For the first time since it started 21 years ago, I was one of the thousands of holiday celebrants who braved the cold -- and the crowds -- to watch the

Festival of Lights’ switch-on ceremony in Downtown Riverside. In the past I never wanted to attend precisely because of the crowds, and the thought of fighting for parking and standing in the cold among the overwhelmingly large group of people just never appealed to me. I would always wait to enjoy the lights once the Thanksgiving weekend was over and the flow of traffic, while steady, was much reduced. I now know that choosing not to participate for all those years has been my loss. As I waited with my niece Kennedy for the ceremony to begin, I had an opportunity to talk to dozens of families most of whom have made the switch-on ceremony a family tradition…an opportunity to share the beginning of the holiday season with the ones they love. As we chatted, a few themes emerged: community, family, tradition. Families from as far away as Temecula and as close as the surrounding downtown neighborhoods have made the annual lighting event a must-do start to the holiday season. The centerpiece of the festival is The Historic Mission Inn Hotel, one of my favorite locations in the city. For decades the Voice offices were located on the corner of 6th and Main, directly behind the hotel. I can remember the years it was closed, the entire block gated, and at one point the structure even slated for demolition. Now the hotel is once again a resort destination for those outside the region and a local hub of activity for us locals who frequently eat at the restaurants, hold our events in the various unique meeting spaces, or relax and rejuvenate at the spa. (Full Disclosure: I admit, I do have a spa membership. Don’t judge me.) If this sounds like an advertisement for the hotel, it’s not. I just know what the dedicated attention and investment made by Duane and Kelly Roberts, the current “Keepers of the Inn,” has done not only for the downtown economy, but for the entire region. I have known many of the small business owners for decades whose shops and restaurants are located on or near the Main Street Mall. Over the years, I have talked to people I consider friends, those merchants who are the backbone of the downtown small business community -- Toni Moore whose clothing shop is located behind the Mission Inn, Susie Thiel and Mark Rubin at Simple Simons Bistro, and Cary and Wretha Knight at Upper Crust Sandwich Shop -- about their business successes and challenges. They all credit the vision for The Mission Inn and the city’s festival as something that has contributed to their success and longevity. So for me, the illumination of the Inn and spectacular fireworks display that evening had a special meaning. Yes, it marked the celebration of the holiday season but it also symbolized the transformational and resilient characteristics of the downtown community. As one of the couples I talked to that night said, “we are here every year, we shop at the stores and eat at the restaurants and just celebrate being a part of an awesome community.”

I n 2012, nine-in-ten parents who have at least one child under 18 say they expect their child to attend college, despite

72 percent of Americans who say it is too expensive for most to afford. To help alleviate the heavy financial burden, Ronald McDonald House Charities® (RMHC) of Southern California is now accepting applications for its RMHC/African-American Future Achievers scholarship program. The charity will award 26 scholarships worth $2,000 each to currently-enrolled high school seniors who reside in Los Angeles, Orange, Riverside, San Bernardino

and Ventura counties. The 2013/2014 online application period will be open until January 21, 2014 and interested students should visit www.rmhc.org to apply. To be eligible, students must be under 21 years of age, have maintained a minimum 2.7 grade point average and have at least one parent of African-American or Black-Caribbean heritage. They must have demonstrated academic excellence, strong leadership skills and a commitment to giving back to their community. Scholarship funds will be applied toward tuition, fees and other appropriate educational expenses, as determined by RMHC. Recipients

will be selected by an advisory board consisting of educators, community and civic leaders. “The RMHC/African-American Future Achievers scholarship program offers students financial resources to help pay vital first year college expenditures,” said Patricia Williams, local McDonald’s owner/operator and program chair. “Our goal is to help reduce some of the financial tension that comes with funding a college education, and motivate students to achieve their scholastic goals.” Since 1990, RMHC of Southern California has awarded more than $4.5 million

