LONDON - Linkin Park have achievedthat rare feat for a US act. They'vetopped the album charts in both theirhome territory and in Europe. Thisweek sees the band's new set, Meteora(Warner Bros.), at number one on boththe Billboard 200 and on M&M's Euro-pean Top 100 Albums chart.

The British Music Forum's campaign to preserve musicdiversity on local commercial radio in the UK (see story,front page) is laudable in its aims. And what the Forumis talking about is not merely the availability of differentspecialist music formats (such as jazz or country), but agenuine variation between the music output of main-stream stations from city to city, so that-for example-the music output of virtually every commercial CHR sta-tion up and down the UK is not just picked by two orthree group programmers. Since no two radio program-mers ever think totally alike (or see exactly the samecall -out research!), the more plural a radio environmentis, the more chances there are of a song making a playliston some station, somewhere.

However, the problem the Forum has (and seemsunable to resolve) is how to translate its call for musicdiversity in a consolidated radio market into anythingthat is remotely practical. Beyond getting vague promis-es from local radio stations to air music from their region,there are only two ways that spring to mind throughwhich one could actually legislate for this-either by

requiring stations to meet formal percentage quotas ofmusic from their region, or by insisting that all musicplaylists have to be compiled locally by a programmerphysically based at each local station. Apart from unac-ceptably restricting programmers' freedom, the formerwould be almost impossible to define-would "localmusic", for example, only constitute music that is madeby musicians actually resident in the station transmis-sion area? As to the other possibility, how could one pre-vent a number of local stations all belonging to the samegroup all mysteriously coming up with the same playlisteach week, even though a local head of music may tech-nically exist at each station?

Ultimately, it's only the market that can regulate thesetype of matters, once the nature of the ownership regimehas been established. And it's interesting to note thatwhile the groups which have introduced highly -centralisedplaylists to their local mainstream sta-tions may have benefited throughbeing able to construct consistentbrands, they have certainly not bene-fited in audience terms. In fact, somehave discovered that one size does notnecessarily fit all, and there are subtlebut sometimes critical differences inregional music tastes and betweenmetropolitan and rural areas.

Jobs go in Zomba integrationLONDON - Following last weeks'announcement that it had returned toprofit, BMG Entertainment is nowgearing up for the potentially painfulprocess of folding its (now fully -owned) Zomba operation into thecompany.

Inevitably, staff levels will bereduced, although a New York -basedBMG spokesman refused to commenton reports of "several hundred" peo-ple being laid off. However, it isunderstood that the bulk of redun-dancies will come from a worldwiderationalisation of Zomba offices andthe integration of back -offices atZomba's and BMG's music publishingcompanies.

According to a BMG statementissued as its parent company, Bertels-mann, announced its 2002 results twoweeks ago, consolidation of functionsthroughout offices in 18 territoriesworldwide, excluding the US and UK,will "unfortunately result in the elim-ination of some positions at both

Zomba and BMG".Most key managers will stay,

his capacity as head of Jive Interna-tional, now reports to Jive recordspresident Barry Weiss (pictured), asdoes Zomba UK MD Steve Jenkins.Weiss said in a statement: "I am

pleased that Zomba/Jive will continuein the spirit in which it was formedand our core Jive Records team hasremained intact. There has been no news to dateconcerning the fate of Zomba's recordlabel operations throughout continen-tal Europe. Zomba's distributorsWindsong in the UK and Rough Tradein Germany and Benelux are likely toremain, while a decision has yet to bemade regarding the overall distribu-tion operation.

But cutbacks at some of Zomba'sother international affiliates havealready got underway, with the entireZomba Records Australia staff of 13,including MD Paul Paoliello, losingtheir jobs. Three were offered jobswithin BMG Australia.

ZTV accused of withholding royaltiesby Kyrre Dahl

OsLo - Norwegian TV channel ZTVhas become embroiled in a row withlocal artists after being accused of notpaying royalties to Norway's rights'body, TONO.

Targeted at a young audience, ZTVbroadcasts several hours of musicvideos daily and has become animportant outlet for new Norwegianartists, with around 35% of all videosaired coming from local acts. Itargues that since its headquartersare in London and all programmesare broadcast from UK-despite com-mercials and programmes alike beingtargeted at Norwegians in their ownlanguage-fees do not have to be paidto TONO.

TONO rejects ZTV's line. "We can'tunderstand why ZTV is not willing topay for the music they use in theirprogrammes like other TV and radiostations," says Geir Gaarder, seniorconsultant at TONO. "ZTV's manage-ment says that they will not pay usanything because they are not a Nor-wegian company, but they don't havean agreement with PRS, our UK sis-ter organisation, either."

Gaarder doesn't know how muchmoney the authors and composers arelosing, but believes it might run intoseveral hundred thousand euros, andhe adds that TONO is now consider-ing a lawsuit against ZTV. In 1999ZTV's sister channel TV3 lost a simi-lar lawsuit in court, and TV3 had topay NOK 25.3 million (euros 3 mil-

lion) in royalties to TONO."ZTV is not refusing to pay royal-

ties," said ZTV MD Hein Espen Hat-testad in an open letter sent to theNorwegian press. "We are doingeverything we can to make sure thatthe artists are paid for our use oftheir music videos." Hattestad stress-es that Viasat, which ZTV is a part of,is broadcasting from the UK to sever-al European countries, and that anyroyalties to composers will have to bepaid to PRS. "Norwegian composerswill receive their royalties throughPRS," he said.

"We have an agreement with theNorwegian IFPI about the right to airmusic videos," Hattestad added. Heconfirmed that ZTV has no currentagreement with PRS.

Vloram slashes staff numbersby Marc Maes

BRUSSELS - The toughFlemish radio environmenthas prompted the Vloramradio group to lay off halfits staff.

Vloram, which is ownedby media group VlaamseUitgevers Maatschappij(VUM), owns commercialstations RadioAntigoon/Antwerp, RadioGo/Ghent and StadsradioLeuven/Louvain.

The three stationsemploy 13 full-time radio -staffers and an undisclosednumber of freelance presen-ters. Six of the fulltimerswill go, including RadioAntigoon's veteran presen-ter Guy van Antwerpen andformer Family Radio hostMarc D'Hollander.

"There're a number ofreasons for this drasticdecision," explains DavidDaggelinckx (pictured),

director of radio at Vloram."But the main reason is theuncertainty about the new[Belgian] frequency -plan.The plan was promised forthe beginning of Septem-ber, but it will take sixmonths to finalise thepreparations and to issuethe necessary executive

documents. We're into Aprilnow, and nothing's hap-pened, and we think Sep-tember 1 is no longer a real-istic deadline. Our patiencehas run out."

Daggelinckx adds the sta-tions' poor signal, based onthe 1996 frequency arrange-ments, hasn't helped. "In

Antwerp, Radio Antigoon'ssignal is a bicycle lantern(25W), and this is a majorurban area. I cannot blameVUM if they don't want toinvest any longer."

As Vloram's key station,Radio Antigoon has histori-cally been Flanders' leadingcommercial station, butDaggelinckx admits that itspopularity has been declin-ing lately. The recently -published CIM audiencefigures added to Antigoon'swoes, with Gold -formattedRadio Minerva/Antwerptopping the Flemish com-mercial radio ratings."Numbers are tools-notrules," commentsDaggelinckx, "but the dif-ference between the newCIM figures and the [previ-ous] RadioScan figures[which put Antigoon atnumber one for manyyears] is there for every-body to see."

