1. PROGRAMOVERVIEW1.1Intention/RoleofHandbookThishandbookisintendedforgraduatestudentswhoarepursuingtheMasterofScience(MS)degreeinUrbanandRegionalPlanning(MSURPL).TheUW–MadisonGraduateSchoolistheultimateauthorityforgrantinggraduatedegreesattheUniversity.TheDepartmentofPlanningandLandscapeArchitecture(PLA)administersthisgraduateprogramundertheauthorityoftheGraduateSchool.TheGraduateSchool’sAcademicPoliciesandProceduresprovideessentialinformationregardinggeneralUniversityrequirements.ProgramauthoritytosetdegreerequirementsbeyondtheminimumrequiredbytheGraduateSchoollieswiththeURPLprogramfaculty.ThishandbookservesasthePolicies&ProceduresguideintheMSURPLProgram.Degreesandcourserequirementsmaychangeovertime.However,studentsmaychoosetomeetthedegreeandcourserequirementsineffectwhentheyentertheprogramortherequirementsresultingfromsubsequentchanges,whicheverisbestforthestudent.Inaddition,theprogram’sadministrativeproceduresandprocessescanchangeovertime.Studentsarerequiredtofollowtheproceduresandprocesseslistedinthishandbook,includingamendmentsasapplicable.Theinformationinthishandbookshouldalsobesupplementedbyindividualconsultationwithyouradvisorandcommitteesothatindividualneeds/interestsandalldegreerequirementsaremet.AdditionalinformationisavailableviatheDepartment’swebsite(dpla.wisc.edu).StudentsmayalsowishtoconsulttheGraduateSchool’swebsite.

1.2DepartmentMission+VisionDepartmentMission:Ourscholarshipandeducationalactivitieswilladvancesustainableandlivablecommunities,cities,andregionsthatarevibrant,thriving,andresilient.Wedothisthroughintegrativeteaching,research,andpublicengagementthatseekssolutionstoservehumanneedsandprotecttheintegrityofnaturalenvironments.Thedepartment,baseduponthedisciplinesoflandscapearchitectureandurbanandregionalplanning,providesopportunitiestoexploreinterdisciplinaryresearch,design,planning,andpolicyanalysisatlocal,regional,andglobalscales.

DepartmentVision:Weareadynamicnetworkofscholarsandstakeholdersworkingtoadvancehealthy,prosperous,equitableandsustainablebuiltandnaturalenvironmentsinthetraditionoftheWisconsinIdeafromthelocaltotheglobalscale.

1.3ProgramMission+GoalsThemissionoftheMSPrograminUrbanandRegionalPlanningistoprovidealearningenvironmentthatpromotesexcellenceinresearch,teachingandoutreachrelevanttotheprofessionalpracticeofurbanandregionalplanning.TheProgramencouragesdiscovery,criticalexamination,andacquisitionoftheknowledge,

ThegoalofourMSProgram’sprofessionalcurriculumistopreparegraduatestudentstobecomecompetent,creative,effectiveandethicalpracticingplanners.Ourresearchgoal–createnewknowledgethroughmultidisciplinaryresearchrelevanttoplanning–helpstoensurealearningenvironmentforMSURPLstudentsthatreflectsimportantemergingareasinthefield.OuroutreachgoalofengagingintheWisconsinIdeathroughprofessionalplanningactivitiesandservicetocommunitiesreinforcesourservicecommitmentsandhelpsenableappliedlearningexperiencesforstudentsandfaculty.WepursueallofthesegoalsthroughoutthestateandbeyondincollaborationwithUniversityofWisconsincolleaguesandinstitutionalpartners(e.g.,UW-Extension),avarietyofpublicagencies,planningconsultingfirmsandotherprivateandnon-profitsectororganizations.

1.4Background+HistoryTheUW–MadisonDepartmentofPlanningandLandscapeArchitecture(PLA),housedintheCollegeofLettersandScience,formedin2017whentheDepartmentsofUrbanandRegionalPlanning(URPL)andLandscapeArchitecture(LA)combined.Thisdepartmentstrengthensandenhancesplanninganddesignforsustainableandresilientcommunitiesandenvironments.PLAsupportsaccreditedacademicprogramsinLandscapeArchitecture(BSLA)andUrbanandRegionalPlanning(MSURPL),aswellasaPhDdegree(PhDURPL),anMSLAdegree,andanon-accreditedundergraduatemajor.TheMSinUrbanandRegionalPlanning(URPL)TheMSURPLdegreeisaccreditedbythePlanningAccreditationBoard(PAB),whichreviewsthedepartmentforaccreditationevery5-7years.Asoneof72accreditedMSplanningprogramsintheUnitedStates,theURPLprogramhasastrongnationalreputationasapolicy-orienteddepartmentwithemphasisonappliedsocialscienceresearchandpracticeincommunityandeconomicdevelopment,environmentalplanning,foodsystems,housing,landuse,ruralamenitydevelopmentandtourism,sustainability,andanemergingemphasisinhealthandthebuiltenvironment.Faculty,staff,andstudentprofilescanbefoundathttps://dpla.wisc.edu/facstaff/faculty.

