Introduction

Department of Empowerment of Persons with Disabilities (DEPwD) has launched Accessible India Campaign (Sugamya Bharat Abhiyan -

http://accessibleindia.gov.in/) as a nation-wide Campaign for achieving universal accessibility for Persons with Disabilities (PwDs).

DEPwD has commissioned v-shesh Learning Services Private Limited (v-shesh) to conduct accessibility audit of 9 buildings/ locations in Jhansi:

1. Office of Joint Development Commissioner, Jhansi Division

2. Department of Irrigation, Jhansi

3. Zilla Panchayat, Jhansi

4. Rural Engineering Department, Jhansi block

5. Bundelkhand Institute of Engineering and Technology, Jhansi

6. Office of Assistant Divisional Transportation Officer, Jhansi

7. Office of Deputy Collector, Sadar

8. Office of Deputy Collector, Tahrauli

9. Office of Deputy Collector, Garautha

These audits were conducted to identify barriers to access for people with physical and sensory impairments as a pre cursor to improving

accessibility at these locations. Audits have been conducted and reports are being provided using checklist provided to maintain consistency

across departments/ locations. Scope of this audit includes both physical environment but also of information and services provided. Approach to

the audit was participatory and included discussions with management as well as visitors/ users/ people with disabilities on needs and suggestions

related to changes in internal and external environment to eliminate barriers.

Part A (a) - Bundelkhand Institute of Engineering and Technology (BIET), Jhansi

Bundelkhand Institute of Engineering and Technology, Jhansi (BIET) was established on an area encompassing 240 acres in 1986 with

an objective to develop Bundelkhand region, a back ward region of state of Uttar Pradesh, through growth of technical education and

industrial research. At present the institute runs 7 Under Graduate courses, 7 M.Tech courses and a Post Graduate management course

M.B.A with a total intake of more than 500 students.

tactile warning strips to demarcate obstacles in the travel

path (3) inadequate lighting in some parts of the corridor,

Recommendations : Information and Communication & Evaluation of Services -

Full accessibility and inclusion at BIET will be established, only whencomplete access to Information, Communication and

Services (along with access of the External and Internal Environment), is provided to persons with disability. In order to ensure

the above, the following elements may need to be considered –

1. Setup an Equal Opportunity Cell (EOC) which can proactively assess and address needs of disabled students. EOC can work as a

single point of contact where students can voice their problems and put forth their requirements

2. Policies and procedures should be aligned to facilitate inclusion of persons with disability - staff , faculty , student and visitors

3. Disability Sensitization across the Institute – Faculty , Staff members and students should be trained for disability awareness and

basic sign language, so that they can provide adequate and additional support to disabled persons on campus.

4. Provide access to the BIET website for persons with disability (including people with vision impairment). Procedure for lodging

complaints should be inclusive of methods which can be used by persons with disabilities.

5. All Printed material should be made available in alternate accessible formats, i.e. large prints, braille, audio, pictorial, etc – this

includes publications, brochures, forms, menu cards, etc published by the department.

6. Forms should be electronically accessible

7. Assistive technology and equipment (example - wheelchairs) should be procured and well maintained. Staff should be trained on

Observation and Issues

The entire campus is spread over 240 acres of land. The AAU and RSU are at considerable walking distance (more than 500 m) from

each other,with long patches of wilderness . No mode of transportation has been provided for enable comfortable movement across

the campus .

1. Entrances leading into the buildings in the AAU are being made accessible by construction of ramps adjoining the stepped

entrance. Please refer to the table below for details of the ramp under construction/ constructed.

- Handrails and Tactile markings are missing in all these ramps – While it is planned to put handrails on both sides of the ramp at a

later stage , there are no such plans for installing tactile markings

- Library is completely inaccessible currently.

2. It is planned to make similar accessible entrance in RSU in the near future. Elements of inaccessibility are detailed below. Some

buildings, are seen to have a combination of one or more of the elements below-

- Steps at the entrance – Steps with absence of supporting handrails makes access difficult. Presence of thresholds and grooves due to

steel gates also restrict access for persons using canes, crutches and wheelchairs

Observation and Issues -

Each room type across buildings was audited in detail. Mentioned below are the observations-

1. Majority of the rooms have a door width ranging between 870-900 mm,allowing easy entry for wheelchair users. The

placement of furniture across a few rooms , especially in the Residential unit restrict comfortable entry for wheelchair user

2. The color of the doorframe contrastswell with the door and the background across most of the rooms. However, the color of

the door handle does not contrast appropriately with the door

3. Most of the room furniture is not easily usable by wheelchair users.Majority of the rooms in the Residential Unit do not offer

Most rooms across the campus have wooden doors with a single flap.Very few rooms have doors with double flaps(B5). Mentioned

below are the broad features –

a. Door width is between 840-900 mm which is sufficient for wheelchair entry and has thus been indicated as acceptable

1. The free entrance of rooms should be wide (around 900 mm) with thresholds less than 12 mm, to facilitate easy access by