Paul McCartney launchedthe European leg of hisworldwide tour on March25 in Paris at the PalaisOmnisports de Bercy. Thetour coincides with therelease of his live albumBack In The World (Capi-tol), which entered M&M'sEuropean Top 100 Albumschart last week at seven,and the Back In The USDVD which documentsMcCartney's concerts inNorth America last year.The European tourincludes France, Spain,Italy, Britain, Belgium,Germany, Russia, Hun-gary, Austria, the Nether-lands and Ireland. VIVA turns in a profit after disposalby Michael Lawton

COLOGNE - VIVA, the Ger-man music TV group, suc-ceeded in turning an EBIT-DA loss of 13.5 millioneuros in 2001 into a profitof euros 30 million in 2002.

The turnaround waslargely due to the sale ofhalf its loss -making secondGerman TV channel VIVAZwei to its major share-holder AOL Time Warnerfor euros 30 million. Theentertainment giant alsoupped its holding of votingshares in the VIVA groupfrom 30.8% to 46.1%. Pre-senting VIVA's results inFrankfurt, CEO DieterGorny said the new rela-tionship with a major play-er had given VIVA "a far

more visible profile".Gorny said the group is

in better financial shapenow, and following itstakeover of the TV produc-tion company Brainpool in2001, its reliance upon TVadvertising revenue hasdecreased. The German TVadvertising market hasbeen the main source of dis-appointment, with earn-ings down 7%. The TV oper-ations still made money,though, partly thanks tothe good performance ofVIVA's foreign activities.VIVA bought the profitableDutch music TV channelThe Box during 2002, andnow only VIVApolska! islosing money.

misation of internal andexternal structures", whichsaw loss -making divisionssold off, operations movedto one site and staff num-bers cut from 770 to 580.

Further changes areplanned. VIVA's loss -mak-ing artists' agency VIVAConnect is being closeddown, and VIVA has offi-cially confirmed it will takeover Popkomm, the compa-ny that puts on Germany'sannual music trade fairevent.

2002 saw new venturesin Lithuania and China."We want to expand fur-ther: Italy, France, Eng-land-if the market allows,we want to move into one ofthese countries this year,"said Gorny.

ON THE BEATRNE THREATENS SURVEY BOYCOTT

MADRID - Spanish public radio broadcaster RNE isconsidering quitting EGM, the only organisation inSpain that conducts national media surveys, accord-ing to the director general of parent corporationRTVE, Jose Antonio Sanchez. Sanchez questioned theusefulness of EGM audience surveys for public radioservices that do not carry advertising. Sony ring the changes, starting in EuropeIt's been an intense week for Sony MusicEntertainment, especially in Europe, where the headof its operations there, Paul Burger, unexpectedlyannounced he was leaving. Emmanuel Legrand andM&M correspondents analyse what this means forthe company going forward.

Sony Music Entertainment'sglobal restructuring pro-gramme, announced twoweeks ago by SME chair-man Andrew Lack and

which has so far resulted in thedeparture of Sony Music Europepresident Paul Burger (pictured), isseen by manage-ment as a vitaldownsizing stepin order to adaptto current mar-ket conditions.

The moves, an-nounced March28 in New York,will see around10% of the compa-ny's total work-force of 10,000depart, with some370 jobs at stakein the interna-tional division.

The Europeanpicture is current-ly unclear, butinitial reportssuggest that aside from Germanythere will be some "surgicalchanges", but no massive overhaul(see sidebar). Most of the restructur-ing is expected to take place in theUS. This might be new to the UScompany, but Sony's internationaloperations have been engaged in afull review of operating structuresfor some time. "This is an evolution-ary process," says a senior SonyMusic source, "in order to createmore efficiency, with the eliminationof duplication and layers"; one such"layer" being Burger and the posi-tion of European president.

A few weeks ago, BMG also tookout the role of Europe regional pres-ident. However, the similarity stopsthere because Sony Music Europe, itis believed, will continue to exist asan entity, as will the company's oper-ations in Asia and Latin Americaunder the responsibility of RichardDenekamp in Hong Kong and FrankWelzer in Miami, respectively.

What will change is the region'sreporting and structural organisa-tion. Sony Music International pres-ident Rick Dobbis, to whom Burgerwas reporting, is taking an expand-ed role, with much of his attentionfocused on Europe.

Sources at Sony say the removalof the position of European presi-dent is part of a process that beganalmost two years ago. "What peoplehave to see is that our Europeanoperations have been going throughan ongoing restructuring process for18 months," says a Sony MusicEurope source. Indeed, operations in

the Benelux territories, Scan-dinavia, Germany and Spain haveall been streamlined over the period,and these companies are now "fine-tuning" their structures. In mostEuropean territories, except France,the stand-alone label structure ofColumbia and Epic labels, has given

way to a new localand internationalrepertoire set up.

The future ofthe European op-erations under thenew regime is stilla work in pro-gress. New York -based Dobbis fliesto London onFriday April 4 fora week-long seriesof meetings withLondon -basedstaff and key SonyMusic Europeexecutives.

Most countrypresidents willnow report direct-

ly to Dobbis, while sources say hewill introduce a more collective man-agement of the European office,structured around a number ofsenior executives who will overseedifferent areas. Key names circulat-ing including senior VP of businessaffairs Sylvia Coleman, CFOJacques Campet and a yet -to -bedefined marketing coordinator. Inthis structure, Dobbis' role will be to"supervise and advise", according tosources.

It is understood that Sony MusicEurope's senior VP marketing JulieBorchard will relocate to the US andtake a position within Don Ienner'snew management team. CurrentlyColumbia Group chairman, Ienneris himself expected to become headof Sony Music's US operations, over-seeing both Columbia and Epic.

The changes at Sony follow theappointment in January of AndrewLack to replace outgoing chairmanTommy Mottola, who ruled the com-pany for a record 14 years. "Sony hadnot changed for many, many years,"says one European company execu-tive, who asked to remain anony-mous. "One of Sony's strengths hasbeen management stability, and itcertainly played a part in the compa-ny's success, but there comes a timewhen stability becomes a liability andturns into complacency.

"The Mottola system worked andworked well within certain marketparameters. But once it was out ofsync with market and business real-ity, it did not deliver the way it did.That's why change was needed."

What now for Sony in Europe?GERMANYSony Music Germany has axed several senior posts recently in a move described by insid-ers as a "pre-emptive strike". It is understood that over 30 jobs are to be cut in therestructuring announced recently, although the affiliate is tight-lipped about who is to go,claiming that it wishes to respect the privacy of the individuals affected while negotia-tions are still taking place.

An announcement on March 27 from the office of Sony Music GSA president BaltasarSchramm confirmed reports that senior casualties of the restructuring included PeteGraze, general manager of the adult/classical division, who will be replaced by BarbaraCzeslik; Columbia/Sony Music Domestic general manager, Ralf Kotowski; the division'sproduct manager Sven Zimmermann and A&R manager Tom Nevermann, whose mostrecent signings include Norwegian act Delaware and domestic veteran Thomas Hanreich.Kotowski's responsibilities will be taken over by Columbia managing director Boris Lithe.

