The Puerto Rican independence movement won a major and historic international victory with the release by the Mexican government of the Puerto Rican national hero William "Guillermo" Morales on Friday, June 24th.

The release at 12:45 p.m. Mexico City time, and the subsequent flight to political asylum in Cuba a few hours later, marked the successful conclusion of a 5 year long struggle by all sectors of the independence, movement, progressive circles, and important sectors of the international community to rest Morales from the clutches of the Unites States' government which threatened him with an unjustified 99 years in'prison and possible assassination for his leadership role in the Fuerzas Armadas 'de Liberaci6n Nacional Wll~ '. , '

The release was a triumph,for Puerto Rican diplomacy, for the politics of the Movimiento de Liberaci6n Nacional (MLN), and a defeat for the US State Department, Justice Department, and the Central Intelligence Agency, in their combined efforts to coerce Mexico into returning him to the US. The US Government suffered a serious diplomatic defeat.

\ The consequences of the release of the Puerto Rican patriot William Morales, whose nom de guerre is (Guillermo), are far reaching. In releasing him Mexico recognizes that Puerto Rican independentistas born and raised in the United States are Puerto Rican nationals, citizens of Puerto Rico.

, This confirms the position of the MLN that the colonial condition of Puerto Rico (as our rejection of the US Citizenship in 1916 - thereafter imposed as an act of Congress through the 1917 Jones Act) deprived us of free choice in determining our nationality. Until such time as we achieve self-determination and independence we are powerless to determine whether we are US citizens or Puerto Rican citizens, no matter where we live, including the US. Neither the US, nor any other foreign government or agency can determine that we are US citizens without being guilty of an act of colonialism.

-Puerto Ricans in the US who wage armed struggle as part of the organization of the independence clandestine movement are waging a legitimate struggle defined by internatiomlllaw.

The MLN has insisted since its inception in 1977 that the Puerto Rican ~ed struggle for national ' liberation, as expressed through the ,actions of the glorious F ALN, constitutes an act of war which COIIJes

,under the guidelines of the Geneva Convention, its protocols and United Nations resolutions. Puerto Ricans are not a national minority, we are one nation torn apart by colonialism. Our presence in

the US is not voluntary. We are not iinmigrants. Like New Africans, we were forced here by colonialism. Those Puerto Ricans who struggle for Puerto Rican independenc:e have a right to political asylum when persecuted, unlike those who define themselves as North American multi-nationals who cannot claim any other citizenship but that of the US.

The MLN has argued that we are justified in organizing our own political structures to prioritize our own national struggle. We have often been at odds with a left that wishes to deny us our national identity and imitates imperialism in seeking to define us within their Eurocentric and self serving terms. We are ~ Latin American people!

The Puerto Rican liberation movement in its entirety can claim a victory - from the Puerto Rican Independence Party (PIP), its President Senator Ruben Berrios, to the Puerto Rican Socialist Party (PSP) and its Secretary General Carlos Gallisa, to the National hero, Rafael Cancel Miranda to all the clandestine organizations. Compafieros and Compafieras:

I bring greetings and a fraternal revolutionary embrace on behalf of the compafieros who comprise the Special Committee in Support and Defense of the Puerto Rican Prisoners of War. Today our Committee is here in solidarity with this important activity as an example of a patriotic and revolution­ary commitment that unites us, in spite of borders, race orreligion; men and women who aspiFe to build a better world, free of injustice and crimes against humanity. This is why we are here, to join the ,growing protest that in a single voice demands re­,spect for the human rights of Alejandrina Torres; Silvia Baraldini and Susan Rosenberg and that they be treated in accordance with the basic tenets of human rights.

The physical and psychological torture that is perpetrated against these valiant defenders of hu­manity in Lexington Prison, is symptomatic of yan­kee impedalism' s own political weakness; they ~ust resort to using the repressive tactics of a fascist country to impose i,ts criteria on the will of those who struggle for justice ,and demand what is tq.eirs by right. The injustices that are committed against these compafieras who are buried alive in the dungeons of the Lexington Control Unit, constitute an inhuman crime that is an attempt against the dignity of all, as well as, an attack against the democratic rights of the people. A right that was made possible thanks to the efforts of people like Silvia, Susan and Alejandrina. A right that yankee imperialism today threatens to crush.

This is the reason for the militant support enjoyed by these compaiieras who exemplify the best. tradi­tions of our people's democratic struggle. Not only is it a moral right of every man and ~oman of dignity, but it also constiotes the best defense of the rights of people oppressed by the boot of the belicose North American imperialist bureaucracy.

These compaiieras are the victims today, but it we ignore this problem, tomorrow it may be us. Itis imperative that our protest reach every corner of the country and reverberate in the hearts and conscience of the sensible and thinking people of this nation.

Susan, Silvia and Alejall(i~na are standard bear­ers of the struggle--they represent the most noble of our democratic principles and liberty; they are sym­bols of revolutionary love, songbirds of freedom. Their anxious war cry transcends time and space against the injustice and oppression of imperialism.

Compafieras, your example of valor, rightous­ness and social commitment rises like the aurora that lights the dawning of a new day in the conscience of our people. Please receive our most sincere gratitude for yo~.lf legacy to our struggle, your examples are -like banners of struggle and combat.

To all of you gathered here today-in a show of support and defense of our Human Rights. We send our Revolutionary love and greetings. Your presence at this very site where our jailers carry out their calculated mission against our . humanity represents a source of encouragement and strength for our spirits in this artificial setting that the Bureau of Prisons dares to address as humane.

Humane is as humane goes, arid the only example that has characterized this fundamental truth has· been our will to survive and our determination to resist their attacks against everything we represent as women and to our respective struggles and movements.

The many letters of support and solidarity that we have received from all over the world and allover the US represent in essence the spirit of people whose value for freedom, love for justice and respect for human rights is integraly founded on a universal truth that transcends borders for the growth of humanity. Your support and encouragement strengthens our resistance and commit~ ment to close this and other control settings where cruel and unusual punish­ment is employed as a means particularly agai,nst those prisoners whose political beliefs are not in harmony with those of the US.

The support for the people of Central America; for the Palestinians; against apartheid; against racist attacks; and nuclear build up; the anti-colonial struggle of the people.of Puerto Rico- on the island and in the US are examples of the growing militant opposition to those policies ~

For the past month, our beloved comrade, Susan Rosenberg has been in Washington,D.C. along with five North American Political Prisoners. Shewas indicted by the US government for illegally trying to influence US foreign policy. They are being beld under the harshest conllitions. This indictment . must be' defeated because it is part of the continuing repression against national liber~tion struggles and" progressive movements. It comes at the same time as the ordered deportation of the Irish Patriot Joe Doherty; the be ginning of a new Grand Jury against the Puerto Rican Independence Movement in New York City and our imminent transfer to Marianna.

Los puertorriquefios en estados unidos que lievan a cabo la lucha armada desde el clandestinaje estm librando una lucha legitim a como definido por las leyes intemacionales.

Desde su fundaci6n en 1977, el MLN ha insistido que la lucha armada, expresada por las acciones de las heroicas Fuerzas Armadas de Liberacion Nacional (F ALN), son actos de guerra que estan protegidos por los principios de la Convenci6n de Ginebra, sus protocolos y las resoluciones de las Naciones Unidas.

Los.puertorriquefios en Estados Unidos no constituimos una minoria nacional. Somos una nacion dividida por el colonialismo. Nuestra presencia en Estados Unidos no es voluntaria. No somos inmigrantes. Como los nuevos africanos, fuimos forzados a Estados Unidos par el colonialismo. Los puertorriquefios que luchan por nuestra independencia tienen el derecho al asilo polftico cuando son perseguidos, a diferenciade los norteamericanos que se defmen como multi-nacionales quienes no pueden rec1amar la ciudadania de otro pais excepto la de los Estados Unidos.

El MLN ha plante ado que tenemos el derecho y la justificaci6n a organizar, como prioridad; nuestraspropias estructuras polfticas para nuestra lucha nacional. Muchas veces no hemos coincidido con la izquierda que trata de . negarnuestra identidad nacional, y imitar al imperialismo al defmimos dentro de su visi6n Eurocentrico y oportunista. jSomos un pueblo Latinoamericano! El movimiento independentista puertorriquefio en su ,totalidad puede rec1amar esta victoria, desde el Partido Independentista Puertorriquefio (PIP), su presidente y senador Ruben Bernos, hasta el Partido Socialista

. Puertorriquefio (PSP) y su Secretario-General Carlos Gallisa, hasta el heme nacional Rafael Cancel-Miranda y.}as organizaciones c1andestinas. Es muy apropiado igualmente para nosotros a reconocer todos los esfuerzos y los viajes a Mexico de nuestro querido' Comandante Juan Antonio Corretjer.

Aunque la campana de no-extradici6n fue iniciada y dirigida por el MLN y el Comandante Corretjer, sin la participaci6n de t9das las fuerzas patrioticas, esta victoria hubiera side imPosible. Fue esle factor sujetivo, como ha planteado Don Juan, que el enemigo no pudo tomar en cuenta 0 jamas medir, 10 que me responsable por la libertad de nuestro heroico y glorioso William Guillermo Morales. Compafieras y compafieros:

Les traigo el sahido y el abrazo fraternal y revolu­cionario de los compafieros del Comite de Apoyo a los Prisioneros de Guerra Independentistas de nuestra patria, Puerto Rico. Hoy, nuestro Comite hace acto de presencia solidaria en esta importante actividad como muestra indi-soluble del compromiso patri6tico y revolu­cionario que nos une, por encima de fronteras, razas 0

credos religiosos, a los hombres y mujeres que aspiramos a un mundo mejor, libre de injusticias y crimenes contra la humanidad.

Por eso estamos aquf, para unir nuestra voz de pro­testa a la de ustedes y reciamar, en un grito unido, que se respeten los derec~os humanos de Alejandrina Torres, Sylvia Baraldini y Susan ~osenberg; y se les trate con­fonne a los mas elementales principios del derecho humano.

La tortura ffsica y sico16gica que hoy se practica contr~ estas distinguidas luchadoras de la humanidad en esta prisi6n de Lexington, es sintomatico de la propia debilidad polftica del regimen imperialista yanki, que tiene que recurrir al uso de tactic as represivas de1a corte fascista para tratar de imponer s~s criterios sobre la voluntad de quienes reclaman justicia y exigen 10 que por derecho les pertenece. .

Las injusticias que hoy se cometen contra las com­pafieras enterradas en el s6tano de las unidades de control de la carcel de Lexington, constituye un crimen de la humanidad que atenta contra la dignidad de todo ser sensible y contra los derechos democraticos de los pueb­los. Derecho que gracias a personas como Susan, Sylvia y Alejandrina en el pasado hicieron po sible estas con­quistas, que hoy pretenden pisotear impunemente, los desalmados burocratas fascistas del regimen imperialista yanki.

Por eso, el apoyo militanie a estas compafieras, que ejemplifican la mejor tradicion de la lucha democratica de nuestros pueblos, no solo es un deber moral de todo hombre y mujer digno, sino que constituye la mejor defensa que se pueda hacer a los 'derechos de los pueblos, oprimidos por la bota de la burocracia belicista imperial­ista norteamericana.

Hoy son estaS compafieras las victimas, mafiana seremos nosotros si pasaramos distrafdos frente al problema. Por 10 tanto, es imperativo estar hoy aquf para

que nuestro grito de protesta llegtie a los diferentes confines de este pafs y resuene en los corazones y en las conciencias de los seres sensibles y pensantes que coruor­man esta naci6n.

Sylvia, Susan y Alejandrina son estandartes de lucha que simbolizan io mas noble de nuestros principios democraticos y de libertad; son sfmbolos de amor revo­lucionario; son canticos a la libertad. Y son el grito de guerra ansi ada que trasciende en el tiempo y el espacio contra las injusticias y la opresi6n imperialista.

Nos parece que la denegaci6n por parte del Mexico, de la solicitud de extradici6n de William Guillermo Mo­rales que Ie biciera los Eimu resulta importante desde tres aspectos. Primero, Ie revela claramente que existan . otros criterios de justicia distintos a los que Ie impone el poder opresor a los colonizados. En segundo lugar, se reconoce intemacionalmente la persecusi6n que sufren los puertorriquefios que sostienen la independencia. Fi­nalmente, la decisi6n Mexicana es el primer recono­cimiento oficial, por una 'naci6n soberana, del d,erecho internacional de los pue~orriqueftos a luchar por todos los medios al su alcance para lograr su autodeterminaci6n e independencia y luchar en contra del colonialismo.

Compafieros, Compafieras y amigos: • A todos reunidos aqui hoy para mostrar su apoyo y en defensa de nuestros derechos humanos, saludos

y amor revolucionario. Su presencia en el mismo lugar donde nuestros carceleros llevan a cabo su mision calculada de destruir nuestra humanidad, es una fuente de inspiracion y fuerza para nuestros espiritus en este ambiente artificial que el Negociado de Prisiones llama humano.

Ser humane es ser humano. El Unico ejemplo que ha caracterizado esta verdad fundamental ha side nuestra voluntad y deterininacion a sobrevivir y resistir los ataques contra 10 que representamos como mujeres y a nuestras luchas y movimientos.

Las cartas de apoyo y solidaridad que hemos recibido de todas partes de los Estados Unidos y del mundoentero en su esencia representan el espiritu de los pueblos cuyo valor por la libertad, amor para la justicia y respeto por -los derechos humanos se-fundamenta en la verdad universal que transende fronteras por el crecimiento de la humanidad.

Su inspiracion y apoyo fortaiece nuestra resistencia y compromiso para cerrar esta y otras unidades de control donde el tratamiento cruel e inhumano se utiliza como un medio contra prisioneros politicos quienes no estin en ar-monia con la politica,de los EstadosUnidos. .

El apoyo a los pueblos centroamericanos, a los palestinos, contra el sistema de apartheid, ataques racistas, armamentos nucleares, y la lucha anti­colonial del pueblo puertorriquefio en la isla y en los Estados Unidos son ejemplos de la creciente oposicion militante a esta politica.

El gobierno de este pais esta tan determinad() en aplastar esta resistencia como en, negar nuestra existencia colectiva y sus violaciones de nuestros derechos humanos detras de estas paredes. Su preocupacion y apoyo hace la difereneia.

Por un mes nuestra querida camarada Susan Rosenberg ha estado en Washington, D.C. junto a cinco presos politicos norteamericanos. Fue , acusada por el gobierno de tratar ilegalmente a influenc;iar la politic a ex- . tranjera estadounidense. Estan sometidos a las peores condiciones posible. Esta acusacion tiene que ser derrotada porque es parte de la represion continua contra luchas-de liberacion nacional y movimientos progresistas. Viene al mismo tiempo de la orden de deportacion al patriota irlandes Joe Doherty, el comienzo deotro gran jurado en Nueva York contra el movimiento pro-inde­pendencia puertorriquefio, y nuestro traslado iminente a Marianna.

Por un largo tiempo, el gobierno es~adounidense ha caracterizado a pres()s politicos como terroristas 0 criminales sin desafio. Queremos que la historia demuestre.1a verdad. Queremos ponerle fin ala 'criminalizaci6n de los
