UMI rules Europe's chart universe by Emmanuel Legrand LONDON - In a market generally consid- ered to have been tougher than ever, Universal Music has maintained its lead in M&M's annual year-end European chart shares. For a fourth consecutive year, the Vivendi-owned music giant was the num- ber one record company in 2002 for both albums and singles in Europe, despite a moderate slip in both categories. Universal's releases in 2002 were geared mostly towards the end of the year, which explains the lower share compared to the previous years. But by taking more than 25% in album chart share and close to 31% in singles, it remains the undisputed leader. "We're delighted to have retained our number one position in both single and albums chart share to the strength of releases from key acts like Eminem, Enrique Iglesias, U2 and the incredible success of Johnny Hally- day in France, amongst many others," according to a Uni- versal Music Inter- national spokesman. After sinking to a low of 11.5% in Euro- pean album share in 2000, Sony Music has gone from strength to strength in 2001 and now 2002, gaining nearly six points in album share year -on -year. Unlike Universal, Sony made most of its money in the first half of the year, with fewer key releases during the second half. While Sony did not have many number one albums, those that made it to the upper echelons of the chart stayed for most, if not all of, the year. Sony's performance owes a lot to a cluster of female artists-Shakira, the year's top female act, Anastacia, Jennifer Lopez and Celine Dion. Sony's Epic label was the year's top label for albums and sin- gles, followed by Columbia in both categories, reflecting the strength of both sources of repertoire. The awarcj for recovery of the year goes to BMG, which gained share in both albums and singles, largely thanks to a very strong release schedule during the last quarter of 2002. BMG's highlights of the year included Pink, Avril Lavigne, Elvis Presley, Santana, Alicia Keys and Westlife, among others, and in the UK, the German -owned major benefited from the massive success of Pop Idol acts Will Young and Gareth Gates. This return to form for BMG is high- lighted in an interview with the compa- ny chairman/CEO Rolf Schmidt -Holtz and COO Michael Smellie (see pages 4- 5). "2002 will probably be the best year ever in the history of the company," says Schmidt -Holtz, who takes satisfaction his company managed to - score with established acts but was also able to develop new artists such as Alicia Keys and Avril Lavigne. For Smellie, 2003 looks set to be equally successful. "It'll be another strong year for us," he predicts, "because nearly all the records that we have released in the fourth quarter are going to carry forward-Aguilera, Whitney, TLC, Santana, Toni Braxton. These are all artists with a history of long -selling albums." But the most significant music trend of 2002-and M&M's Event Of The Year (pages 6-7)-was the popularity of TV -manu- factured pop, a phenomenon that spanned Europe from Spain's Operacion Triumpho to Russia's Become A Star. Whether this turns out to be a healthy development or not for the industry will no doubt become clearer during 2003. LONDON - In a market generally consid-ered to have been tougher than ever,Universal Music has maintained its leadin M&M's annual year-end Europeanchart shares.

For a fourth consecutive year, theVivendi-owned music giant was the num-ber one record company in 2002 for bothalbums and singles in Europe, despite amoderate slip in both categories.

Universal's releases in 2002 weregeared mostly towards the end of theyear, which explains the lower sharecompared to the previous years. But bytaking more than 25% in album chartshare and close to 31% in singles, itremains the undisputed leader.

European TV in 2002 was dominated by the almost ever-

presence of shows such as Popstars, Pop Idol, Star Acade-my and Operation Triunfo.

These programmes have invaded the airwaves and theirinfluence over the music industry has been building upover the year. TV manufactured pop is not new (rememberThe Monkees?), but such has been its importance through-out the region in 2002 that M&M has chosen to elect thephenomenon as the event of the year.

Television channels across Europe can't seem to getenough of these shows, which manage to attract audiencesby the million and offer lucrative ancillary revenues. Forrecord labels, it's a way to secure media exposure to a max-imum audience-and in the process sell a few million sin-gles and albums by virtually unknown acts.

Critics are quick to raise the issue of long-term invest-ment in artists with the development of these shows. Theyalso point out that they take existing media and retailspace away from "real" artists. In some countries, theseshows have become the only place where music is exposedon TV (which does not leave much room for any music tothe left of these karaoke contests).

The other danger is that for the vast majority of thepublic this process becomes the norm when it comes toidentifying, nurturing and developing artists. But a true

artist needs time and a proper environment to blossom.This is not exactly what is provided by these programmes.

And meanwhile, the backlash can be as swift as the riseto stardom. In the UK, Hear'Say learned the hard way that"winning" is not enough-"lasting" is just as important. Themembers of the act were so dismayed by the hostility peopleshowed them that they called it a day just a few monthsafter scoring the jackpot (but not before breaking a few salesrecords).

This highlights two major flaws affecting TV manufac-tured pop acts-they are not built to last, and those thatdon't like them tend to dislike them with a passion.

The problem is not that these shows exist (they mighteventually deliver some acts that count), but that in somany countries they are now all that there is on terrestri-al TV when it comes to showcasing new music. These pro-grammes, catering for the lowest common denominator,cannot reflect the full diversity of the music scene. Let'smake sure that there is still some room for the rest. Many of us will have greeted the news of the death of TheClash's frontman Joe Strummer-justbefore Christmas at the age of 50-withgreat sadness. For many 40 -somethingsThe Clash, more so than the headline -grabbing Sex Pistols, were the musicaland social template for a generation.Strummer & co. exuded all that is vitalin music-great songs, masses of energy,attitude, social consciousness, arro-gance, the look, and fantastic live per-formances. He will be sorely missed.

Portuguese government u -turns on Antena 3 sell offby Chris Graeme

LISBON - After months of deliberationthe Portuguese government has done aU-turn and decided against selling offpublic CHR stationAntena 3.

The move wasannounced on Decem-ber 18 at the officiallaunch of the coun-try's new, revampedpublic broadcasting service, which hasfused together the previously seperate-ly-run state radio and TV corporations.

The new public broadcaster, calledRTP-Radio e Televisao de Portugal-has risen from the bankrupt ashes of aholding company formerly known asPortugal Global, which comprised RDP(radio) and RTP (TV).

The decision to keep Antena 3 in thepublic sector was announced by MoraisSarmento, media minister in DuraoBarroso's centre right government,before the nation's press at the new pub-

lic broadcaster'spremises at CaboRuivo, Lisbon close tothe former 1998 WorldExpo site.

The creation of thenew RTP widely seen

as the biggest and most controversialmedia industry issue in Portugal inrecent years, with hundreds of redun-dancies expected.

Sarmento praised Antena 3, saying ithad proved willing to reform itself in thepast year and, through playing morelocal repertoire and being more in tunewith the 18-25 age group it serves, had

seen its audience share increase bynearly 2%.

In a 52 -page document, Sarmentoalso said that all three ex-RDP publicradio stations must continue to gainaudience share and reduce their annualrunning costs from euros 60 million toeuros 35 million by the end of 2003. Thegovernment also outlined a major over-haul for AC/MOR station Antena 2,which will now cater for a younger audi-ence with a cultural flavour. "In thisrestructuring we have done more in sixmonths than the previous govern-ment-which threw away euros 1.9 bil-lion-managed in six years," Sarmentoclaimed.

Funding for the public stationswill come out of the national budgetand will be topped up by some limit-ed advertising.

Radical Danish radio bill changes landscapeby Charles Ferro

COPENHAGEN - Denmark's parlia-ment has given its consent to a billwhich, among other liberalisations,will permit networking in the coun-try's commercial radio sector for thefirst time and will auction off two newquasi -national FM licences to the high-est bidder.

The Culture Ministry's bill, passedon December 6, will also create a morepowerful central regulator and, subjectto the findings of a forthcoming techni-cal report, will allow local commercialstations to increase their transmitterpower from the current 160 W maxi-mum.

A culture ministry spokesman tellsM&M that plans for auctioning off thetwo new quasi -national frequencies

would be compiled "as quickly as possi-ble in 2003." They are scheduled to gounder the hammer in April. One of thenew frequencies will be able to reach80% of Danish households, but theother frequency will only cover 37% ofhouseholds, mainly in Zealand (whereCopenhagen is situated) and parts ofeastern Jutland.

"I look forward seeing how this willhelp professionalise the medium," saysJim Receveur, MD of the Clear Chan-nel -owned Radio 2/Uptown group. "Itwill be exciting to be in the auctionroom that day, but whoever wins theprize will need really deep pockets."

In order to be able to participate inthe auction, interested parties willfirst have to submit their program-ming and financial plans to the regula-tor. Prospective broadcasters will be

tabling the amounts they are preparedto pay each year for the life of thelicence. Bids are expected to start atDKK 5 million (euro 670,000) per year,and the winning broadcaster will alsohave to pay the government a percent-age of its annual turnover on a slidingscale from 5% to 15%.