While recent job cuts at Universal Germany were presented as a switch to A&R andBMG Berlin's redundancy programme was described as a move to "save jobs," Sony sim-ply describes the current rationalisation as move to achieve greater "efficiency"

It is also clear that the rationalisation is also being used as a means to replace mem-bers of staff. The only announcement issued on the redundancies admits that the com-pany is seeking somebody to take the place of outgoing Sony Music Media MD Uwe Lerch,whose division is understood to have been among the worst hit by the cutbacks. Moreover,sources suggest that several middle -ranking positions are also due to be filled when thosemade redundant leave at the end of June.

ITALYAlthough the company declined to comment, it appears that Sony Music Italy will not bemaking further staff cuts, at least for the time being. The perceived wisdom is that man-agement avoided this by taking preventive action in February when it shed at least ninemembers of its workforce including two managers, Michele Barrile (A&R) and MicheleOlcese (marketing), as well as Sara Tettamanzi (press), Tommaso Vincenzetti (market-ing), Giuliano Zorman (jazz & repertoire), in addition to unnamed secretaries and ware-house staff.

These cuts were in turn part of a re -structuring process that been under way sinceFebruary 2002 when the S4 label (formerly RTI, which Sony bought from SilvioBerlusconi's Mediaset group in 1999) was transferred to Sony's main offices: four of the15 -strong S4 staff were let go. In May of the same year, Columbia's MD Fabrizio Intra,who had been ill for some months, died and Sony Music Italy president Franco Cabrinisubsequently began to unify the A&R and marketing functions of the Epic and Columbialabels. Epic MD Massimo Bonelli was promoted to VP of Sony Music Italy, while S4 MDRoberto Magrini left Sony to join the indie label, Sugar.

Under the new structure two former Epic managers, namely Rudy Zerbi (A&R) andMarco Boraso (marketing) were given responsibility for the whole group, while theiropposite numbers from Columbia, Barrile and Olcese, were to exit in February. Olcesehas subsequently joined Clear Channel Italy. While acknowledged as a good performer,one interpretation as to why Sony Italy has avoided the blood-letting of other territo-ries is that it is now so streamlined that further cuts would create a serious humanresource problem.

FRANCEIn France, no major shake up is anticipated at this time. Sources close to Sony MusicFrance president Olivier Monfort say the team and the current size of the company isalready appropriate to the French market and to Sony's local market share. A restruc-turing of the company's sales department took place last year, and Monfort is now fine-tuning the operation. Sony Music France is believed to be one of the only European affil-iates to have hit its budget in the 2002-2003 fiscal year, maintained a good operatingmargin and be profitable on local repertoire.

No major changes or redundancies are expected, and while Epic marketing directorEmmanuel Durand left the company last week, sources says this is linked to manage-ment changes at the label and not to an imminent overhaul. Monfort recently appointedformer V2 Music France MD Sophie Zannettacchi as MD of Epic. Last July, he promotedValerie Michelin to MD at Columbia. The company's third label, SMALL, run by NicolasNardone, will concentrate on local repertoire, mostly Urban music, and its internationalroster will be re -assigned to Columbia and Epic.

SPAINSony Music Spain, where president Jose Maria Camara took over in September last yearand restructured the company in January, expects little change. In a statement, Camarasays: "Sony Music Spain has been reorganised and is a solid and viable operation. Thereare no additional [staffl reductions foreseen, and I hope the need does not arise to revisethese plans," he says.

SCANDINAVIARegional MD Per Sundin declined to comment on the situation in Scandinavia, but SonyMusic has already downsized in the Nordic markets in 2002, and Sony Music's headcountin the region is now 110 people. "We have downsized and made the changes that we feelwere needed in a falling market," said a company source. "We had to create space forlaunching new artists."

Radio hones its war tonesLast week's M&M front-page story looked at the adjust-ments broadcasters have been making to their musiclogs in response to the war in Iraq. However, there arealso the more delicate questions of what type of presen-tational tone music stations should be adopting in thesedifficult times, and to what extent they should be com-promising their normal formats in favour of more newsand talk.

Even amidst the blood andhorror of war, there'salways an upside for some-one, and it's certainly truethat news/talk and speech -

oriented full -service stations arelikely to see substantial ratingsgains in the coming weeks andmonths following the outbreak ofwar in Iraq. Despite the advent ofrolling news on TV in most coun-tries, the portability and trustednature of radio means that her-itage speech stations are still thetrusted places many people turn towhen they want an update on thelatest war developments.

For music radio stations, howev-er, big news events like this cansometimes spell commercial disas-ter-after 9/11, for instance, thepattern all over Europe was forincreased ratings for speech sta-tions and consummate declines atmusic stations.

When war broke out on March20, most music stations recognisedtheir audiences' thirst for extranews and information and soughtto limit defections to speech outletsby increasing both the frequencyand duration of their bulletins, typ-ically putting in hourly updateswhere there were previously nobulletins at all, and increasingnews bulletin lengths at breakfastand afternoon drive.

"I think there's a responsibilityfor radio to inform listeners ofwhat's going on," says MikeWagner, managing director ofNRJ's Soft AC network Cherie FMand its Gold network Nostalgie inFrance. "People want to know thateven if they're listening to a musicstation, they still won't miss amajor event."

Ulf Tjerneld, programme direc-tor of Swedish Hot AC network MixMegapol, reports: "When the USultimatum expired we prepared forextra news bulletins both duringdaytime and at evenings and week-ends, when we normally don'tcarry news. On the first day of thewar, we made a choice not to haveextra bulletins. But when the bigattack started that Thursday nightwe decided to have news every 15minutes during Friday morningplus every half hour the rest of theday and during the weekend. Afterthat weekend, though, we thoughtit would be enough to confine cov-erage in the regular bulletins onthe top of the hour plus on the half

hour in the morning."Like Tjerneld, Alan Carruthers,

programme director of AC station100.7 Heart FM/Birmingham, UK,has already seen his station's newscoverage start to change again. Hesays that in the first few days ofthe war the bulletins were entirelyabout events in Iraq. "But you'llnow find big local stories coming inat the end of bulletins. We initiallydropped all sports news for two orthree days because we felt that wasa bit fatuous, but we're now bleed-ing that back in again." But,Carruthers warns: "It's such an

Paul Morris is programme con-troller of SGR Colchester, a GWR-owned CHR station serving thegarrison town of Colchester in theUK which currently has approxi-mately 5,000 of its usual popula-tion away on duty in the Gulf.

Morris is aware how sensitive hispresenters need to be given thenature of transmission area SGR isbroadcasting to, but says it isimportant that his team behavelike "real people" on the air. "WhatI'm telling the guys here is that wereally want to capture their reac-tions to things," he says. "If you're

unpredictable thing, we need to beas flexible as possible. You couldforesee events happening thatmight make us go virtually intoobituary mode."

Stefan Offierowski, programmemanager of commercial AC stationAntenne Bayern in Bavaria,Germany, challenges the assump-tion that public stations, with theirsuperior news resources, willalways do better in times of crisis."We have the experience ofSeptember 11 and Afghanistan,and we've realised that people did-n't turn to [rival public CHR sta-tion Bayern 3], because we're bet-ter in our emotional content."