TheURPLprogramhasalonganddistinguishedtraditionattheUniversityofWisconsin–Madison.CoursesinCityPlanningwerefirstofferedoncampusasearlyas1911,andsinceitsofficialinceptionasadepartmentin1962,theDepartmentservedasthetraininggroundfor1,113Master’s(MS)and62Doctoral(PhD)graduates.URPLMSalumniarefoundthroughouttheworldworkingasleadersoforganizationsandcommunitiesatmultiplescalesandsupportingsounddecision-makingforthebenefitofindividuals,theircommunities,andsocietyasawhole.URPLMSgraduatesarewellpreparedforcareersinplanningandareconsistentlyrankedamongthehighestpassratesofthosewhotakethefield’sprofessionalcertificationexamofferedthroughtheAmericanInstituteofCertifiedPlanners.

Inadditiontostrengthsincampusresearchandteaching,thedepartment'sfacultyalsoprovidesplanningexpertisetogovernmental,professional,andcitizenorganizations.Typically,theseactivitiesinclude:

• appliedresearchandtechnicalassistancetothenetworkofcounty-basedCooperativeExtensionfaculty,professionalplanners,andothersinWisconsin;

• continuingeducationofprofessionalsandcitizensinWisconsinandbeyondoncriticalplanningissues;

UW-ExtensionlinkageshavelongbeenahallmarkoftheURPLprograms’appliedresearchandservicetoWisconsin,andfiveoftheURPLprogramfacultyhaveformalintegratedappointmentswithUWCooperativeExtension.ThemostrecentPABaccreditationreportnotedthedepartment’sexceptionalstrengthsinextension,closeinteractionswithplannersandpolicymakers,andthepositivebenefitsandopportunitiescreatedforstudents.

2.1.3ProbationApplicantstotheMaster’sprogramwithanundergraduateGPAoflessthan3.0canonlybeadmittedonprobation.Insuchcases,justificationforadmissiononprobationmustbemadetotheGraduateSchool,whichhasfinalauthorityforadmissiondecisions.StudentsadmittedonprobationcanachievefullstandingintheDepartment(i.e.beremovedfromprobation)byreceivingaGPAof3.0oraboveforthefirstsemesterofcoursestakenasastudentintheDepartment,withnine(9)creditsconstitutingtheminimumnumberofcreditsneededtoremoveprobationarystatusinreferencetopart-timestudents.Totheextentpossible,studentsadmittedonprobationareencouragedtotakecorecoursesasapartoftheirfirstsemesterschedule.Inallothermatters,studentsadmittedonprobationaresubjecttothesamestandardsandrequirementsasstudentsadmittedinfullstanding(e.g.residencyrequirements,satisfactorystudentperformance,minimumgradesincorecourses[BC],andsoforth.

Thefirstobjectivesuggeststhatstudentsshouldbegiventhebroadestpossibleaccesstotheagencystaff,tomeetings,tointernalcommunications,andsoon.Thesecondsuggeststhatprojectsassignedbeataprofessionallevel,andthattheyrepresentasmuchofatotalplanningprocessasispracticable.Itisalsoimportantthatsupervisionbeadequatetoclarifytheagencypolicieswithinwhichthestudentistowork,andtoaidtheminmakingthetransitionfromclassroomlearningtolearninginpractice.TheinternshipistypicallytakenbyMaster’sdegreestudentsbetweenthefirstandsecondyearsofacademicresidence.Itisnormallyfor10weeksoffull-timework(400hours).Noformalcoursecreditisgiven,andstudents’workisnotgraded.Theexperienceofmanyagenciesinthepasthasindicatedthatthestudents’workiswellworththesalary.TheDepartmentstronglyendorsesfull-timeSummerinternshipsasthebestwayforstudentstofulfilltheinternshiprequirementfortheMaster’sdegreeinUrbanandRegionalPlanning.Themajorresponsibilityforobtaininganinternshiprestswiththestudent.Studentsareencouragedtowriteand/orvisitpossibleemployingagencies.Studentsshouldalsoseekcounselfromtheiradvisorsorotherfacultyregardinginternshippossibilities.ItshouldbenotedthatmanyagenciesareunabletopredicttheavailabilityoffundsforinternsuntilquitelateintheSpringsemester.3.3.1ProceduralStepsforInternship

