MAYOR’S COLUMN: Train Depot Journeys to Century Village

In 1882 Grove City learned the Cincinnati, Midland City and Columbus Railroad (later the Baltimore and Ohio) planned to build a line through town. By March 1884, the construction workers reached the village and proceeded on to Columbus. The railroad reportedly gave free rides to anyone who shipped goods. This new travel mode was a success followed by the construction of a depot later that year. By 1890, a daily commuter train left the village for Columbus every morning and returned in the evening.

For more than 70 years, the Grove City train depot stood firmly on Front Street north of Park Street to assist arriving passengers, horses for Beulah Park and the mail. Increased success stimulated shipping cattle, grains and lumber. The building soon added telegraph services becoming the community’s Western Union office. The depot, now home to more than a century of memories, last hosted passengers in July 1956 as the final commuter train made a round trip to Mount Sterling.

The B&O Railroad maintained control of the building for operational purposes including housing a freight agent and car-loading service. In 1972, B&O petitioned the Public Utilities Commission of Ohio to abandon the structure. The Carrillon Park Museum wanted to take ownership of the building and move it to Dayton, but community members recognized the depot as an important part of the city so they worked to keep and preserve it.

The Grove City Jaycees, with help from the Grove City Community Historical Society, stepped up to reach an agreement to take over the depot and keep it in Grove City. For the past 45 years, the depot has served as a meeting location and storage facility for various civic organizations.

The train depot will journey to Century Village at Fryer Park joining other structures from the 1800s. Southwest Franklin County Historical Society volunteers are eager to begin restoring the depot, further enhancing the Century Village experience.

Depot restoration plans include an operating telegraph system, a photo gallery, operating train displays and fixtures including a potbelly stove.

Our community is truly committed to preserving its past. We are fortunate to benefit from the many caring volunteers that worked to save the depot, first in 1972, and now for those dedicated to restoring the building to serve our residents and visitors for another century.

The depot is on a new track, arriving at its final destination later this year. For the two-and-a-half-mile journey, total travel time is expected to be approximately four hours.

ConfirmationOnce you have registered for a class, no other confirmations are made unless a change is made in the program details. It is the responsibility of the participant to be present on the date and time listed.

Cancellations/CreditRegistered participants may cancel from a program, but it is that participant’s responsibility to contact the Parks and Recreation Department. A credit is made to the participant’s account if a request is made in writing prior to the start of the program. To receive a full refund for sports, the request must be made before uniforms are ordered.

Class/Event CancellationAll classes and events are subject to change or cancellation based on participation and instructor availability. A staff member will notify all registered class participants as changes occur.

Photos and VideosThe City of Grove City reserves the right to photograph or record program and event participants for publicity purposes. Images may be used in catalogs, brochures, ads or other print or electronic public relations efforts (i.e., website, social media).

WALK-IN registration is available Monday through Friday, 8 a.m. to 5 p.m., in Kingston Center, 3226 Kingston Ave., and at the Evans Center, 4330 Dudley Ave. Walk-in registration begins Mon., 12/11.

Use the silver DROP BOX located on the parking-lot side of the Kingston Center for after-hours registration. The box is opened at 8 a.m. each business day; registrations placed in the box after 8 a.m. are processed the next business day.Drop-box registration begins Mon., 12/11.

Residency Rates & Fair Share PolicyThe lower “resident rate” provides credit to those paying municipal taxes that help support the programs and events offered by the City of Grove City. To qualify as a resident, a person must live or work in Grove City or Jackson Township. This does not include all of ZIP code 43123; ZIP codes are used by the U.S. Postal Service to designate the office that delivers mail to an address. Visit FranklinCountyAuditor.com to check your address. Grove City parcel IDs start with 040; unincorporated Jackson Township with 160.

Through the City of Grove City Fair Share Policy, non-residents who pay income tax to the City of Grove City are eligible to participate at resident rates. To be eligible, non-residents must annually provide proof of employment on company letterhead with the signature of the personnel director or a current pay stub showing the employer’s address.