in scholarship funds to local students to help make their college education dreams a reality. Funding for the scholarships is made possible through the global and Southern California chapters of RMHC and the fundraising efforts of local McDonald’s owner/operators and corporate staff. The McDonald’s Operators’ Association of Southern California (MOASC) pays for administrative costs of the scholarship programs including a recipient recognition event, which will be held on May 31, 2014. For more than 35 years, RMHC of Southern California has been committed to providing comfort, care and support to children and families in Southern California. RMHC of Southern California is dedicated to creating a community where children and their families embrace life and healing with a sense of hope, enthusiasm, courage and joy by operating six Ronald McDonald Houses, Camp Ronald McDonald for Good Times, two Ronald McDonald Family Rooms and a Community Grants Board. C ounty Superintendent Gary Thomas recently announced the appointment of Ted Alejandre as deputy superintendent

for the San Bernardino County Superintendent of Schools (SBCSS). Alejandre, a resident of Yucaipa, previously held the title of assistant superintendent of Business Services for County Schools. As deputy superintendent, Alejandre will serve as the superintendent’s designee in all matters related to the SBCSS organization. He will continue in his role in charge of Business Services. “Ted has tremendous experience as an educational leader and a true desire to do what’s best for students,” Thomas said. “He brings outstanding knowledge of school finance and instruction, as well as the needs of local school districts to the position. I know our districts and our office will continue to benefit from his expertise and leadership.”

Alejandre Named Deputy Superintendent For County Schools Alejandre’s position serves on the executive cabinet and oversees the Business Services Division, which includes the development and management of a $230 million annual budget and internal business functions, facilities planning, purchasing and contracts management, and business advisory serves for local school and community college districts. As deputy superintendent, Alejandre will oversee new responsibilities related to county office of education oversight responsibilities for Local Control Accountability Plans and implementation of the Local Control Funding Formula. Additionally, as a result of County Schools’ Strategic Planning efforts, Alejandre also will administer expansion of technology services as deputy superintendent. “I am excited about serving as deputy superintendent and providing the critical support needed to ensure our students receive the

best educational programs possible,” Alejandre said. “As a native of San Bernardino County, I understand the needs and challenges our districts face. “Looking forward, I am pleased about the direction our office is taking with its strategic plan and vision. County Schools will continue to significantly contribute to increased educational opportunities for all of our students.” Alejandre, who was hired as assistant superintendent of Business Services for County Schools in 2008, has more than 25 years of experience working in public education. He began his educational career in 1988 in Rialto Unified in fiscal services. He moved to the classroom as a teacher for the San Bernardino City Unified School District in 1989 and also served the district as a vice principal, principal and director of fiscal services. In 2004, he became the assistant superintendent of Business Services for the Yucaipa-Calimesa Joint Unified School District. He has served as president of Region 12 of the Association of California School Administrators (ACSA), as well as serving in the past on the state board for the organization. He also is chairman of the Business and Administration Steering Committee for the California County Superintendents Educational Services Association. With 29 years of service in the military, Alejandre is a lieutenant colonel in the U.S. Air Force Reserves. A graduate of California State University, San Bernardino, Alejandre also received his master’s degree in educational administration from Cal State San Bernardino.

T he Inland Empire community is remembering the life and legacy of Ethline Maud Dorice Baker. On November 12,

2013 at the age of 95, Baker passed away. She was born October 1, 1918 in Colleyville, Jamaica to the proud parents of John and Jane Lindo. She was the fifth of seven children. She attended Brice Elementary in Jamaica and matriculated on to West Indies Training College (now known as Northern Caribbean University). She received Christ in her life at the age of fifteen, under Elder Lawson, who also had the privilege of marrying her and Cyril Baker on August 9, 1950. At that time they decided to move to Montclair, New Jersey. To that happy union, a beautiful baby girl, whom they named Ellen, was born. Baker was an excellent educator and served as dean of women in Jamaica. She later became an auditor at UCLA until her retirement in 1990.