3.3.2InternshipExceptionsAsstatedabove,thepreferredmeansformeetingtheinternshiprequirementisserviceasaninternwithaplanningagencyororganizationduringtheSummerperiodbetweenthetwoacademicyearsoftheMaster’sdegreeprogram.Incertaincircumstances,however,wherethestudenthastriedandfailedtoobtainaninternship,alternativesmaybeconsidered,asdetailedbelow.Thisrequirementmaybemetinoneofthefollowingways,subjecttoMSProgramCommitteeapproval:a. Byparticipatinginfaculty-directedresearchasafull-timeprojectorresearchassistantonaplanning-

relatedsubjectduringtheSummer;b. Byparticipatinginfaculty-directedresearchasaprojectorresearchassistantonahalf-timebasisforafull

academicyear(approximately780hours);c. Bysubstitutinghalf-timeworkexperiencewithaplanningorganization(public,private,community-based,

orneighborhood)duringafullacademicyearwhile`enrolledintheMSURPLProgram;d. Bycompletingthreemonthsofworkinaplanningorganizationaftertwoyearsofstudy;e. BysubstitutingcomparableexperienceinaplanningorganizationpriortojoiningtheDepartment;f. While,asnoted,aninternshipinthesummerbetweenthefirstandsecondyearsofstudyisthepreferred

TrackTwo:Case-OrientedProjectStudentsprepareareportdirectedtowardaspecificcaseorspecificplace.Inthistrack,studentsmayforexample:• analyzeprocessesorresults;• analyzeanddevelopsiteplansforspecificareas;• proposeappropriateplanningpractices,policiesoractualplansforaspecificcase;or• analyzeimpactsassociatedwithmajorchanges,plansorpolicies.

¨ ReportPresentation.Thestudentpresentsanddefendsthereporttoatwo-memberfacultycommittee.Thestudent’sadvisorwillserveastheleadmemberoftheexaminingcommittee.Thestudentwillbeexpectedtodemonstrateacoherentandlogicalpresentation,utilizationofappropriatepresentationmethods,andtheabilitytorespondtocriticalquestioning.PresentationoftheProfessionalProjectReportwillbeopen,publicpresentations(exceptcommitteedeliberations).PresentationoftheProfessionalProjectisexpectedtobeabout20minutes,andnolongerthan30minutes,followedbyquestionsfromthepublicandcommitteemembers.

¨ Evaluation.BoththeReportandthepresentationofthereportwillbeevaluatedindividuallybyeachmemberofthecommitteeusingtheprofessionalprojectrubricapprovedbytheDepartment.EachmemberoftheexaminingcommitteeusestheprofessionalprojectrubrictoevaluatethecompetencydemonstratedbyboththeReportandthepresentation.Bothindependentassessmentsarethencombinedtoproduceanoverallevaluationscore.

ASTUDENTCANONLYSATISFYTHEPROFESSIONALPROJECTCOMPETENCYREQUIREMENTBYRECEIVINGAPASSINGEVALUATIONFORBOTHTHEREPORTANDTHEPRESENTATION.TheoverallassessmentforaProfessionalProjectReportandpresentationwillbemadeusingthreecategories:

Pass.StudentexceededminimumrequirementsforboththeProfessionalProjectReportandthepresentation.ThestudenthasdemonstratedatleastanadequatelevelofcompetencyforaMaster’sofScienceDegreeinUrbanandRegionalPlanning.PasswithDistinction.ThestudenthasdemonstratedalevelofcompetencyfarbeyondthenormallevelexpectedofapersonwithaMaster’sofScienceDegreeinUrbanandRegionalPlanning.Fail.StudentreceivedaninadequatetopoorscoreoneithertheProfessionalProjectReportorpresentationorboth.Thestudentneedstoaddressdeficienciestobeabletodemonstratecompetencyinurbanandregionalplanning.

