1. WELCOME / WELKOM

1.1 Moment of silence: February 2012 – Col Herman le RouxWisdom belongs to God.

Before all things God captured Wisdom on earth and made it His own if anyonewants it, it must be gotten from Him. Job 28:27:”Then He saw Wisdom and declared it; He established it, yes and searched it out for His own use, and He alone possesses it.”

If you need Wisdom to understand something, instead of discussing it withpeople or moaning or complaining in your heart or mind, search out God. Isaiah 43:26; “Put Me in remembrance, remind Me of your merits, let us plead and argue together, set forth your case, that you may be justified.” God is saying; “Tell Me what your problem is that we can sort this out.” Don’t just confess what your problem is, wait on God to tell you what to do, or in every circumstance, in every problem God opens a door, He never, never leaves the righteous forsaken, it is not His way.

1 Cor. 1:29,30; Jesus became for us the Wisdom and  the righteousness from God.

When you are tempted and tested it is to show what is in you, know the

destinyand purpose of what God has placed on the inside of you, know that you are aKing.

Realize you are a King get up and take authority over the circumstance, walkin the authority God has given you. God is showing what is on the inside of you, taking away the evil.

You pray (to) God to take away what is not from Him, in other words: “Change me to Your image Lord.” God will not leave you ashamed. In Revelation 3:8 God is saying to you; "I know your record of works and what you are doing. See! I have set before you a door wide open which no one is able to shut; I know that you have butlittle power, and yet you have kept My Word and guarded My message and havenot renounced or denied My name."

1.3 Editorial / Redaksioneel – Hennie Heymans

- The Veteran Business Welcome to the second issue of 2012. On a reflective note many of you who are reading this might think: “What is all this all this bother in aid of? Why all the trouble? Why bother with the past?

What is our aim? Let’s try and answer you. It is our aim to give you a free, but good, electronic magazine right from the heart. Here are our aims and objectives:

Firstly we want to:

- Inform you;- Amaze you; and- Amuse you.

Secondly we want you, our reader, to: - Take ownership of this magazine – IT’S YOURS! It’s ours! Let’s reach out to our other comrades who are in need of our moral support, comfort, prayer or company. A friend in need is a friend indeed! Although he/she is alone, not one Veteran should be lonely! Let’s act as safety nets to one another. Keep in touch with Veterans who live alone!

Our third objective is, amongst others, to: - Instil a sense of pride in our past uniforms and heraldry; - Instil a sense of pride in our heritage;- Remember fallen comrades; - Foster sense of belonging and camaraderie;- Reflect good basic human values; - Record our past (warts and all);- To collect photographs of the past;- To help and support one another;- To look at our vested interests; and- To be informed of the latest national / international security trends and developments;

After all we belong to one of the greatest brotherhoods known to man – we are all VETERANS of some conflict or other – we proudly wore a uniform with a badge and we carried a firearm - or drove a tank, a ship or an aircraft - because we served and we protected! This Editor has also realised he can only be himself; he cannot emulate other editors or try to be like other people – so we are stuck to one another!

2.1.1 Lt-Gen John Hickman – Jim Smith

Jim Smith writes: “The Times announced today in retrospect the death of Chief Of Staff Rhodesian Army Lt Genl John Hickman MC on 28 Oct 2011. I am sure that some are unaware of this fine officers passing. RIP.”

- Comments by Jeff Manning Genl Hickman's father, Arthur S. Hickman, (2622) CBE, QPM, CPM, was Commissioner of the BSA Police in 1954. A proud family. He is the son of a former Commissioner of the BSAP.

2.1.1 Brig H Lerm – Tubby Myburgh“Ek het vandag boodskap ontvang dat Brig Hertzog Lerm die 11de Jan oorlede is en dat hy gister in Stilbaai begrawe is.”

2.2 Siekboek 3.2.1 Willie du Plessis – Standerton: rugoperasie 3.2.2 Koot van Schalkwyk – hy is gelukkig uit die hospitaal

ontslaan en herstel tuis! 3.2.3 Capt Harry du Preez (82) – Natal. We would like to share

the following with you regarding Capt Harry du Preez who is on his way to recovery. Thanks for all your prayers. This type of comradeship is laudable:

Hi Brig.

Would you please by means of the group. Notify the members that my dad Capt Harry du Preez will be undergoing a Heart valve replacement operation in Bloemfontein on Monday morning. He is 82 and we are a bit worried as this is a large operation. The doctors are confident and say they are working on a man of 70 as dad is in really good shape.

4.2 Ebo vier kom uiteindelik huistoe....... - Gert Opperman

Geagte Vriende

Graag word die blye tyding aan u oorgedra dat die Angolese owerhede ook nou goedkeuring verleen het dat voortgegaan kan word met die opgrawing en terugbring van die oorskot van die Ebo Vier. Sleutelrolspelers kom eerskomende Maandag bymekaar om die detail te bespreek, gevolg deur ’n besoek deur myself en die skakellid van die professionale span aan Angola oor die tydperk 7 – 12 Februarie 2012. Die doel van die besoek is om die detail van wat gedoen moet word, met die Angolese owerhede te bespreek en ook om weer ’n verkenning ter plaatse by die grafte te Ebo te doen. Die professionale span van drie kundiges sal uiteindelik vir die opgrawing, identifikasie en terugbring van die oorskot verantwoordelik wees. As alles volgens beplanning verloop, sal ons waarskynlik weer vroeg in Mei 2012, na afloop van die reënseisoen, na Angola terugkeer om die opgrawing self te doen. Dit word vertrou dat die oorskot terug en gereed sal wees om voor of op 3 Junie, die datum van die jaarlikse herdenkingsdiens by die SAW Muur van Herinnering, in die reeds gegraveerde nisse geplaas te word.

Die aanvanklike fondsinsameling vir die projek het uitstekende resultate opgelewer en almal wat tot dusver bygedra het, word nogeens opreg daarvoor bedank. Ongelukkig het die lang tydsverloop van meer as ses jaar sedert daar met die projek begin is, terwyl gespook moes word om die Suid-Afrikaanse en Angolese owerhede se goedkeuring te kry om sonder staatsfondse met die projek voort te gaan, verdere fondsebehoeftes geskep. Daarom neem ek die vrymoedigheid om alle belangstellendes te nooi om dit te oorweeg om ’n verdere bydrae te maak, indien moontlik, asb. Graag word u geheue met die oog daarop soos volg verfris:

Kavalleris Niel Lombard is op 23 November 1975 in die geveg by die Massabarivier-brug buite Ebo in ‘n pantserkar gedood. Sy oorskot kon nie afgevoer word nie, omdat die SA magte verplig was om Suidwaarts terug te trek.

Die volgende oud-kamerade is in ‘n gesamentlike graf begrawe. Hulle is op 25 November 1975 gedood toe hul Cessna 185 vliegtuig agter vyandelike linies deur Kubaanse lugafweer in die Ebo-distrik afgeskiet is:

Hendrik Frederik Strydom (Tiny -  6 vt. 6dm) neem 'n skild in ontvangs vanaf kol. A.P. van Dyk, voorsitter van W.P. Bond, Westelike Provinsie, by geleentheid van die viering van sy 85ste verjaardag.