Offierowski taps into an inter-esting point here. While, even withadditional news bulletins, music

shocked by something you've seenon TV or read in the paper, then it'sfine to talk about that [on air]because your audience will sharethat same reaction with you."

He adds: "We're trying to reporton the facts and then capture moreof the reaction from our audiencehere-there's a few army wiveswe're in regular contact with, andwe're talking to the local army peo-ple at the garrison here inColchester. We're not here to dis-cuss the rights or wrongs of theconflict; What we want to do is cap-ture the emotion and the effect it'shaving on the audience."

Morris says that SGRColchester's Karl and Louisebreakfast show decided on the firstday of war to ask the audience

whether they still wanted theshow's usual competitions to run,partly because the presentersthemselves were feeling a littleuneasy about continuing to concernthemselves with the fun or the triv-ial. The phone calls the stationreceived suggested that, yes, theaudience did want these program-ming elements to continue.

Competitions and promotions

are taking place as normal onHeart FM, although care has beentaken not to schedule them close tonews bulletins. "If the BBC can-celled [TV soap opera] Eastendersthere'd be uproar, whereas withradio we're expected to be a littlebit more sensitive, but not thatmuch more so," observesCarruthers.

Over at Antenne Bayern,Offierowski agrees that while hisstation's role is gravitating towardsinformation, rather than the usualentertainment, "we have also havethe obligation to provide a link tonormality, and to show that normallife goes on."

At Swedish public CHR stationSR P3, programme director DanGranlund has introduced severalextra programmes about the waraimed specifically at P3's teenageaudience. "Programmes about thewar have been made with severaldifferent angles-even somehumour shows could cover theevents in their own way," he says.

Many programmers remainkeen at this time, however, tomaintain a comfortable distancebetween the news and other pro-gramming elements.

"We've slightly changed the styleof the station- you won't get pre-senters getting involved in anykind of banter with the journalistsat all," says Heart FM's Carruthers.

Neither Heart FM or its parentcompany Chrysalis Radio isresearching the audience's appetitefor extra news at present. "You'dneed to do day-by-day research todo that, so we need to take ourguidelines from what we feel, andwhat other media are doing aswell."

As the government's deregulatingCommunications Bill awaits its final parlia-

mentary approval, speculation is growing asto which of the existing UK radio groups arelikely to be buyers in the new consolidatedera, and which are likely to be bought.Assisted by city analyst Simon Mays -Smith ofJP Morgan and Howard Bareham, head of

radio at media -buying agencyMindShare, Jon Heasman analyses

the strengths and weaknesses ofall the rival groups.

History: The Daddy of them all, CapitalRadio became the UM first legal com-mercial music station when it startedbroadcasting to London in 1973. It was-n't until nearly 20 years later, however,that Capital was able to expand outsideof the metropolis, buying the MidlandsRadio and Southern Radio groups.

Recent form: It hasn't been the happi-est of times for Capital lately, with rat-ings at its flagship London stationCapital FM slipping below the psycho-logically -important 10% share barrier,and losing its London market -leadershipto BBC Radio 4 (BBC Radio 2 has alsonow overtaken it). Capital has the prob-lem that most of its stations are heritagebroadcasters which have had to face a lotof new competition in recent years, and some-likeOxford's Fox FM-have also possibly lost audience as aresult of moving from AC to CHR under Capital's groupmusic policy. Many believe the company overpaid for someof its more recent acquisitions, particularly the three -sta-tion AC/talk chain Century FM, where Capital has failedto deliver the audience growth it predicted. And Londonalternative rock station Xfm, while loaded with futurepotential, has proved costly to run in return for its 1.7%marketshare.

Management: Chief executive David Mansfield is regard-ed as one of the UK industry's most influential figures.But after years of Richard Park's somewhat authoritarianprogramming regime, there's been a wind of change blow-ing through Capital's Leicester Square HQ lately, with ex -Chrysalis Radio group programme director Keith Pringlehired in 2001 to fill the void left by the charismatic Park.The new team Pringle has created is one of the most expe-rienced around, including the likes of John O'Hara, GilesSquire and Ric Blaxill.

The analyst says: "Capital has strong brands in the bigurban radio markets, and that footprint positions themwell. Their weakness is that those licences have beenlosing audience share consistently for the last five years,

and that is not sustainable. The challenge for them is tostabilise and grow their audiences without destroyingtheir profitability." (Simon Mays -Smith)

The radio buyer says: "The big concern is who willreplace Chris Tarrant [on Capital FM/London's breakfastshow] at the end of this year. They've got problems withtheir music policy and going after [Emap's London dancestation] Kiss more than they should have done. They'vehad some programming issues over last 12 months, andthat could be [a result of] complacency." (Howard Bareham)

Likely future: Likely to buy or be bought. If it doesn't getsnapped up by a US radio giant or a bigger media compa-ny, for all its recent troubles Capital is still likely to be asignificant buyer. It already has an agreement in place tobuy London urban station Choice FM as soon as regula-tions permit.

Likely future: The recent purchase of LBC (and its impli-cations on profitability for the next two years) surprisedmany people, since it suggests that Chrysalis will be buy-ers rather than sellers come the Communications Bill-the opposite to what many had anticipated.

History: Magazine publishing group Emapentered the UK radio market in the mid -'90s, and Emap Radio (now part of themulti -media Emap Performance division)was built on the purchase of two largeestablished radio groups in northernEngland-the Metro Radio Group andTrans World Communications-ratherthan organic growth.

Recent Form: While many of Emap's her-itage stations in the north of England havelost audience in recent times-most notablyRadio Aire in Leeds and Key 103 inManchester-this has been compensated forby success in London, where the reformat-ting of dance station Kiss and the MORMelody FM station it bought from LordHanson (and changed to Magic 105.4) haspaid spectacular dividends. Emap's desire only to operatestations in major urban markets, plus a disastrous invest-ment in US publishers' Peterson, has meant Melody hasbeen the group's only radio purchase in the past five years-instead, it has been devoting its energies to developing TVbrand extensions of its existing radio stations.

Management: Emap's ambitious experiment of organisingits business on a cross -media basis by combining all itsmusic -related magazines, radio stations and TV channelsinto the Emap Performance Network was not popular withmany of its staff, particularly on the magazine side of thebusiness. Although the structure is still in place (with anumber of cross -platform brand synergies now launchedsuch as Smash Hits! Radio and Magic TV) , there has beena slight move back towards some platform -specific manage-ment, with-for example-Mark Story heading up radiooperations. Interestingly, all of Emap Performance's seniormanagement (chief executive Tim Schoonmaker and groupMD Dee Ford) originate from the radio side of the business.

The radio buyer says: "Emap are doing well, particularlyin London. But what's happening to Capital in London ishappening to them at their northern stations, althoughthey're starting to address that. They've got some reallystrong brands that cross TV, radio and press, so if [adver-tisers] can do deals with them on that basis, that's a bonus."(HB)

Likely future: Emap has given every indication that itstill sees radio as one of its core businesses going forward,so is unlikely to sell. History suggests that we shouldexpect "top up" purchases at reasonable prices of stationsthat would suit Emap's existing brand portfolio.