OpportunityforRetake.AstudentnotreceivingapassingevaluationoneithertheProfessionalProjectReportorthepresentationhas1additionalopportunitybeforetheendofthesemesterinwhichtheevaluationismadetoremedydeficiencies.StudentsmayberequiredtodoadditionalworkoneithertheirReport,theirpresentation,orboth.ForstudentsreceivinganadequateorbetterevaluationoftheirProfessionalProjectReport,butafailingevaluationontheirpresentation,thestudentmayprovideanadditionaloralpresentationoftheexistingReport(withoutfurtherrefinementtotheReport).StudentsreceivinganinadequateevaluationontheReportbutanadequateorbetterevaluationoftheirpresentation,mustprovidearevisedReportandneednotprovideanadditionaloralpresentationtotheexaminingcommittee.Theexaminingcommitteewillprovidefeedbacktothestudentonitemsfounddeficient.AstudentmayexercisetheOpportunityforRetakeupto3times(intotal)beforebeingremovedfromtheMaster’sprogram.

InadditiontoGraduateSchoolrequirements,thePLADepartmentrequiresthatallCoreCoursesandallcoursesinastudent’sAreaofConcentration(otherthanresearchcredits)betakenonagraded(i.e.not“satisfactory/unsatisfactory”)basis.InallCoreCoursesandallcoursesinastudent’sAreaofConcentration,aminimumgradeofBCisconsideredsatisfactory.GradesofCorbelowinCoreandConcentrationcoursesmaynotbecountedtowardsdegreerequirements,butarestillcountedinthecumulativeGPA.IfastudentreceivesagradeofCorbelowinadepartmentrequiredCoreCourse,thestudentmustretakethecourseandachieveasatisfactorygrade.Inelectivecourses,agradeofCoraboveisconsideredsatisfactory.AnycourseinwhichastudentreceivesagradeofDorFmaynotbeusedtosatisfyanydepartmentgraduationrequirements.However,thesecourseswillstillbecountedinthecumulativeGPA.

6.2.2IncompletesAnincompletewillbegrantedatthediscretionofacourseinstructorandonlyifastudentsatisfiesallthreeofthefollowingrequirements:

¨ Wasunabletocompletealltheworkontimeforreasonsbeyondthestudent’scontrol(e.g.,illness).¨ Hadperformedatleastsatisfactorilyonthecompletedwork;and¨ Canremovetheincompletebydoingonlyalimitedamountofwork(e.g.,takingafinalexam).

Unlessunusualcircumstancesexist,anincompleteshouldnotbereportedforastudentwhocouldhaveandshouldhavecompletedtheworkontime;orwhohadperformedunsatisfactorilyand/orhadbeenexcessivelyabsent;orwhocannotremovetheincompletewithoutdoingalargeamountofmake-upwork;orwhohadnotrequestedanincompleteorexplainedtheneedforone.Anincompletemustberemovedbytheendofthesemesterfollowingthesemesterinwhichtheincompletewasreported.Ifastudentdoesnotcompletetheincompleteworkandtimerunsout,thefacultymembermustgiveagradeofF.Incaseswhenastudentsemester-endrecordshowsthreeormoreincompletegrades,thecasewillbereviewedbytheMPCregardlessofhowlongtheincompleteshavebeenonthestudent’srecord.6.2.3GradingAppealsIfastudentwantstoappealagradegiveninacourse,thefollowingproceduresapply:

¨ Ifthecourseisnotcomplete,thestudentshoulddiscussthegradingissuewiththeinstructor.Iftheissuecannotberesolvedatthislevel,theappealprocedurebelowmaybeused.IfthecourseiscompletedandfinalgradeshavebeenfiledwiththeRegistrar,normallythegradescannotbechangedevenbytheinstructorexceptinthecaseofaclericalerror.TheonlyexceptiontothisisifarecommendationforagradechangesubmittedtotheDeanoftheCollegeofLettersandScience(L&S)resultsfromthefollowingdepartmentalappealprocedure.

¨ Initially,thestudentwiththecomplaintshouldwriteastatementdetailingthenatureoftheircomplaintaboutthegrade.Thisshouldbegiventoanddiscussedwiththeinstructorofthecourse.If,afterthisinitialmeeting,thestudentwishestopursuetheappealfurther,thewrittencomplaintshouldbesubmittedtotheDepartmentalCurriculumCommittee.ThisCommitteewillrequestinformationongradingcriteriaandanyotherrelevantinformationfromtheinstructorofthecourse.ThemembersoftheCurriculumCommitteewillmakethefinaldeterminationontheappeal.