Die skild is geskenk  deur die S.A. Polisie Bejaardesorg Fonds.

Tiny, soos hy deur ‘n menigte oud-Polisielede en alle oud-Parlementariërs geken word, het vir 32 jaar diens gedoen by die Hoofingang van die Parlement.

Hy is op 27/11/1926 gebore en het in 1985 afgetree, waarna nog 10 jaar by die Veiligheidstak, Kaapstad, diens gedoen.

Hy was vir sewe jaar Polisie Swaargewig bokskampioen, en is nog sterk en gesond.

6. PERSONALITIES & BIOGRAFICAL DICTIONARY/ PERSOONLIKHEDE / BIOGRAFIESE WOORDEBOEK

6.1 Lt Gen Dennis Earp – by the late Brig-Gen Ken Snowball

Gen Earp qualified as a pilot in the SAAF at the age of 20 and immediately volunteered for service with 2 Sqn in Korea fighting under the UN flag against the Chinese and North Korean aggressors.

He turned 21 on the day he flew his first orientation flight in Korea.

He flew 64 successful missions against the enemy for which he was awarded the US Air Medal.

On 27 Sept 1951, on his 65th mission, his Mustang was hit by enemy fire and he was forced to bail out behind enemy lines.

He was captured and was to be a POW for 23 harrowing months suffering the most cruel forms of torture and mistreatment by his captors. His body today still bears the scars of this mistreatment.

At this point it is important to note that the North Koreans and Chinese did not recognize the term POW or any conventions governing the treatment of POWs. Anybody fighting against the so-called "people" was considered a war' criminal and could be treated in the most horrific way without redress. The only interest they had in a prisoner was if he was of propaganda value to them.

During his 23 months in captivity he spent a few weeks in the notorious North Korean Interrogation Camp known as "Parks Palace" where, amongst other things, he was subjected to "brainwashing" - a system of torture not yet known to the West at the time.

Apart from the poor food and beatings (e.g. placing a prisoner in a hand drawn circle in the courtyard and beating him with rifle butts for the entertainment of other guards) prisoners would be kept in solitary confinement for long periods, starved and the only time an interrogator would speak to the prisoner was to impart or implant an idea in his head which they wanted him to convey for propaganda purposes (eg the UN forces were using "germ warfare" against the people. When the prisoner was sufficiently "re-educated" and was prepared to confess his "crimes against the people" he would be paraded before the international press.

30% of the prisoners subjected to brainwashing died within a few weeks.

One of the worst experiences Gen Earp had during captivity was a forced march which later became known as the "Death March".

One night he was force marched from Parks Palace to Kangdong (also referred to as the coal mining camp for obvious reasons), north-east of P'yongyang the capital of North Korea. The next day on 14 November, he and a fellow South African pilot, Mike Hally, plus 41 other UN prisoners were forced marched from Kangdong to Pyoktong on the Yalu River which was the border between Manchuria (China) and North Korea.

The relentless pace of the march, general weakness, dysentery and the ill-treatment metered out by not only the guards but also the civilian population along the route soon took its toll. Some prisoners died on the 12day march in the bitterly cold weather - the prisoners not having proper winter clothing - whilst other survivors arrived at Pyoktong in such poor health that they soon died from, their exposure to the elements and their mistreatment from the guards. Mike Hully was one of those.

Mike died in Durban in August 1954 as a result of the march, but before he died he testified to the great personal courage of 2Lt Earp. He said that the support given by 2Lt Earp to the other prisoners on that terrible journey, strengthened them both morally and physically and enabled them to withstand the horrible conditions under which the march took place.

Later, Gen Earp was decorated with the Chung Mu Decoration with Silver Star by the South Korean Government for his courage, bravery and support to other prisoners during his captivity.

And so, as a young 22 year old South African pilot, 2Lt Earp returned to South Africa after the Armistice in Korea a very wiser young man. Not only had he gained valuable aerial combat experience but he had firsthand knowledge of the communists, their methods and most importantly a clear understanding of how their minds worked. This knowledge was to be of great value not only to himself but the SA Defence Force as well in the later years during the "Bush War" and the negotiations that followed with the representatives of the communist surrogate forces north of the former SW A border.

Note: There are still some people who believe that the Korean War was a low-intensity UN Policing operation.

In Vietnam the US lost 57 000 men in 11 years.In Korea the US lost 54 000 in only 3 years.

In WWII only 2% of allied POWs held by the Germans died whilst in captivity (Russians excluded).In Korea 42% of allied prisoners died in captivity

The late Prof Donavon Marais (right) and I were privileged to be guests at this launch. Both Donavon and I were again privileged to have read the manuscript and General Jannie Geldenhuys quoted Donavon on the cover of his book. This sketch Donavon obtained from the late Ken Snowball at the launch and afterwards he posted it to me. Donavon always sent me interesting papers etc by mail. In fact so many interesting documents that I have opened a thick lever arch file on our correspondence over the period of our friendship. He was a dedicated correspondent – even though we lived in Pretoria.

Ek het nou die dag ‘n Kerskaartjie van 1941 by ‘n niggie van my gekry wat hy aan haar ma-hulle gestuur het. Dis in puik toestand en bevat ‘n foto van hom en een van my ma. Indien jy daarin belang sou stel, sal ek dit graag aan jou beskikbaar stel om te plaas. Hy was sy lewe lank in die SAP orkes en was ook die orrelis in die Kollege se kerk gewees. Na sy aftrede het hy onder andere as “Special” in Distrik 43 se teleks kantoor gewerk en is later na die SAKB oorgeplaas waar hy hulle medies gedoen het.

Destyds, toe hy aangesluit het, was hy die enigste Afrikaner in die orkes wat net uit Engelse bestaan het. Die orkes het toe lede uit elke Engelse Graafskap behalwe Wallis gehad. Hy is toe dadelik meegedeel dat hy Wallis moet verteenwoordig en is hy “Taffy” genoem. Die naam het tot sy dood by hom gebly en baie mense – insluitende goeie vriende – het geglo dat dit sy doopnaam was. “

Die tyd toe ek moes A/O word is ons mos verander na Inspekteur (weet nou nog nie waarvan nie). So het ons nooit ‘n Brevet gekry en was daai A/O stokkies ook nie meer in gebruik!

Ek het nou nog my oorlede oupa WAJ v/d Walt se stokkie ek het altyd so uitgesien daarna om dit eendag te kan gebruik! Baie ouens het dit verwens omdat hulle dit orals moes saam dra. Dit was vir my altyd so mooi as jy iemand met die stokkie so onder die arm sien loop het.

Ds Cloete is a WW2 & Korean Veteran, while Gen Dillon is also an “old warrior” from WW2, Bergville and Umgulambashe. During 1971, when the picture was taken, the SA Police were five years on the border, from 1966. Camouflage uniform was then not in general use.

7. WE REMEMBER / ONS ONTHOU

7.1 Stilte in die Hof – Len Els

7.1.1 Quantum van 'n man se regter testikel??

Abel Knater (skuilnaam) verskyn voor my as eiser in die siviele hof. Hy dagvaar die Minister van Polisie vir skadevergoeding weens pyn en leiding, emosionele skok en verlies aan lewensgenietinge.

Hy getuig oor die noodlottige dag se gebeure, en dis duidelik dat dit nie Abel se dag was nie. Inteendeel.

Abel stop een oggend by 'n robot in Mabopane op pad kafee toe vir die Sondag koerante, brood en melk. Twee rowers pluk die voorste deure oop, help Abel hardhandig uit sy BMW, neem die leisels oor en laat spat.

Op hul hakke stop 'n vangwa met twee geregsdienaars aan boord wat die hele petalje waargeneem het, en hulle gelas Abel om in te klim. In wat Abel aanvanklik as sy 'lucky break' beskou het volg 'n wilde weste jaagtog aka James Bond.

Die rowers verloor beheer van die BMW om 'n verkeersirkel, bots teen 'n boom en vlug te voet die bosse in. Abel en sy twee beskerm here volg te voet. Abel is geklee in 'n sweetpak en tekkies en is heelwat fikser as die dienaars van die gereg. Bygevolg is die scenario: rowers in eerste plek, Abel kortkop agter in tweede plek en onse dienaars wat sleg uitsak in derde plek.

Die rowers spring oor 'n vier voet draad heining en Abel gee nie tou op nie. Hy druk met sy hande op die heining en lig die regter been soos 'n hond wat water afslaan ten einde oor te spring. Op die kritieke oomblik besluit een dienaar dat sy McDonald pens nooit sulke hoogtes sal oorbrug nie. Hy pluk sy dienspistool uit en laat spreekwoordelik waai.

Kinkel in die verhaal: Abel is onder sy sweetpak, onderbroekloos!

Die skoot klap en Abel groet finaal sy regter testikel: onder hom uitgeskiet. Abel gaan aant gille; die dienaar gaan aant gille en die rowers verdwyn in die bosse.

Met uitspraak het ek op die meriete geen probleem nie. Die dienaar van die gereg was duidelik nalatig. Selfs grof nalatig.

Die vasstelling van die quantum (bedrag) skadevergoeding gee egter hoofbrekings: Hoe bepaal jy die waarde in rand en sent van 'n man se regter testikel??

'n Weermag kolonel getuig dat op die oggend van die staatsgreep twee van die beskuldigdes om 11:05 die basis besoek en die offisiere toegespreek het. Hul boodskap was duidelik: die koeël is deur die kerk; werk saam, beheer jul troepe of dra die gevolge.

Die tyd van hierdie besoek was relevant aangesien die twee beweer het dat hulle om 11:00 elders was. Die kolonel hou egter voet by stuk. Hy getuig dat hy net by die teekamer opgedaag het toe die twee beskuldigdes hul opwagting maak.

Regter Smit (skuilnaam) vra ietwat verbaas: “Colonel, a coup was attempted that morning at about 06:00 and was broadcasted on radio and TV. Everybody was aware of it. Yet you and your fellow officers were having tea?”

Die kolonel ruk hom op en antwoord: “Milord, in the army 11:00 is teatime. Period.”

Apparently they have taken over the Railway Station as a police station in Botrivier. (I have been a passenger numerous times from Cape Town over Faure, the Sir Lowry’s Pass via Caledon to Bredasdorp - the most southern railway station in Africa. (At Upington the SAPS Detectives have taken over part of the Upington Railway Station – so this is not a unique example.)

7.5 Die Geregsdienaar op die “groot” voetspoor van die geweldenaar!

Vandag gaan ons ‘n draai maak in die diepwater en gesels oor ‘n stukkie geskiedenis uit die era van die godewêreld en kuier rondom die “reuse voetspoor” nagelaat op die bodem van Suid Afrika,foto aangeheg. 

Laat weet maar of die stukkie stof, nadat u dit deurgelees het haalbaar is vir plasing in eNongqai.

Nou ‘n stukkie geskiedenis uit die era van die gode-wêreld in ‘n vroeëre dimensie - wie se voetafdruk op die bodem van Suid-Afrika vir ons nagelaat is.

Die reuse voetspoor,is vermoedelik getrap vyf duisend jaar gelede op warm lawa na vulkaniese uitbarstings met die sonvloed waar God se grimmigheid uitgestort is op die mens, nadat die seuns van God “gevalle engele” by die mooi dogters van die mens ingegaan en

vir hulle kinders verwek het “reuse” wat God se skepping besmet en ontwrig het. (Gen.6:1-9) Met die sonvloed is hulle fisiese liggame vernietig, moontlik was “die een” op vlug vir God se toorn en oordeel; tekens en rotsformasies rondom, toon duidelike vulkaniese uitbarstings wat die toneel bevestig, die Wagters, die gevalle engele is in gevangenskap, maar hulle saad die reuse, se bose geeste is in die lug en hulle is ons stryd sê Efes.6:12. (Die reuse voetspoor in die vallei 40 km noord/oos vanaf Amsterdam, was deur skrywer besoek en die foto geneem.)

Hierdie indrukwekkende groot voetspoor is na berekening: ses vt (1,8m) lank, ses maal die grote van ‘n volgroeide man wat ses vt (182cm) in sy kouse staan en wie se voetspoor normaalweg 12dm (30cm) lank is, (dit sal ses mans neem

van 6vt hoogte, met hulle voetspoor elk van 12dm, om die reus, se “spoor” van 6vt vol te staan, en as ons die ses mans vertikaal op mekaar plaas, is die gesamentlike hoogte 36vt dus was die reus na beraming 6 x 6vt = 36vt (10,97m) op sy voete, die hoogte van ‘n drie verdieping gebou, voorwaar iemand om mee rekenskap te hou; maar wat weet ons van die geweldenaars? Ons vind meer lig in die boek van “Henog" wat vandag nie meer as ‘n apokriewe boek beskou word nie maar as ‘n buite Bybelboek erken word, in hoofstuk 15:8 lees ons: “En nou die reuse wat voort gebring is uit die gees en uit die vlees, sal genoem word bose geeste op die aarde, en die aarde sal hulle woonplek wees”; vers 9 “Bose geeste het vanuit hulle liggame gegaan; omdat hulle gebore is uit die mens,......” Vers 11 “Die geeste van die reuse teister, onderdruk, vernietig, val aan, maak oorlog, bewerk vernietiging op die aarde en veroorsaak moeilikheid; hulle eet nie voedsel nie maar is nogtans honger en dors en gee aanstoot” Vers 12 “Hierdie geeste sal in opstand kom teen die kinders van die mens en teen die vroue, want hulle het uit hulle voortgekom.”