GMG RadioHistory: The newest kid on the radio block,the newspaper -based Guardian MediaGroup's radio adventure started with alicence win for its AC/talk Real Radio for-mat in Wales in 2000. This was followed byanother regional licence win for the Realformat Yorkshire in 2001, and the big -money purchases of Scot FM and Jazz FM. John Symonds.

Recent form: The personality -led, adult -oriented approachof Real Radio appears to be a winning formula in the areaswhere it has launched (witness for example, the spectaculargrowth in the audience it inherited from Scot FM). Jazz FMmight prove to be trickier proposition, however, and GMG isalready running into trouble with the Radio Authority fortrying to push the definition of "jazz" too far.

Management: GMG Radio is headed up by the tried -and -trusted management duo of John Myers (chief executive)John Symonds (group programme director) which createdthe Century FM stations for Border Television before theirsale to Capital, and who have one of the best track recordsin the business in terms of winning new licences.

The analyst says: "Phenomenally successful so far, witha parent company which has a very long-term investmenthorizon." (SM-S)

History: GWR started life in 1982 asWiltshire Radio, a small rural station inSwindon, but after acquiring neighbouringRadio West in Bristol to create GWR, itbecame the UK's most aggressively acquis-itive radio group during the '90s. The radiogroups absorbed included the ChilternRadio Network, East Anglian Radio, theMarcher Radio Group, Midlands Radio, theEssex Radio Group and Mid -Anglia Radio. GWR was anoriginal investor at national classical station Classic FMand managed to wrest full control of that station in 1996.

Recent form: The advertising recession of the past two yearshas made GWR pay for its expansion policy, particularly over-seas, where the group lost several million pounds on theacquisition and subsequent sale of what is now DMG RadioAustralia. In the UK, like Capital, GWR is suffering from thefact that many of its stations are heritage broadcasters facinglocal competition for the first time, and have been pro-grammed younger in order to attract national advertising.GWR's biggest cash cow is the UK's only national commercialstation broadcasting on FM-Classic FM-which has beenturning in ever -more impressive audience figures and produc-ing an increasing number of commercial spin-offs. The otherbright spot for GWR could be digital-as the original "believ-er" in digital radio among UK groups, it owns the only nation-al commercial multiplex, and stands to gain the most from amedium that finally looks ready to take off.

Management: Despite the turbulent times the companyhas experienced recently, GWR's senior management hasremained largely unchanged. Former radio journalist RalphBernard, the man who built the group up from its humbleWiltshire Radio beginning, is now executive director, withex -Capital financial director Patrick Taylor as chief execu-tive. Operational and programming matters are looked afterby the long-established duo of Steve Orchard and DirkAnthony, the latter heading up a strong Australian contin-gent at the company. A massive reorganisation in GWR'sinternal structure-at what has always been the most cen-tralised UK radio group-took place last year, with the abo-lition of local station MDs and all employees now working forthe company's programming (Creation) or sales (Opus)units.

The analyst says: "They haven't got spare cash, so theycan't go round buying anything without issuing equity,which I don't think would be received well. They're justreliant on operating themselves out of their debt hole at

Likely future: The key player here is media group DailyMail and General Trust (DMGT), which owns 29.9% ofGWR and also has its own radio division, Charlie Cox'sDMG Radio, which has radio interests outside the UK.The assumption has long been that DMGT would, onceallowed to do so, extend its shareholding to take majoritycontrol of GWR, creating a match made in heaven betweenthe Daily Mail newspaper and Classic FM. But although-in theory-the Communications Bill could allow this tohappen, DMGT is heavily indebted and unlikely to be ableto afford GWR in the short-term. However, DMGT's sig-nificant shareholding in the company means it could blockany unwelcome bids from other media operators.

Uniquely among the big UK radiogroups, SRH has not centralised its music and program-ming (there's no group programme director, for example,leaving individual station PDs to decide what's best fortheir particular station). SRH's first significant ventureinto English radio, AC/talk Wave 105, is doing well underexperienced programmer John Dash, and ex -Virgin pro-grammer Nik Goodman has been bought in to sort out theproblems at Forth.

but some of those shares are being eroded. Whetherthey've got the money to invest in those stations I'm notsure." (HB)

Likely future: Scottish rival SMG (see panel, left) owns a30% chunk of SRH and has long had designs on the com-pany. However, following its problematic purchase ofVirgin Radio, SMG simply doesn't have the resources atpresent to bd able to buy the rest of SRH, although it couldprevent SRH being gobbled up by another radio group likeCapital, which has also been linked with SRH in the past(particularly when ex -Radio Clyde programmer RichardPark was at Capital). The fact that SRH is now a multi-media player with newspaper (and, until recently, outdooradvertising) interests is an additional complication for anyinterested pure -radio players.

History: Founded and run by the famously brusque for-mer editor of The Sun newspaper, Kelvin Mackenzie, whobought Talk Radio from CLT-UFA and turned it into theUK's first all -sports station. Purchases of two medium-sized local radio groups, The Radio Partnership and theIndependent Radio Group, quickly gave the enterprise amore solid backbone. However, a shortage of cash subse-quently forced The Wireless Group to sell its biggest localradio assets, Wave 105 and Scot FM, to SRH and GMGrespectively.

Recent form: Despite its well -documented problems insecuring football commentary rights, Talk Sport hasbeen performing solidly, and recently overtook VirginRadio in the ratings. Much to the chagrin of the rest ofthe radio industry, Mackenzie is going his own way bypioneering electronic audience measurement for radio inthe UK, which he hopes will boost Talk Sport's audiencefurther.

Management: Mackenzie has employed his son AshleyMackenzie as overall MD of TWG's local stations, whichare programmed at the local level with some group inputfrom the experienced Signal programmer John Evington.However, there's a feeling in the industry that the groupas a whole is lacking in heavyweight executives, particu-larly on the programming side.

The analyst says: "They have yet to prove they can runTalk Sport profitably in an 'off' year, but the strong audi-ence performance suggests rapid adoption by their coreyoung, male audience." (SM-S)

Mariza fulfils her musical destinyby Nigel Williamson

After a stunning start to 2003, 29 -year -oldPortuguese fado singer Mariza's second album hasjust been signed by Virgin for Europe and it lookslike this could be her year.

"Fado means destiny-and this is my fado," saysthe artist. "I think the last year has been the best ofmy life."

Last year saw Mariza performing all over theglobe from New York's Central Park to the openingceremony of the football World Cup in Korea, as shebuilt on the critical acclaim for her debut albumFado Em Mim (World Connection).

This year opened with her winning the BestEuropean Act category at the UK's BBC Radio 3Awards for World Music (where she was also a BestNewcomer nominee). A CD featuring the awardnominees was released on March 10 on Manteca,and the award show itself took place last week(March 24).

To coincide with the announcement, Fado EmMim was re-released at the start of February witha second bonus CD, featuring seven tracks recordedlive at her WOMAD 2002 performance. There fol-lowed a packed European touring diary, whichincludes her first headlining tour of the UK inFebruary and March.

Mariza is building a reputation for herself whichlooks set to rival that of Cesaria Evora, OmaraPortuondo and Susana Baca as the great non-English language divas of our time.

The new album Fado Curvo has been signed byVirgin for Europe, with the exception of theNetherlands and Germany, where it will bereleased on Holland -based label World Connection.It hit stores in Holland on March 24, with other ter-ritories staggering the release between the UK inApril and France in June.

almost single-handedly revived global interest inthe traditional, blues -tinged Portuguese acousticmusic known as fado, with its intense poetry, com-plex minor -key melodies and lush rhythms.

She is modest about her ambassadorial role."People say I am the 'new wave' of fado, that I'mbringing my culture to the world and taking fado to

people who have never heard it before. Am I happyabout that? Of course I am," she says.

At well over six foot tall and with her distinctivebleached and sculpted hair, Mariza is a charismat-ic figure and her model -like elegance-she has beenlikened to 'a fado Grace Jones'-has hardly hin-dered her cause. Yet it is her voice that remains themain attraction.

In Portugal, she is already being called the newAmalia Rodrigues', a reference to the singer who formore than half a century reigned as the most cele-brated fadista in history and died a national insti-tution in 1999.

She is both flattered and a little daunted by thecomparison. "It's like a stick with two points," shesays in her heavily -accented, but soft-spokenEnglish. "It's a big compliment because she was thebest there ever was. But the other point is that Idon't want people to know me simply because I singsome songs that she made famous. With my secondalbum I would like to be known for myself. I wantto show my own fado."

Her success to date has been the result of a care-ful campaign by World Connection. "She's made agreat first album and the second will be even better.But live appearances and word-of-mouth have beenvery important in order that people to get to knowabout her," says Nijmolen.

Key events have included a knock -out perfor-mance at the WOMAD festival in Reading last Julyand the fervent support of veteran BBC RadioLondon world music DJ, Charlie Gillett, for whoseprogramme she recorded two sessions in 2002.

"She's got everything, the voice the charismaand the look," Gillett says. "We got as big a reactionto her as anything we played all year."

Although she sings exclusively in Portuguese,the melancholic sentiments of fado appear to find auniversal resonance.

"I've seen people who don't speak a word ofPortuguese moved to tears by the music," saysMariza.

Connor engineers believable breakthroughby Olaf Furniss

Platinum -selling German artist Sarah Connor isset to break out of her GSA base thanks to theuptempo He's Unbelievable single. The track, whichwent to radio in most European territories onFebruary 21, sees the singer move away from herfavoured pop ballads and towards a younger mar-ket with a Phil Griffin -directed video in whichsports a more teen -friendly look.

According to Frank Stroebele, MD of the EyeSound consultancy contracted by Connor's label X -Cell Records to oversee her international market-ing, the move into a stronger pop direction with thenew single is already paying off.

"We now have all the tools in place to break Sarahin key territories such as France, Spain, UK andSweden," he says. "In these markets you need to getthe kids on board with an up -tempo track and afterthat reach out to an adult market with the ballads."

The tactic seems to be working. The track-which is released by X -Cell licensee Sony Music ona staggered basis in most of Europe through Marchand April - currently stands at number 25 on theEuropean Radio Top 50 chart, and is being playedby stations across Europe including EMs Live(CHR) in Cologne, Choice FM (urban) in Londonand 3FM (CHR) in Holland.

He's Unbelievable, which already has been a res-ident in Music & Media's Border Breakers chart forthe past nine weeks, is the third single fromConnor's second album, Unbelievable, which was

released in GSA on September 30 last year and isalready gold in Germany. The first domestic singleOne Nite Stand (Of Wolves And Sheep) was pennedby Wyclef Jean and also features a rap by the for-mer Fugees act. Moreover, Diane Warren con-tributed to the track Wanna Touch U There.

Sony Music Europe's VP for continentalEuropean artist marketing Mark Bond is in nodoubt that He's Unbelievable is the song which willestablish Connor.

"I think this is the strongest single she's had to date

and that's why people have picked up on it," he says."This is the kind of song which appeals across Europe."

His view is reinforced by programmers both inConnor's home market and in new territories suchas France. 'With some acts it's very difficult whenthey switch from ballads," says Markus Krane, pro-gramming director at German CHR station NRJBerlin. "But with Sarah Connor there is an elementof black dance/pop which works very well. Weplaylisted He's Unbelievable as soon as it wasreleased. A good pop ballad will always find a homeat NRJ, but we'd rather have an uptempo number."

AC station Kiss broadcasts from the FrenchRiviera. The station's programming director PatriceSidrac is equally enthusiastic. "This music is perfectfor this part of the country where we have sun, seaand sand," he says, adding that He's Unbelievablehas been on his playlist since December.

While Connor is new to markets such as France,she has scored hits in smaller territories in thepast. Her 2001 single From Sarah With Love wenttriple gold in Germany, platinum in Finland andgold in Belgium, while the debut album Green EyedSoul notched up platinum sales in Germany andSwitzerland, as well as gold in Austria, the CzechRepublic and Poland.

Yet while Connor's ballads have reaped her themost success, she is not averse to causing the oddbit of scandal. An appearance on Germany's most -watched TV show Wetten Dass? provoked a mediafrenzy when she performed in a see-through dress(allegedly) without wearing any underwear.

THE ROOTSTHE SEED (2.0)(MCA)Release Date: March 31March 31 saw the release ofthe first single offPhrenology (MCA), the newalbum by Philadelphia hiphop crew The Roots. The

Seed (2.0) mixes rap with the soulful voice of CodyChestnutt. Dutch public radio station 3FM addedThe Seed (2.0) last week and has it on highrotation, playing the single every three hours.Programme controller Basyl De Groot describes thetrack as "brilliant" and says Chestnutt's vocals arelike "a kick -ass return of Terence Trent D'Arby." DeGroot has playlisted The Roots before ,but notes achange in the group's sound with the new single."We played their song with Erykah Badu, You GotMe, which worked really well," he says. "But thatwas not at all comparable to The Seed because it'ssuch a different sound. It sounds like it could be acompletely different band." 3FM is one of the CHR-formatted stations which is finding it increasinglyeasy to add hip hop -based tracks to its rotation. "Atthe moment rap and hip hop are doing extremelywell on Dutch radio, so it's easy to add hip hopsongs to high rotation," says De Groot.

DAVID GRAYBE MINE(RCA)Release Date: April 7Be Mine is the third singleto be taken off UK singer -songwriter David Gray'slatest album Long GoneBefore Midnight. The track

opens as a slow ballad showcasing Gray's voicebefore moving into a faster -paced piano -basedpop song with a fairly catchy chorus. UK Hot ACradio station 96.2 The Revolution, which is basedin Oldham in northern England, recently addedthe track. Head of music Wayne Dutton says it isas a fairly strong cut. "It's a grower and there's alittle more to it than some of his last couple ofsongs, which haven't really done a great deal," hesays. However, he says Gray may still suffer fromthe same problem he had with material off hisprevious album White Ladder. "Every trackseemed to be fairly similar-it was all just moreof the same," he says of that release. "Babylonwas great because it was the first single, but onceSail Away and Please Forgive Me came around hewas running out [of appeal] a bit." As far as therest of Europe goes, Dutton has doubts aboutGray's mass appeal with Be Mine due to thesimilarity in sound with his second single OtherSide and with the first single Dead In The Water."It [Be Mine] is not going to be huge," he predicts,"but I think it will do reasonably well."