The only significant programmingcriteria imposed by the culture ministryis a minimum of 1,000 hours of news peryear for the frequency with 80% cover-age; there are no programming require-ments laid down for the frequency with37% coverage. Interested parties mayonly bid for one of the frequencies,and-unlike the situation with thecountry's fourth national FM frequencywhich was awarded two years ago-public broadcaster Danmarks Radio isnot eligible for the contest.

BMG on the road to recoveryAfter a dramatic 2001 which saw the appointment of anew chairman and the implementation of drasticrestructuring, last year was equally challenging forBMG's management. After weathering the storm andseeing an upturn in 2002, the end of the year was espe-cially positive, with a series of high profile releases fromthe likes of Elvis Presley, Santana and Whitney Houston.At the beginning of December Emmanuel Legrand metchairman and CEO Rolf Schmidt -Holtz and his COOMichael Smellie, when both were in London for their firstmeeting with Zomba's top management.

Looking at the broad picture,2002 was quite a year for

Rolf Schmidt -Holtz: It certainlywas a busy year, but in the end it alsowas a successful year for us. We arequite satisfied with the outcome.

What's the year going to lookN9',4 like at BMG from a financialperspective?

R.S-H: We don't disclose figures, butit will probably be the best year everin the history of the company.

Michael Smellie: We are notallowed to comment on figures, butthere has been some "on the record"figures disclosed during the year andwe are on target to reach or exceedthe target we set ourselves in theearly part of the year. For recordedmusic and publishing it will be anall-time record.

What have you focused youractions on over the past 18

months, since you startedworking as a duet?

M.S: Sometimes I wish we were aquartet... (smiles)

R.S-H: The BMG story is the story of aturnaround. It was not a cost-cuttingorientated story. What we feel that wehave managed in a creative environ-ment is to make drastic cuts in the com-pany because we had to, and at thesame time create an atmosphere wherewe brought artists into the studio andcreated attractive music. This is a verydifficult thing to do at the same time.Quite often, you focus on the first partof the plan and when it's done you startlooking into the creative aspects. Wedid this all at once and to be frank,when we started the process, we did notknow if we were going to succeed or not.

M.S: There were times when we were

BMG had a great last quarter wondering if weafter a rather slow start. through all this.

What does 2003 look like?

M.S: It'll be another strong year for usagain because nearly all the recordsthat we have released in the fourthquarter are going to carry forward-Aguilera, Whitney, TLC, Santana,Toni Braxton. These are all artistswith a history of long selling albums.I think that sets us up as we get intothe early part of next year. Plus we'llhave new releases next year from asignificant number of our majorartists, including Dido, Annie Lennox,OutKast and Sarah McLaughlin. Ifthey can be not so heavily skewedtowards the fourth quarter, next yearwill be as strong and more spreadthroughout the year.

R.S-H: We are more confident thanin previous years because we haveproven that we can find and developan artist like Avril Lavigne. It ispossible!

What was the toughest partof it all? Because at least for

one of you, there was a steeplearning curve.

M.S: I don't think it was a learningcurve issue. The most difficult thing inthe early stages was getting the teamof people necessary and gettingthrough to them the seriousness of thesituation. Once we had achieved that,we started to get some traction. Youhave to understand that the historicalmessage within the company' with theprevious management was that thecompany was OK. So I personallythink the first and most significantpart of the challenge was to get thegroup of people together and tell themabout the seriousness of the situation.Once we got that right, the rest cametogether.

R.S-H: The most important task is to

find high quality management andbuild from these individual guys areal team. Once you have achievedthat you won't be unsuccessful, andwe are now in a much better positionthan we were a year ago.

Having a number one albumaround the world with Elvis

probably did not hurt in helpingget confidence back.

M.S: Our A&R people feel very goodabout the records they deliveredunder lots of pressure and our mar-keting people feel very good in termsof being able to deliver on a globalbasis. The Elvis release was organ-ised in a way we've never done before.

R.S-H: And if you realise that we'vegained market share in literally everyregion we are operating in-in adeclining market-it's not so bad.

BMG Europe's managementhas been quite stable over

recent years. Was it because it didnot need fixing?

R.S-H: We brought in Tim Bowen [asCOO of BMG Europe], and changedthe MD in Germany, so we've made afew changes, but not that much.

M.S: For us the key issue is what needsto be prioritised and one of the key issueswe had to deal with was to get recordsmade. So at our level, did we spend a lotof time focusing on Europe? No, probablynot, but it has not presented those sort ofissues. Having said that, we are in a mar-ket that is going to drop six or seven percent this year and one of the things wehave said to all the BMG managers is-take nothing for granted. What we see asour advantage as a company is our abili-ty is to adapt in advance of the marketnot after the market changes.

Speaking of Tim Bowen, wesomehow get the feeling that

there are two layers ofmanagement at the top of BMGEurope, one with [BMGpresident] Thomas Stein and histeam, and one with Bowen andhis team. Is that the rightperception?

M.S: It's not an internal issue. Maybeit's what you see, but not something Iwould see.

R.S-H: I feel the same as Michael.That is not my perception.

Fine! Another key event ofthe year for BMG was the big

return of Clive Davis. InNovember, you bought back hisshares of J Records and you puthim in charge of the RCA Groupin the US. Don't you find it quiteironic that you are giving himmore to do when three years agohe was considered too old andwas put on mandatoryretirement by BMG's then -management?

M.S: Yes, I think it's ironic and it's anodd twist. But the original decisionwas probably wrong. Hey, that was afew years ago and...

R.S-H: ...we felt at this point in timethat this was the best decision wecould make and we are happy that wefound quite fast a very fair solutionfor BMG and for Clive. The reactionwe have got out of the creative com-munity is amazing.

Has Clive Davis been given aspecific brief?

R.S-H: Clive is not the guy you haveto brief! (laughs) Clive is one of themost dynamic executives in themusic industry. He is on top of every-thing.

M.S: We want to powerhouse a labelgroup and that's really what he has todo. He has to build J, he has to buildRCA. We want a superlabel.

Another important event foryou this year was the

acquisition of Zomba. What willit bring to BMG?

R.S-H: Zomba assets are greatartists, a strong publishing and excel-lent management. We feel that if wecombine our strength and marketshare we will no longer be the fifthmajor. With Zomba, Arista, the RCAGroup and together with publish-ing-with Zomba we are the thirdlargest publisher in the world-youhave at BMG four very strongsources of creativity.

How are you going tointegrate Zomba?

R.S-H: We are starting a dialogue

with our new colleagues [at Zomba]because a lot of these mergers oracquisitions fail because of culturaldifferences and problems. We takethis very seriously-we want to com-bine our forces, and for this to hap-pen, you have to talk and talk againand then decide.

^ Don't you think that the $3bn11111 spend to buy Zomba couldhave been used differently?

M.S: This is a hypothetical question.If somebody asked you: 'Would youlike to own the most successful inde-pendent music group in the world?",you'd have to be a fool not to say: "Yes,I'll take it!", and if somebody adds"It's a well rim publishing company,it's a well run record company, withgood artists and good composers",would you still want it? Absolutely.Now the question is "What would youpay for it?". Bertelsmann havealready acknowledged by taking animpairment that they thought thatthe price, under the "put" agreement,was higher than they probably shouldhave paid. Well, that's a one-off thingand it's done. Fact is-we haveacquired the best and most successfulindependent company in the world.

Q event that impactedyou this year was the

departure of [Bertelsmannchairman] Thomas Middelhoffand his replacement by GunterThielen. Do you think this haschanged the fundamental wayBMG is perceived within theBertelsmann family ofcompanies?

R.S-H: Thomas Middelhoff was a sup-porter of BMG, no doubt about that,and we felt good4t the time and thesame is true about Thielen, who isbehind us 100 per cent. We feel, asBMG, totally supported by our share-holder and our parent company.

With the departure ofMiddelhoff-and you could

add to the list [Vivendi Universalchairman Jean-Marie] Messierand [AOL Time Warner's COOBob] Pittman-it appears that thecertain idea of synergy inentertainment companies wentdown the toilet. They seemed tothink that the conduit had morevalue than the content. Now, itseems that content is moreimportant than the platforms. Isthat your feeling?

R.S-H: I'm not sure this is really thecase. Within Bertelsmann, I am the"holy priest" of synergy, but my ideawas to say from the outset that syner-gy is not the name of the game.Synergy is what is necessary and ben-eficial in a decentralised organisationand what links all the elementstogether. We have a huge potentialthat we have to build from-andthat's what we did by the way-butyou should not look for synergiesinstead of being profitable in yourcore business. It is not a substitute.