Remembering the Life of Ethline Baker The church was always very important in her life. She would often speak for the divine worship service in Colleyville, Jamaica, direct the choir and was an accomplished pianist and organist. She held many church positions which included VBS leader, Sabbath School superintendent, bible worker, community service worker, and because of her love of children, she tutored and taught at Valley Fellowship Resource Center in Rialto. Her faithfulness to Christ lead her to be a leader in whatever community she found herself, from Jamaica to New Jersey to Los Angeles to Santa Monica and finally to Loma Linda. Besides her quick wit and boundless energy, she loved cooking, reading, teaching, tutoring, and spending lots of her time with her family. Baker received many awards and commendations throughout her lifetime. In addition to her many activities, she belonged to the

Northern Caribbean Alumni Association and the San Bernardino Chapter of the King’s Daughters where she was active as the assistant treasurer. She was preceded in death by her husband Cryil of 30 years and leaves to cherish her memory her daughter Ellen (Allen) Francis; grandsons: Allen III (Marla) Francis, Winston (Cynthia Galven) Francis; great grandchildren: Matthew Cabrera and Ethline Katie Francis; special “adopted” children: Ruby Watson, Henry Halloway, Paul (Donna) Alexander, Jr. and Gregory Benton, all of California; brother-in-law Ernest Baisden of Florida; nieces and nephews: Gloria Brown, Gareth Brown, Rhyan Brown, Kumari Kellman, Dawn Kellman, Shelli (Mark) Jackson, Mark Jr., Jordan and Briania Jackson, all of New Jersey, Marcia (Owen) Panton of Florida; and a host of friends.

CSUSB Hosts Fall Commencement CeremoniesSan Bernardino

C al State San Bernardino will celebrate its 13th December graduation on Saturday, Dec. 7, with two commencement ceremonies.

Of the more than 1,500 students eligible to graduate in December, more than 700 are expected to participate in the ceremonies, which will be held at the university’s 3,500-seat Coussoulis Arena. The first ceremony will be at 8:45 a.m. for CSUSB’s colleges of Business and Public Administration and Social and Behavioral Sciences. The second ceremony will be at 12:45 p.m. for the colleges of Arts and Letters, Education and Natural Sciences. Parking for the ceremonies is free. Overflow seating will be available in the Health and Physical Education Building, Room 124, where guests can watch the ceremonies live via television. This year the College of Social and Behavioral Sciences has the largest number of students registered to participate in the fall ceremony with 231, followed by the College of Business and Public Administration with 179, the College of Natural Sciences with 150, the College of Arts and Letters with 134, and the College of Education with 17. The December commencement is especially popular with international and out-of-state students who have completed their studies and are likely unable to return for the traditional June graduation, which usually averages about 3,000 graduating students. The commencement ceremonies will be webcast live at the CSUSB Academic Computing and Media Live WebCast page at http://commencement.csusb.edu/webCast.html.

D reading the upcoming holidays? Are you a pessimistic person? Do you have a tendency to point out the negatives in a

situation without seeing the good? Do people reject or regret being in your company because of your attitude? It’s not easy to determine why people have bad attitudes, but it’s certainly easy to pick them out of a crowd. Most of us can probably name co-workers, relatives, or others with bad attitudes. It’s relatively easy to spot someone with a negative attitude. Sometimes that someone can be found in the mirror. If you haven’t been getting what you want out of life, if you feel stuck, overlooked, underappreciated or unfulfilled, it could be a negative attitude that is holding you back. The ability to recognize our feelings as they come over us is called ‘self awareness’, Self awareness is critical to our development in a highly mobile, fast-changing, and complex society. Knowing yourself and understanding what drives your attitude and

