WBSETCL Circular No. I f:, /2016 A Memorandum of Understanding (MOU) was executed on 20.11.2007 between West Bengal State Electricity Distribution Company Ltd. (WBSEDCL), West Bengal State Electricity Tran~mission Company Ltd. (WBSETCL) and United Bank of India (UBI) for the purpose of sanction of HBL through Tie-up arrangement for the employees of both the companies and its validity has been extended upto 20.11.2017 vide Circular No-02/2013 dated 04.03.2013 of the General Manager (HR&A), WBSEDCL. Hitherto the applications for sanction of HBL through tie-up arrangement i.r.o. the employees of WBSETCL are being dealt with from HBL Department of WBSEDCL. It has been decided that Tie-up loan. arrangement i.r.o. the Employees under WBSETCL shall be processed from Corporate HR&A Department, WBSETCL instead of HBL Department, WBSEDCL. Some broad-features of the tie-up arrangement are given below: 1. 6. Maximum recovery I Loan period:a) For Fixed Interest categoryb) For Floating Interest category

7. Second Charge Mortgage:

Second Charge Mortgage is also allowed for those having their properties under First ChargeMortgage with WBSEDCL (formerly WBSEB) on compliance of the necessary formalitiesprescribed by the bank. No legal fee will be charged for those purposes by the bank.

8. Property Insurance:

The concerned loanee will have to bear the cost of premium for mandatory property insuranceagainst fire, earth quake, natural calamity etc.

9. Life Insurance coverage under SBI Life:

Single Premium Life Insurance with SBI Life was mandatory for each tie up loan. This premiumwas borne by WBSEDCL I WBSETCL as the case may be. However, as per Circular No.RBDIUHL/39/0M-736/2009-10 dated 26.02.2010 of the General Manager [Marketing & NewInitiative] of United Bank of India, Life Insurance for borrower-employees were waived andinstead the Company undertook the provisions as mentioned below:-

a) To pay-off outstanding loan liability of employee in case of hislher death or permanentdisability .

b) In case of ResignationN oluntary retirement, employee will not be released withoutclearance certificate from the Bank.

10. Procedural Details:

a) Employees intending to take housing loans under the tie-up arrangement scheme shouldapply in duly filled in Annexure -A along with Annexure- C2 in duplicate and other. ~, ~relevant papers to the concerned local branch of UBI from where he/she wishes to avail the

b) After receiving: the application form and all other relevant papers, the bank should arrangefor a preliminary interview with applicant and scrutinize all papers submitted by the latter toascertain whether they are in order. Being satisfied with the proposal, local branch willcomplete processing sheet (Annexure-A1) to assess a) Projects cost & eligible quantum ofloan b) Repayment period c) EM! etc.

c) On the basis of processing sheet, the local branch will issue provisional sanction letter(Annexure-A2) & hand over one copy to the applicant. At the same time, the local branchwill send one set of the application along with a copy of the provisional sanction letter(Annexute-A2) to the Controlling Officer of the applicant employee enclosing them to aforwarding letter (Annexure -A3) for verification and necessary action at their end.

The' controlling o.ffJse~also receives from ~the applicant the information 'on previous HBL inAnnexure -D1 and declarations from the nominee of the applicant regarding recovery ofloan in case of premature death of the applicant lemployee in Annexure - D3.

e) On receipt of application form the applicant and the documents from the Bank, theconcerned Controlling Office will verify the information furnishe? in loan application as perrecord available at his/her end and vet the application on the face of application. Afternecessary verification and vetting, the controlling officer forwards the case file along withduly filled and signed Annexure-D2 and the documents mentioned at 10.(c) and 10.(d) aboveto the General Manger (RR & A), WBSETCL.

f) After receiving th,e application form, Corp, HR&A Department, WBSETCL will verify thebonafide status of the applicant-employee and recommend / vet on the application forsanction of loan, On completion of the above formalities, the Corp. HR&A Department ofWBSETCL will send the vetted application along with Annexure-B, C I and C2 to theoriginating branch of UBI I

g) After receiving the vetted application form from the Corporate HR&A Department,WBSETCL, the bank will conduct a pre-sanction inspection to obtain a search andmarketability report of the property, as per norms of the Bank and fees will be borne byapplicant. After this the Bank sanction the loan by issuing sanction letter (Annexure-AS) tothe employee under the Discretionary Power of Branch Manager / Regional Office.

h) After 1st disbursement of loan, the financing branch shall inform in (Annexure-A6) to DDOabout sanction & disbursement of loan for repayment. The DDO will arrange to deduct EMIfrom the monthly salary bill of all employee borrowers and the concerned DDO will preparea broad sheet in (Annexure-E).

i) After completion of the process a loanee employee will have to open a SB or CD AlC withthe loan creating branch of UBI with zero balance by self -introduction.

j) All the related forms, that has been mentioned above, shall be available at the Corp. HR&ADepartment, WBSETCL and the same can be download~d from Company's website as well.

Recovery of loan and remittance to bank: '

All DDOs of WBSETCL will recover EM! (Equated Monthly Installments), amount as would beworked out and communicated by the bank, from the salary bills of concerned loanee employees everymonth and send to the concerned District Link Branches of United bank of India after loans are sanctionedand disbursed to the concerned loanee. Remittance ofEMI by deducting from loanee's salary bills must be

,_effected from the first salary after drawal of loans. The concerned DDO will prepare a broad sheet (as perbank format) indicating name, designation, employeeno, name of Financing Branch, Loan AlC no, E¥.I sto'tagged Link Branch bycheque byI 6th 'working day of th~ subsequent month. Annual remi~cestatement muSt be'sent to the Cbrporafe"'HR&A'Departnient, 'WBSETCr.7, Vidyut Bhavan witHout fa1l7inevery correspondence pertaining to a Tie-up loan, the relevant File No must have to be referred to. In theevent a loanee employee 'is transferred to' an establishment under other accounting unit that must be'promptly intimated to the concerned branch of UBI with advice to the head of the accounting unit underwhich the concerned loanee employee would join on transfer, so as to facilitate the continuity of remittanceas usual by deducting from salary. Data/information contained in provisional and post sanction order byUBI relating to a Tie-up loan must be very carefully checked. Any discrepancy/error on that count, ifdetected, may forthwith be taken up with the concerned UBI Branch under intimation to HBL Deptt.

It is further enjoined upon all concern that details of every housing loan under the Tie-Uparrangement e.g loan amount, EM! and repayment period must be incorporated in the service book orservice record, as the case may be, of the concerned employee remittance/recovery status may also beincorporated in service book positively at the time of concerned employees' transfer/retirement/resignationetc. This information may-also be reflected' in the LPC.ofa loanee employee. '

. All controlling officers ~nd DDOs ofWBSETCL may ensure strict compliance of the whole rangeof directives contained in this circular.
