WelcomeThankyouforattendingtoday’spublichearingontheWestWaukeshaBypassproject.Thepublichearingispartoftheprocessforinvolvingcitizensintransportationdecisionsandprovidesanopportunitytoparticipateinchoosingtherecommendedcourseofactionforthisproject.
Purpose of Public HearingThemainpurposeofthispublichearingistoobtainpublicopinionregardingtheprojectaspectslistedbelowsothatthisinputcanbeconsideredalongwithallotherjudgementsandopinionstobereviewedbyWaukeshaCountybeforefurtherdecisionsaremadeontheproposedalternatives.Courtreportersareavailabletotakedownalltestimonywhichwillbeenteredintothepublichearingrecordalongwithotherpublichearinginformationandmaterials.
Today’spublichearingwillfocusonthefollowingprojectaspectsoftheWestWaukeshaBypassproject:
• Thelocationanddesignfeaturesoftheproposedimprovementsandalternativesbeingconsidered.
• TheNationalandWisconsinEnvironmentalPolicyActsrequirepublichearingsonprojectsforwhichanEnvironmentalImpactStatement(EIS)isbeingprepared.TheEISisthedecisiondocumentfortheproposedimprovements.CopiesoftheEISareavailableforreviewattoday’shearing.
• ProjectactivitiesthatrequireauthorizationfromtheU.S.ArmyCorpsofEngineersundertheCleanWaterActforplacingfillintowatersoftheU.S.includingwetlands.
Environmental Impact Statement (EIS) ProcessTheEISprocessincludesdevelopingofarangeofdesignalternatives,evaluatingandscreeningthealternatives,andselectingofapreferredalternative.NumerousfactorsareconsideredthroughouttheEISprocessincludingsafety,mobility,engineeringdesignstandards,impactstotheenvironment,cost,andinputfromthepublicandstateandfederalreviewagencies.
TheWestWaukeshaBypassprojectiscurrentlyattheDraftEISstage.TheDraftEISdocumentsthepurposeandneedforproposedimprovements,alternativesconsidered,environmentalimpacts,andpublicinvolvementandagencycoordinationduringdevelopmentandrefinementofthealternatives.TheFinalEISidentifiestheselectedalternative,reasonsforitsselection,andreportstheresultsofthepublichearingandcommentsontheDraftEIS.
Information for the Public Hearing RecordInadditiontothetestimonyprovidedattonight’spublichearing,alloftheexhibits,handouts,anddisplaysavailableforviewingatthehearingtonightwillbeincludedintheofficialpublichearingrecord.Page7ofthishandoutcontainsacompletelistingofthesematerials.Othermaterials,alongwithwrittentestimonyreceivedafterthehearing,willbeaddedtotheofficialpublichearingrecordprovidedtheyarereceivedpriortotheendoftheDraftEIScommentperiod.

Project StatementWaukeshaCountyisleadingamulti-jurisdictionaleffortundertakinganenvironmentalandengineeringanalysisoftheproposedWestWaukeshaBypass.Inthishearingpacketyouwillfindadetaileddescriptionofthepurposeandneedfortheproject,adescriptionofallhearingexhibitsandhandoutmaterials,theextentofpropertyacquisitionsandimpacts,thenatureoftherelocationandacquisitionprogramandanexhibitshowingBuildAlternativesstillunderconsideration.
ThealternativesunderconsiderationincludetheNoBuildAlternative,theSunset-to-CountyXAlternative,thePebbleCreekWestAlternative,andthePebbleCreekFatWestAlternative.Thealternativeshavevaryingdegreesofimpactstothebuiltandnaturalenvironmentwhicharedetailedinthishandoutpacketonpage5andtheDraftEIS.
Hearingexhibitsincludedetaileddesignsforeachalternativeunderdiscussion,thepurposeandneedfortheproject,includingtrafficandcrashdata,andacomparisonofimpacts.
Propertyacquisitionforthisimprovementisscheduledtobeginin2013ifaBuildAlternativeisselected.Dependingupontheavailabilityoffundsandtheanticipatedcompletionofrelocationsby2014,constructioncouldbeginin2015.
TheWestWaukeshaBypassstudyareaiscurrentlylocatedwithinthemapped100-yearfloodplainsofPebbleCreek.ConstructionoftheWestWaukeshaBypasscrossingwouldbeconsistentwithlocalfloodplainmanagementgoalsandobjectives.AdditionaldetailcanbefoundintheDraftEISinSection3.14.2FloodplainImpacts.
Purpose and Need for the ProjectThepurposeoftheWestWaukeshaBypassistoprovideasafeandefficientnorth-southarterialroadwayonthewestsideoftheCityofWaukeshatocompletethelong-plannedcircumferentialroutearoundWaukesha;toaccommodategrowingtrafficvolumesalongthecorridor;andtoimproveroadwaydeficienciesthatincludetightcurves,steephills,narrowlanes,andlackofshoulders.Theproposedimprovementshavetwoobjectives:
• Improvesafetybyprovidingaroadwaythatmeetscurrentdesignstandards.
• Accommodatetrafficdemandgeneratedbyexistingandplanneddevelopmentwithinandoutsidethe studycorridor.

