GORDON WATKINS’ TALK ON CURRENT BUSINESS AMERICAN STANDARD OF WAGES AND H O U R S IS ADVOCATED BY MERCHANTS’ GROUP IN HONOLULU SESSION Speaking on the title “The Current Economic Situation,” Dr. ciordon S. Watkins, visiting professor of economics at the University of Hawaii Summer Session from the Univer- sity of California, Los Angeles, addressed the delegates as- sembled at the Honolulu YMBA halls from all over the ter- ritory last Saturday morning. Dr. Watkins said that optimism rather than pessimism should characterize the American busi- ness community today^ and despite extra-ordinary expenditures on the part of the government mainly for defense, <‘the current economic si- tuation in the United States ap- peared to be very much confused and disconcerted.” “Optimism rather than pessimi- sm should characterize the Ameri- can business community. Extra-or - dinary public expenditures for de- fense, the increase in consumer purchasing power due to wide- spread re-employment of a more friendly governmental attitude to- wards industry and business, are among the many reasons why con- fidence, certainty, and enthusiasm should prevail,” Dr. Watkins de- clared. Economic Uncertainty Felt Despite these encouraging signs. Dr. Watkins said: “The current economic situation is characteriz- ed by considerable fear and uncer- tainty. This mental condition is reflected in cautious buying by wholesalers, jobbers, and retailers, in the seemingly indifferent buying of consumers^ and in the lack of enthusiastic interest in the securi- ties market. “The reasons for these elements of fear and uncertainty are num- erous,” Dr. Watkins stated. “The principal factor is a military one. It is impossible yet to formulate any authentic and definite opinion concerning the resuits of the new phase of the war, namely, the Russ-German conflict. Quick suc - cess for Germany would necessa- rily have a disouraging influence upon American and British public opinion. On the other hand, if Russia displays a capacity to re- sist the eGrman invasion, the hope of a successful persecution of the war by Great Britain and her Al- lies will be greatly increased. The pulse of American business is ex- tremely sensitive to the war news. “Other reasons for uncertainty are found in the projected increase of the general tax burden, the ex- traordinary accumulation of pub- lic indebtedness, governmental pri- ce control, and the acute crisis in labor relations, the California eco- nomist added. Dr. Watkins declared that throu- gh all this matze of beclouding ob- structions to prosperous industry and business, American business- men have great difficulty in seeing clearly. American Standard Advocated A committee report was sub- mitted immediately following Dr. Watkins’ talk on the question oi wages and hours^ with the recom- mendation that Japanese merch- ants throughout the territory make every effort to comply with the American standard as soon as possible. Discussions followed on credit buying and selling and the mat- ter of Sunday closing. Teramoto, head of the Hilo Hon- gwanji Betsuin and principal of the Hilo Hongwanji Gakuen the past 9 1-2 years, and Mrs. Tera - moto by countless Big Island friends yesterday afternoon at the wharf. The Rev. and Mrs. Teramoto will be located in Tokyo, Japan, where Rev. Teramoto was promoted to a new post. The unselfish efforts taken by the Rev. Teramoto in promoting harmonious relations among all people w ill be missed by the local people. The farewell service of Rev. Te- ramoto was given at 8 a. m. yes- terday at the Hilo Hongwanji Be- tsuin. Rev. Zenyu Aoki of Vancouver who is expected here on the 8th or 9th of August will be incum- bent at the Hilo Betsuin. ANGLO- RED- CHINESE PACT IN SIGHT, PRESS CLAIMS TOKYO, July 13— The Hochi in an editorial today warned the na- tion against the possibility of an Anglo-Chinese-Soviet military al- liance .stressing the necessity of Japan’s taking every possible pre- caution and making preparations to meet the threat arising out of such an alliance against Japan in the near future. The metropolitan newspapers today pointed to British activities in British Malaya and along the frontiers of Thailand where large troops are being centered with hundreds of the latest type of air- planes^ with construction of air- bases being rushed in both Burma and Malaya. The Nichi-nichi and Kokumin in editorials warned that Japan was facing one of the most critical pe- riods in her national existence, ad- vocating the necessity of preparing against any emergency arising out of further developments in the Russ-German hostilities. US ENGINEERS REACH CHIANG HEADQUARTER BURMA ROUTE INSPECTION WILL COMMENCE IMMEDIATELY HONGKONG, July 13 — Three American engineers, including Daniel G. Arnstein, Marco H. Heil- man and Harold Davis, arrived in Chungking yesterday morning by plane from Hongkong, according to report received from Chung- king. It was understood the three Ame- ricans, who are experts on trans- portation problems, w ill be ap- pointe avisers to Chiang’s regime | for the reconstruction and im - provement of the Burma route. Upon arrival, the engineers im- mediately conferred with Dr. John Baker, chairman of the Burma Route Construction Committee of the Chungking regime^ and are expected to proceed on July 15th to Kunming, capital of Yunnan province, to participate in road- building activities, the same report added. Leningrrad And Smolensk, Important Russ Cities, Are Threatened As German Forces Keep .Up Swift March BERLIN, July 12—The German juggernaut was within 1125 miles from the one-time capital of Leningrad on the nor- : them front and had knifed into Russian territory some 335 miles on the central battlefront, according to a communique I issued by Chancellor Adolf Hitler’s headquarters. The Nazi high command communique added that at many strategic points, the Gernians had succeeded in break- ing through the Stalin Line to a point approximately 40 miles, beyond Ostrov in the direction of Leningrad in the north and: within 30 miles from the important communication center of Smolensk located only about 250 miles in a straight line from the Russ capital of Moscow. ^ In their push on the southern sector, the Nazis had suc- ceeded in driving Soviet defenders back along the Dniester River banks and were continuing their drive toward the im- portant Russ headquarters in the city of Kiev. Along the northern sector, German infantrymen had advanced approximately 690 kilometers in the last 16 days, the communique added, despite strong resistance on the part of the Russ defense which had burned villages in its retreat. The official DNB agency added that along the entire frontier, German luftwaffes were active, nearly 200 Soviet planes having been destroyed either on the ground or in the air by German airraids and anti-aircraft guns in one day’s, fighting. Lozovsky declared at a press conference that the British-Soviet agreement is a document of historical importance which completely changes the inter- national situation. He said: “The German vassal states will encounter a real pow- erful coalition of freedom-loving people,” as two great powers are pledged to aid each other in the struggle against Germany, with America— the greatest industrial country in the world— on the Brit- ish side. ^ He stressed that Germans be- lieved Russia would not make a common cause with Great Britain against Germany even in case of German attack, but the “calcula- tion has been smashed and now Health Board Reports During the past week the board of health reported seven cases of communicable diseases. Farm Produce To Get State Inspection TOKYO, July 14— As the first step toward introduction of com- plete state control over inspection of agricultural products, the gov- ernment decided to start the in- spection of rice crops from the coming fall. At present inspection by prefec- tural governments is exercised ov- er fifty kinds of agricultural food- stuffs. State inspection of wheat and barley is scheduled to start next year.

