility include, but are not limited tomiscellaneous items to support the MIC room functions.

    Furniture for MIC room is listed in PART 6 (wood conference table w/ power pods and 14high back swivel chairs w/ arm) are not part of this construction contract.

    Procurement of the FF&E is an option to the contract and funded separately as part ofCollateral Equipment. Specific process outlined in E20 Part 4.

    Both Fixed and movable furniture and furnishings shall be fully integrated with the buildingsystems.

    Fixtures, Furnishings and Equipment (FF&E) Submittal

    The FF&E submittal shall be in 8.5 x 11 format. This project also includes thepreparation of specific detailed information for each system selected item. Threesubmittals will be required; one each to the PWD Design Manager, CPM and Client.

    The FF&E submittal shall be due 10 calendar days following the notice to proceed withconstruction. It shall be presented to the client and NAVFAC Design Manager. Submit thefollowing in a 3-ring binder with the exception of Collateral equipment list (Cost Summary).

    1) Furniture placement plans coded to the Collateral Equipment list andfurniture, furnishings, and artwork specifications.

    2) Specifications for furniture, furnishings, and any artwork.3) Catalog cuts and finish samples for all specified items.4) 16x20 inch color boards of furniture/furnishings and finishes specified for

    client presentation to indicate overall design intent.

    The Final FF&E submittal shall be due 21 calendar days following the receipt of reviewcomments on the preliminary FF&E submittal. It shall be presented to the client andNAVFAC Design Manager. The Government review period will be a maximum of 5calendar days. The final submittal shall incorporate the same items listed at thepreliminary submittal, except that it shall incorporate changes made at the Preliminary.The Contractor or contractors interior designer shall submit the GSA Best ValueDetermination Worksheets for furniture systems as a separate addendum accompanyingthe final FF&E submittal.

Elements to be included but not limited to: raised metalletters, logos or seals, Command Identification Boards, display cases, floor inlay, graphics,

    E2020 MOVABLE FURNISHINGS

    Movable Furnishings (FF&E) are funded as part of collateral equipment and are not fundedas part of the construction project.

    Furnishings shall be selected from GSA schedules according to Federal AcquisitionRegulations, and NAVSUP Blanket Purchase Agreements (BPA) to include movableartwork, furniture and accessories, rugs and mats, multiple seating and interior landscaping.

    Furnishings, Fixtures, and Equipment (FF&E) shall include furniture. Weapon racks, dryingcages, and lockers are not considered FF&E. FF&E shall be fully integrated with thebuilding systems and finishes. FF&E may also include specialty items for which thecustomer activity shall be responsible for providing exact requirements to the contractor.

    The contractor shall coordinate services of phone and IT equipment specialists within MSC(client) to disconnect and reconnect telephone systems and computer equipment.

    The contractor, as a separately priced modification, shall be authorized by the GovernmentContracting Officer to procure all furniture/furnishings using predominately negotiated priceschedules from GSA or other Federal contracts. The amount of the modification will be theactual cost of these items from the federal government price schedules, including any freightand installation charges plus the fixed percentage amount to include administrative costs,overhead, bonding fees, administration of subcontractors, and any other costs associatedwith the purchase of FF&E. No other charges, expenses, fee, or other markups will beauthorized. The contractor shall establish and submit a fixed percentage figure, for theadministration effort of this modification, with the initial proposal for the project.

    F2020 HAZARDOUS COMPONENT ABATEMENT

    A report for the following: asbestos, lead based paint, paint: lead, cadmium, chromium,mercury and low level radioactive components, PCBs, ozone depleting substances, animaldroppings, molds and spores is not provided to support this project.

    Prior to the start of the work the ECATTS trained contractor is required to inspect the workarea with the designer of record, and government representative to address existingpotentially hazardous components as part of the work. The contractor is required to providea list of hazardous components, locations and quantities that must be addressed as part ofthe work.

    The Contractor is required to hire a PQP to ensure compliance with the approved workplans and perform independent inspections, testing and verification of the hazardous

    components work including: asbestos, lead containing paint, cadmium containing paint,chromium containing paint, mercury & LLR components, PCBs, ODS, animal droppingsand molds and spores.

    Furnishings

    The base cabinets in the MIC room are not considered contaminated and will requireremoval by the Contractor as well as other artifacts in the room.

    Asbestos

    The Contractor may elect to leave Category I & II Non-Friable Asbestos-ContainingMaterials in place during demolition and dispose of the entire waste contents as Category I& II ACM. If the Contractor elects to follow this method, all procedures, monitoring, waste

    disposal, and dust control measures shall be addressed within the asbestos work plan. Inaddition, the Contractor will not be allowed to segregate/salvage waste materials, orcompact debris for transport. The Contractor shall also submit certification that the landfillto be used for disposal has been notified and is willing to accept Category I & II ACM.

    Pa int Related Work

    The work may require disturbance of paint containing lead. For more detailedinformation regarding concentrations and locations of existing paints, see the paintreport in Part 6 of the RFP.

    Merc ury & LLR Com po ne nts

    Remove all of the existing fluorescent light tubes, thermostats and switches, smokedetectors, exit signs, and other items within scope, known as mercury vapor containing orLLR components.

    PCBs

    Remove all of the existing light ballasts, transformers, capacitors, without markingsregarding PCB content (e.g., NO PCB, NON PCB) as PCB containing.

    Molds an d Sp ores

    Remove and dispose of the following building materials affected by molds and spores:

    Possibly existing water damaged ceiling tiles

    DisposalAll waste materials shall become the property of the Contractor and shall be transported,disposed of or recycled in accordance with LEED CI waste management requirement and otherregulations and/or statutory requirements for District of Columbia.

    Burning will not be allowed. All demolished material, rubbish and debris generated by thisproject shall be hauled off-site and off Navy Yard station by the Contractor.

    No new additional vehicular parking is provided in this renovation.
