The Federal Contaminated Sites Action Plan (FCSAP)

Program Objectives •  Reduce environmental and human health risks from known federal

contaminated sites and associated federal financial liabilities

•  Ancillary benefits - employment, skills development, technology advancement

Funding •  Federal Budget 2004 provided $3.5 billion resulting in 15-year FCSAP

program (2005-2020)

•  Additional $400M provided in Budgets 2003, 2009 (as part of Canada’s Economic Action Plan) and 2011

Accomplishments in FCSAP Phase I (2005-2011) •  Better understanding of the size and extent of the federal

contaminated sites problem

•  Assessment activity on 9,400 sites - Completion of assessment on 6,300 sites

•  Remediation on 1,400 sites – 650 sites completed remediation activity

•  Canada’s Economic Action Plan accelerated work in 2009-10 and 2010-11 by adding $50M for assessments and $165M for remediation

•  $1.5B spent in Phase I (of which $1.345B FCSAP funding; $152M custodian funding)

Federal Environmental Liability Estimates

•  Federal liability for remediation of contaminated sites was $4.35B as of March 31, 2011 (Public Accounts of Canada)

•  Most (75%) federal contaminated sites are small with expected remediation costs under $250,000

•  29 sites (1% of total sites) have expected remediation costs over $10M:

•  account for about 70% of the total federal liability for contaminated sites

•  majority belong to Aboriginal Affairs and Northern Development Canada and Department of National Defence

FCSAP Evolution: Phase II (2011- 2016)

Focus in Phase II on highest priority FCSAP sites •  Ensure remediation efforts target the highest priority sites •  Funding eligibility in Phase II is modified to include:

•  Class 1 (High Priority) sites •  Ongoing Class 2 (Medium Priority) sites

•  Limited to those with FCSAP remediation expenditures prior to April 1, 2011

•  FCSAP assessment funding is capped at $40M over five years •  Trend showed declining share of completed assessments

requiring remediation activity •  Custodians have been targeting highest risk sites first in

their assessments

Key Performance Targets for FCSAP Phase II

•  Performance Measurement Strategy approved in January 2012

•  3 year targets (by March 2014): –  1,650 sites with assessment activities –  1,100 sites with remediation activities

•  5 year targets (by March 2016, end of Phase II): –  2,300 sites with assessment activities –  1,500 sites with remediation activities

•  368 sites with remediation complete

•  Reduced liability for Government of Canada of: - $576M for 73 highest priority sites - $1.17B for all FCSAP funded sites in Phase II (equal to 95% of

remediation expenditures )