Now in its twenty-second week on theEuropean Dance Traxx chart, Panjabi MC's bigbhangra tune Mundian To Bach Ke (Nachural)manages to maintain its hold on the top spot.

It is being seriously challenged by popularGerman act Scooter, however, who have moved upfour places this week to take up the number twoslot with Weekend (Sheffield Tunes).

Also up this week-from number seven to num-ber five on the chart-is Missy Elliott with GossipFolks on East West.

While other tracks are dropping down the chart,another riser is German act Master Blaster withHypnotic Tango (Clubland). In fact it's one of twotracks by the act on the chart. The other is at number sixteen after an impressive six -place jump,with an often -asked question in clubland How OldR U (Clubland).

The Germans are generally doing well indance these days. The highest new entry lastweek, The End (Urban) by Groove Coverage,continues its impressive ascent, leaping thisweek from number 34 to number 19.

Make Luu (Positiva) by Room 5 featuringOliver Cheatham moves up one place this weekto number 17, mainly due to its popularity inthe UK, where it is number one in both the offi-cial singles and airplay charts.

A joint signing to Dr Dre's Aftermath labeland Eminem's Shady Records, US rapper 50Cent rockets into the top 40 this week with InDa Club/The Realist. He is just ahead ofGroove Coverage, at number 18, up from 50.

As predicted last week, Lambda's Hold OnTight 2003 (Alphabet City) enters the top 40this week at number 23.

Two places further down, Eple (Wall OfSound) by Norwegian trance duo RoyksOppfinds itself at number 25 on the chart-up tenplaces from number 35.

It's the battle of thedivas at the top of theEuropean Radio Top 50this week, and it's AvrilLavigne (pictured) withI'm With You (Arista)who triumphs overChristina Aguilera,with her Beautiful(RCA), to take the topspot this week.

Just behind them isRobbie Williams, up two places with his newsingle Come Undone (EMI), while compatriotsColdplay are at number four, down one, withClocks (Parlophone). In fact the UK has a goodshowing in the top ten with Simply Red'sSunrise (Simplyred.com) and Sugababes' Shape(Island) at numbers five and six respectively.Meanwhile fellow UK resident Madonnastorms up the chart this week to number seven(from number 50) with her new singleAmerican Life (Maverick), taken from herforthcoming album of the same name. It's alsothis week's most -added track.

Laurent Hogne is programme controller ofnorthern France regional station, the rhythmicAC -formatted Roc FM. He says that Sugababesare a favourite of the station, which is playingShape between ten and fifteen times a week."We like the group and we have been playingthem for a long time," he says.

The station, which targets 20 -40 -year -olds,is currently playing Jennifer Lopez & LL CoolJ's new track, All I Have (Epic), around thirtytimes a week. "It's a good track for the stationas it appeals to all ages," says Hogne. "It's atrack that fits well on both CHR stations andurban stations-as well as on more adult sta-tions like ours."

Roc FM isn't playing Celine Dion's I DroveAll Night (Columbia), however. Hogne says heprefers the original. The track is at number 11.

The station has yet to add the new track byBlue U Make Me Wanna (Innocent), which is atnumber 18 this week after an impressive 18 -place jump from number 36. Hogne says he isstill getting good listener feedback on the act'slast single with Elton John.

"We love Craig David," enthuses Hogne, "It'sone of the core songs for the station." The sta-tion is playing both Hidden Agenda (Telstar)-at number 23 this week-as well as Rise & Fallfeaturing Sting, off the album Slicker ThanYour Average. Hidden Agenda is on "full rota-tion", equating to around 45 spins a week. "Itfits in really well with a young female listener -ship, which we target," says Hogne.

Another of the station's central artists is UKsinger Des'ree. Her new single It's Okay (Epic)is currently at number 27, falling two places.

Recent additions to Roc FM's playlistinclude All That Matters by Belgian act CoffeeAnd Cream, which is based on a sample fromEarth Wind and Fire's September, and which isdoing well in the clubs in neighbouringBelgium. The station has also programmedSuperman (Zipp Music) by local northernFrench group Holy Ghost, which Hogne says isa hit with the station's audience.

Back to M&M's airplay chart, the highest newentry this week comes courtesy of Russian femaleduo t.A.T.u. Not Gonna Get Us (Interscope) isstraight in to the top 50 at number 38.

UK music industry wants more local radio flavoursthere being greater consolidation inradio," says Frances Lowe (pictured),chair of music publishers' bodyBritish Music Rights,which is part of theForum coalition. "Butthat's why we thinkthe safeguards,including a specificreference to music,are important."

She continues:"For us, the impor-tant result of anysafeguard is diversityof music on localradio, and we haveasked [the government] how theymight put that into place. But theyare very defensive of the fact thatthey've drafted a bill without anymention of music. I think you haveto have a reference to the impor-tance of music to commercial radioon the face of the bill so that [newUK broadcasting regulator] Ofcomhas to look at music policies whenthey're considering applications [fornew radio licences] or when they'reinvestigating compliance withexisting licences."

of "wanting to throw everything intothis local radio skip that is somehowgoing to be the answer to the

prayers of [the]music [industry]."

According tosome of the docu-mentation it haspublished, theForum's major con-cern about consoli-dation in the radiosector is that itcould result in twoor three group musicheads or programmedirectors selecting

virtually all of the music on UKcommercial radio: "A very smallnumber of major players (includingmultinationals) will emerge as all -too powerful gatekeepers to theUK's airwaves, in spite of the factthat our national spectrum is actu-ally a public good." The organisa-tion points to the post -1996 consoli-dation of US radio, which it claimsstudies show has led to less musicdiversity on radio there.

However, the CRCA's Brownsays the domestic music industryhas actually been a keen supporterof centralised playlists of the typecurrently run by some of the big

radio groups in the UK. "The recordindustry does nothing but call forthe central compilation of playlistsin order to fit into its marketingplans. It doesn't suit the recordindustry to have a new record han-dled at a different time in Newcas-tle as Nottingham."

He adds: "Central playlistingonly deals with those things at theforefront of pop music activity. Onindividual radio sta-tions where an act isregarded as beingparticularly perti-nent, local, or strong,the idea that a localstation manager isunable to ensure thatthe record gets thekind of play itdeserves is completebaloney."

As to local radiostations giving air-play support to up-and-coming actsdrawn from their own transmissionarea, Brown argues that "the prob-lem both the record industry andradio has is that the generation ofmusic at the moment is being donein garages and bedrooms, anddoesn't therefore lend itself to localexploitation through 'battle of the

bands' type competitions, or localperformances in parks or venues.Radio companies do, in fact, reflectlocal live music very well.

"If [the British Music Forum] isalleging that where there's a livelylocal music scene the local radiostation is likely to ignore it, that'scomplete codswallop-why would alocal radio station want to do that?It's in its interests not to ignore

strong local musicdevelopment."

Set up in March2002, the Forum is aregular meeting ofall UK music indus-try trade bodies(including the BPI,BMR, BARD, MCPS-PRS) to discussissues of commoninterest, such as theCommunicationsBill, the Licensing

Bill and the UK's implementationof the Copyright Directive. Organi-sation of the BMF is currentlyshared between BMR and the BPI.