Christmas Celebration Offers Day of Festive FunTown Center, Broadway between Grant Avenue & Grove City RoadSat., 12/2; 10 a.m.-9 p.m.; Parade at 7 p.m.614-277-3050 • GroveCityOhio.govCelebrate the yuletide spirit in the Town Center with shopping, visits with Santa, live music, a nutcracker window display and much more. Vendors offer holiday crafts for sale at the Mistletoe Market, choirs and a brass band perform on Park Street. Santa Claus is available at a morning breakfast then for visits with children in the afternoon on the George Edge Music Park on Broadway before he participates in the parade. T.W.I.G. 184 offers the option of having a photo taken with Santa for a $5 donation to Nationwide Children’s Hospital (or take your own). In the evening, visitors can view reindeer and see an ice sculptor in action. The Grove City Community Parade steps off at 7 p.m. complete with marching bands, floats, Santa and more. The parade is followed by the lighting of the tree at the northwest corner of Park Street and Broadway. See pages 4-5 for activity details for the Christmas Celebration and other holiday activities in the community.

Park Development in Grove CityGrove City Parks and Recreation is continuing its commitment to providing safe and enjoyable environments for all members of the community. A variety of park-improvement projects recently were completed.• The patio area in the Gardens at Gantz Park was redone with a new concrete deck and

replacement trellises.• New playground equipment was installed at Westgrove Park.• The Dream Field playground at Windsor Park opened in October creating a play space

that can be shared by children with a variety of abilities.• A new splash pad was installed at Fryer Park between the YMCA and the Discovery

Frontier playground. Watch for an opening event in summer 2018.• The Purple Heart Memorial Walk was dedicated at Henceroth Park, providing an

Winter Trash & Recycling ScheduleLocal Waste Services observes Thanksgiving, Christmas and New Year’s Day. There is no collection the day of the holiday and pickup is delayed one day for the remainder of the week. Routes normally collected on Fridays are serviced on Saturday that week.There is no collection Thu., 11/23 for Thanksgiving; Mon., 12/25 for Christmas and Mon., 1/1. Collection is delayed one day during the week of the holiday.Christmas Tree Collection: trees are collected up to two weeks after Christmas. Remove all decorations and place the tree at the curb. Weather EmergenciesWhenever there is a snowfall of two or more inches and it is deemed a hazard to transportation, a snow emergency is declared. During a snow emergency, there is no parking on city streets marked with snow emergency signage; unattended vehicles are towed at the owner’s expense. Snow emergencies are declared and lifted by the City administration. The City updates the website and issues an e-newsletter and Facebook and Twitter updates with every weather emergency. Find more information about snow removal and weather emergencies at GroveCityOhio.gov. Snow emergencies declared by the Grove City administration are not related to snow emergencies declared by the Franklin County Sheriff’s Office which may restrict use of roadways by motor vehicles. Weekdays (All Day)Full-day School Cancellations: if South-Western City Schools (SWCS) close due to inclement weather, all Parks and Recreation classes are canceled. This encompasses activities not at school locations including the Gantz Barn and Evans Center. The Evans Center transportation program is closed when school is closed. A decision by SWCS to delay the start of the school day has no impact on the schedule for Parks and Recreation activities.WeekendsIn the case of severe snow or ice on Saturday or Sunday, a decision to conduct programs and classes is made by 8 a.m. on Saturday and noon on Sunday. Coffee with a Cop Brews Connections Among Police and the Community

Coffee with a Cop was launched by the Hawthorne, California Police Department in 2011. Officers were looking for better ways to interact with the citizens they served each day as establishing community trust has changed due to shifting demographics and the introduction of social media in law enforcement. The Hawthorne Police Department hit upon a simple plan to break through barriers built over the years: share a cup of coffee. The key to success is creating experiences of open interactions outside of high-stress, crisis situations that typically bring law enforcement and community members together. Coffee with a Cop events, hosted in all 50 states and across the world, have proven to be successful community-oriented policing programs.The Grove City Division Police held three Coffee with a Copy events in 2017. The division plans to host quarterly events throughout Grove City. Watch for updates on the Grove City Division of Police website, Facebook page, and Twitter and Instagram feeds.