BERLIN, July 12—The German juggernaut was within 1125 miles from the one-time capital of Leningrad on the nor- : them front and had knifed into Russian territory some 335 miles on the central battlefront, according to a communique

I issued by Chancellor Adolf Hitler’s headquarters.

The Nazi high command communique added that a t many strategic points, the Gernians had succeeded in break­ing through the Stalin Line to a point approximately 40 miles, beyond Ostrov in the direction of Leningrad in the north and: within 30 miles from the important communication center of Smolensk located only about 250 miles in a straight line from the Russ capital of Moscow. ^

In their push on the southern sector, the Nazis had suc­ceeded in driving Soviet defenders back along the Dniester River banks and were continuing their drive toward the im­portant Russ headquarters in the city of Kiev.

Along the northern sector, German infantrymen had advanced approximately 690 kilometers in the last 16 days, the communique added, despite strong resistance on the part of the Russ defense which had burned villages in its retreat.

The official DNB agency added that along the entire frontier, German luftwaffes were active, nearly 200 Soviet planes having been destroyed either on the ground or in the air by German airraids and anti-aircraft guns in one day’s, fighting.

Ja n e t learns th a t, ju st before her death, she secretly arranged to have a p lace card made for Danny for a d inner she planned. Rodm an, try in g to find out w hat Ja n e t knows about the police theories, brings up the su b ject of the d in­ner, cryptically m entions a good- luck charm D anny had carried on his disastrous flight, then a b ­ruptly leaves.

and include com m issions, fees, w ages, salaries, bonuses and every and all other kinds of com pensa­tion paid for or attributable to per­sonal services performed w ithin the territory received by an indi­vidual, which services have been performed by such person as an em ployee under the direction and ' control of the employer, amd shall ; also include, w ithout lim itation of the foregoing definition, all fees, I com m issions, bonuses, and all oth- ’ er kinds of compensation, paid to , trustees or directors of trusts, un- ! incorporated associations, or cor- porations or to executors, adm in­istrators, receivers, m asters, com ­m issioners, and the like, for their services as such where such com­pensation is not included in the m easure of a tax payable by such person under the general excise tax law.

d) ‘D ividends’ m eans any d istri­bution, w hether in m oney or in other property, made by a corpo­ration, national banking associa­tion, insurance company, associa­tion ,or joint stock company, to its shareholders or holders of an in ­terest therein on account of ow n­ership of such shares or interest.

(e) ‘Local com pany’ shall mean and include every corporation, na­tional company organized in or un­der the law s of the territory.

