What are backup lift station pumps?

They are permanently mounted, independently-powered pumps that are connected to the lift station and ready to handle the flows should a problem arise with the electric-driven pumps .

Sized for anticipated duty points of the station.

Types of Duplex Lift Stations

• Electric submersible pumps

• Electric motor driven surface mounted pumps

• Mounting configuration of either Wet Pit or Dry Pit

• Primary and Secondary Pumps

Page 9: W08 permanent backup lift station pumps-perry

Pumps installed in parallel with one pump serving as the primary (lead) and the other serving as a backup (lag).

There is a built-in backup in the event that one of the pumps becomes inoperable or if the flows increase beyond the capability of the single pump.

What happens when:• the lift station loses

power?• the lift station equipment

malfunctions?• the lift station pumps are

serviced or repaired?• the flows exceed the lift

station’s capacity?

What type of backup plan do you have in place?

Federal, State Governments File Million Dollar Lawsuit Against Maui County for Sewage Spills

• The EPA, USA DOJ and the Hawaii Department of Health filed a complaint against the County of Maui for violations of federal and state pollution laws.

• The complaint was filed to stop repeated spills of sewage from the county's wastewater system into public streets and waterways – more than 330 reported spills since 1992.

• The violations are subject to a fine of $3,200 per violation.

• The Justice Department contends that the County is violating federal and state water pollution laws by “failing to adopt adequate measures to reduce spills”.

Burlingame Faces Suit Over Raw Sewage SpillsOctober 23, 2007

• San Francisco-based environmental group Baykeeper intends to sue the City of Burlingame for what it claims is illegal, raw sewage flowing into streets, backyards, businesses and the Bay.

• Baykeeper intends to file the suit over 250 sewer system overflows between 2002 and 2007.

• Baykeeper focused on Burlingame after learning of a number of sewage spills reported to the Bay Area Regional Water Quality Control Board, which is tasked with regulating local water agencies on behalf of the EPA.

• In 2006, the Bay Area Regional Water Quality Control Board fined San Francisco a record $516,000 for spilling raw sewage into the Bay 146 times since 2003.

LA Faces Fines for Sewer Spills

• U.S. District Judge Ronald S.W. Lew found the City of Los Angeles liable for 297 sewage spills over the course of a year and orders the City to pay up to $8 million in fines.

• Fines up to $27,500 per spill may continue to mount with every violation of the Federal Clean Water Act.

• The EPA has brought similar suits against Atlanta, Miami, New Orleans and Baltimore. San Diego, under an administrative order from the EPA, recently increased residential sewer fees to pay for upgrades to reduce a pattern of spills similar to those in Los Angeles.

STANDBY PUMPVS

STANDBY GENERATOR

Backup Lift Station Pumps

Page 16: W08 permanent backup lift station pumps-perry

Provides backup power to the lift station in the event of power failure.

Standby Generator

Backup Lift Station Pumps

Page 17: W08 permanent backup lift station pumps-perry

• Works together with the generator as part of the emergency power backup system.

• Monitors power supply and senses when utility power is interrupted.

• When the utility power fails:– automatically starts the engine and

transfers the load to the generator once the generator has reached full power.

– Continues to monitor utility power and when it is restored, automatically switches the load from the generator back to the utility.

Backup Lift Station Pumps

Automatic Transfer Switch

Page 18: W08 permanent backup lift station pumps-perry

• Fully automatic system – will automatically start in response to a power failure

• Reliable – provides continuous power to the lift station

• Can power other items in addition to lift station pumps during power outage

• Does not require additional hoses/piping or connection to forcemain

• User friendly – can provide notification that backup generator is running

Standby Generator Advantages

Backup Lift Station Pumps

Page 19: W08 permanent backup lift station pumps-perry

• Expensive and requires an automatic transfer switch for automatic operation

• Generator must be oversized to handle lift station pump’s starting amps

• Double efficiency loss – pump and generator efficiency losses

• Requires an electrician to install

• Generator continues to run when electric lift station pumps are not running

Standby Generator Disadvantages

Backup Lift Station Pumps

Page 20: W08 permanent backup lift station pumps-perry

• Only provides backup power to pumps and does not protect against clogged, worn or inoperable pumps

• Does not provide protection during servicing and repairs of lift station pumps

• Power switching systems are vulnerable to damage during storms

• Fixed speed operation only

Standby Generator Disadvantages

Backup Lift Station Pumps

Standby Pumps

Page 23: W08 permanent backup lift station pumps-perry

• Fully automatic system – diesel driven pumps will start/stop automatically in response to liquid level in wetwell

• Fuel efficient – diesel driven pumps will only run when the fluid needs to be pumped vs. a generator will run the entire time the power is out.

• Fully independent system – diesel driven pumps do not rely on lift station pumps and/or ancillary lift station equipment

• Lower acquisition cost – generators require larger more expensive diesel engines than comparable diesel driven pumps due to the high starting amps required by electric motors

Backup Lift Station Pumps

Standby Pump Advantages

Page 24: W08 permanent backup lift station pumps-perry

• Increased reliability – provides complete backup pumping not just backup power

• Versatile – can utilize diesel backup pumps when maintenance is required to lift station pumps or to supplement lift station pumps if needed

• Less complicated – no need for complicated transfer switches that can become damaged from power spikes or storms and no electrician required to install

• Increased efficiency – efficiency losses for the standby pump only and not the lift station pumps and generator

Standby Pump Advantages

Backup Lift Station Pumps

Page 25: W08 permanent backup lift station pumps-perry

• Increased flexibility – can size diesel backup pump to handle larger flows

• Smaller footprint – takes up less space at the lift station than a generator

• Economic – can vary pump speed to match exact flows

• User friendly – can provide notification that backup pump is running – can even measure depth of liquid in wet well and adjust engine speed accordingly

Backup Lift Station Pumps

Standby Pump Advantages

Page 26: W08 permanent backup lift station pumps-perry

• Requires additional piping and valves to wetwell and forcemain (Unless EPC –Emergency Pump Out Connection has been previously installed).

• Depth of wetwell must be considered in design of standby pump system as suction lift affects its pumping capacity.

Standby Pump Disadvantages

Power Outage to Lift Station Causes Sewage Backup in Residents’ Homes

• At least four homes experienced a sewage backup when the Dickinson Road lift station lost power.

• The problem was traced back to a transformer that had blown and the 240-volt line feeding the pumps had been interrupted.

• The 110-volt line feeding the control panel was still in service, though.

• The automatic dialer alarm system did not activate with the interruption of power because the control panel remained in service and the system consequently did not recognize the failure of the pumps.

Utility Company Uses Backup Pumps for Lift Stations During Hurricanes

• Regional Utilities, a regional provider of water and sewer services to Walton County, Florida operates 125 lift stations serving several hundred thousand residents.

• In 2000, the utility company was hit hard by the series of Hurricanes that struck the gulf coast causing widespread power outages and heavy damage to the company’s lift stations.

• Lightning strikes and damage to generator control panels prevented backup generators from operating. Regional Utilities decided to replace the generators with backup pumps.

• In 2004, the gulf coast was once again struck by a series of Hurricanes and this time, all of their backup pumps were there to keep the flow of sewage moving during the power outages resulting in zero spills.