Holiday Safety TipsAs the holidays approach, it is easy to become wrapped up in the festivities and forget the simple precautions that protect our homes, families and ourselves. The Grove City Division of Police reminds everyone of some tips to ensure a safe, happy holiday season.When shopping:• Be aware of your surroundings. Look around.• Park in well-lit areas, lock vehicles and don’t leave shopping bags/purses in plain view.• Avoid carrying large amounts of cash. Pay with a check or credit card when possible.• Never provide credit card numbers unless you initiate the purchase.• Carry your purse close to your body. Place your wallet in an inside or front pants pocket.• Teach children to go to a store clerk or security guard when lost or separated from you.

Preschool BaseballChildren younger than 5 on Aug. 31 are not eligible to participate in the spring-summer Grove City Little League®. JumpStart Sports offers T-Birds T-ball, a six-week program at Windsor Park for ages 3 and 4 starting Fri., 5/4. See page 16 for details.

Volunteer Youth CoachesGrove City Parks and Recreation offers team recreational experiences for community youth with the important assistance of many volunteer baseball, volleyball and basketball coaches.You don’t have to be an expert! The department covers the cost of the certification required for head coaches. Baseball coaches are certified through Little League® International and basketball coaches through the National Youth Sports Coaches Association (online training). Coaches also must complete free, online instruction regarding concussions and sudden cardiac arrest in youth sports.Many opportunities also exist for assistant coaches to help. To be a volunteer coach, contact the Parks and Recreation office and complete a coaching application. Any person who assists with any on-the-field activities is required to pass a background check.

Grove City Little League®

Grove City Parks and Recreation offers a baseball program for boys and girls ages 5-17 that teaches basic skills, sportsmanship, teamwork and enjoyment of the game. Our goal is to make the experience pleasurable for all children, parents and coaches.

Registration (at the Kingston Center)Register in person Monday through Friday, 8 a.m.-5 p.m., during February, until 7 p.m., Tue., 2/27. Timely registration is important so players can participate in a mandatory observation. The registration form must be signed by a parent/legal guardian.

ObservationsPlayers must take part in at least one observation. Dates will be available at registration.

All-star TeamsGrove City will field two tournament teams each for Minor 9-10 and Major leagues. A player must reside within the Little League®-approved geographic boundary and be within the proper age division to be eligible for an all-star team. There is a minimum number of games a player must play in order to participate in all-star tournaments. Complete an additional form to indicate interest and establish eligibility.

GeographyA geographic boundary map approved by Little League® International determines eligibility for the all-star team. This map does not determine fee levels.

Age and Residency RequirementsAll children ages 5-17 who live in Grove City or Jackson Township are eligible to participate at resident rates. Participants who reside outside the city/township corporate limits are eligible to play, but are required to pay an additional $10 non-resident fee. Grove City accepts players regardless of geographic location. However, any player who resides outside of the boundary is not eligible to play for an all-star team.

Preschool

RecSchool PreschoolRecSchool, operated by Grove City Parks and Recreation Department, is a child-centered preschool program for pre-kindergarten children ages 3 and older. RecSchool is committed to fostering each child’s feelings of competence, early social skills, independence, love of learning and appreciation for the natural environment. Curriculum is based on the Ohio Department of Education’s Early Learning Content Standards and takes place within the context of play: the way children learn best.

The staff includes established professionals, with a variety of early childhood educational backgrounds. Classrooms are planned to support numerous art, literacy, music, science physical and social experiences. RecSchool is held at Gantz Barn in the beautiful natural setting of Gantz Park. The program operates from September through May. Half-day classes are offered two or three days per week. Children enrolled in the program must be 3 years old by Sept. 30 of that school year.