6.2.4WorkProgressAllrequirementsfortheMSURPLdegreemustbesatisfiedwithinfiveyearsofthestudent’slastsemesterofresidentworkinorderthatcreditspreviouslyearnedinresidenceneednotberevoked.Astudent’sfailuretocomplywiththeexpectationsforsatisfactoryprogressmayresultindisciplinaryactionordismissal.

8. DISCIPLINARYACTIONANDDISMISSALStudentsmaybedisciplinedordismissedfromthegraduateprogramforanytypeofmisconduct(academic,non-academic,professional,orresearch)orfailuretomeetprogramexpectationsregardlessoftheiracademicstandingintheprogram.8.1ProgramandDepartmentLevelFailuretomeettheprogram’sacademicorconductexpectationscanresultindisciplinaryactionincludingimmediatedismissalfromtheprogram.Ifastudentisnotmakingsatisfactoryprogressinregardtoacademicorconductexpectations,theadvisorwillconsultwiththeMPCandDepartmentChairtodetermineifdisciplinaryaction,probation,ordismissalisrecommended.StudentsplacedonprobationwillbeplacedonprobationforonesemesterandwillbereviewedbytheSteeringCommitteefollowingtheprobationarysemester.Studentsplacedonprobationmaybedismissedorallowedtocontinuebaseduponreviewofprogressduringtheprobationarysemester.

4. Iftheissueisnotresolvedtothestudent’ssatisfactionthestudentcansubmitaformaldepartmental-grievancetotheGrievanceAdvisorinwritingwithin60calendardaysoftheallegedunfairtreatment.Theformalgrievanceshouldprovideasmuchdetailaspossibleabouttheincident(s)orsituation(s)ofconcern.

5. Onreceiptofawrittengrievancecomplaint,theDepartmentChairandDepartmentAdministratorwillbeinformed,anda3-memberfacultycommitteewillbeconvenedbyaGrievanceAdvisortomanagethedepartment-levelgrievance.Theprogramfacultycommitteewillpreserveconfidentialityifpossibleanddesiredandwillobtainawrittenresponsefromthepersontowardwhomthecomplaintisdirected.Thisresponsewillbesharedwiththepersonfilingthegrievance.

6. Thefacultycommitteewilldetermineadecisionregardingthegrievance.TheGrievanceAdvisorwillreportontheactiontakenbythecommitteeinwritingtoboththestudentandthepartytowardwhomthecomplaintwasdirectedwithin15workingdaysfromthedatethecomplaintwasreceived.Detailssharedwiththeaggrievedstudentmaybelimitedbyuniversitypoliciesregardingpersonnelmattersorstudentrecords.

7. Atthispoint,ifeitherparty(thestudentorthepersontowardwhomthegrievanceisdirected)isunsatisfiedwiththedecisionofthefacultycommittee,thepartymayfileawrittenappeal.Eitherpartyhas10workingdaystofileawrittenappealtothatcommitteethroughtheGrievanceAdvisor.

8. Documentationofthegrievancewillbestoredforatleast7years.Significantgrievancesthatsetaprecedentwillbestoredindefinitely.

9.1.2HostileandIntimidatingBehaviorHostileandintimidatingbehavior,sometimesknownbytheshorthandterm“bullying,”isdefinedinuniversitypolicyas“unwelcomebehaviorpervasiveorsevereenoughthatareasonablepersonwouldfindithostileand/orintimidatingandthatdoesnotfurthertheUniversity’sacademicoroperationalinterests.”Hostileandintimidatingbehaviorcanoccurbothwithinandacrossemploymentsectors–facultyonfaculty,facultyonstaff,etc.–andpowerdifferentials,andinanyuniversitysetting(theoffice,thelab,inthehalls,atmeetings;itcanhappeningroupsorone-on-one).Regardlessofwhenandhowithappens,itmustbeaddressedandcorrected.Hostileandintimidatingbehaviorisprohibitedbyuniversitypolicy.UW–Madisonpolicyincludesthefollowingexpandeddefinition:Hostileandintimidatingbehaviorisdefinedasunwelcomebehaviorpervasiveorseveretotheextentthatitmakestheconditionsforworkinhospitableandimpairsanotherperson’sabilitytocarryouttheirresponsibilitiestotheuniversity,andthatdoesnotfurthertheUniversity’sacademicoroperationalinterests.Apersonoragroupcanperpetratethisbehavior.Thepersonneednotbemoreseniorthanorasupervisortothetarget.Unacceptablebehaviormayinclude,butisnotlimitedto:
