New Polyhouse Technology for Horticulture CROPS

First Solar plans $684 mn investment in TN facility

The facility will begin manufacturing in the 2nd half of 2023.

• In December 2020, First Solar signed a Memorandum of Understanding with the TN Government to set

up a solar module manufacturing facility

Dr. (Prof.) Harish Hirani, Director, CSIR-Central

Mechanical Engineering Research Institute, Durgapur

inaugurated a “Naturally Ventilated Polyhouse

Facility” and laid foundation stone of “Retractable

Roof Polyhouse” at Ludhiana in Punjab.

• US-based First Solar is set to invest USD

684 million in a new, fully vertically

integrated PhotoVoltaic (PV) thin film solar

module manufacturing facility in Tamil

Nadu (TN).

• It will have a manufacturing capacity of 3.3

GW and will generate 1,000 highly skilled

jobs.

MoHFW Reserves 27% seats for OBCs, 10% for EWS in Medical Education

• Medical & Dental courses (both Undergraduate & Postgraduate) from the academic year 2021-22.

• All-India Quota (AIQ) Scheme was Introduced in 1986 as per the Supreme Court’s direction. It allows

students from any state to study in a medical college in another state.

• It consists of 15% of total available UG seats & 50% of total available PG seats in Government medical

colleges.

• Until 2007, there was no reservation in the AIQ scheme. The Supreme Court in 2007 introduced

reservations of 15% for Scheduled Castes & 7.5% for Scheduled Tribes in the AIQ scheme.

• The Central Educational Institutions (Reservation in Admission) Act was implemented in 2007 to provide

a uniform 27% reservation to OBCs.

• It was implemented in all central educational institutions, but was not extended to AIQ seats of state

medical and dental colleges.

• The Constitution (103rd Amendment) Act, 2019 was passed to introduce 10% reservation for

Economically Weaker Sections (EWS) of society for admission to Central Government-run educational

institutions and private education institutions and for employment in Central Government jobs.

NABARD sanctions Rs 446 crore to Punjab for drinking water projects

• NABARD (Punjab) Chief General Manager Rajiv Siwach said in an official statement here that through

these projects, 10.39 lakh population of 700 villages will be provided drinking water through water.

• JJM envisages supply of 55 litres of water per person per day to every rural household through

Functional Household Tap Connections (FHTC) by 2024. The Ministry of Jal Shakti is responsible for its

implementation.

• Jal Jeevan Mission was launched on August 15th 2019.

Karnataka, 1st Indian state to provide 1% Horizontal Reservation for Transgender in Govt Services

Karnataka has become the first state in the

country to provide 1% horizontal reservation for the

transgender in each category of general, Scheduled

Castes (SC), Scheduled Tribes (ST) and Other Backward

Classes (OBC) for all government services after

amending the Rule 9 Sub Rule (1D) Karnataka Civil

Service (General Recruitment) Rule, 1977.

• NABARD has sanctioned Rs 445.89 crore for

drinking water projects in Ferozepur, Fazilka,

Hoshiarpur and Rupnagar districts of

Punjab.

• National Bank for Agriculture and Rural

Development (NABARD) said that this fund

has been sanctioned under Rural

Infrastructure Development. In these

projects, it is planned to provide 70 liters of

potable drinking water per person per day

to the consumer through domestic tap.

Krishikarna Project Launched in Kerala

• Krishikarna project, a joint initiative of State

Agri Horticultural Society Sustainable

Foundation, and Qore3 Innovations, was

launched in Thiruvananthapuram, Kerala to

promote hi-tech farming.

• Under the project, a mini polyhouse will be set

up on 2.5 cents of land at a cost of Rs 2.35 lakh.