Brighten Up Your Attitudeemotions is the first step to a healthy body and healthy mind. Stop focusing on yourself. A lot of pessimism arises from false or unreasonable expectations, especially when those expectations involve ‘you’. Make an effort to reach out and help at least 1 person every day without expecting anything in return. Over time, you may find more joy in giving rather than receiving. Face your flaws. We all have something upon which we can improve so whether you’re at work, at home, or anywhere else, be open to learning more. Make a list of all your weaknesses and flaws. At the beginning of every week, take one of those listed flaws and think about what you could learn concerning that weakness. Look on the bright side. In every undesirable circumstance, there is always a way to look on the brighter side. This isn’t to say that you should live your life dishonestly, always ignoring the bad in favor of a fake smile. Instead, accept the bad things

but also think about how much worse it could have been. For example, maybe you just got into a car accident and need to pay a lot of money for repairs and medical bills. One way to look on the bright side is to be grateful that you are still alive without permanent damage to your body or your brain. Going from pessimistic to optimistic can be difficult, but it will result in a brighter and more enjoyable holiday season and ultimately a more enjoyable life.

A fter the election in November and witnessing a successful recall that changed the political equation at city

hall, I asked myself the question, “where does San Bernardino go from here?”

My first thought went to Dr. Martin Luther King, Jr. asking that question after the signing of the 1964 Civil Rights Act; not that this election compares to that struggle. However, we have been living under a cloud of intimidators on the council, an activist city attorney, and self-interested public safety employee associations for the past twenty-five years.

One of the things I remembered from Dr. King’s book by the same title is the statement: “a man can’t ride your back if you are standing up straight.” Well in November the citizens of San Bernardino decided to stand up straight.

We have already reaped some benefits by the new city attorney firing all the retired police officers that former City Attorney Jim Penman hired as investigators.

To complete the task of changing city hall we’ll be electing Carey Davis as our next mayor. I had an opportunity to spend some quality time with Carey and outside of his professional qualifications as a Certified Public Accountant and Controller; he is a warm and compassionate individual who loves San Bernardino and is a strong family man.

Carey impressed me with his understanding of how policymakers should establish and evaluate

Where Does San Bernardino Go From Here?policy and leave management to implement policy while holding them accountable.

He has a vision for diversity through inclusion in his administration, which is key in a city that is as diverse as San Bernardino. He cannot do it alone. So we have to reach out and support his campaign if we are to complete our vision of change for the city.

I suggest the Black community, in particular, reach out to Carey and get involved in the effort to elect him. If we want the city to reflect our values and aspirations, then we cannot sit in the background and only support secretly. I am encouraging Rikke Van Johnson to openly support one candidate over the other. Leadership requires one being out front sometimes. Carey told me that Virginia Marquez has already given him her support so having Johnson’s endorsement would go a long way in showing racial unity in the city.

Now I cannot see anyone in our community supporting his opponent based on her past actions on the council.

Where do we go from here? Once Carey is elected, along with Fred Shorett in the 4th Ward, we need to work to change the city charter section 186 that governs the pay of public safety employees. We need to ensure we focus on political campaign reform. We need to change the city attorney’s position to appointed, not elected. And we need to ensure clear lines of authority between the mayor, council, attorney, treasurer, city clerk, and staff.

M y six-year-old grandson and I entered a local pharmacy yesterday. He asked me why there were no

Thanksgiving decorations. He said, “We are supposed to thank the Lord for our country on Thanksgiving and then go Christmas shopping the next day?” “Well,” I said, “you are right.” He attends public school and he has it right at the age of six. Most of the time, I am silent about things, but I was near death this time last year in the Palliative Care Program with my completed Health Care Directive notarized, and I could barely move around. I am still here today after multiple hospitalizations and surgery, so I will speak up. I must be thankful to God for my healing, my family, medical personnel, healthcare, prayers, cards, visits, calls and well wishes for the entire year. I am thankful that my grandchildren decorated the house for Thanksgiving last year and helped prepare dinner for me and the family. This year, much to my dismay, we have people shutting down the government, cutting head start programs, cutting aid to families and seniors, fighting and disrespecting the President, and shopping on the one day our families look forward to going to grandma’s house or somewhere together. Church services have diminished and it is hard to find

I was encouraged last year to praise God for all he had done and to look forward to healing and recovery. Rubidoux SDA Church in a concert recently to raise awareness of my heart disease, Olinda Olson’s and Melissa Erickson’s Lou Gehrig’s Disease, and Denise Stanton’s Multiple Sclerosis. (I have permission to divulge their medical issues.) We need to speak up and say thank you to the Lord. We have other days to shop. So my family will not go to the stores on Thanksgiving, Easter, Christmas, or on Mother’s Day or Father’s Day. Close the stores and allow us to be families gathering together to remember where all our blessings come from and why we are blessed to live in the United States of America.