Acknowledges Lowe: "We knowit's going to be quite difficult toachieve safeguards [on music], butwe will be working for the bestamendment possible."

Linkin Park soar with MeteoraUS labels, Warner Music Europe. "So itwill be a case of keeping it up there."

The near -instant success of Meteo-ra-released March 24-was aided bythe fact that a collection of remixesreleased last year, Re-Animation-which went on to shift 1.2 millionunits-kept the act in the public eye.

"There was not a big gap and lessof a problem having to re-establishthe band," says McGhie.

Fusing hip hop, hard rock and pop,the new album is more of the same forLinkin Park fans. Produced by thegroup with Don Gilmour, Meteoratakes its name from a set of monas-teries in Greece, which the band cameacross on their 2002 European tour.

While the album ranges betweenslower ballad -like numbers (Easier ToRun, Somewhere I Belong) and harderrock tracks (Faint, Lying From You),

all carry the tried -and -tested signa-ture mix of rap, scratching, alternate-ly softly -sung and shouted lyrics andbig, chunky choruses.

"This is new pop music, ratherthan being genre specific," says JonUren, senior director of marketing atWarner Music Europe. "It works on auniversal level and therefore appealsto as many people as possible."

The first single from the new set,Somewhere I Belong, was released onMarch 17, after being the most -addedradio single the previous week. Thesingle is a marriage of heavy guitars,turntables, melodic vocal lines andangst -ridden hooks.

CHR station NRJ Norway isamong those playlisting Somewhere IBelong. "They are back where theyleft off," says head of music MattiasArwidson. "We got a good feeling thefirst time we heard it. For us it worksvery well. It's pretty hard stuff, butwe have a broad audience."

Arwidson continues: "With all rockit takes a long time to get the songstesting well and winding up on a highrotation. This will take time, but wecan see from our research that it's gotoff to a good start and will hopefullyincrease from here. It's all about theenergy of the songs combined withhooky choruses. It's a perfect formulafor a rock radio song."

While a number of other stations inEurope have also gone with the single,McGhie admits Linkin Park do not pro-duce a classically radio -friendly sound.

"It's unlikely they'll ever have anumber one European airplay hit," hesays. "Although the style of music theyplay is becoming more popular, it's stilldifficult for a lot of mainstream sta-tions to play it in between Christina

rock in Europe, music TV goes someway to redress the balance; MCM inFrance, MTV's various feeds and Ger-many's VIVA are all programming thevideo of the single. "Current videoplay is better than radio," confirmsMcGhie.

Early promotion of the albumincluded video snippets ("the ideacame from how films are marketed,"says McGhie)-including interviewswith fans and the making of thealbum's artwork-being shown onlocal label websites and rock maga-zine sites, as well as on the band'sofficial website, linkinpark.com.

"Although sales -wise they are mas-sive, they still want to keep the fansinvolved," says McGhie, "which is whyit's a cross between street marketingand TV advertising."

Guitarist Brad Delson underlinesthe band's philosophy. "We don't wantto be a band that stomps all over thepeople who helped us along the way,"he says. "You can't ask people to beloyal and responsive unless you'rewilling to be the same."

The band performed at medium-sized venues in Italy, France, UK andGermany around the release of thesingle to radio. There will be a shortfestival run in Europe at the end ofMay/beginning of June, while moredates will be confirmed aroundNovember.

Uren concludes: "As an industrywe need more albums like this. Majoralbums that get traffic going throughstores. If you get it right, like LinkinPark, you have a great product."

Edwin StarrUS soul singer Edwin Starr has died ofa heart attack at the age of 61.

Starr, who was responsible for astring of hits during his career includ-ing War, Twenty -Five Miles and Con-tact, was living in the UK and died inNottingham.

Born Charles Hatcher in Nashville,Tennessee in 1942, Starr signed hisfirst solo deal in 1965 with Ric Tic andhad his first US top ten 10 R&B charthit that year with Agent Double 0 -Soul, which was followed up by StopHer On Sight (SOS). After TamlaMotown acquired Ric Tic and Starr inthe mid -'60s, the singer had a top 10 pop hit withTwenty -Five Miles (Gordy) in 1969.

In 1970 Starr reached number one on the Bill-board Hot 100 with his pacifist track War, which hasbeen described as one of the '70s most influential

R&B records. Joining the disco band-wagon in the late 1970s, in 1979 Starrhad club and chart hits with Contactand HAP.P.Y. Radio (20th Century).

In the early '80s, Starr moved to theUK, where he tapped into his under-ground cult status on the northern souland mod scenes. In 1984, he recorded atribute album to Marvin Gaye forStreetwave and then released a pair sin-gles on Hippodrome in 1985 and 1986.He recorded briefly for Virgin, being pro-duced by Stock/Aitken/Waterman,before recording for Motorcity in the UKand WEA in Germany.

His latter years saw Starr gigging extensively inthe UK and rest of Europe. "He was a very hardwork-ing guy and a lovely man," says Richard Searling,presenter at UK radio station Jazz FM, who workedwith Starr over the years. "He will be greatly missed."

The latest twist in the ongoing court casein London between Virgin Radio'sowners SMG and the UK rock station'sformer presenter (andowner) Chris Evans comeswith Virgin Radio's chief executiveJohn Pearson being accused oflying under oath. Asked early onin the case whether he'd spokenor written to a potential witnessasking him not to give evidence,Pearson had replied that he hadn't. The individualin question was lain Grace, a one-time pro-gramme director of Virgin who has continued toperform consultancy work for the station in recentyears. But Pearson later admitted in court that hehad written to the Grace, three weeks before thehearing began. Pearson denied lying, saying he hadonly remembered his e-mail to Grace after he hadfinished giving evidence. Last week the court alsoheard that Evans refused to speak to Virgin's man-agement between June 6, 2001 and June 20, whenhe failed to turn up for his breakfast show.

Jean-Marie Messier, former Vivendi-Uni-versal head honcho, was apparently paid euros 5.6million in 2002, his last year of working for themedia -to -utilities behemoth, up 10% on the previ-ous year.

Francois Leotard, the French government"envoy" to the European Union on the question ofVAT on recorded music, was due to end his sojournround the 14 EU countries with a trip to the UKnext week. However, Hotline understands that thevisit has been put on hold due to the lack of anysenior cabinet officials ready-or even available-to meet with him. Any connection with the currentFrench position in the Middle East? Meanwhile,French minister of culture Jean -Jacques Ail-lagon remains optimistic that a reduced VAT ratecan be achieved since Italy, which will be assumethe EU presidency for six months from July 1, hasput the issue on top of its agenda.

Jean -Marc Morandini, managing director ofFrench commercial radio group LV & Co, has leftthe company, which operates Paris Dance stationVoltage and Gold network MFM. Morandini sayshe leaves on a high as both stations have achievedrecord audiences. He will disclose his new venturein the coming weeks.

The mood was sombre last Friday (March 28) atSony Music Europe's headquarters in London, asregional president Paul Burger announced to hisstaff that he was leaving the company (see story,front page). Themost recent news was that the text was to be dis-cussed "in the spring," when the European Com-mission's initial timetable called for the Directiveto be transposed into national law at the end of lastDecember... yet another connection with ongoingevents in the Iraq?