• SAHA is a government cooperative society

involved in promoting agri-horticultural

practices. Sustainable Foundation is a Thiruvananthapuram-based NGO and Qore3 is a start-up to

provide ‘end-to-end support for farms’.

e-Voucher Digital Payment Solution e-RUPI

• Prime Minister Narendra Modi virtually launched a prepaid electronic voucher- based digital payment solution e-RUPI to strengthen the Direct Benefit Transfer and the financial inclusion of unbanked citizens.

• e-RUPI, the ‘person and purpose-specific’ one-time cashless and contactless digital payment vouchers was developed by the National Payments Corporation of India (NPCI) on its UPI (Unified Payments Interface) platform, in association with the Department of Financial Services (DFS), National

Health Authority (NHA), Ministry of Health and Family Welfare (MoHFW), and partner banks.

• When the government/organization intends to provide financial support, they could share the e-RUPI e- Voucher/coupon in the form of SMS-string or QR code (instead of Money) to the beneficiaries’ mobile for a specific purpose (health, education, subsidies, etc).

• The beneficiaries need to show the e-voucher (in mobile) to the welfare service provider (i.e. the merchants that accept e-RUPI) to redeem the voucher and complete the transaction.

Haryana Police secures First Position under CCTNS

The Haryana Police with 100 per cent marks, secured the 1st position in India under Crime and Criminal Tracking Network System (CCTNS). Gujarat Police secured the 2nd position, while Himachal Pradesh was placed 3rd

• CCTNS is a nationwide networking infrastructure for the evolution of IT-enabled modern tracking systems around ‘Investigation of crime and detection of criminals’.

• It has integrated more than 14,000 police stations across India.

• An allocation of INR 2000 crores was made for the CCTNS Project & is implemented by the National Crime Records Bureau (NCRB).

Finance Commission recommended performance-based challenge fund of Rs 8,000 crore to States for incubation of new cities

• The 15th Finance Commission, in its latest report to the Centre, has recommended a performance-based challenge fund of Rs 8,000 crore to 8 states for incubation of new cities.

• The amount available for each proposed new city is Rs 1,000 crore and a state can have only one new city under the proposed scheme.

• The smart cities that have opted for greenfield development or a combination of models are Jharkhand (Ranchi), Maharashtra (Aurangabad),

Gujarat (Rajkot), Andhra Pradesh (Amravati), Madhya Pradesh (Satna), West Bengal (New Town Kolkata), Maharashtra (Nashik) and Chhattisgarh (Atal Nagar).

‘Biotech-PRIDE’ Guidelines

• Minister of State (Independent Charge) Dr Jitendra Singh, Ministry of Science & Technology released ‘Biotech-PRIDE (Promotion of Research and Innovation through Data Exchange) Guidelines’ developed by Department of Biotechnology (DBT), Ministry of Science and Technology.

• These Guidelines will be implemented through Indian Biological Data Centre (IBDC) at the Regional Centre for Biotechnology supported by DBT.

• Biotech-PRIDE is the 1st of its kind by the DBT.

• The PRIDE Guidelines will be helpful to harmonize, synergize and encourage the data sharing for research and analysis in the country and to promote scientific work and foster progress by building on previous work.

• Other existing data centres will be bridged to this IBDC which will be called Bio-Grid.

• Bio-Grid will be a National Repository for biological knowledge, information and data and will be responsible for enabling its exchange, developing measures for safety, standards and quality for datasets and establishing detailed modalities for accessing data.

112th Annual Day of NCDC celebrated

• The 112th Annual Day celebrations of National Centre for Disease Control (NCDC) were held in New Delhi. Its function was presided over by Union Minister Mansukh Laxmanbhai Mandaviya, Ministry of Health and Family Welfare (MoHFW).

• The Union Minister launched the National Health Adaptation Plan on Air Pollution and National Health Adaptation Plan on Heat along with infographics.

• He also launched the first newsletter under the ‘National Programme on Climate Change and Human Health’ developed by Centre of Environmental and Occupational Health, Climate Change and Health at NCDC.