Hierdie geweldenaars soek en vind skuiling in die vleeslike kleipot van die mens wie nie oorklee is met die heerlikheid van Christus nie. Dit is hierdie geweldenaars, teen wie ons as geregsdienaars vir baie eeue veg en stry, wie soveel smart en seer en bloedvergieting veroorsaak het. Die sleutel vir ons oorwinning lê nie in ons militêre toerusting en wapen arsenale nie, nee, ons oorwinning lê as ‘n gelowige, as ‘n individu, verskans in Efes.6:10-20 deur ons te oorklee met die volle wapenrusting van God, dan kan ons met gesag hierdie magte aandurf. Hierdie vlieënde onsigbare rebelse geeste sê Henog val aan, maak oorlog, vermoor en maak dood wie in hulle bereik is, sonder twyfel is hulle indirek verantwoordelik vir die duisende plaas moorde tussen ons boere gemeenskap,die vreemde aanslag op ons volk lei nou tot ‘n positiewe geestelike paraatheid wat die gevolge is van ‘n groot skaal se oorkleeding met die volle wapenrusting van God aan; om een geval te noem:-

Op Sondag 25 Feb 2007, na bekendstelling deur die pers trek verskillende Kerke saam in die N.G.Kerk op Amsterdam, elke besoeker toegerus met ‘n “simboliese wateroffer” as ‘n teken en bewys voor God van die duisende koelbloedige moorde op plase, het tydens die erediens die wateroffers as ‘n “offer”uitgegiet in een gemeenskaplike “kruik.”

Op Sondag 1 April 2007, is hierdie “simboliese wateroffer” uit die kruik vanaf Amsterdam geneem na Jerusalem, na die tuin in Getsemane, na ‘n kort plegtige erediens is hierdie wateroffer voor die aangesig van God uitgegiet as ‘n bede, as ‘n versugting en smeking om genade en hulp vir die geteikende Boerevolk in Suid Afrika, dit het geskied op die plek waar JESUS se gebedsworsteling plaasgevind het en sy sweet in bloeddruppels verander het. En van daardie oomblik af word geglo, en gebid dat elke druppeltjie water wat daar uitgestrooi lê in Getsemane, soos die bloed van Abel vanaf die aarde roep tot God! Om Hom te ontferm oor die wreedaardige barbaarse bloedvergieting in hierdie land. Die boodskap deur skrywer gebring binne in die tuin van Getsemane, het gewentel

rondom Sef.3:10-12:- (“Oorkant die riviere van Kus vandaan sal my aanbidders,my verstrooide gemeente,my offerande bring............)”

In die skrifgedeelte in vers 10, 11 en 12 lig die PROFEET sy oë weg vanaf Israel, met sy oë vêr gerig anderkant die riviere van Kus, (Etiopië,en die swart Kusietiese volke), in die vêr gerigte visie profeteer hy van God se aanbidders en verstrooide gemeente op die verre suidpunt ( wie anders as die Boerevolk in Suid-Afrika kan dit wees?) - geografies gesien vanaf Israel, dui die profesie duidelik op Suid Afrika! In lig hiervan moet ons nie uit die oog verloor nie dat vyf eeue, gelede,het God hierdie Boerevolkie, afkomstig uit verskillende Europese lande, tydens die groot “revolusionêre” Kerk hervorming as verstrooide vlugtelinge geplant op die verste suidelike punt van hierdie groot donker Kontinent van Afrika, met ‘n sending om die evangelie lig te versprei. En vir eeue hierna is hierdie volkie verneder, gehaat, verdryf, agtervolg, gedood, vertrap, in bandelingskap weg gevoer, en nou op die einde, van hulle reg en mag ontneem.

VANDAG! Vyf jaar later na die “offer” in Jerusalem, is daar duidelike beroeringe sigbaar in die politieke wêreld in Suid Afrika, ‘n bewys dat God se hand in is beweging wie die magte en owerhede van die duisternis van hierdie wêreld verbreek, wie konings en regeerders afstel en aanstel in sy wysheid en krag. Vandag word Vers 12 - ‘n realiteit in ons midde: “En Ek sal tussen jou laat oorbly ‘n ellendige en geringe volk wat by die Naam van die HERE skuiling soek;” gekoppel aan die belofte in vers 11 “want dan sal Ek uit jou midde wegruim die wat in jou oormoedig jubel!!!"

As ‘n geregsdienaar, in diens van die allerhoogste God, hetsy in die verlede of hede het ons ‘n funksie om te vervul, u is deel van hierdie groot ratwerk om hierdie gemeenskaplike vyand van God, die geweldenaar die “reus,” in sy voetspoor te boei. Nie deur krag of geweld nie, maar deur my Gees, sê die HERE...(Sag.4:6) MARANATHA !!! Past. Daan van Tonder. [email protected]

7.6 Klipstapels van Gelofte: Ondervinding van ‘n Jong Seun – Johan JacobsDit is 16 Desember 1963, die plek is Paardekraal Monument te Krugersdorp. In die voorste banke sit ‘n jong 10 jarige seun, links van hom speel die militêre orkes. Van oral kom mense om politici te ondersteun, die Afrikaner staan sterk! Voor hom sien hy sy oupa vir oom Jan de Klerk groet, hulle is immers saam politici van die Nasionale Party.

Hy voel trots om deel te wees van hierdie fees, hy het so baie kere die storie van die klipstapels en belofte van sy oupa gehoor en nou is hy deel hiervan. Perde kommando’s kom fier en regop aangery met vryheidsvlae, gewere en blink gepoetste bandeliers. Afrikaners neem oral sitplekke in om na toesprake oor nasionalisme te luister. Trots staan dié seun langs sy oupa as dié ander besoekende politici ’n handdruk gee.

Die Lied van jong Suid Afrika word uit volle bors gesing gevolg deur die ‘hoor jy die magtige dreuning’ van die Stem. Hý staan styf en regop en bekyk die erewag met bewondering aan. Later as die Belofte van Bloedrivier en Paardekraal diep en hartseer gelees word in gebed, voel dié seun hoe sy jong hart met die Oranje Blanje Blou wat bokant hulle koppe wapper, vereenselwig.

Hý luister diep na sy oupa as hy die geskiedenis van die Gelofte van Bloedrivier en die Gelofte wat afgelê is op Paardekraal, voorlees:

"In de tegenwoordigheid van den Almachtigen God, de kenner aller harten, onder bidden opziend om Zijn genadige hulp en ontferming, zijn wij, Burgers van de Zuid-Afrikaansche Republiek, plechtig overeengekomen, gelijk wij bij dezen overeenkomen, om voor ons en onze kinderen een heilige verbond op te richten, het welk wij met plechtigen eed bezweren. Ruim veertig jaren is het gelede, dat onze vaderen de Kaapkolonie ontvlucht zijn, om een vrij en onafhanklik volk te worden. Deze veertig jaren waren veertig jaren van smart en lijden.

Wij hebben Natal, den Oranje-Vrijstaat en de Zuid-Afrikaansche Republiek gesticht, en driemaal heeft de Engelsche Regering onze vrijheid vertrapt. En onze vlag, die onze vaderen met hun bloed en tranen gedoopt hebben, van den grond neergehaald.Als door een dief in de nacht is onze vrije Republiek weggestolen. Wij kunnen en wij mogen dat niet dragen.