Teens: Be a Part of the V.I.P. Program

Teens in 7th through 12th grades are eligible to join the Volunteer Involvement Program (V.I.P.). Teen volunteers donate their time and expertise while gaining service hours and a great feeling of helping others. Hours are conveniently tracked through the program. Grove City offers many events and programs throughout the year, and participants in the teen V.I.P. volunteer program help make them successful. P.A.R.K. (Grades K-4)Programmed After-school Recreation for Kids is committed to providing a safe, secure, enriching and affordable place to be after school. This school-age childcare program offers daily after-school activities for children in kindergarten through grade four staffed by qualified childcare providers at each site. P.A.R.K. operates in the school gymnasiums every day the South-Western City Schools are in session. The program is designed for, but not limited to, children of working parents. P.A.R.K. provides planned cooperative games, outrageous play, fitness, indoor and outdoor activities, free art, special-interest and free-choice activities and much more. Please pack a nutritious snack daily.

Do you have an operating Wii® console your family no longer uses?Wii® bowling is a popular activity at the Evans Center that allows seniors to enjoy some healthy competition while being social and mobile. Our machine is suffering from wear and tear, but Nintendo® no longer produces the Wii® and we want to continue to offer this activity. The facility features an open design with generous natural lighting, an outdoor patio area, a warming kitchen and large bathrooms.Reservations are offered on a first-come basis within a year of the requested date. Reservations are limited to Grove City residents age 21 or older (must live within the corporation limits of Grove City or unincorporated Jackson Township or be employed in Grove City as outlined in the Fair Share Policy). Proof of eligibility is required at the time of reservation.The reservation is final once all fees are paid and the renter agreement application is complete; a copy of the signed reservation form and receipt serve as confirmation. A host is assigned to each event. This is a smoke-free and alcohol-free facility.

Each January a draft is held for Windsor and Evans park rentals. Following the draft, reservations are determined on a first-come basis at the discretion of department personnel. Teams not affiliated with Grove City Parks and Recreation interested in renting fields at Windsor Park for multiple dates should call 614-277-3050 for details on requirements and other information.

Shelter & Gazebo Rentals Gantz and Windsor Parks614-277-3050 • GroveCityOhio.govWindsor and Gantz parks feature shelters large enough for family and company gatherings available for public rental. Windsor Park has large shelter houses and Gantz Park has a gazebo, and one large and one small shelter house. Shelters are available to the public year-round, dawn to dusk, and are open to use if not already reserved. Check the reservation sheets mounted on the shelters for walk-up availability. Rental reservations for all outdoor shelters and the gazebo are accepted each year beginning in mid-January and are offered on a first-come basis. Make reservations in either or both of two time slots. Rental fees are due at the time of reservation and are subject to change. Weddings in the Gardens at Gantz are by special permission only. Renters wanting to use a shelter’s electricity can obtain an access key up to three days before the reserved date for a $25 deposit due at pickup; this fee is refunded upon return of the key.To reserve a shelter or gazebo, call the Parks and Recreation Office. All other gazebos and shelters at City parks are available to the public for walk-up use on a first-come basis, as are the rentable shelters when not already reserved except the shelter at The Big Splash.

Parks & FacilitiesThe Big Splash Family Aquatics Center (Seasonal) Purchase a season pass or pay for the day (residents or season pass holders and their guests only) and enjoy a variety of amenities including zero-depth entry, interactive water toys, a six-lane lap pool, a large body slide, a tot slide and two aquatic climbing walls. Out-of-the-water features include green space, lounge chairs, shade structures, presentation stage, a concession stand and a rentable shelter. Open daily Memorial Day weekend through Labor Day when South-Western City Schools are not in session.

Breck Community Park This park features walking and biking trails and a large pond. One-third of the park is reserved for fenced-in, off-leash dog areas divided into four sections, two each for larger (35 pounds and heavier) and smaller (34 pounds and lighter) dogs. These areas are rotated to maintain ground cover.

Fryer Park This educational and recreational destination offers options for every interest and season: be transported to the 1800s with authentic period buildings at Century Village, explore a space-themed play zone and a splash pad appropriate for all developmental abilities at Discovery Frontier; relax, fish and picnic by Rotary Lake; or enjoy a movie under the summer stars or coast down the sledding hill after a snowfall. Other features include eight softball fields, miles of trails, and the Eagle Pavilion at Rotary Lake, a four-season shelter available for rental by Grove City and Jackson Township residents. The Grove City YMCA is located on the grounds of the park.

