George Johnson was alao fatally shot, and Joseph Martin aad Thomas Donohue badly injured, but will recover. Scannell’s brother Jobi. is supposed to have shot Johnson, and Donohue is believed to have shot Scannell. All who were present and unwounded are under arrest. TENNESSEE LEGISLATION. N ashville, December 3.—A resolution was offered in the House to-day requesting tbe Constitutional Convention to confer tht right of suffrage on women. On motion, it was referred to a|special committee. The Senate adopted unanimously the House re solution requesting Congress to remove all disabilities imposed by the XI Vth Amend ment, and passed on to the third reading a bill to reduce the taxes from four mills on a dollar to two mills, iy fourteen to eight. No description of property is exempted. RENOMINATED. Boston, December 3.—At a meeting in Fanieul Hall this evening, Dr. Shurtleff, the present incumbent, was nominated as the citizens’ candidate for Mayor. COMMERCE. INTERESTING PROCEEDINGS TESTER DAT AT THE RICHMOND CONVENTION—IMPORTANT MOVEMENTS OF THE PITTSBURGH BDARD OF TRADE. |BT TELBGfUPB TOTXX EXPRESS. | R ichmond, December 3.—The Board of Trade this morning tabled (thirty to thir teen) a resolution for a double track rail way from the centre of the source of grain and produoe to the Atlantic seaboard. Mr. Bagley, of Detroit, offered a resolu tion urging npon Congress the necessity of constructing a ship canal around Niagara Falls, connecting Lakes Erie and Ontarie, aud appointing a committee to memorialize Congress on the subject. He explained that Congress was not asked to give any money to the work. The resolution was advocated by Messrs. Bagley, Opdyke, of New York, and others. They urged it as not only a sectional but a national necessity. The whole shipping of the West, which might be needed as a navy by the government some day, i« locked up where it can never reach the ocean. Tho cost is variously estimated as ranging from six to twelve millions. Tbat is nothing when compared with the vital necessity for it. Here is a chain of water lines twelve thousand miles long obstructed by Niagara Falla, an obstruction which may be overcome for a few million dollars. Sooner or later Canada would of her own choice be part of the United States, and the com merce of this canal now to flow through the St. Lawrence River would then be going through one of our rivers. The Welland Canal is the only existing outlet for pro duce. Exeept the Erie Canal can only re ceive vessels with twenty thousand bushel* of grain, while the larger portion of the shipping on the lakes carry forty thousand bushels. Mr. Dupuy, of Boston, said it must be evident to all that tho relations of Canada are soon to be changed. Movements in that Dominion clearly indicate it. ln view of the important change he thought a de lay in the action on this subject advis able. Mr. Taylor, of St. Paul, gave a history of the movement in the past looking to the union of Canada with th© United States, the causes of the Winnipeg war, and other movements in British Columbia look ing to the same end. All this he thought rather strengthened the argument for im mediate action. The reaolution was defeated for want of a two-thirus vote, and being reconsidered was adopted. Ayes 44; nays 22. The seventeenth proposition, the regula tion of railway freight chargea, was then taken up. Mr. Richarda, of Chicago, of fered a resolution asking Congress to fix the rate to be charged for transportation of freight and passengers on each railroad in tho United States, the rate to bo boaed on a reasonable income from tne money invest ed iu each. He said that many railroads had fictitious capital of several millions of dollars, and upon this the pnblic was made to pay the interest. Railroads were publio institutions and a fit subject for the inter ference of the law making power. After a brief opposition from Hostel, of South Carolina, the reaolution was tabled;a resolution-in favor of establishing meteoro logical observations to give warning of coming storms on the lakes and ocean, for the benefit of commerce, was referred to the Executive Council. The Board of Tr« de took up ths resolu tion, asking ths repeal of ths law limiting the circulation of National bank notes to $300,000,000; also ths resolution recom mending Congress to return to specie payments. These propositions were dis cussed at some length, but an adjournment occurred without action. PITTSBURGH CONNECTIONS. Pittsburgh, December 3.—A meeting of the Board of Trade was held to-day, at whieh a committee of five was appointed to urge action on ths subject of a ship canal from Pittsburgh to Lake Erie. A commit tee waa alao appointed to taka measures towards the construction of a railroad via ths Connellsville road to Ummitftan; thence to Fairmonth, West Virginia; thenoe to Grafton, aad thenoe to Staunton, Virginia, opening communication with the Southern, Atlantis aad Gulf States. $9000 in government bonds. General McDowell >rdered out the regular troops to the num oer of two hundred and fifty from Fort Hamilton, and the same number from Governor's Island, rendezvousing at th* uavy yard, at six o’clock this morning. The troops formed in line and thr revenue officers attacked the distilleries. Thousands of gallons of whisky were al lowed to run from the vats. Thirty-five barrels were seized and thirteen distilleries either destroyed or captured. The ruffians, taken oyraprpnee at first of fered little resistance. By nine o'clock i full thousand had gathered in the neighbor a ood, armed with clubs, stones and other missiles. Simultaneously with the appear ance of the working party the ruffians at- vacketi them, first hurling bricks from tbe house tops. Two or three men were badly injured. The rioters congregated akont the gates, uttering threats of vengeance against the troops up to a late hour this afternoon. At two o’clock the troops re turned to *Governor’s Island and Fort Hamilton, and the revenue officials by the revenue cutter an hour later. All the captured property, embracing •tills, worms, pumps, Ac., valued at sev eral thousand uoilars, and capable of run ning out five hundred barrels of whisky daily, is stored in .the Navy Yard. The working party waa composed of ene hun dred picked veterans. They stood their ground when attacked, although some of the regular troops fled. A boiler at Sheeps Mine, near ' Tine Hill, New Jersey, exploded yesterday. Engineer Reynolds was scalded to death. Gilbert Conover, formerly of Keyport, New Jersey, was found Wednesday on the road side bruised so badly that he has since lied. Investigation leads to the belief that he was murdered. No clue has yet been obtained to the murderer. A mam named Crane, last seen in eom- pany with some intoxicated men, was found dead to-day near Baskin Ridge, New Jersey. He had been severely beaten en the head and face, aud appeared to have been dragged eome distance on the ground. The police are searching for his companions. Peter B. Mead, tne alleged bounty de faulter, surrendered himself to the officere in Jersey City last night. It is stated that the Fenians are prepar- ng for a new movement on Canada. They are said to have plenty of rifles, but need money to purchase ammunition. The residence of Sheridan Shook was entered last evening while the family were at dinner, and the dressing room of Mrs. Shook waa robbed of $5000 worth of jewels. The rascals in their haste overlooked a package of $2,000 United States bonds. A suit has been brought against W. F Wells A Co. for the recovery of a large amount of custom duties upon cigars im ported by them, which the government, it alleged, was defrauded of by false eights. Arthur, {president of the Union National Bank, died yesterday morn ing, in this city,,at the age of sixty-four years. Galina Deforest moved before Judge Fithian yesterday for the -tatting aside of a divorce procured by her husband, Charles J. Deforest, for her alleged adultery, tihe laima that a summons in tho suit was not served on her, and that she had no knowl edge of it. impelling causes of which were politics and liquor, occurred in th© Lquor store of Thomaa Donohue iu Second avenue this afternoon, in which Florence Scannell, i noted politician and candidate for Alder man, waa m ortally wounded. George Johnson was alao fatally shot, and Joseph M artin aad Thomas Donohue badly injured, but w ill recover. Scannell’s brother Jobi. is supposed to have shot Johnson, and Donohue is believed to have shot Scannell. A ll who were present and unwounded are under arrest.

N a s h v i l l e , December 3.—A resolution was offered in the House to-day requesting tbe Constitutional Convention to confer th t right of suffrage on women. On motion, it was referred to a|special committee. The Senate adopted unanimously the House re­solution requesting Congress to remove all disabilities imposed by the X I V th Amend ment, and passed on to the th ird reading a bill to reduce the taxes from four mills on a dollar to two mills, i y fourteen to eight. No description of property is exempted.

Trade th is morning tabled (th irty to th ir­teen) a resolution for a double track rail­way from the centre of the source of grain and produoe to the A tlantic seaboard.

Mr. Bagley, of Detroit, offered a resolu­tion urging npon Congress the necessity of constructing a ship canal around Niagara Falls, connecting Lakes Erie and Ontarie, aud appointing a committee to memorialize Congress on the subject. He explained th a t Congress was not asked to give any money to the work. The resolution was advocated by Messrs. Bagley, Opdyke, of New York, and others.

They urged i t as not only a sectional but a national necessity. The whole shipping of the W est, which might be needed as a navy by the government some day, i« locked up where i t can never reach the ocean. Tho cost is variously estimated as ranging from six to twelve millions. Tbat is nothing when compared w ith the vital necessity for it. Here is a chain of water lines twelve thousand miles long obstructed by Niagara Falla, an obstruction which may be overcome for a few million dollars. Sooner or later Canada would of her own choice be part of the United States, and the com­merce of this canal now to flow through the St. Lawrence River would then be going through one of our rivers. The W elland Canal is the only existing outlet for pro­duce. Exeept the Erie Canal can only re­ceive vessels w ith tw enty thousand bushel* of grain, while the larger portion of the shipping on the lakes carry forty thousand bushels.

Mr. Dupuy, of Boston, said i t m ust be evident to all th a t tho relations of Canada are soon to be changed. Movements in th a t Dominion clearly indicate it. ln view of the im portant change he thought a de­lay in the action on this subject advis­able.

Mr. Taylor, of St. Paul, gave a history of the movement in the past looking to the union of Canada w ith th© United States, the causes of the W innipeg war, and other movements in British Columbia look­ing to the same end. A ll th is he thought rather strengthened the argum ent for im ­mediate action.

The reaolution was defeated for w ant of a two-thirus vote, and being reconsidered was adopted. Ayes 44; nays 22.

The seventeenth proposition, the regula­tion of railway freight chargea, was then taken up. Mr. Richarda, of Chicago, of­fered a resolution asking Congress to fix the rate to be charged for transportation of freight and passengers on each railroad in tho United States, the rate to bo boaed on a reasonable income from tne money invest­ed iu each. He said th a t many railroads had fictitious capital of several millions of dollars, and upon th is the pnblic was made to pay the interest. Railroads were publio institutions and a fit subject for the in ter­ference of the law making power.

A fter a brief opposition from Hostel, of South Carolina, the reaolution was tab led ;a resolution-in favor of establishing meteoro­logical observations to give warning of coming storms on the lakes and ocean, for the benefit of commerce, was referred to the Executive Council.

The Board of Tr« de took up th s resolu­tion, asking th s repeal of th s law limiting the circulation o f National bank notes to $300,000,000; also th s resolution recom­mending Congress to re tu rn to specie payments. These propositions were dis­cussed at some length, bu t an adjournment occurred w ithout action.

PITTSBURGH CONNECTIONS. P it t s b u r g h , December 3.—A meeting of

the Board of Trade was held to-day, a t whieh a committee of five was appointed to urge action on th s subject of a ship canal from P ittsburgh to Lake Erie. A commit­tee waa alao appointed to taka measures towards the construction of a railroad via th s Connellsville road to U mmitftan; thence to Fairm onth, W est Virginia; thenoe to Grafton, aad thenoe to Staunton, Virginia, opening communication w ith the Southern, A tlantis aad Gulf States.

the illicit whisky stills, mads th is morning in Brooklyn ill a section adjoining the navy yard, was one of the greatest made i r the ueighborhood of th is city since the p of the revenue laws. General McDowell >rdered out the regular troops to the num oer of tw o hundred and fifty from Fort Hamilton, and the same number from Governor's Island, rendezvousing a t th* uavy yard, a t six o’clock th is morning. '■Jtt seven the attacking party moved out of th r yard in three columns, each accompanied oy a working party armed with axes And j row bars. The distilleries numbered iwenty. The troops formed in line and thr revenue officers attacked the distilleries. Thousands of gallons of whisky were al lowed to run from the vats. Thirty-five barrels were seized and thirteen distilleries either destroyed or captured.

The ru ffians, taken oyraprpnee a t first of­fered little resistance. By nine o'clock i full thousand had gathered in the neighbor a ood, armed w ith clubs, stones and other missiles. Simultaneously w ith the appear­ance of the working party the ruffians at- vacketi them, first hurling bricks from tbe house tops. Two or three men were badly injured. The rioters congregated akont the gates, u ttering th reats of vengeance against the troops up to a la te hour this afternoon. A t two o’clock the troops re­turned to * Governor’s Island and Fort Hamilton, and the revenue officials by the revenue cu tter an hour later.

A ll the captured property, embracing •tills, worms, pumps, Ac., valued a t sev eral thousand uoilars, and capable of ru n ­ning out five hundred barrels of whisky daily, is stored in .the Navy Y ard. The working party waa composed of ene hun dred picked veterans. They stood their ground when attacked, although some of the regular troops fled.