The basic rule is that you have to

run your division and your companyin a profitable way. And then, in com-panies like Bertelsmann, you canstart looking for synergies, becausethere is additional potential. It comeson top.

M.S: I would see that as an opportu-nity not a strategy. I think it is possi-ble that the people you mentionedviewed it as a strategy.

One of the tools inMiddelhoff's strategy then

was Napster. I guess you musthave felt good the day it wentdown...

M.S: From BMG's perspective wewere, say, indifferent, although that'snot the right word. We are, to use yourterminology, in the business of content,not in conduits. Napster is a conduit.Would I have liked them to succeed? Itwould have been great. Did it matterto me whether Bertelsmann ownedthem or not? Absolutely not, I didn'tcare. What we want to do is to makethe best possible records by the bestpossible acts and have the most num-ber of conduits, including Napster,competing actively for us and hopeful-ly bidding up the price for us. WhetherNapster is owned by Bertelsmann ornot is of no relevance to us. It does notadd any value to our music.

R.S-H: We -BMG are in the musicbusiness, not simply in the selling ofCDs. That means we have to bringmusic to our customers one way or theother. It can be via CDs, Napster orany other way.

Rolf, you come from adifferent background than

the music business, although youhave been in media andentertainment all yourprofessional life. How does themusic industry compare withother sides of the entertainmentindustry?

R.S-H: I don't think there is such athing as a music industry-musicbusiness seems more appropriate.And it is one of the most exciting busi-nesses because music is one of themost emotional and internationalmaterials you can deal with. The peo-ple who deal with music are thesame-exciting, different, special, notalways easy to deal with but veryinteresting.

I still feel that the music businessmissed some huge opportunities-such as allowing MTV to build a busi-ness by using our products but get-ting nothing in return. Obviously, themusic business underestimated andover the years undervalued its ownproducts. This is what, looking back, Icannot understand. Over the yearsthe music business has let a lot of peo-ple make money out of somethingthat we have found, developed, andinvested in.

There are also a certainnumber of practices within

the music business that probablyneed to be changed or reformed.One of them is the contractualrelationship between artists andlabels. A few weeks ago youannounced a reform of youraccountancy and royaltyprocedures. Why did you feel theneed to do so?

involve artists, producers and thework done by the record companies. IfI go to a fair like Popkomm inCologne, do I have the feeling that Iam in an industry proud of presentinggreat music? Not every day. It is a cul-tural issue and I feel that the cultureof pride is not natural to the people inthis business.

M.S: To be really honest, when youlook at the growth of the industry, thebusiness has doubled over the past 20years. There are certainly many partsof this business where it is still verymuch like a craft with poorly repre-sentative industry bodies in someareas. For an industry of our size,probably very poorly. That playsthrough in terms of a whole series ofissues but it is more reflected as abusiness in an evolutionary stage. Itis growing up, coming out of a craftinto a business. And then maybe intoa next stage into an industry.

As an industry issue, this is thesingle biggest issue that we've got.Because if you fix this issue, theissues of technology and legislationwill resolve themselves. If you have astrong cohesive representative indus-try then you feel more confident thatsome of the issues start to be resolved.These are very challenging times forIFPI and RIAA and there's a long,long way to go.

M.S: We identified our artists as ourpartners and that's easy to say, but Ithink that when you really believe it,you need to change the way that youdeal with your partners. Accountancyis one of the ways to change the rela-tionship. It is really part of us redefin-ing our relationship away from anexploiter/exploited relationship,which I think has historically beenthe case. We need to find new ways ofdefining those relationships. It is onlyone of a whole series of steps we'llmake in order to do that. Our aim isto see our artists as partners, notassets.

^ Overall, do you think that theMII9C industry is presenting itselfin the best possible light to themedia and the consumers with itspractices?

M.S: Absolutely not.

QWhat should be done then?

R.S-H: I think we have to be farprouder of our achievements. I'm nottalking about having a hit now andthen but about the whole range of ouractivities. We have to put forward oursuccess stories, especially when they

R.S-H: A business that is not cus-tomer -driven will die over time. I liketo think that we are customer -driven.

^ BMG is a company managedVII191 by two people. How do youoperate together?

R.S-H: If you are a genius on yourown, you can operate for a while andit's fine, but over time you realiseyou perform better in a team. Whatboth of us bring to each other bydoing a lot of things jointly, by talk-ing a lot, by correcting each other, isvery valuable. It is a complex worldand you cannot handle everythingon your own. I like to work with avery close team and sometimes youdeal with extremely sensitive issuesso it's better to exchange ideasbefore making decisions. We spend alot of time together and we havebuilt a good relationship over thepast two years. We enjoy eachother's company.

And who has the last word?

It's make or break time for TV popTV has been setting the agenda of the music, and oftenthe radio, industries in 2002-it was hard to avoid all thenew acts "discovered" by TV reality shows. Most coun-tries in Europe had one or more of these shows, launch-ing new careers overnight, and prompting M&M's edito-rial team to select TV -manufactured pop as THE EVENTOF THE YEAR. But some voices in the industry are con-cerned that these shows are at the expense of artists withlong-term careers, and contribute to a dumbing down ofmusic by television. Adam Howorth explored the worldof TV pop and asked top European music executivestheir feelings about the phenomenon.

t used to be record companies thatmade pop stars. Now it's televisionand it's Popstars. And Popmaker.And Pop Idol. And OperaciOnTriunfo. And Star Academy. The list

goes on.But whether you're a fan of Will

Young and Gareth Gates, No Angels,Jenifer or Lollipop, what the rise offly -on -the -wall television pop docu-mentaries has done is to draw up bat-tle lines in the music industry.

In one corner are the hard-headedbusinessmen and women who sell"product", and if TV helps propel theirall -singing, dancing and smiling popclones off the manufacturing line andinto the arms of an eager public at anaccelerated rate of knots, then somuch the better.

Meanwhile the purists in the othercorner argue this entirely commer-cially driven approach devalues the

The EMI executive is particularlyscathing of the Spanish talent showOperaciOn Triunfo. "I'm sure thisprocess has damaged the Spanishindustry even further," De Buretelsays. "It is not sane to release a mid -price compilation following a TV showeach week. It takes a lot of space inthe stores and it gives the impressionthat music can be easily made,recorded and distributed. In the longrun this can be damaging."

medium and actually makes a badeconomic situation worse-interna-tional record sales are falling year -on -year, and to date TV has only beenable to manufacture short-termartists. They cite the recent demise ofthe UK's Hear'Say as a case in point,and argue that if the same financialresources had been ploughed intomore authentic acts that could beallowed to develop over four or fivealbums, there might be some chanceof finding the catalogue artists oftomorrow who, it should be remem-bered, contribute at least 20% torecord company revenues every year.

Music as yoghurtOne particularly outspoken critic ofTV -manufactured pop is Emmanuelde Buretel, chairman of EMIRecorded Music Continental Europe.His belief is that the trend will lead toan easily made, easily consumed andeasily forgotten genre of music. "Allthis TV manufactured pop is turningmusic into a commodity like yoghurt.

Pop Idol jury member and music pro-ducer Simon Cowell a householdname. With Will Young and GarethGates prominent on its roster,through a licensing deal with Cowell'sand Simon Fuller's label S, BMG isthe unashamed home in the UK ofTV's favourite karaoke stars. BMGUK VP of international Dave Shack,whose wife Nicky Chapman was oneof the judges on the UK's Pop Starsand Pop Idol shows, says there is awrong perception about these type ofartists. "I passionately care," he says."I don't think it's a bad thing becauseit's semantics-every band is manu-factured-any auditioning process,even with a rock band replacing adrummer. The trick is creatinglongevity. Record companies andmanagers need to have the vision andballs to go for a long time."

How BMG intends to do this withYoung and Gates-respectively win-ner and runner-up in the inauguralUK Pop Idol-is by trying to establishthem as credible solo artists rather

than simply beneficiaries of theirWarholian 15 minutes of fame. "We'vesufficiently distanced them from PopIdol," he says, explaining the reasonwhy international exploitation of thetwo singers has been put on the backburner until the start of 2003.

One of the main problems thatmusic executives have with these actsis the almost impossible task of mak-ing them travel. However, BMG willbe trying to push Gates and Youngoutside the UK in 2003, andUniversal Music France is makingplans for the international release ofits Star Academy act Jenifer.

"Territories are being very selec-tive-they'd rather give power to thedomestic companies to develop theirown repertoires," BMG's Shack says."Everyone has low expectationsbecause next year everyone will havetheir own idol, but Will and Garethwill be released in a hell of a lot of ter-ritories because they have the oppor-tunity for stand-alone success. Youput on a showcase in your own terri-tory [with Will] and you tell me hedoesn't have star quality. Those terri-tories aren't forced to put theirrecords out, they're putting them outof their own volition."

Although Shack says BMG willline-up "four or five European territo-ries for multiple visits to set up theartists at the start of next year", bothYoung and. Gates have already hadnon -UK releases. "We allowed SouthAfrica to go early because they hadthe benefit of the UK show [airing onTV] and they've sold 100,000 singleseach. And they're well on their way to

gold albums with no promo-all onthe back of the TV show."

The Will Young album is FromNow On, and the Gates debut long -player is What My Heart Wants ToSay. Young's single Evergreen notchedup 1.1 million sales in its first weekback in February to become the UK'shighest selling first day and firstweek debut single of all time, out-selling every other release in the top40 added together. Gates' debut,Unchained Melody, saw him crownedin March as the youngest ever soloartist to have a UK number one sin-gle. It sold 850,000 units in week oneand also stayed at the top of the sin-gles chart for three weeks.

Added exposureSince Young's Evergreen went to num-ber one earlier in 2002, there hasbeen on average only one week inevery five when there has not been aTV -manufactured act present in theofficial UK singles chart. JulieBorchard, Sony Music Europe's seniorvice president, marketing, feels this isin no way a bad thing. "These showshave captured the public's imagina-tion in many countries around Europeand it is important to recognise thatthey have a place in entertaining con-sumers and bringing music to them,"she says, although she cautions: "As acompany it is crucial to maintain acreative and commercial balancebetween being 'artist -driven' and 'hit -driven'."

Massimo Giuliano, managingdirector of Warner Music Italy, isunequivocal in his support for these

television programmes. "My personalfeeling is the TV shows are a fantasticopportunity for people to becomefamous-it's rare to have prime -timeTV for unknown artists," he says."The only problem is [how] to createreal artists-they're successful forone album but then disappear."

Italy has adapted its own versionof Operacion Triunfo, the top -ratedSpanish show, called OperazioneTriompho. It came to Italy thisautumn, with the winner getting acontract with a major, and-as withthe Spanish show-a compilationalbum is released every week. "InSpain it's been extremely successfulbut not quite so in Italy," saysGiuliano. "It's a joint venture betweenWarner and Sony and the winner willhave a contract with Warner, andSony has the option to pick up anoth-er artist on the show. We have sched-uled the winner's album no later thanFebruary. Then Sony will pick up anartist and then we might pick upanother, as there are some interestingartists."

The other key show in Italy hasbeen Popstars. "It began a year and ahalf ago and generated a female band,Lollipop, that we signed and whoachieved big success with the singleDown, Down, Down which sold100,000 units," reports Giuliano."Their album, Popstars, sold the sameand has gone platinum. We don't knowwhat's going to happen with Lollipop'ssecond album-you now have to builda career, and they need to prove theywill last."

Despite the success with Popstars,however, Giuliano is keen to stress:"IA don't have to rely on this show forour A&R-we have to do that as well.This is an extra opportunity and we'rehappy to have it."

Bypassing radioCompanies who have to date not beeninvolved with reality TV acts havebeen watching with interest at thedevelopment of this new sector of themarket. Such is the case withUniversal Netherlands, whose mar-keting manager Wilbert Mutsaersexplains that his company has notbeen involved with TV -manufacturedacts in Holland so far, but is looking

into it. "K-Otic/Sita [Popmaker actand singer] are with Zomba and mostof the rights for Idols are with BMG,but we are also interested in creatingacts and concepts like this, so timewill tell. I strongly believe that thereis a limit to the number of those actsbeing successful at the same time."

Mutsaers adds: "I'm sure mostUniversal executives would be happyhaving all the rights for concepts likeIdols exclusively, but those same peo-ple all realise that the core businessfor us is artist development that lastsfor longer." He considers that a posi-tive aspect of TV -driven exposure isthat it means the labels have to relyless on radio and press support to

Mutsaers concedes that "thecareers of these TV -manufactured popacts are mostly short. Most of the timethey lack a normal build-up and there-fore break down pretty soon-eitherthe audience forgets about thembecause something new is just aroundthe corner or because the artist isunable to cope with the sudden expo-sure."

Russian experiencePopstars and Operacion Triunfo havealso proved popular formats inRussia, where they have beenrebranded as Become A Star and StarFactory, respectively. Together theshows reach 300 million viewers inRussia and neighbouring countries.

Because of the huge viewing fig-ures involved, radio was keen to geton board, says Maxim Shvachko,managing director of Warner Musiclicensee www.records who will signthe winners of Become A Star. "Radiois really behind the project, as forthem it is a matter of 'who gets thisfirst'," says Shvachko. "We got enor-mous support from several leadingFM networks who agreed to put thefirst single on rotation.

"Both shows are also extremelypositive for the legal music industryin Russia and the Ukraine," addsShvachko. "It gives TV viewers a`behind the scenes' insight into theenergy and work that is invested indeveloping an artist, and helps to

Manufactured pop: Programmers speak outTV as A&R has reversed the traditional pattern that anact has to pick up radio airplay before attaining the holygrail of television exposure. So what do the radio pro-grammers think?

Jeff Smith, head of music and programming strategyat the UK's Capital FM Network (CHR), is enthusiastic."It really isn't a bad thing in these difficult times for themusic industry to draw people's attention to new musicand artists," he says. "There have always been manufac-tured and created acts. Years ago it was calledOpportunity Knocks and New Faces, now it's calledPopstars and Fame Academy-who knows what they willdevelop into next, but there will always be TV talentsearches with knock -on record sales opportunities."

Andrew Phillips at Alternative Rock stationXFM/London is-perhaps unsurprisngly given his sta-tion's format-not a fan. "It tends to wrap music up assome kind of 'good looking people only apply', and life ismore real than these shows. It takes talent, sweat anddedication to build a real music career."

"It's a whirlwind phenomena which has been extreme-ly successful for ratching up singles sales at a time whenrecord companies have been licking their collectivewounds over plummeting sales," believes Colin Martin,executive producer, music at UK public AC/MOR stationBBC Radio 2. "Seeing the proliferation of TV -created popstars, Radio 2 has had to be selective about which singleswe have added to our playlists. To allow every winner,loser and wannabe access to our playlist would have tam-pered with our freedom to stand outside the game andsay 'no' when the records just weren't good enough-andthere's been a number of those in the past couple ofyears."

He adds: "Good luck to anyone who makes it past thenext bunch of Popstars off the conveyor belt-it's going tobe a bumpy journey-but the phenomena which has keptmillions glued to their TV sets on a Saturday night isn'tthe saviour of the music business, that's got to go back tocreative talents and old-fashioned risk taking of A&R. If itdoesn't, we're in for a headless chicken of a ride."

So, if from London to Moscow,Madrid to Berlin, TV pop idols are thenew flavour of the day, what's thefuture going to look like? 2002: Still awaiting happier timesFollowing on from a difficult 2001, 2002 brought preciouslittle relief for most working in the European music andradio industries. Hamish Champ and Jon Heasman lookback at the year's biggest stories.EMI's turbulentyear... andthen someIf a year can ever becompared with a fair-ground ride then 2002was a positively rip-roarin' rollercoasterfor EMI. Having seen two mergersscotched in 2001, the embattled UKmusic major launched an overhaul ofits Recorded Music operation inFebruary under the steely gaze of thedivision's chairman/CEO Main Levy.EMI Records was rebranded asCapitol, and throughout Europe thegroup's Virgin companies werebrought under the command of a sin-gle executive responsible for both enti-ties-executives benefitting from thismove included Germany's Udo Lange,Italy's Ricardo Clary and the UK'sTony Wadsworth-and by Marchnearly 2,000 staffers were told theirjobs would have to go. In May, EMIannounced it had bought Mute, hometo the likes of Depeche Mode, for a cool£42 million (euros 67.4 million), whileperhaps the company's biggest deal-indeed the industry's-secured theservices of UK pop hero RobbieWilliams for another six albums,although Gloucester Place firmlyrejected reports that the ex -Take Thatman's signature in October cost awhopping £80 million (euros 123 mil-lion). Half year 2002 sales, down10.9%, were evened out-thanks tothe Levy -led overhaul-by operatingprofits up a stonking 83.3%.