(f) ‘Foreign com pany’ shall m ean and include every corpora­tion, national bamking association,

insurance company, association or joint stock company organized in or under the law s of any jurisdic­tion other than the territory.

g) ‘D epartm ent’ shall mean the departm ent of public w elfare of the territory.

(h) ‘Commissioner’ shall mean and include the tax comm issioner of the territory and any duly ap­pointed subordinate of his depart­m ent duly authorized by him to perform any of the duties and functions im posed upon him by this chapter,

(i) ‘Collector’ shall include the tax com m issioner and any tax col­lector of the territory.

(j) ‘M onth’ shall m ean calendar month.

(k) References to ‘chapter 65’, or to any section o f said chapter, shall be deemed to mean said chap­ter or section as the sam e exists, or m ay be amended from tim e to tim e in the future.

(1) Compensation shall be deem­ed to have been paid ‘for the relief of unem ploym ent’, w ithin the m eaning of section 3 (b) of this chapter, only when paid to em ­ployees w hose need of em ploy­ment, or of some form o f public assistance, has been determined by federal, territorial or county au^ thorities, where it shall appear that the paym ent of such com ­pensation is a form of public a s­sistance for the relief of need, and that the am ount of such com pen­sation is based upon the needs of the persons assisted and not upon the prevailing rate of com pensa­tion for the work done.

Sec. 2. Short title of chapter. This chapter m ay he cited as the ‘Public W elfare Tax Law .’

Sec. 3. Tax exem ptions.(a) There shall be assessed, lev­

ied, collected and paid for each (irlonth a tax of five-tenths of one per cent (or such other rate as shall be fixed pursuant to this chapter) upon the amount of all compensation, not exempted under subsection (b) or (c) hereof, re­ceived by every person, during all or any part of such month.

(b) A ny such compensation (1) paid out of fund© appropriated by, or furnished, pursuant to the pro­visions of any statute of the ter­ritory or of the U nited States ot America, solely for the relief of unemployment, or (2) paid out of any fund created by this chapter or by chapter 250A-1 in the form of public assistance or com pensa­tion paid by the departm ent of public w elfare to blind persons and other persons for work per­formed in their homes or in w ork­shops, or (3) paid to em ployees of the territory employed in the County of Kalawao, shall be ex ­em pt from the tax imposed by this section.

(c) Compensation received from the U nited S ta tes by m em bers of the U nited S tates Army, N avy, or Marine Corps, who are in federal service on active duty w ith such army, navy or marine corps, or by members of the U nited States Coast Guard on active service, shall likew ise be exempt.

Sec. 4 Em ployer to withhold and pay tax on compensation. Any em ployer m aking paym ents to an employee of compensation shall deduct and withhold therefrom the am ount of the tax imposed by this chapter in reference to such com ­pensation and shall pay the a- mount so withheld for each month without w ithin tw enty days after the close of such month to the collector of the taxation division in w hich the em ployer has his principal place of business, or to the com m issioner at Honolulu if the em ployer has no place o f busi-

‘ness in the territory. A ny em ploy­er who violates any of the provis­ions of this section shall be gu il­ty of a misdem eanor and shall a l­so be liable to pay to the territory the am ount w hich he should have so w ithheld from the employee; provided that the employer m ay recover from such employee any am ount which he has been requir­ed to pay and has paid to the ter­ritory out of such em ployer’s own funds under this provision.

Sec. 5. Em ployer to file return covering tax on compensation. The em ployer shall, on or before the 20th day of each month, m ake a full, true and correct return show ­

Sec. 6. Taxes w ithheld by em ­ployer held in trust. A ll taxes withheld by any employer under section 4 of this chapter shall be held in trust by him for the ter­ritory and for the paym ent of the sam e to the collector in the m an­ner and at the tim es required by this chapter.

Sec. 7— No cause of action a g ­ainst employer for w ithholding. No employee shall have any right of action against his eipiployer in respect of any m oneys deducted from such em ployer in respect of any m oneys deducted from such em ployee’s com pensation in com ­pliance or intended compliance with this chapter.

It was announced last week through Director Doro Ta­keda of the Hilo Recreation Committee that entries are being received now for the ever-popular HRC summer fun basket­ball leagues which are expected to start on or after July 21.

Five divisions will be conducted again, if interest war­rants, and will include the 12 year, 14 year and 16 year divi­sions to be played during tlm day; and the class B and class A sections for night playing.

The age-division leagues' are for boys 12 years and under, 14 years and under, and 16 years and under, resp ectively fo r those who have not had h igher league experience; except th a t the 16 y ear section perm its one person of interm ed iate or higher H RC league experience on the floor.

In the class B league, a ll high school and senior experience p lay­ers are barred,^ w hile the class A division perm its tw o such players on the floor a t any one tim e, a l­though team s m ay have m ore than tw o experienced p layers on th e ir roster.