God wil, dat de eerbied onzer vaderen en de liefde jegens onze kinderen ons voorschrijft, het erfpand der vaderen ongeschonden aan onze kinderen over te leveren.

Daarom is het dat wij hier bijeentreden en dat wij elkander de hand geven als mannen, broeders, plechtig belovende, trouw te houden aan ons land en volk en met het oog op God same te werken, tot den dood toe.Zoo waarlijk helpe ons God Almachtig."

Op 12 April 1877, annekseer Sir Shepstone die Zuid-Afrikaanse Republiek, namens Engeland sonder dat 'n skoot geskiet is. Die anneksasie was 'n direkte gevolg van die ontdekking van goud in die ZAR, goud wat Engeland graag self wou hê. Die gebeure is gevolg deur 'n periode van lydelike verset deur die burgers van die ZAR en ook is daar verskeie deputasies onder leiding van die (vorige) adjunk-president Paul Kruger na Engeland gestuur. Hierdie deputasies en ook verskeie ander onderhandelings met Engeland het misluk en die burgers word opgeroep tot 'n vergadering te Paardekraal op 8 Desember 1880.

Tydens hierdie vergadering, besluit sowat 6000 burgers, dat die tyd aangebreek het om iets daadwerkliks te doen. Op 'n voorstel van Paul Kruger het elke burger 'n klip stapel gepak op die plek waar die monument vandag staan. Op hierdie stadium is die Paardekraal Gelofte ook afgelê. Hierdie vergadering het

die slag van Majuba tot gevolg gehad en die herstel van vryheid van die ZAR op 27 Februarie 1881. Van 13 tot 16 Desember 1881, hou 'n dankbare volk 'n reuse fees op die terrein en ook die eerste Staatsfees in 1886 is hier gevier.

In 1889 is die heer JC Human, (Human straat in Krugersdorp is na hom vernoem) wat landdros in Krugersdorp was, na president Paul Kruger wat toe die president van die Transvaal was om toestemming te vra om 'n monument op die terrein te bou. In 1890 besluit die regering om die monument op Paardekraal te bou oor die klipstapel. Meneer Wierda (hy was ook die argitek van die Wierda-brug oor Sesmyl Spruit in Centurion), is die argitek en die boumeester. Meneer WY Veitch het in April 1890, met die bou van die Monument begin en is voltooi in November van 1890.

Op 16 Desember 1891, is 'n huldigingsfees op Paardekraal gehou, waartydens president Paul Kruger die monument onthul het. Dit was ook die eerste volksfees waar die Gelofte van Bloedrivier op 16 Desember 1838, weer herdenk is.

Tydens die Anglo-Boereoorlog, in opdrag van Lord Roberts (gedurende Junie 1901), is die klipstapel onder die monument verwyder en onder die treinbrug by Vereeniging in die Vaalrivier gegooi. Die klippe het daar gelê tot in 2007 toe duikers dít uit die modder uitgegrawe het en weer onder die monument geplaas het. In 1916 is ’n groot volksfees op Paardekraal onder leiding van generaal Louis

Botha gehou.

In die jare daarna het die Feeskommissie steeds voortgegaan om jaarliks ’n Geloftefees te reël, alhoewel dit beperk was tot die plaaslike omgewing. In 1946 is weer ’n begin gemaak met vyfjaarlikse feeste, wat goed bygewoon is.

Met die herdenking van die Anglo-Boere Oorlog gedurende Oktober 1999 tot 31 Mei 2002, het die Volkskomitee vir die Herdenking van die Tweede Vryheidsoorlog al die geloftefees-komitees in die land wat hulle gebonde gevoel

het aan die geloftes van 1838 en 1880, genooi om ’n gedenksteen tydens Geloftedag op 16 Desember 2002 aan die Paardekraal Feeskommissie te oorhandig om in ’n gedenkmuur ingebou te word. Die gedenkmuur is die laaste toevoeging tot die monument en is 'n bewys dat die Afrikaner ook in hierdié tyd, steeds bereid is om sy Geloftes gestand te doen.

Nou na byna 50 jaar voel dáárdie jong seun nog steeds trots oor sy afrikaner geskiedenis...veral op die 16de Desember, en as sy volk se feeste vandag ‘n lae persentasie bywoning toon wonder hy net wat gaan in die toekoms gebeur.

“Ek was verbaas om op bladsy 46 (in die vorige uitgawe) die artikel oor Juda Dagane te lees. Ek het hom ‘n paar jaar gelede as forensiese ondersoeker by die Spesiale Ondersoek Eenheid opgelei. Na sy opleiding was hy by die SIU (soos dit bekend is) in Pretoria geplaas tot hy bedank het. Die SIU was onlangs baie in die nuus met die hoof, Willie Hofmeyr wat deur Willem Heath vervang is en wie skaars twee weke later op sy beurt weer bedank het.

Tydens die onderhoud wat ek met hom gevoer het voor sy aanstelling het hy vertel dat hy een of ander kwalifikasie in Amerika verwerf het. Of dit wel so is, weet ek nie want die bevestiging van persone se kwalifikasies was nie my verantwoordelikheid gewees nie. Hy het my nogal beïndruk en ek het aanbeveel dat hy in diens geneem word. Ek kan nie uit die vuis onthou hoe hy tydens

Wie sou nou kon dink dat hy sulke dinge sou kwytraak? Gelukkig het ek darem heelhuids daar uitgekom want lyk my hy is ‘n heel gevaarlike kalant.”

When it comes to Iran, whose uranium enrichment and ballistic missile projects have suffered a surge of spectacular and often bloody mishaps in recent months, Israel measures the gains in terms of the delays they cause. "They are not keeping to the schedules they would like to keep to," former Mossad spymaster Meir Dagan said in a recent television interview, smilingly crediting the apparent sabotage spree to "God, who controls everything."

"It's not that we've been seeing mass resignations, but rather a sense of spreading paranoia given the degree to which their security has been compromised," the official, who has extensive Iran expertise, told Reuters.

"It means they have to take more precautions, including, perhaps, being a little less keen to stand out for excellence in their nuclear work. That slows things down."

History of hitsThe activation this week of an Iranian enrichment plant deep in a mountain drew condemnation from world powers which, along with many Gulf Arabs, see bomb-making potential in a nuclear programme that Tehran insists is for peaceful energy needs.

Ahmadi-Roshan was at least the third expert linked to Iran's nuclear programme to be killed in the last two years.

"I don't know who settled the score with the Iranian scientist, but I am definitely not shedding any tears," Israel's army spokesman Yoav Mordechai said on his Facebook page.

Happy to deflect the blame, Israeli officials say many people have an interest in sabotaging Iranian operations.

"I think several players, not only Israel, are active (in Iran)," former Mossad deputy director Ilan Mizrahi said on Wednesday. "It's not only countries, it is movements. You have the Iranian opposition, which is very strong. They have their own capabilities inside Iran."

Yet Israel has an admitted history of state-sponsored assassination and intimidation, from letter-bombs it sent German scientists serving Egypt's missile programme in the 1960s to the Mossad hunt, using guns and booby-traps, for Palestinians involved in killing 11 Israeli athletes at the 1972 Olympics.