Revolving door policy?A high -flying career in the mediaindustry can often be a turbulent one,and 2002 certainly saw many hither-to "sacred cows" falling by the way-side. Vivendi Universal (VU) chair-man/CEO Jean-Marie Messier, theman behind VU's drive to transformwhat had historically been a sewageand water treatment business intothe world's largest media company,

fell on his sword in July to be replacedby Jean -Rene Fortou, the vice-chair-man at chemical business Aventis.Messier, who had angered many inFrance's media establishment byheartily embracing all things US,including its corporate culture, said

he was stepping downto "restore peace andcalm to VivendiUniversal", amongother things.Meanwhile over atAOL Time Warner,the group's COO

Robert Pittman resigned, saying itwas time to "take a break", with sug-gestions that his departure was inany way related to accounting con-cerns at the company being firmlybatted out of the ball park. A monthlater, it was the turn of Bertelsmannchairman/CEO Thomas Middelhoff todo the "decent thing" and head for theexit door, following a not -so -successfulstrategy of gearing up the privately -owned Gutersloh-based company for astock listing. The end of 2002 sawClive Davis assume the chairmanshipof the newly -created RCA MusicGroup after BMG bought the 50% of JRecords it didn't already own, whilelong -serving Warner Music executiveStephen Shrimpton retired from hispost as WM International chair-man/CEO after 16 years with thecompany, to be replaced by WMI pres-ident Paul -Rene Albertini.

UK radio to consolidateIn years to come, historians may wellconclude that 2002 was a highly sig-nificant year for the UK's radio sector.In November, the country's Labourgovernment published the final draftof its Communications Bill, whichproposes allowing non-EU companiesto own majority stakes in Britishbroadcasting companies for the firsttime. The bill, helmed by culture sec-retary Tessa Jowell, also proposes themost radical deregulation of UK radio

Napster, Schmapster...Napster, the bane of the legitimate record business prettymuch since its creator Shawn Fanning learned to walk-well,almost-looked like being consigned to the history books bythe end of 2002. The might of the majors had managed to getthe P -2-P file sharing service that at one stage attracted 80million users put on hold at the beginning of the year, thenthey lifted their copyright infringement claims to give eachmore time to negotiate a settlement. In April Bertelsmann-which had already invested at least $60 billion in the service-made a bid toacquire it outright, and in June the German media giant sought to buy theassets once Napster emerged from a Chapter 11 bankruptcy filing. The UK indielabel trade body, AIM, was named chair of the unsecured creditors' committeelater that month, while in September Bertelsmann abandoned its asset -buyingplan, prompting Napster's assets be to liquidated under a Chapter 7 bankrupt-cy filing. Interest in buying Napster's remaining assets gained momentumtowards the end of the year and in November, CD software manufacturers Roxiobid and paid $5.3 million in cash and stock for Napster's intellectual property."It's done. We own them," said a Roxio spokesperson. The end of Napster, per-haps, but not the end to the industry's piracy problem by a long way...

Dutch auction saga goeson... and onFeaturing in our news review for asecond successive year, it's the sagathat just won't go away...much tothe chagrin of the Dutch govern-ment, which seems to face legalthreats whichever way it turns onthe matter. Early in 2002, the gov-ernment decided that it wanted toreplace its plans to auction off radiofrequencies with a more convention-al "beauty parade" system of licenceawards. However, in July aRotterdam court said that this movewas illegal, as it didn't fit with thecountry's existing Communicationslegislation, which enshrines theprinciple of cash auctions. The gov-ernment hastily amended that lawto make the "beauty parade" legal,but although the court reversed itsprevious ruling it still ruled that thegovernment must set out the beautyparade criteria by January 1, 2003(they'd wanted to delay untilSeptember 2003). In the meantime,in October, the government collapsedand a general election won't be untilJanuary 22. However, in Decemberthe outgoing government finallycame up with a concrete plan inorder to meet the court's deadline,which proposes four national FMlicences to be auctioned off to thehighest cash bidder, and another fivenational FM licences to be awardedunder a mixed "beauty parade"/auc-tion system with pre -determined for-mats for each frequency. Phew!

ownership rules ever seen, withnational ownership limits abolishedin favour of a simple requirementthat there must be at least two differ-ent commercial radio companies pre-sent in markets which have three ormore stations. There are also propos-als which will enable greater cross -media ownership. The upshot-if thebill comes through parliament

unscathed in 2003-islikely to be a massiveconsolidation of theUK radio sector, withthe possibility that USradio giants like ClearChannel might alsowant a piece of the

action. In preparation, a number ofthe major UK groups-Capital, GWR,Chrysalis-went through majorrestructuring in 2002 to make themas lean and mean as possible.

Bertelsmann gets its walletout. AgainIt may have been a done -deal beforehis time, but Bertelsmann chairman/CEO Gunter Thielen still has to pickup the tab. The music industry heldits breath when, in June, Zombafounder/chairman Clive Calder exer-cised his "put" option to sell the com-pany he'd built up over the past 20 orso years-and which spawned multi -platinum selling acts such asBackstreet Boys, N'Sync, R Kelly andBritney Spears-to the German

media giant for a finalfigure of $2.7 billion.The then-Bertel-smann boss ThomasMiddelhoff claimed atthe time that he was"very excited aboutthe deal's future

prospects", which includes Zomba'smusic publishing interests, addingthat it would "definitely strengthenour music business". But it is Thielen,who took over from the oustedMiddelhoff in August, who along withBMG chairman/CEO Rolf Schmidt -Holtz and BMG COO MichaelSmellie, is left with the job of makingthe numbers work. In September theEU said the deal did not "significant-ly alter the competitive structure ofthe European music market", addingthat "BMG's existing market share islimited", which can't have gone downterribly well in the company's officesacross the region. At a senior man-agement meeting in London in earlyDecember, Schmidt -Holtz and Smelliemet Calder andother senior Zombaexecutives as partof a "getting toknow you" exercise,although concreteintegration plansstill have to behammered out.

Industry_gets stirred upover VATNo-one likes paying more tax thanthey have to. And when the range of aparticular tax across different goodsis as variable and apparently arbi-trary as VAT (or sales tax) appears tobe in Europe, it's easy to see why theregion's record industry should be upin arms. While VAT on books andother "cultural" goods is often as lowas 5%, pre-recorded music productsattract a tax rate of anywherebetween 17.5% and 22%. The dispari-ty has long irked the industry,prompting it to launch various public-ity campaigns during 2002 to per-suade the European Commission toaddress the problem. In July thetrade bodies representing both themajor and independent record compa-nies, the IFPI and IMPALA, met withFrench culture minister Jean -Jacques Aillagon, who said he woulddiscuss the matter with his EU col-leagues to try and reach an agree-ment on harmonisation. A similar del-egation later met with FritsBolkestein, the Commissioner over-seeing internal market affairs. InNovember, Aillagon appointed ex -cul-ture minister Francois Leotard to beFrance's VAT "envoy", charged withpromoting what had by now becomethe country's "make VAT lower" posi-tion amongst EU states. At aDecember press conference, execu-tives from two majors, Universal andSony, added their weight to thedebate by committing themselves topassing on any resulting VAT savingsto consumers.

Belgium comes togetherIt was a particularly busy year inBelgian radio. After years of separate,sales -house -sponsored ratings for thetwo halves of the country, the brandnew CIM survey covering the wholecountry published its first set ofresults in October. In Flanders, thenew survey put AC/MOR VRT Radio 2ahead of CHR Radio Donna, while inWallony public broadcaster RTBF per-formed better than in previous sur-veys. 2002 also saw the Flemish gov-ernment finally publish its new plansfor commercial radio in the region,which will see the creation of fivehigh-powered regional stations and240 local stations, which will beallowed to enter into networkingagreements. And in November, follow-ing over a decade of discussionsbetween the country's Flemish,French and German-speaking com-munities, a new national frequencyplan was finally drawn up which willdetermine how 845 FM and AM fre-quencies will be divided up region -by -region.

Crossing swords with the`Jolly Roger'One word guaranteed to send most

record companyexecutives into aseizure in 2002 was"piracy". In Aprilthe global industry'strade body, theIFPI, reportedrecorded musicsales in 2001 down

5%, a decline for which organisedpirating syndicates and domestichome burning activity were heldresponsible. First half 2002 figures,released in October, offered little to beoptimistic about either, with overallsales down 7.5%, and again, piracywas the main culprit for the slump.With manufacturing centres in theFar East, eastern Europe and LatinAmerica, the IFPI's anti -piracy teamshave had their work cut out to identi-fy and close down illegal productionlines around the world. But homeburning, made easy by cheap technol-ogy and even cheaper CD -R disks,continues to hit several Europeanmarkets, notably Germany-whichcould well see another year of double-digit decline in 2002-while in Spainthe country's annual music awardsshow was cancelled after it wasclaimed that music sales there werehampered by piracy. The industryresponded by issuing copy -protectedCDs and, following complaints fromconsumers who felt cheated thatthey'd bought CDs that wereunplayable on PCs, labelled them assuch. One crumb of comfort in all thiscame from IFPI chairman/CEO JayBerman-more people were listeningto music than ever before, he said. "Ifit wasn't any good, people wouldn't beburning it."