I t’s no secret San Bernardino is under heavy fire – whether it’s the legitimacy of its economic woes or simply a PR crisis driven by a misperception, the city is in

trouble. Hidden behind the constant fodder about San Bernardino’s “dysfunctional” government is a school district saddled with the task of filling in its achievement gap, which doesn’t receive the same exposure as bankruptcy or the latest scandals in City Hall. In comes Abigail Medina, a new face to San Bernardino Unified School District who overcame her incumbent challenger, Judi Penman, who was practically a staple of the school board for many years. Medina, a humble wife and mother of 5 children, shares her thoughts on where the school board is headed and how her election can help to foster a better education system for the children in San Bernardino’s community.

1. Do you believe your election over Judi Penman is a symbol of frustration with long-time, established leaders in San Bernardino politics?Not necessarily frustration but they want someone with fresh new ideas, someone who has a vested interest in our district, currently having children in our schools, and who sees struggles and strengths.

2. What do you think you offer as a San Bernardino School Board member that wasn’t present in previous leadership?What wasn’t represented and what I offer our school district is a parent’s voice, an advocate for student achievement, and an understanding of what’s going in schools now.

3. What are some fresh, new ideas or rhetoric you bring to the table?I bring a parent’s perspective with ideas on how to authentically engage our families and community.

4. What is the most challenging task the district is facing that needs immediate resolution?Ensuring authentic parent/family engagement is vital to helping increase student achievement. Increase the amount of students graduating high school [who are] “college ready”. We need to believe our students are capable of achieving great things. We must change the mind set of not just creating great employees but think of creating future employers. I hear too often “Not all children will go to college”, in elementary. This way of thinking is unacceptable, we need to prepare them to be ready for whatever THEY choose, at the end when they are graduating high school “college ready” and they choose to not go, that is their choice. We want to make it where parents and families will want to bring their students to San Bernardino City Unified School District. Provide extensive professional development for our administrators and educators in order to meet and surpass district goals.

5. How are you trying to build bridges with parents, the community, and the school district?Continue to work with non-profits that help with student, parent and community engagement such as Congregations Organized for Prophetic Engagement (COPE), Inland Congregations United for Change (ICUC) and Youth Action Project (YAP). Hold town hall meetings several times a year to hear directly from the community. We must have a dedicated and funded student, family and community engagement department that will ensure authentic and collaborative engagement. And create a new parent council that will unite all District parent councils, such as District African-American Advisory Council (DAAAC), District English Learner Advisory Council (DELAC), District Advisory Council (DAC), Gifted and Talented Parent Advisory Council (GATE PAC), Community Advisory Council (CAC), Parent Teacher Association (PTA) and Parent Teacher Organization (PTO) in order to

help increase authentic parent engagement and increase student achievement.

6. Who were instrumental supporters that you believe helped you become elected and why were they so vital to your success?Our youth and parents played a big part in my campaign. They are often the voiceless in our district and believed in me to ensure they are heard.

7. What previous experience or leadership roles prepared you for the School Board?I am a wife and mother of five children all attending our schools, 3 in high school, 1 in middle school and 1 in elementary. I have been present at many school board and education meetings and have served on many committees such as Community Budget Advisory Coalition, DELAC Vice President, DAAAC parliamentarian, previous PTA president, part of the District Strategic Planning Team, Senior Parent organizer for a non-profit organization COPE and founder of TaGIE a not-for-profit organization that helps students, parents and educators prevent and

reverse gifted underachievement.