More recently, Israeli air-launched missiles and Special Forces picked off Palestinian uprising leaders. In 1995, motorbike-borne gunmen killed Islamic Jihad chief Fathi Shiqaqi in Malta, and another suspected Mossad team smothered Hamas commander Mahmoud al-Mabhouh in his Dubai hotel in 2010.

Proponents of such tactics say they stave off more ruinous open war and few voices are raised in Israel in condemnation. Mabhouh had helped smuggle rockets to Palestinians, a threat Israel cited in justifying its 2008-2009 offensive on the Gaza Strip, amid international outcry at the high civilian toll.

"When you are fighting terror, targeting the heads of terror organisations is positive," Mizrahi said, justifying killings.

Despite widespread speculation, Iran denied Israeli sabotage was to blame for a blast last November that killed a Revolutionary Guards general. On Wednesday it was swift not only to blame Israel, but also to publish the sensitive nature of the victim's work at the uranium enrichment facility of Natanz.

"The Iranians are exposing this in order, ultimately, to provide a large degree of rationale and justification, both domestically and abroad, for what they will eventually consider as a reprisal," said Uzi Rabi, a Middle East expert at Tel Aviv University.

Last month, the South African Revenue Services (SARS) demanded that I pay an extra R17 000 in taxes. I resent it deeply given our politicians' ravenous feeding at the trough and the endless deluge of corruption. Luxurious presidential and

ministerial houses, lavish lifestyles, expensive cars, exorbitant salaries and undeserving perks that go with public life have become customary.

Julius Malema epitomises this lifestyle. Never having done an honest day's work in his life, he owns a farm, is building a mansion for over R6 million in Sandton, and he has a whopping bank balance. Bankrolled by some of the ANC's elite, his other sources of wealth must surely come from our taxes via the procurement process.

I have written to the Treasury asking them to give me a valid reason why I should pay in this amount given that a sizeable portion of the national budget goes into the private pockets of connected individuals. I need an explanation from the Minister of Finance why I need to comply with this demand.

SA is a developing nation and despite an increase in tax collection (R599bn in 2009/10, an R8.4bn increase on the previous year), government has been everything but prudent with the management of the country's financial assets. Total tax revenue is made up of personal income tax (R205,2 billion), value-added tax (VAT) (R147,9 billion) and company income tax (R134,9 billion).

In other words, individuals are heavily taxed vis a vis companies and vis a vis the appalling services we get in return. In the meantime, government is living it up and we are simply failing to keep government consumption at affordable levels.

The widespread abuse of power, greed, corruption, misappropriation and mismanagement of tax revenues fly in the face of our constitutional obligations which demand accountability, transparency and public scrutiny.

The fights around public office are so vicious because ANC members know that in running the country they have ownership and control of the economy for their own gain.

It is this entitlement that will run SA into the ground. Billions wasted on the arms deal, millions on the travel scandal, hundreds of millions on Bheki Cele's Police Headquarters, not to speak of the investigation of 20 SABC employees accused of R2.7bn in tender and procurement rigging, leave us reeling just to comprehend it all.

Then there is the building of 33 police stations to the value of R330 million without going through due process and the allegations that police officers were involved in their construction. The Department of Public Works itself is a nest of vipers and many of their officials have their hands in the cookie jar.

Chapter 13 of the Constitution spells out very clearly the role of the Treasury and its obligation to "ensure both transparency and expenditure control." The Treasury may also "stop the transfer of funds to an organ of state if that organ of state commits a serious or persistent material breach of those measures."

Government is in breach of its own Constitution for supporting organs of state that have literally stolen and misappropriated state funds. Instead of an equitable, efficient, and well accounted for tax system meant to achieve

economic growth and the development of the poor, the Treasury remains a cash cow for the deployed cadres who will milk it until it is dry.

Two Britons and two Afghans have been detained for carrying dozens of AK-47 assault rifles in the Afghan capital, police said in what appeared to be the latest flare-up in tensions between the government and private security firms.

Kabul police chief Ayoub Salangi said the four men were illegally

carrying the weapons, along with plenty of ammunition, in the eastern part of the capital where there are several foreign military bases.

"Some of the weapons did not have serial numbers or (the numbers) had been removed," Salangi told Reuters. He said the 30 rifles belonged to a foreign security firm in Kabul, Reuters reports.

"We asked the company to show their licence but they are yet to do so," Salangi said, adding investigations were under way.

Dozens of private security firms were set up in the years after the Taliban government was toppled in late 2001, providing security for businesses, embassies, aid projects and government offices.

In August 2010, Afghan President Hamid Karzai said he wanted private security firms -- with the exception of firms whose guards work inside compounds used by foreign embassies -- to close by the end of that year.

The deadline was later pushed back to March 2012.

Karzai has frequently said the security firms were the biggest barrier to the development of local police forces across Afghanistan. They have also been accused of acting with impunity and putting ordinary Afghans at risk with often heavy-handed tactics.

It is intended a branch of the police, the Afghan Public Protection Force (APPF), will take over the work done by private security firms, a process which has begun, but some in the industry do not believe the APPF will be ready in time.

Foreign forces in Afghanistan are in the process of handing control of security over to the Afghan army and police, with foreign combat troops due to leave by the end of 2014.

The F W de Klerk Foundation wishes to condemn in the strongest terms the message recently broadcast on Twitter by Kemo Immanuel Waters calling for white South Africans to be killed. According to Waters' message "The only way to end racism is to kill a material number of whites" (see report).

There is a strong possibility that Waters - a DJ and self-proclaimed religious leader - is simply seeking publicity. However, in our complex multicultural and multiracial society we simply cannot afford any actions and statements by anyone that might lead to inter-racial violence. The Constitution quite rightly prohibits and use of freedom of expression to incite imminent violence or to advocate hatred that is based on race, ethnicity, gender or religion and that constitutes incitement to cause harm.

The Foundation will lodge a formal complaint regarding Waters' statement with the Human Rights Commission.

The driver and the two Korean nationals were kidnapped and kept at a house in Meadowlands, Soweto.The driver managed to escape and alert the police. The suspects demanded a 10 million US dollar ransom from the 65 year-old man's wife (who was back in South Korea), to be deposited into an account in Singapore. The amount was eventually negotiated down to 120 000 US dollars. While the negotiations were on-going, the wife alerted the South Korean embassy in South Africa. Members of the SAPS rescued the captives, before the ransom money was deposited.Six suspects (five foreign nationals and a South African) were arrested during a rescue operation in the early hours of this morning.They have been charged with kidnapping, and are expected to appear in the Kempton Park Magistrate Court on Monday. RTMC acting CEO must verify his appointment 

The acting CEO of the Road Traffic Management Corporation (RTMC), Collins Letsoale, is sowing more

confusion than clarity in trying to justify the deployment of the National Traffic Intervention Units (NTIU) into the provinces. The Democratic Alliance has been a strong exponent of visible policing for many years now but where we govern it is always done within the boundaries of the law and in a coordinated and controlled way. 

To simply impose this newly formed traffic police force - trained to track down toll evaders in Gauteng - on other provinces is not only arrogant but also dangerous. Provinces and their municipalities have autonomy within their areas of jurisdiction, granted to them by the Constitution. Deploying a force such as the NTIU outside of its jurisdiction will only add administrative confusion and resentment. Metros and municipalities have their own traffic officers who operate within their own jurisdictions which includes all roads running through them, be they national, provincial, district or local.

Uncertainty still reigns around the appointment process of the acting CEO of the RTMC. In September 2001, the Labour Court ruled that the process that lead to the appointment of Collins Letsoale was not compliant with the act that governs such appointments. Mr Letsoale and the Department of Transport (DOT) had 60 days to lodge an appeal - which to our knowledge was never done. This effectively means that the status quo remains and that Mr Letsoale's appointment was illegitimate.

This then, has serious repercussions for many of the processes which followed the botched appointment. The subsequent registering of the NTIU officers on eNatis and the issuing of Peace Officer Certificates by the Gauteng Police Commissioner might well be tainted and could bring the responsible Ministers into disrepute.

The legality of these appointments has further ramifications: the motoring public could now be in a position to bring law suits against the RTMC and the DOT.

All these concerns were expressed to the Minister of Transport during the Budget Debate in Parliament. The Minister chose to ignore them and as a result the Minister and the RTMC has opened themselves up for serious legal challenges which they could now become personally responsible for.

Hy het Litchfield-Tshabalala, wat sedert haar skuldigbevinding ’n militêre misdaadgeskiedenis het, as ’n “verleentheid en skande” vir die weermag en haar kollegas beskryf. “Dit skaad ook die beeld van die hele weermag en Suid-Afrika in die buiteland dat ons weermag misdadigers as senior offisiere het.”

Police officers are no longer allowed to use rubber bullets or shotguns on protesters, the Afrikaans daily, Beeld, reported on Saturday. The order was made at the end of December by Lieutenant General Elias Mawela from the police's reaction unit to all police officers in the country. This follows widespread use of force by police, over the past two years, mainly in protests over service delivery. The use of force and rubber bullets was highlighted by the death of Andries Tatane last April during a protest in Ficksburg. According to the communiqué by Malewa there many control incidents where a large number of rubber bullets were used over the last few months. "Some of these incidents led to negative publicity in the media which led to questions about the use of rubber bullets in such situations," he reportedly wrote. Rubber bullets are, according to Regulation 262, to be used as a last resort.

In spite of the regulation and that supplies of rubber bullets were recently decreased, there were still serious injuries," he said. "The use of rubber bullets and bird-shot must therefore summarily be halted." Negotiation remains the

first option, then pyrotechnics [stun grenades], water cannons or tear gas can be used. The goal must be to defuse conflict with minimum force, Beeld said.

The Kenya Police Air Wing has become the first African customer to receive Eurocopter’s AS350B3e Ecureuil helicopter, which features an uprated power plant for better overall performance.

The aircraft is dedicated to police law enforcement and crime prevention missions including anti-poaching, anti-terrorism operations. It will also be deployed in search & rescue, casualty evacuation,

personnel transport and various other civic protection roles. The Kenya Police Air-Wing is the first African customer for the AS350 B3e, which features an uprated Turbomeca Arriel 2D turbine engine allowing better takeoff performance.

Range and payload was a primary consideration in selecting the AS350 B3e as the Air-Wing required a helicopter capable of patrolling both the dense built up area around the major cities, Nairobi and Mombasa, but also to cover smaller towns and communities spread over large areas. Kenya has a land area of 580 000 square kilometres and a population of nearly 39 million residents. It has a diverse geography including a long Indian Ocean coastline. Inland, the terrain varies from savannah grasslands to forests, mountains and even dessert regions.

The AS350 has also been ordered by law enforcement agencies in Angola, Namibia, Botswana and South Africa. Some 5 000 Ecureuil helicopters have been delivered in 98 countries for some 1 600 operators. These aircraft have cumulated more than 21 million flight hours.

The AS350 was assembled by Eurocopter’s subsidiary Eurocopter Southern Africa at Grand Central airport, South Africa, and ferried to Kenya in early December. Eurocopter Southern Africa won the Kenyan order after a competitive tender.

Established in 1994, the subsidiary employs 80 people to generate an annual turnover of over R300 million through the sale of helicopters and the maintenance of approximately 250 in the region. Able to provide technical as well as pilot training, Eurocopter Southern Africa is currently deploying a full flight Super Puma simulator in Johannesburg to offer basic and advanced

Die verslag van die Ouditeur-generaal vir die 2010/11 finansiële jaar het getoon dat slegs 16 uit 121 oudits in nasionale departemente en provinsiale wetgewers skoon is en dat R26,4 miljard onreëlmatig bestee of vermors is.  Dit verteenwoordig ‘n toename van R4 miljard van die vorige finansiële jaar.  Verder duur die volgehoue agteruitgang van dienslewering en finansiële bestuur in plaaslike owerhede voort. Die grootskaalse vermorsing van belastingbetalersgeld het ‘n direkte negatiewe invloed op dienslewering.

Die trek van provinsiale grense na 1994 en die voortgesette totstandkoming van groter munisipale gebiede met sentrale beheer, is net so lomp en onbillik as die onsinnige trek van grense in Afrika in die koloniale tyd en word tans deur onbevoegde amptenare en magsbehepte politici bestuur.

Van die provinsies soos Limpopo en die Oos Kaap beskik oor geen ekonomie van skaal en sekere munisipaliteite en dienslewering in munisipaliteite word deur groot lomp rade en metrorade al verder van plaaslike gemeenskappe af weggeneem.

Die VF Plus streef na groter besluitnemingsmagte vir plaaslike gemeenskappe omdat dit die werklikheid van Suid-Afrika weerspieel. Suid-Afrika is ‘n gemeenskap van gemeenskappe en vele gemeenskappe het unieke uitdagings en behoeftes wat tans nie aangespreek word met rampspoedige gevolge. Van die gemeenskappe is kultuurgemeenskappe en ander weer kultureel divers, maar geografies gemeenskaplike behoeftes. Elke gemeenskap het ‘n unieke karakter.

Die nasionale raad van provinsies is ‘n wit olifant wat vervang behoort te word met ‘n nasionale raad van gemeenskappe. Kundigheid moet so na as moontlik op grondvlak ontplooi word en gemeenskappe behoort bemagtig te word om meer selfseggenskap oor hul eie sake te hê.

Die Matjhabeng munisipaliteit in die Vrystaat wat uit Virginia, Ventersburg en Henneman bestaan het reeds laat in 2011 ‘n aansoek by die Afbakeningsraad ingedien om ‘n nuwe munisipaliteit te stig omdat die geldsake en dienslewering in die gebiede deur die bestaande stelsel vernietig is.

Die inwonersvereniging van Hartebeespoort in Noordwes naby Brits ondersoek tans ook die moontlikheid om ‘n ‘n eie munisipaliteit te stig en steun groei in sekere gedeeltes van Soweto om af te skei van die Johannesburg Metro.