German governmentgets musical2002 was the year that Germany'sfederal government decided to take anactive interest in the country'sincreasingly ailing music sector (noth-

ing to do with 2002also being an elec-tion year, ofcourse!). InFebruary, thestate of the musicindustry wasdebated for thefirst time in par-liament, with a plenary discussioncalled for by the opposition CDU-CSAentitled The Status and Prospects ofRock and Pop Music in Germany. InJuly, the government decided that themusic industry should get a share of anew levy it had imposed on the sale ofblank CD -Rs to help compensate theindustry for some of the potential rev-enues it has lost to the scourge ofhome -CD burning. Then, delivering aspeech at Popkomm on August 31,German culture minister Julian Nida-Rumelin curried further favour withthe music industry by supporting acall by trade bodies the BPW andGMPA for the introduction of quotasfor new music and domestic repertoireat public radio. Unsurprisingly in thelight of all this, the German elec-torate's decision to narrowly returnthe SPD-Green coalition to power inSeptember was broadly welcomed bymost industry executives.

New offerings from AuntieNew BBC music stations are likebuses-you wait 35 years for one, andthen two come along inside 12months! The UK public broadcastergave birth (relatively painlessly) totwo new national music outlets in2002-6 Music, the long awaited AORgap -filler between CHR Radio 1 andAC/MOR Radio 2, and urban musicoutlet 1Xtra. 6 Music launched onMarch 11 with Ash's Burn Baby Burn.Pprogramme editor John Sugarexplained: "We're trying to get awayfrom all this obsession with popmusic." 1Xtra, the launch of whichwas criticised by some commercialradio executives, debuted on August16 with a pledge to championunsigned British talent. Audiencesfor both stations will be fairly limitedin the short-term, however, as they'reonly available via digital radio, onlineor through various TV platforms.

Edel faces some hard truths2002 saw the cold winds of recession whipping around theankles of Germany's Edel Music Group, until recently theleading light of the European independent record industry.Edel founder and chairman Michael Haentjes had expandedhis mail order business, established back in the early 1980s,almost out of recognition; after an aggressive acquisitionpolicy Haentjes turned it into a music powerhouse withrecord. labels, music publishing, manufacturing and distrib-ution-"the whole pipe", as he liked to call it. Edel's earlyhits included Crush by US singer Jennifer Page, but the Hamburg -head-quartered company's fortunes were not so great in 2002. Despite chart suc-cess across the region with German -signed dance act Scooter, in FebruaryEdel closed down its loss -making Swedish and Norwegian operations, andweeks later scaled back its French and Spanish activities in order to focus onits home market, Germany. It hired ex-Polydor Germany MD Jorg Hellwig tohead a new -look German recorded music operation after the departure oflong -serving Edel Records' head, Jens Geisemeyer. More cuts were to follow:in September Edel axed a quarter of its Hamburg staff, losing around 40 peo-ple, and it also closed down its dance division and DJ promotion department.

Gorny has ayear to forget2002 proved to be ahighly challengingyear for Germanmusic TV giant VivaMedia and its chair-man Dieter Gorny.In April, Vivaannounced a loss in2001 of euros 13.9million, and the company pulled outof the Italian market when it termi-nated its relationship with Rete A, itspartners there. In May, there wererumours that MTV was looking to buythe company by picking off the share-holdings in Viva owned by the majorrecord companies. In the end, howev-er, AOL Time Warner prevented thisfrom happening by buying the sharesin Viva held by EMI to increase itsown shareholding in the company. InSeptember, Viva withdrew from alongstanding AM radio project inNorth Rhine Westphalia which wassupposed to see the creation of VivaRadio. Its partners in the radio pro-ject, Radio NRW, were not informed-they were left to read about it in thepress. During the year, Viva alsorelaunched its heavily loss -makingViva Plus channel as The Box, usingthe name and interactive format itinherited from buying The Box musicTV channel in the Netherlands.

EU approveswebcastingdealNot the most excit-ing story of 2002perhaps, but one ofthe most importantlong-term for theEuropean music andradio industries. InOctober, the

European Commission approved anIFPI-proposed agreement offering ter-restrial radio stations a one -stoplicensing shop for re -transmitting (or"simulcasting") their FM or AM outputover the Internet. It was the firstInternet agreement of its kind to becleared by the EU, and was made pos-sible by an agreement involving 13 ofthe EU's member states, plus Norway,Iceland and Lichtenstein. At themoment, Spain, France and the US areoutside the agreement, but it's hopedthat they will come on board soon.

Baudecrouxgets a dreamcome trueVery few of us arelucky enough tohave our most auda-cious dreams cometrue, but that'sexactly what happened to NRJ CEOJean -Paul Baudecroux in 2002, whenthe network he first broadcast fromhis Paris flat as a pirate in the '80sofficially became France's number oneradio station (NRJ's transmitter wasoriginally located in his bathroom!).For a while, CHR network NRJ hadbeen number two to heritage full -ser-vice network RTL, but a change inmethodology at official ratings bodyMediametrie-which means its bi-monthly survey now incorporatesradio listeners aged 13 and over,rather than those aged 15 plus-means that NRJ is now officiallynumber one. Mind you, RTL isn't sur-rendering its crown lightly-the sta-tion's director Robin Leproux nowclaims that share of listening (whichtakes into account the amount of timepeople spend listening) is more impor-tant than daily reach, the traditionalcurrency of advertisers and theFrench radio industry Of course, itjust so happens that RTL is stillahead of NRJ in terms of share...

Obviously this is a terriblething but we will have to deal with it.

The most annoying thing is thatMegaradio's Bavarian frequencies arestill not on air. They originally shouldhave been on air in the summer, thenat the latest at the beginning ofDecember, but so far only Munich isoperating. We've got a big advertisingcampaign ready to start, and we haveto keep putting it off.

Let's Go To Bed, Boy by No Angels.I liked the song, and it pleases methat it did well at Megaradio and else-where. It's good to have your tasteconfirmed, especially when you're abit older than the target group.

Artists manufactured by televisioncannibalise the access to TV pro-grammes for long-term real artistsand reduce their visibility. Robbie [Williams] is the biggestand most charismatic European artisttoday. What turns me on in the otherterritories are Kwaito music fromSouth Africa, Rapture and PharrellWilliams in the US, Reg Project in theMiddle East, Together and DavidGuetta from France, Gabin in Italy...

Shakira, Las Ketchup top 2002 chartsHot Latin -flavoured sauce was the topping on Music & Media's pan-European charts during 2002. Columbian artistShakira delivered Europe's number one album of the year, shifting millions of copies of Laundry Service forColumbia. Meanwhile, in the singles charts, Spanish all -girl trio Las Ketchup proved unstoppable with Asereje/TheKetchup Song. Not since Lou Bega's Mambo Number 5 and Elton John's 1997 Candle In The Wind has one single sodominated the charts, taking every European country by storm. Single of the year: Las Ketchup'sAsereje/The Ketchup SongIt sold more copies than any other sin-gle in Europe during 2002, as well asbeing the third most -played record onEuropean radio, yet Asereje I TheKetchup Song by Las Ketchup couldeasily have been just another holidayhit.

Signed to Sony Music Spain aspart of a joint venture with indie labelShakedown, the track revealed itspotential early on. "The first time Iheard of it was when the track beganto get significant airplay in Spain andit was on my radar because of that,"says Mark Bond, Sony Music EuropeVP marketing for continental reper-toire. "The Spanish company sent thetrack through, and I really liked itand it continued to grow in Spain andhit the top of the charts."

Recalls Bond: "This was pre -sum-mer, and it was only a question of timebefore we realised that, based on thesize of the hit, this was going to be thesummer phenomenon in Spain."

The track reprises the SugarhillGang's hip hop hit Rapper's Delight inits catchy chorus and was recorded byPilar, Lucia and Lola, aka LasKetchup, the daughters of flamencoguitarist Tomate. With the trackbuilding in Spain, Sony had to movefast to secure a Europe -wide hit.

"We realised there were things wehad to do to make it translate acrossEurope," explains Bond. "One wasdoing a new video, the other wasrecording a Spanglish' version, andwe also needed extra remixes. We gotcracking immediately to get it on theradio in the pre -summer break beforeprogrammers went on holiday."

Bond says one of the major'suppermost considerations was to pre-empt any cover versions being record-ed. "There are always plenty of indieswho snap up cover versions of thesetypes of tunes very fast-so your mar-ket can be taken away by someoneelse doing a cover version. So we werequick in getting it out there."

By mid -August the "Spanglish"version of the track, The KetchupSong, had been released in the wholeof Europe except France and the UK.Pluggers were given the task of get-ting the track played at the keyEuropean holiday resorts through thesummer by targeting the bars, DJsand clubs. "I think the key was thatwe didn't wait until all the tools werein place. We got on with the businessand got it to radio and built on thetools as we went. It began to connectand build from there," says Bond.