‘Delhi@2047’ to make Delhi a Global City by 2047

• Delhi launched the ‘Delhi@2047’ initiative to facilitate partnership with the private sector, CSR initiatives (Corporate Social Responsibility) and philanthropic Organisation to make Delhi a global city by 2047.

• The vision document has set an aim to take Delhi’s per capita income to Singapore’s level

• It also states that Delhi will bid to host the 2048 Olympics.

• The Ministry of Social Justice and Empowerment has formulated a scheme ‘Information-Monitoring, Evaluation and Social Audit (I-MESA)’ in FY 2021-22.

• Under the scheme, Social Audits will be conducted for all the schemes of the MoSJE

Jammu and Kashmir has signed a Memorandum of Understanding with the JSW Foundation for the restoration of the Mughal Gardens

• The government of Jammu and Kashmir has signed a Memorandum of Understanding with the JSW Foundation for the conservation, restoration and maintenance of the Mughal Gardens at Shalimar Bagh and Nishat Bagh in Kashmir. These 2 are among the 6 imperial gardens proposed to be nominated to UNESCO as World Heritage Site.

• The estimated cost of the project is Rs 7 crore.

• JSW Foundation, the social development arm of JSW Group, will collaborate with Heritage & Conservation Architect Abha Narain Lambah for this project.

• JSW will provide Technical & Financial support and the government of J&K will provide assistance and funding for the project through support resources and other infrastructure.

World’s Highest Road in Ladakh at 19,300 Feet Altitude

• The Border Roads Organisation

constructed the world’s highest 52-km-long

tarmac road or motorable pass at Umling LA

Pass in eastern Ladakh at an altitude of

19,300 feet which has surpassed the record of

a road in Bolivia, South America at 18,953 ft

which connects to its volcano Uturuncu.

• It connects the important towns in

Chumar sector of eastern Ladakh by offering

an alternate direct route connecting Chisumle

and Demchok from Leh.

stated that Government is planning to

set up Garima Grihas for Transgender

persons with the help of community-

based organizations.

• Garima Grihas will provide safe and

IMD to install 200 Agro-Automatic Weather Stations

• In order to provide weather forecasts

for farmers, the India Meteorological

Department is all set to install Agro-

Automatic Weather Stations at 200 District

Agromet Units located in Krishi Vigyan

Kendras under the Indian Council of

Agricultural Research network.

• These AWSs will be used for

augmenting block level Agromet Advisory

Services (AAS) under Gramin Krishi Mausam

Sewa scheme.

• GKMS is implemented jointly by IMD, Indian Council of Agricultural Research and State Agricultural

Universities to provide weather-based crop and livestock management strategies for the benefit of the

farmers

• Earlier, mobile app ‘Meghdoot’ was launched by MoES to provide weather information including alerts

and related AAS specific to farmer’s districts.

• ISRO launches ‘QUEST’ study

• Indian Space Research Organisation

inaugurated the Health QUEST study

(Health Quality Upgradation Enabled

by Space Technology of ISRO) to

upgrade the healthcare systems

standards of India in line with the

ISRO’s quality standards and best

practices.

• The Study Team will explore the

possibility of replicating ISRO’s Quality

Assurance Mechanisms which are

used in Space Technology in India’s hospitals. This is to ensure Zero-defect & Quality of service in the

Emergency and Intensive Care Units (ICUs) of hospitals.

• The Study will be undertaken by 20 Private hospitals across India.

Goa Government Signs Mou With Jio Embibe For AI-Based Adaptive Learning

• This allowed teachers and students to choose the best platform offering different features of control and

connectivity

• The government has also signed an MoU with Eduisfun Technologies to offer STEPapp, gamified digital

learning app for students of classes 6 to 12.

• Both the programmes will be implemented for free during the academic year 2020 to 2021.

Nod to 100% FDI in oil PSUs approved for stake sale

• The government is privatising BPCL and selling its entire 52.98% stake in the company.

• The policy is applicable to exploration activities of oil and natural gas fields, infrastructure related to

marketing of petroleum products and natural gas, marketing of natural gas and petroleum products,

petroleum product pipelines, natural gas/pipelines, LNG (Liquified Natural Gas) Regasification

infrastructure, market study and formulation and Petroleum refining in the private sector.

MoU covers students of classes 6 to 12

with an exclusive portal for learning

subjects like mathematics and science.

• The government permitted 100% foreign

principle approval for strategic

disinvestment. The move would facilitate

privatisation of India’s second biggest oil

refiner Bharat Petroleum Corp Ltd (BPCL).

• The FDI limit in PSU-promoted oil refineries will continue at 49% (raised from 26%), a limit that was set

in March 2008.

• Now, only Indian Oil Corporation (IOC) is the oil refining and marketing company under direct

government control.

Cabinet clears amendments to GIBNA for insurance PSU privatization

• The Act, which came into force in 1972, provided for the acquisition and transfer of shares of Indian

insurance companies and undertakings of other existing insurers in order to serve better the needs of the

economy by securing the development of general insurance business.

• The government has budgeted Rs 1.75 lakh crore from stake sale in public sector companies and

financial institutions during 2021-22.

• Currently there exist 4 general insurance companies in the public sector such as National Insurance

Company Ltd (NICL), New India Assurance Company (New India) Ltd, Oriental Insurance Company Ltd

(OICL), and the United India Insurance Company Ltd (UIICL).

• Section 10A – It defines the transfer of shares (of 4 public insurance companies) from General Insurance

Corporation (GIC) to the Central government.

• Section 10B – It specifies the Central Government’s stake hold percent (not less than 51) in the

insurance companies and the provision for GIC and the insurance companies to raise capital to increase

their business in rural and social sectors.

• Cabinet had also decided to increase the authorised share capital of NICL to Rs 7,500 crore and that of

UIICL and OICL to Rs 5,000 crore each.

Ports ministry sets up panel to firm up plan to start Karaikal-Kankesanthurai ferry service

• The Ministry of Ports, Shipping and Waterways(MoPSW) has set up a committee to define a

comprehensive plan to start the ferry service

• The Karaikal-Kankesanthurai Ferry Service is a component of the Sagarmala Programme of the MoPSW

aimed to promote coastal shipping.

• The government of Puducherry (Union Territory), has been directed to get the required clearances from

the Ministry of Home Affairs and other relevant government organisations.

• King Lear Limited has submitted a proposal to start a ferry service between Karaikal port to KKS.

• To increase the renewable energy share in JSW Energy’s portfolio from the current 30 percent to 85

SIDBI-TransUnion Cibil MSME Pulse Report

• As per the report of SIDBI and Transunion-Cibil, MSME Pulse, the value of new loans disbursed to the MSME sector in FY21 (COVID-19 period) was Rs.9.5 lakh crore, 40% higher than Rs.6.8 lakh crore in FY20

• The credit demand was dropped by 76 percent (due to the 1st wave of COVID-19) and later recovered by ECLGS to 32 percent over pre-COVID-19 levels in March 2021.

• India’s total on-balance sheet commercial lending exposure in March 2021 stood at Rs 74.36 lakh crores with a YOY (Year-on-Year) growth rate of 0.6 percent in which, the MSME sector’s credit exposure was about Rs 20.21 lakh crores with 6.6 percent YOY growth rate.

• NPA (Non-Performing Assets) rates of MSMEs in March 2021 was controlled at 12.5 percent compared with 12.6 percent in March 2020.

Unclaimed deposits of Scheduled Commercial Banks was Rs. 24,356 crore, as on July 31, 2020.

• In accordance with the information provided by the Reserve Bank of India , the total amount of unclaimed deposits of Scheduled Commercial Banks was Rs. 24,356 crore, as on July 31, 2020.

• Unclaimed deposits have increased by Rs. 5,977 crore in the year 2020, as compared to the year 2019.
