ANDROSITAINTHECORDILLERA,PHILIPPINESUPDATENO.4December3,2018We extend our heartfelt gratitude to all organizations, institutions,schoolsand individualsforthedonationsandspiritofvolunteerismthatmadepossibletheServethePeopleBrigade(STPB)–CordilleraDisasterResponse Network’s relief operations after strong typhoons OmpongravagedtheCordilleraonSeptember15.Cordillera communitieswereyet to recover from thedamageswroughtbytyphoonOmpongwhenanotherstrongtyphoon(Rosita/Yulu)hittheregion on October 30, leavingmore than 30 people killed in amassivemudslide in Natonin, Mountain Province, 6 in Ifugao and 2 in Kalingaprovince.Asoftoday,relativesandvolunteersarestillconductingsearchand retrieval operations for 6 people who were buried in the Natoninlandslide.TyphoonRositahasalsocausedmassiveflooding,especiallyincommunitiesandfarmlandsalongtheChicoRiverinKalingaprovince.TheDepartment of Agriculture estimated the agricultural damages oftyphoonRositaatmorethanP1.85billioninnorthernLuzon.Inpartnershipwithvariousdonorsandlocalpeoples’organizations,theServe thePeopleBrigadedelivered reliefpacks, food forwork for thecollective clearing of mudslides, and cash assistance to communitiesseverely affected by the typhoons, especially those that were barelyreached by relief services of the government and other groups.Psychosocial support was also extended to communities and schoolchildren.FromSeptember20untiltoday,theSTPBreliefserviceshavebenefitedabout 6,100 families in at least 45 indigenous communities in theprovinces of Benguet, Kalinga, Abra, Apayao, Ifugao, MountainProvince, and Baguio City. Farm tools were also distributed toindigenous communities in IlocosSurprovince. Initial reliefoperationsoftheSTPBinNatonin,MountainProvinceisongoing.In the conduct of relief operations, STPB volunteers also providededucational discussions on disaster preparedness and response, copingmechanisms in times of disaster, climate change and its impact onindigenous peoples, and the aggravating impacts of large-scale mining

anddams.Thediscussionsalsoservedaspartofthepsychosocialprocessingofcommunities.InItogon,Benguetwheremassivelandslidesclaimedthelivesofat least97people,communitiescontinueto demand the accountability of Benguet Corporation in the Itogon mining disaster. The company hasoperated large-scale underground and open pit mining in the area since 1904. Itogon communities alsodemandforBenguetCorporationtoleaveItogonandgivebackthelandtoitsrightfulowners–theItogonpeople,stopitssmall-scaleminingcontractscheme,andrehabilitatetheplace.To date, no investigation has been conducted by the Philippine government on the accountability ofBenguetCorporation.Instead,theDepartmentofEnvironmentandNaturalResources(DENR)declaredtheclosureofsmall-scaleminingoperations,whichresultedinthelossoflivelihoodof40,000small-scaleminersandtheirfamiliesoralmost65%ofthepopulationofItogon.Thisismetwithfierceprotestanddefiancebysmall-scaleminersandtheirfamiliesastheyhavenootherlivelihoodsourcesandtheDENRisnotprovidingalternativelivelihoods.CONTINUINGAPPEALFORSUPPORTTheSTPBcontinuestoreceiverequestsfor immediatereliefandrehabilitationsupport intheprovincesofAbra,BenguetandMountainProvince.Withthis,wecontinuetoappealforsupporttohelprebuildthelivesofthevictimsoftyphoonOmpongandtyphoonRosita.Theimmediateneedsare:§ Forshelterandfarmlandsrepair:GIsheets,wood,hammers,nails,shovel,bareta,otherbasic