And, in the same manner of Los Del

Rios' Macarena in 1996, Asereje has adance routing to accompany it, whichundoubtedly fuelled the song's popu-larity. "It began to connect," says Bond."The territory after Spain was Italy,then it was Switzerland, thenBelgium. The domino effect startedfrom there. When people Came backfrom holiday, that was the song of thesummer. The secret was to movequickly on it and not be too concernedabout waiting to have all the perfecttools there before pressing the buttonsand moving. We made the decision thiswas going to be a big European hit."

Radio stations played their role ingiving the track exposure, especiallyafter the summer holiday period. "It'sa typical summer hit-very accessibleand very catchy," comments ThomasMuller, music editor at German pub-lic CHR station SWR3. AndersSvenson, head of music at SwedishHot AC station Rix FM, describes thesong as "like taking a piece of yourholiday back home with you".

Contrary to expectations in somequarters, the album has performedwell in a number of territories, ship-ping close to two million units world-wide (including 80,000 in Germany,over 100,000 in France and 75,000 inFinland). It has also spread furtherafield, selling 220,000 in Mexico and25,000 in Argentina and in SouthEast Asia. A Christmas remix of TheKetchup Song was made commercial-ly available to prolong the life of thesingle, and a follow up, Cucha LasPlayas, will be released at the end ofJanuary/beginning of February.

Bond concludes: "The Las Ketchupphenomenon has shown that you canstill sell a lot of records if you've gotthe right music. There are a lot ofgood records out there and it's just aquestion of making the right musicaldecisions. I'm optimistic about the sit-uation. The hit records are out thereand people are still buying them."

Album of the year:Shakira's Laundry Service

"Whatever it takes" was the mottobehind Sony Music's ambitions tobreak Shakira on a global basis.Epitomising the Latin tinge to2002, Shakira came on to theEuropean scene after havingalready racked up major sales inLatin America. The ball beganrolling for Sony after first singleWhenever Wherever became aninstant hit in Europe at the tail -end of 2001.

Sony Music Europe marketingdirector Dave Macgregor recalls:"Shakira had a proven track recordin Latin America, where she wasalready a platinum artist and wonGrammy awards in her Spanish

language-she was already a very accomplished pop performer at the age of19, 20. So, when [Sony Music chairman] Tommy Mottola put his stamp ofapproval on this in terms of 'whatever it takes make it happen', everyonehad the confidence to spend the money. And that happened early on beforewe had a hit with Whenever Wherever."

"Basically Shakira was an instant thing," says Macgregor. "The first singletotally connected. There was the Middle Eastern thing going on with WheneverWherever. She looked great, so the video worked." With the exception of Spain,Sony had planned a pan-European release for the album Laundry Service onFebruary 25, 2002, but rush -released it in January following the success of thesingle, which went straight to number one in Germany on its release onJanuary 21.

"From then on it was about aggressive TV advertising and getting her intothe market," says Macgregor. "She was getting massive support from MTV andradio airplay was sensational."

Born in Columbia of Lebanese descent, Shakira presented an interestingtwist on straight -up Latin pop, blending it with rock and Arabic influences.Robert Selhlberg, head of music at Stockholm's Rhythmic CHR stationPower Hit Radio, says: "It's that something extra with Whenever Whereverthat turns people on. It's something in the production-a new stringsound... Like the Spice Girls a few years ago, she has made it incrediblyquickly and reached out to a lot of different target audiences."

Macgregor, however, believes that Shakira was always going to be a safebet. "Any huge success is a pleasant surprise, but I wasn't that surprised byhow popular she became," he says. "From quite early on it was recognisedinternally that Shakira could be something huge. Occasionally record com-panies roll the dice on an act and spend big money upfront."

That faith certainly paid off, and Shakira became the type of superstarrecord labels dream of-the sort that don't need to go begging for media cov-erage. "As with any global pop phenomenon you get incredible media sup-port because everyone comes on board," says Macgregor. "So she was gettingincredible news coverage in addition to music and media coverage. Greatsongs, great videos and a really interesting artist."

A limited edition version of Laundry Service, entitled Washed And Dried,which included bonus material on one disc plus a bonus DVD in a slipcasewith new artwork, was released on November 4. A new, Latin -sounding sin-gle Objection (Tango) is currently at radio with a fourth single, a balladcalled The One, waiting in the wings which Sony will work in the New Year.The album will be worked again in 2003, when Shakira will be on the roadagain around April for a full-blown tour.

"We are reaping the rewards of several years of work with Shakira," saysNew York -based Sony Music International VP marketing Daniel Levy."With over seven million sales worldwide in 2002 [plus three million in2001], this album is one of the year's best sellers, and in the current climate,shifting so many units is a real treat. I think it all goes down to a few fac-tors-a good album, great songs, and an artist who has set foot on all fivecontinents during the year to promote her album. All in all, it is an extra-ordinary success."

Another girl -powered year in EuropeIn a strong year for pop and urban, the girls were firmlyon top in Europe in 2002, with female acts occupying thetop three slots of M&M's year-end European Top 100Albums chart, and dominating the airwaves by takingeight out of the top 10 places in our European Radio Top100 of 2002. Emmanuel Legrand looks back on a year ofsome musical surprises.Shakira produced one of the mostfascinating home runs of the year.Virtually unknown at the end of2001, 2002 was definitely the yearthe Columbian -born act (see story,page 13) broke on a global scaleafter an already decade -long career.

Not only did Shakira top 2002'sEuropean album charts withLaundry Service, but WheneverWherever (Epic) is the runner-up toLas Ketchup on the 2002 singleschart, and she was the number onefemale artist for both singles andalbums in 2002. Her dominationalso extends to the airplay charts,as Whenever Wherever achieves topbilling on the European Radio Top100 for 2002, ahead of KylieMinogue's In Your Eyes(Parlophone).

In terms of singles sales,Spanish trio Las Ketchup enteredthe charts during the summer and

never let anyone get come close tothem for the rest of the year. By allaccounts, Asereje I The KetchupSong (Columbia) ranks among thebest selling singles of the decade inEurope (see story, page 13). Timewill now tell if this was purely anovelty single or whether the threesisters will manage to transformtheir success into a long-termcareer.

If 2002 had a colour, then itwould be Pink. The energetic Aristaact had one of the top sellingalbums of the year with M!ssun-daztood, and delivered a string ofhit singles with Get The PartyStarted, Just Like A Pill and Don'tLet Them Get Me. She takes secondplace in the Top Female Artists cat-egory for singles, and Get The PartyStarted was one of the top 10 radiohits of the year.

Another significant newcomer to

Europe's charts in 2002 was theCanadian Avril Lavigne, whocaught the imagination of youngermusic fans with with her blend ofpop and punk. Her singleComplicated (Arista) stands at ninein the year's sales rankings and at11 in the airplay chart, while heralbum Let Go is at 23.

The other noticeable newcomerof 2002 was Norah Jones. TheTexan pianist became a favourite inmany European countries, and herBlue Note debut album Come AwayWith Me is at number 12 on theyear-end chart. Both Lavigne's andJones' albums should continue to besteady sellers in 2003, with moresingles still to be released.

Reflecting a great year for urbanmusic in Europe, Eminem estab-lished himself as the biggest US actof his generation, with his albumsThe Eminem Show and the 8 MileSoundtrack (Interscope) deliveringsuch massive hits as Without Meand Cleaning Out My Closet. Thebiggest male artist from Europe in.2002 by some margin was the UK'sRobbie Williams, whose much -pub-licised deal with EMI reflected histhe extent of his lead over rivalmale acts. He's had three albums inthe charts this year, leading to the

The resurgence of rock as a com-mercially potent genre was widelypredicted by many at the start of2002, but the year-end charts showthe limited impact nu metal andother rock acts were able to makein Europe, both in terms of salesand airplay. The main successstory was Nickelback, whose HowYou Remind Me (Roadrunner) wasthe eighth most -aired song of 2002at European radio. Indeed, theCanadian act remain one of the fewrock bands who managed to buildenough airplay to sustain sales.Most of the top rock acts who deliv-ered new albums during the year-Korn, P.O.D., System Of A Down,Linkin Park, Puddle Of Mudd,among others-did not manage totranslate their album sales into hitsingles and airplay. And while thenew generation of "The" bands,such as The Strokes, The Hives,The Coral, The Calling and TheMusic, certainly made a mark inthe media for a much celebratedreturn to rock's basics, the year-end stats show that they have notyet managed to move from theircore fan base and the media hypeinto the mainstream. In fact, thealternative rock torch was heldaloft by a much more seasoned act,Californian combo Red Hot ChiliPeppers, who confirmed with By

The Way (Warner Bros.) the popu-larity they enjoyed withCalifornication two years ago.