other alternatives to intercept groundwater that supports

Property Acquisition/Relocation Assistance and BenefitsBeforeanypropertyacquisitionactivitiesareinitiated,theWaukeshaCountyDepartmentofPublicWorks’realestatestaffwillcontactthepropertyownertoexplainthedetailsoftheacquisitionprocessandWisconsin’sEminentDomainLaw.Allpropertiestobeacquiredwillbeinspectedandappraisedbyoneormoreprofessionalappraisers.Thepropertyownerwillbeaskedtoaccompanytheappraiserduringinspectionofthepropertytobeacquired,toassurethatitsvalueisrecognizedintheappraisal.Basedupontheappraisalorappraisalsmade,thefairmarketvalueofthepropertytobeacquiredwillbedetermined,andthatamountwillbeofferedtotheowner.
Relocationassistancewillbemadeavailabletoanyonedisplacedbythisproject.AsurveyofavailablehousingandbusinesslocationswascompletedinJune2012.Thissurveyindicatesthattherewillbesufficienthousingandbusinesslocationsavailableintheprojectvicinityatthetimeoftheproposedrelocations,withinthemeansoftherelocatesandmeetingtherequirementsforreplacementhousingandbusinesses.The“RelocationAssistance”brochuremadeavailabletoyoutonightanswersmanyofthefrequentlyaskedquestionsconcerningrelocationassistance.Inadditiontothecostofreplacementhousingand/orbusinesslocations,additionalmoniesareavailabletocovermovingexpenses,increasedrentalandmortgagepaymentsandinterestrates,andanyclosingcostsincurred.
Nopersonshallberequiredtovacateuntilacomparablereplacementpropertyismadeavailable.Intheeventarelocatedpersonisdissatisfiedwiththedecisionastoeligibilityforpaymentsoramountsofferedundertherelocationassistanceprogram,heorshewillbepromptlyadvisedoftheproceduretofollowinmakinganappeal.
Propertyacquisitionforthisprojectisscheduledtotakeplacethroughout2013and2014.ThelocationsofdisplacedhomesandbusinessesareshownonthepublichearingdisplaysanddetailedinformationisprovidedintheDraftEIS.
Next StepsAttheendofthepubliccommentperiodallpublichearingtestimonyandcommentsreceivedontheDraftEISwillbereviewedandconsidered.Thisinputwillassistinselectingthepreferredalternative.UpcomingmilestonesincompletingtheengineeringandenvironmentalstudyfortheWestWaukeshaBypassprojectincludethefollowing:
• Winter2012–TheFinalEISwillbeavailableforpublicreview.TheFinalEISwillidentifythepreferredalternativesandwillsummarizeinputreceivedfromthispublichearingandcommentsontheDraftEIS.
• Spring2013–AnticipatedRecordofDecisionfromFHWA.TheRecordofDecisionidentifiestheselectedalternative,mitigationmeasuresthatwillbetaken,andisthefinalenvironmentalapprovalthatisneededbeforeaprojectmayproceedtodesignandlatertoconstruction.
• Summer2013andbeyond–IfaBuildAlternativeisselected,finaldesignandengineering,realestateacquisitionandutilityrelocations,wouldoccurin2014.Theearliestconstructionwouldbeginis2015.Publicparticipationinthedesignandconstructionplanningwillcontinueintheupcomingmonthsandyearsahead.