Gantz Park Walking paths through rolling terrain, a gazebo and wooded nature areas create the perfect setting for a stroll or picnic. This classroom of the natural world features professionally landscaped, themed herb gardens at the Gardens at Gantz. These gardens, anchored by the historic farmhouse, plus a meditative labyrinth and arboretum are key destinations in central Ohio. Shelter houses, a large playground and tennis and basketball courts keep families entertained. The Gantz Barn accommodates the RecSchool preschool program.

Grove City Skate Park This state-of-the-art skate facility for skateboarders and in-line skaters offers something for every interest and skill level. The bowl boasts smooth concrete walls spanning three to 18 feet in height. Those preferring a street style can take advantage of ramps, blocks, rails and boxes.

Henceroth Park This eco-friendly, “green” park features solar lighting, a wooded nature trail and playground equipment made from recycled materials. A walk/run/bike path with exercise equipment, a butterfly garden and bluebird boxes are also noteworthy features. Several military tributes are located in this park including the Purple Heart Memorial Walk.

Windsor Park This popular Grove City destination features ball diamonds and batting cages serving preschoolers through adults of all skill levels in youth baseball and adult softball, four lighted tennis/pickleball courts, one traditional and one all-abilities playground and a large shelter house. It is also home to the Evans Center, the hub for a multitude of programs and services for individuals 55 and older, and a specialized baseball field for players of all abilities.

MAYOR’S COLUMN: Train Depot Journeys to Century Village

In 1882 Grove City learned the Cincinnati, Midland City and Columbus Railroad (later the Baltimore and Ohio) planned to build a line through town. By March 1884, the construction workers reached the village and proceeded on to Columbus. The railroad reportedly gave free rides to anyone who shipped goods. This new travel mode was a success followed by the construction of a depot later that year. By 1890, a daily commuter train left the village for Columbus every morning and returned in the evening.

For more than 70 years, the Grove City train depot stood firmly on Front Street north of Park Street to assist arriving passengers, horses for Beulah Park and the mail. Increased success stimulated shipping cattle, grains and lumber. The building soon added telegraph services becoming the community’s Western Union office. The depot, now home to more than a century of memories, last hosted passengers in July 1956 as the final commuter train made a round trip to Mount Sterling.

The B&O Railroad maintained control of the building for operational purposes including housing a freight agent and car-loading service. In 1972, B&O petitioned the Public Utilities Commission of Ohio to abandon the structure. The Carrillon Park Museum wanted to take ownership of the building and move it to Dayton, but community members recognized the depot as an important part of the city so they worked to keep and preserve it.

The Grove City Jaycees, with help from the Grove City Community Historical Society, stepped up to reach an agreement to take over the depot and keep it in Grove City. For the past 45 years, the depot has served as a meeting location and storage facility for various civic organizations.

The train depot will journey to Century Village at Fryer Park joining other structures from the 1800s. Southwest Franklin County Historical Society volunteers are eager to begin restoring the depot, further enhancing the Century Village experience.

Depot restoration plans include an operating telegraph system, a photo gallery, operating train displays and fixtures including a potbelly stove.

Our community is truly committed to preserving its past. We are fortunate to benefit from the many caring volunteers that worked to save the depot, first in 1972, and now for those dedicated to restoring the building to serve our residents and visitors for another century.

The depot is on a new track, arriving at its final destination later this year. For the two-and-a-half-mile journey, total travel time is expected to be approximately four hours.

Cancellations/CreditRegistered participants may cancel from a program, but it is that participant’s responsibility to contact the Parks and Recreation Department. A credit is made to the participant’s account if a request is made in writing prior to the start of the program. To receive a full refund for sports, the request must be made before uniforms are ordered.

Residency Rates & Fair Share PolicyThe lower “resident rate” provides credit to those paying municipal taxes that help support the programs and events offered by the City of Grove City. To qualify as a resident, a person must live or work in Grove City or Jackson Township. This does not include all of ZIP code 43123; ZIP codes are used by the U.S. Postal Service to designate the office that delivers mail to an address.