Dance music had a poor year in2002, confirming the genre's toughtimes, although a few tracks didmanage to keep the flame alive.The most unpredictable dance hitof the year came from ElvisPresley-the JXL remix of A LittleLess Conversation (RCA) toppedthe charts throughout Europe andfound its way onto many a sta-tion's playlist. The success of thesingle, which also tops the BorderBreakers 2002 chart (JXL is fromHolland and the track was identi-fied by its country of origin), ignit-ed a new interest in Presley, whichBMG took full advantage of withthe release of the King's compila-tion of 30 number one hits, sittingat 11 in the year-end albumschart.

As far as radio was concerned,2002 was dominated by youthful,upbeat pop tracks such as Shakira'sWhenever Wherever, KylieMinogue's In Your Eyes, Anastacia'sOne Day In Your Life and SophieEllis-Bextor's Murder On TheDancefloor. But it was also the yearthat R&B and hip hop wasembraced firmly by mainstreamradio, with the likes of Nelly (HotIn Herre, Dilemma), Mary J. Blige(No More Drama) Ashanti (Foolish)and Missy Elliott (4 My People),

among others, finding warm wel-comes at CHR and, in some cases,even AC.

The strong performance ofurban acts (which mostly hail fromthe US) and the decline in popular-ity of the more European -baseddance genre in 2002 could explainwhy the Border Breakers year-endairplay chart paints a disappoint-ing picture for continentalEuropean acts. Although the likesof Italy's Tiziano Ferro (Perdono),Alizee (Moi...Lolita) andGermany's Sarah Connor (FromSarah With Love) managed somecross -border activity, only JXL'sElvis remix and Las Ketchup wereable to provide genuine pan-European hits. Radio was particu-larly Anglo-American and domes-tic -repertoire orientated in 2002,devoting precious little airtime in2002 to acts from elsewhere inEurope.

M&M's year-end charts are com-piled by adding the number ofpoints accumulated by each title(album or single) during its chart-ing life on the Eurochart Hot 100Singles and the European Top 100Albums charts. This system, whichgives a snapshot of the year, tends tofavour releases with a long shelf liferather than album with very strongsales in a short period of time.

The happy family of French national music net-works is now almost reunited again, since SRN,(which represents the interests of the NRJGroup's Cherie FM. Nostalgie and Rire etChansons; Lagardere's Europe 2 and RFM;and RTL Group's Fun and RTL2), has decided toaccept urban network Skyrock as a member. Sky -rock's founder Pierre Bellanger initially refusedto join SRN, claiming differences over policy mat-ters. The only remaining national network not partof SRN is CHR NRJ, which was expelled almost adecade ago over, wait for it, policy matters...Mean-while, RTL Group's Jean -Michel Kerdraon hasbeen elected president of SRN, replacing NRJGroup MD Marc Pallain who served for a two -and -a -half year term.

The planned Sony Corp and Philips jointtakeover of US copyright protection companyInterTrust Technologies Corporation wascleared by the European Commission on Decem-ber 23. InterTrust has developed patented technol-ogy in digital rights management and it is hopedits innovations will help Sony and Philips producemore pirate -proof music and movies.

In-flight entertainment could soon take on awhole new dimension for air travellers to Portugal.The, offices of the country's new -look public broad-caster RTP are slap bang next to Lisbon's interna-tional airport at Portela, but fears voiced by localair traffic controller that this would result in pilotspicking up more than landing instructions over theairwaves have been dismissed as unfounded.

Following two decades with the company, Wolf-gang Orthmayr has stepped down as managingdirector of Germany's leading independent musicretailer WOM. It is not clear at presstime whetherhe has taken up a new post elsewhere. Orthmayrwas one of the most prominent figures in Germanmusic retail and was a co-founder and former pres-ident of the country's independent retailers' associ-ation Handelsverband Musik & Medien(Hamm).

Spain's sixth Premios Amigo music awardsevent will take place this month in Madrid-butwithout the gala or usual trappings of such awardsshows. The gala event, organised by labels' bodyAfyve, was cancelled ahead of its scheduledNovember date last year as a protest against CDpiracy, but now an unspecified event will takeplace on January 13 with 17 awards being present-ed. "We never said we had cancelled PremiosAmigo as such," explains Afyve president CarlosGrande. "The committee has voted the winnersand a presentation will take place in Madrid."

Finally, Ulster Television (UTV) announcedon December 23 that it is buying the Dublin -basedSoft AC station Lite FM in a £9 million (euros 1.38million) deal. Since itslaunch in 2000 the station,which targets the 35 -yearold -plus audience range,has picked up an 8% mar-ket share. The businessgenerated advertising rev-enue of £2.7m (euros 4.1million) during the 19

months to December 31 2001 and operating lossesof £840,000 (euros 1.3 million), with UTV taking ondebts of £800,000 (euros 1.2 million).

fourth pOtition in the albums ranking,despite losing over a point of share. TheUS major suffered from a relative lackof key international releases during theyear (though Alanis Morrissette, RedHot Chili Peppers, Linkin Park andDavid Gray all scored strongly), andthrough soft performances on the localrepertoire front.

For what was (until its recent aqui-sition by BMG) the world's largest inde-pendent music company, 2002 was notthe best of years for Zomba, with a sig-nificant drop in album chart share andstability in singles. Since its 1999peak -the year Zomba scored a record6% album share in M&M's annual sta-tistics -the company's share has fallento less than 1%.

Universal Spain revamps labelsby Howell Llewellyn

MADRID - UniversalMusic Spain has creat-ed two new pop musicdivisions -local andinternational -toreplace its Mercuryand Polydor labels,which have disap-peared.

The move was an-nounced on December17 by Jesus Lopez (pic-tured), chairman ofUniversal Music LatinAmerica/Iberian Pen-insula. The changeswere due to take effect on January 1.

Jose Luis de la Pefia, former Mer-cury director, will head the new Localdivision, handling all local and Latin

product with particular focus on newartists and repertoire.

Alicia Arauzo, for-mer Polydor director,will be responsible formarketing repertoirefrom the differentlabels within UniversalMusic International.

Each division willhave its own promotionteam. De la Pena andArauzo will reportdirectly to Lopez, whosays "this new struc-ture will increase theamount of qualitymusic we release from

local Spanish artists -a move I believeis key to restoring the position ofSpanish music within both the Latinand global market."

P4 to sue over licence lossby Kyrre Dahl

OSLO - P4, Norway's onlynational commercial radio sta-tion, says it intends to sue thegovernment following its surprisedecision not to renew P4's broad-cast licence, which will expire onDecember 31, 2003.

In the shock move, Norway'sculture ministry, the Kulturde-partementet, announced duringthe Christmas holidayseason that Kanal 4 hasinstead been awardedthe national licence for10 years from 2004, withthe result that P4 willhave to cease broadcast-ing on December 31.Full -service P4 has beenon the air since 1994,and according to officialratings figures account-ed for 27% of daily listening in thethird quarter of 2002.

Head of P4 Rune Brynhildsen(pictured) is outraged by the min-istry's decision, and says that P4has never violated the terms of itscurrent licence. "This is a hugepolitical scandal", Brynhildsendeclared just minutes after theannouncement. He says that P4plans to sue the government forup to NOK 1 billion (euros 150million), and warns that P4 willuse every possible means to getits licence back. The prospectiveclosure of the station will meanthe loss of 100 jobs.

P4's anger has been directed atthe minister of culture, ValgerdSvarstad Haugland. One high -profile P4 presenter, Silje Stang,told daily newspaper VG that shefeels that Haugland should "burn

in hell".The announcement shocked

industry observers, who were con-vinced that the licence would berenewed. However, a number ofpoliticians had not been happywith P4's mostly -music format,and had called for more news andtalk. According to the cultureministry, P4 had made a goodcase for the renewal of its licence,but Kanal 4's promise to broad-

cast more serious pro-gramming and less popmusic and appears tohave been the decidingfactor.

What this changewill mean for the aver-age listener is not yetclear. Kanal 4 promisesto deliver more news,(both national andregional), more ethnic

and religious programming, andmore domestic repertoire music.

Experts think that Kanal 4will attract less listeners than P4,which could mean less revenue. Itwill also have to pay a one-offlicence fee to the government ofNOK 160 million (euros 23 mil-lion). In addition, a new nationalcommercial licence will beannounced later this year. Thisstation will probably have lesscoverage than P4, but the licence -fee will also be lower.

P4 may apply for the newlicence, but even if it is successfulit will have to use different FMfrequencies from its current ones,and will have less coverage. P4has been awarded a digital radiolicence on Norway's national DABnetwork, though digital radiosare currently scarce in Norway.
