U.S. General Services Administration State and Local Disaster Purchasing Program GSA plays a critical role in providing disaster-related products and services to federal agencies. Now, state and local governments can also benefit from the speed and savings of GSA. Under the Disaster Purchasing Program, authorized by statute, state and local governments may purchase products and services from Federal Supply Schedule contracts to facilitate recovery from major Presidentially-declared disasters under the Robert T. Stafford Disaster Relief and Emergency Assistance Act; facilitate disaster preparedness or response; and facilitate recovery from terrorism, or nuclear, biological, chemical or radiological attacks. Eligible Users: The term state or local government includes any state, local, regional, or tribal government, or any instrumentality thereof, including any local educational entity or institution of higher education.
