  • ExecutiveSummaryThere aremillionsof traffickedpersons and smuggledmigrants around theworld at any giventime.Traffickinginpersonsandsmugglingofmigrantsareaglobalproblemandaseriousthreattohumandignity.Thiscomprehensive strategy setsout thecomplementarynatureofUNODCswork in preventing and combating human trafficking andmigrant smuggling and defines theprioritiesforUNODCsfutureactionandengagement.The United Nations Convention against Transnational Organized Crime and its Protocolswereadopted by the General Assembly towork to increase global efforts to combat transnationalorganized crime. The Conventions Protocol to Prevent, Suppress and Punish Trafficking inPersons,especiallyWomenandChildrenand theProtocolagainst theSmugglingofMigrantsbyLand,SeaandAiraretheonlyuniversalinstrumentsthataddressthesecrimesinacomprehensiveandintegratedmanner.AstheguardianoftheOrganizedCrimeConventionanditsProtocolsonTraffickinginPersonsandSmugglingofMigrants,UNODCplaysaleadingroleinstrengtheningandcoordinatingthecriminaljusticeresponsetohumantraffickingandsmugglingofmigrants.UNODChasadoptedaThematicProgrammeonActionAgainstTransnationalOrganizedCrimeandIllicitTrafficking,IncludingDrugTraffickingthatsetsoutthestrategicprioritiesforUNODCforthe20112013 period. This Programme, which seeks to provide a coherent and comprehensiveapproachtoeffortstopreventandcombatallformsoftransnationalorganizedcrime, includesaSubProgramme on Human Trafficking and Migrant Smuggling. The present comprehensivestrategyprovidesfurtherdetailandstrategicdirectionforUNODCsworkontraffickinginpersonsandmigrantsmuggling.UNODC work occurs in three interrelated and mutually reinforcing areas: (1) research andawarenessraising,(2)promotionoftheProtocolsandcapacitybuildingand(3)thestrengtheningof partnerships and coordination. In research and awarenessraising, UNODC will publish theGlobalReportonTraffickinginPersonsinDecember2012andbienniallythereafter.UNODCalsoproducesresearchandissuepapersontraffickinginpersonsandmigrantsmugglingandengagesin awarenessraising about these issues, particularly through the Blue Heart Campaign againstHuman Trafficking.UNODCsnormativeworkonpromoting theProtocols and capacitybuildingengages withMember States in providing legislative assistance, strategic planning and policydevelopment, strengthened criminal justice responsesandprotectionand support tovictimsoftrafficking in persons and smuggled migrants. Finally, UNODC initiatives on strengtheningpartnershipsandcoordinationoccurthroughitsparticipationininteragencygroupssuchasICAT,UN.GIFTandGMGanditsmanagementoftheUNTrustFundforVictimsofTraffickinginPersons.Organizationally,UNODCworkonhuman traffickingand smugglingofmigrantsoperatesacrossmultiple units and divisions within UNODC. In order to better reflect the coherence andcomplementarity of UNODC work on these issues, a new Human Trafficking and MigrantSmugglingSectionwillbecreatedasathirdsectionundertheOrganizedCrimeBranch,tobeledby a newly created Section Chief. This sectionwould include two units, one focusing on theimplementation of the Protocols and capacitybuilding, with the other unit working oncoordination issues(comprisingthe ICAT,UN.GIFT,GMGandTrustFundfunctions). TheHumanTraffickingandMigrantSmugglingSectionwillwork inclose liaisonwithotherpartsofUNODC,suchastheDivisionforPolicyAnalysisandPublicAffairs,whohaveresponsibilityforalargepart

  • of thework relating to research, including thepreparationof theGlobalReportonTrafficking,awarenessraising,fundraisingandinteragencycooperation.Presently, UNODCs human trafficking and migrant smuggling operations are insufficientlyresourced,limitingtheabilityoftheseteamstoeffectivelyfulfiltheirmandates.UNODCwillmakeeffortstoseekregularbudgetfundingtosupportthekeyfunctionsoftheHumanTraffickingandMigrantSmugglingSectionandtoensurethestabilityoftheSectionanditslongertermplanningthrough other sources of funding. Greater efforts will also bemade to guarantee sufficientcontinuityinstaffingbyregularizingemploymentthroughthecreationofpermanentposts.Asthevolumeofworkincreasesinrelationtomigrantsmuggling,morestaffwillbededicatedtoworkingonthesemattersinordertoensurethedevelopmentofspecificexpertiseontheseissues.TheproposedactionpointsforUNODCare:ResearchandAwarenessRaising

    AsameansofpromotingUNsystemwidecoherence,itisproposedthatconsiderationbegiven toexpandingUN.GIFTsawardwinningKnowledgeHub into theprimaryUNportalon human trafficking by, inter alia, including research and information of ICAT and theTrustFundaswellaspromotingUNODCworkmorebroadly.

    ContinuetooffertheBlueHeartCampaignasanawarenessraisingandadvocacytooltoabroadrangeofpartners,includingotherUNorganizations,MemberStatesandcivilsociety.TheBlueHeartTermsofEngagementwillalsobeelaboratedinordertoensurethatasetof actions is taken to prevent and combat human trafficking in conjunction with theadoptionofthecampaign.

    PromotionofProtocolsandCapacityBuilding

    TheuseoftheOmnibussoftwarewillprovidedetailedinformationontheimplementationof the Convention and its Protocols, which would be further enhanced if a reviewmechanism is adopted. In its role as secretariat, UNODC can support the efforts ofMemberStatestodriveforwardtheeffectiveimplementationoftheProtocols.

    Inordertoensurehighquality,comprehensiveandconsistenttechnicalassistance,UNODCwill adopt amore proactive approach through the development of detailed guidancenotes,thetrainingoffieldstaffandtheprovisionofadviceandexpertisebyheadquartersinthedevelopmentand implementationofprogrammes. UNODCscapacitybuildingwillbedevelopedundertheframeworkofregionalandcountryprogrammes,inalignmentwiththeneedsandprioritiesofregionalentitiesandpartnercountries,andinclosecooperationwithUNkeypartners,multilateralandbilateralagencies.

    StrengtheningofPartnershipsandInteragencyCoordination

    In recognitionof the importanceofUNODCs role inensuring interagency coordinationandthebenefitsthatitbringstoUNODC,itisproposedthateffortscontinuetobemadetostrengthen the synergies between ICAT, particularly through its Working Group, andUN.GIFT.

  • InordertoensurethatICATisabletofulfilitsrole,UNODCwillseektoprovidededicatedsupportinUNODCtoadvancethesubstantiveworkofICAT.

    UNODCwillsupportUN.GIFTinthenextphaseofitsoperations,actingasaneffectivehosttoitssecretariatandasanactiveparticipantinitsjoint,interagencyactivities.

    UNODC will continue to support GMG and establish an action plan for its upcomingchairmanship of GMG that promotes UNODCs mandates under the Protocols onTraffickinginPersonsandSmugglingofMigrants.

    UNODCwillestablishaneffectivefundmanagementstructureandpromotethefundasapeopletopeople initiative. Consistent with the spirit of the Global Plan of Action increating the Fund, and to ensuremaximum impact, UNODC will continue to promotebroaderUNownershipof the