8. Do you feel your place on the School Board in some small or large way represents a “changing of the guard” so to speak?Yes because now “We” will a have voice. We have a stigma of (community, parents, San Bernardino City, society, etc.) don’t care about our students. We must stop making excuses and start finding solutions on how we can improve and work with the challenges we face.

9. What would you like the community to know about you and your endeavors with the School Board as you move forward?My life experiences as a student, parent and education advocate have taught me to have high expectations even when we are surrounded by those who do not. We must persevere, not give up and believe we are capable of more. Regardless of where you live, where you come from, who your parents are, and what school you go to, we will have raised the bar of what high expectations look like in San Bernardino district.

D owntown Riverside was the location of one of Southern California’s most anticipated holiday traditions as the 21st

Annual Riverside Festival of Lights kicked-off in a switch-on ceremony that featured a colorful fireworks display hosted by The Mission Inn Hotel & Spa. The annual event, which illuminates downtown Riverside and lifts the spirits of the surrounding communities during the holiday season, features more than 3.5 million twinkling lights. The switch-on ceremony, which brought the estimated 50,000 people onto downtown streets in and around the Main Street Mall, represents the culmination of months of work by The Greater Riverside Chambers of Commerce and the Festival of Lights Committee, which is made up of community volunteers and local businesses. Following the switch-on ceremony, the Festival of Lights continues through January 4, 2014, closing only on Christmas Day. As the largest holiday celebration in the region, the Festival has become a holiday tradition for families throughout Southern California. Written at a time when there was already strong nostalgia for longtime holiday traditions, as well as the birth of new ideas and practices,, “A Christmas Carol” is synonymous with the yuletide season. The novel was so popular when it was published that within months at least eight theatrical versions of the story were in production. Dickens himself read from the novel on stage in 1852 and continued to do so for many years. Attesting to its immense popularity, the novel has never been out of print and has been adapted to stage, film, opera and other media multiple times. Actors from Lionel and John Barrymore to Alastair Sim and Basil Rathbone to Albert Finney and George C. Scott to Sir Patrick Stewart have portrayed Ebenezer Scrooge. “A Christmas Carol” is one of four shows in the WorldWide Theatricals’ 2013-2014 season. 112th community college, Dr. Paul Parnell boasts a student body exceeding 10,000

positioning Norco College as one of the premier institutions of higher education in the region. Norco began as a satellite campus of Riverside City College with its academic departments centralized on that campus. In 1999, Norco began expanding its academic departments on its own campus and by the fall of 2005, housed five departments. Norco College values their strong links with the local community, business and industry leaders, area universities, and the K-12 school district which enables them to provide an education of excellence in emerging programs like logistics and supply chain management, computer game design and industrial technology. Voice asked Norco’s president, Dr. Parnell, his thoughts on the college, his plan for the future and a few interesting facts those who know him might not know.

As the second President for Norco College what have been some of your challenges and

your successes?Challenges have been serving our students, workforce, and community on a decreasing budget and preparing for the future. Successes include the State budget being increased and the completion of our Strategic, Technology and Facilities Master Plans for Norco College to better serve our students of 10,000+ in the future. Where do you see Norco College 5-years from now?Five years from now we will serve 12,000 students and twice as many will graduate with degrees and certificates as do now. When did you realize you had a passion for education?My passion for education took off when I taught my first class in the 1970’s. Dr. Paul Parnell joined Norco College in July 2012 as its second President. He has served successfully in leadership positions at colleges renowned for their academic excellence, innovation, stellar career opportunities, diversity, and multi-site complex environments. Dr. Parnell most recently served as Vice President Academic Affairs at Rio Hondo College in Whittier, CA. He has extensive management and teaching experience in the community college environment. He served in the United States Air Force where he received several prestigious service medals. He honorably retired as an officer in 1993. Dr. Parnell earned his Ph.D. in education, psychology and community college studies from Oregon State University.
