Delivery Model
• It is recommended that School Leadership Teams and Grade Level/Content Collaborative Teams review and act on summative assessment results.
▫ WESTEST 2 reports are confidential data because the reports include all students tested in the school
▫ All teachers can view, study and use grade-level data

Systematic Use of Data
Researchers have consistently found that it is more effective to use systematic methods of data delivery/review with teachers and to develop systematic methods for using data in order to promote increased student achievement and learning (Berhnardt; 2009; Harrison & Bryan, 2008; Means, Padilla, DeBarger, & Bakia, 2009; Walser, 2009; Wohlstetter, Datnow, & Park, 2008; Weinstock, 2009).

1.The percent of all students scoring at the proficient level in mathematics will increase by at least 10% annually from 0.50 to 0.60. 2.The percent of low SES students scoring at the proficient level will increase by at least 10% annually from 0.40 to 0.50. 3.The percent of students with disabilities scoring at the proficient level in mathematics will increase by at least 10% annually from 0.32 to 0.40.

Safe Harbor Provision
“If any student subgroups do not meet the state annual measurable objectives, the public school or LEA may be considered to have met AYP if the percent of students in the non-proficient subgroup:
1.Decreased by 10% on the reading/language arts and mathematics indicators from the preceding school year, and
2.Made progress on one or more of the other indicators, or is at/above the target goal for that indicator, and
3.Attained a 95% participation rate.

- Collaborative teams review the complete set of objectives for the identified standards
- Plan their instructional cycle to include extra time and support for identified subgroup(s). West Virginia CSOs may be found on the *TEACH 21 site
- Teams monitor progress toward school SMART Goals using periodic school-based and district-wide benchmark assessments.