Die regering kan gerus gaan kers opsteek by gemeenskappe soos Orania, Kleinfontein en ander wat sonder staatshulp besig is om te ontwikkel tot ontwikkelingsgebiede wat die groter omgewing positief beïnvloed.  

Die Suid-Afrikaanse grondwet waarborg ‘n veilige leefruimte, toegang tot basiese dienste en skoon water vir alle burgers en die Staat  het reeds hierin gefaal.  Mulder het ‘n beroep gedoen op gemeenskappe om op geordende wyse hulself in te rig en die VF Plus te steun om selfseggenskap op te eis.

Kommentaar: Vanuit ‘n nasionale veiligheidsperspektief gesien is hierdie ‘n goeie voorstel. Bring die regering en die beheer oor fondse weer nader na grondvlak. Neem ‘n arm woonbuurt: Waarom moet hulle ‘n moderne vragmotor koop om vuilis te verwyder as dit ewe goed deur opkomende entrepreneurs met spanne donkies en waens gedoen kan word? Donkies kan “verniet” op die dorpsmeent wei soos in dae van ouds! Dit sal werk verskaf aan mense in die woonbuurt, veral as die vuilgoed gesorteer word in glas, papier, bottels, bene en metaal. (Vandag word alles net saamgepers en in ‘n gat gegooi.)

Ons huur duisende wagte in ons woonbuurte. Indien ons gemeentelike polisie het, bied ons beter diensvoorwaardes en voordele vir ons eie mense aan om ons te beskerm. Tuisveiligheid kan nie uitgekontrakteer word nie – HBH.

Minister Pule must implement emergency measures to protect the poor

The New Year's Day heist of R42 million from the South African Postbank points to serious flaws in the entity's security systems (see Sunday Times report). 

The security of these systems has important implications for poor South Africans. The bank not only targets low-income earners and provides banking services in poor rural areas, but its systems are used in the payment of social grants.

I will be submitting a series of parliamentary questions to the Minister of Communications, Dina Pule to determine:

Which company was used to install cyber security systems for the Postbank Trust Centre;

How these systems are monitored; Why the security systems, implemented at a cost of R15 million three

years ago, failed; How often the systems are checked for weaknesses; and Who has access to the security systems?

The National Intelligence Agency (NIA) has launched an investigation into this heist. 

However, in addition, I will today be writing to Minister Pule to ask that she puts in place emergency interim measures to test the robustness of the Postbank's security systems, and implement improved checks and balances to ensure that all funds are kept safe.

The Postbank system is used in the payment of grants as it allows funds to be paid directly into the accounts of grant beneficiaries. More than 15 million South Africans benefit from the almost R100 billion in social grants paid annually by the Department of Social Development.

If the security of Postbank's systems is weak, as the New Year's Day heist has shown, the potential for the fraudulent payment of grants is enormous. 

Minister Pule must take swift action to ensure that the integrity of Postbank's systems is improved, and that South Africans, particularly grant recipients, are protected from their potential abuse.

The DA will be scrutinising any medical parole application by Mr Selebi closely

Media reports suggest that a group known as "The Friends of Jackie Selebi" have submitted an application that Mr Selebi be released on medical parole.

If Mr Selebi qualifies for release on medical parole, then the procedure laid down in the Correctional Services Act and its regulations must be followed to the letter. The procedure starts with an application which must be accompanied by a written medical report, recommending placement on medical parole, and giving a complete medical diagnosis and prognosis, and reasons why medical parole should be considered. This medical report is considered by a medical advisory board, which may additionally obtain further medical advice from one or more specialists.

Secondly, medical parole can only be granted if an offender:

"is suffering from a terminal disease or condition, or if the offender is rendered physically incapacitated as a result of injury, disease or illness so as to severely limit daily activity or inmate self care" AND

"the risk of reoffending is low" AND "there are appropriate arrangements for the inmate's care in the

community."

Assuming that the medical report as endorsed by the medical advisory board recommends placement on medical parole, the application must then be considered by a Parole Board, which must also consider:

whether the trial judge was aware of the medical condition at the time of sentencing;

any sentencing remarks made by the trial judge; the type of offence and length of sentence outstanding; previous criminal convictions; the offender's conduct, adaptation and disciplinary record while serving

his/her sentence; and the likelihood of his/her relapse into crime.

In this particular case, I understand that the application by "The Friends of Jackie Selebi" is not accompanied by a medical report, and therefore will not even be entertained by the Department of Correctional Services.

While the DA supports the right of inmates who qualify for medical parole to be placed on such parole, it will scrutinise this, and any other application for medical parole, very closely to ensure that the procedures laid down by the Act are followed to the letter. This is both because of the blatant miscarriage of justice that occurred when Schabir Shaik was illegally released on medical parole, and because there are many unanswered questions that surround the seemingly very rapid onset of renal failure in the case of Jackie Selebi.

GAUTENG PREMIER DEFIES LAW, OBSTRUCTS SHERIFF OF THE COURT

There is a dramatic stand-off this morning between the Gauteng Premier's Office and the Sheriff of the High Court who has come to remove furniture from the office to pay off a R9.25 million court order directing her to pay the medical costs and upkeep of 12-year-old Prince Sibusiso Khanyi.

Mrs Diana Chivelli, the Deputy Sheriff for Johannesburg Central, has been locked by security on the third floor of the Premier's Office at 30 Simmonds Street in inner city Johannesburg. Security is also preventing the Red Ants from removing the furniture.

Khanyi was brain-damaged when he was born in December 1999 at the Pholosong Hospital on the Far East Rand. The South Gauteng High Court found on 18 February 2011 that he suffered permanent brain injury because of hospital negligence. He lives with his family in Tsakane on the east rand. The furniture at her 13 story offices was attached by the Sheriff on 21 October last year. According to the inventory, the following goods worth about R1 million were attached:

The Sheriff is there to remove the furniture today as the premier has failed to respond to the court payment order. Her lawyers appealed the judgement, but this appeal has lapsed. It is an utter disgrace that the premier has failed to obey this court order that would assist Khanyi's struggling family to look after him. Premier Nomvula Mokonyane has to take responsibility for this debacle arising from her arrogance and incompetent lawyers.

The situation now is extremely serious as it is a criminal offence in terms of the Supreme Court Act to obstruct the Sheriff in carrying out his duties.

Mokonyane should obey the law just like everyone else and pay the full amount in good time. It's a very sad day for our province when the premier defies the law. Meanwhile, a disabled child suffers because her office has delayed in paying money that would ease his life and that of his family.

Mayor pays tribute to fire-fighters for outstanding service

I am here to thank all the firemen and women throughout the city for dedicating their lives to keeping our communities safe.

Your prompt responses when fires spread or natural disasters strike are often the difference between life and death in many communities.

Many of you barely spend enough spend time with your own families out of service to the people of Cape Town.

When many of us are enjoying the Festive Season with our families, you are the ones to whom we all turn to reduce the devastating effects of fires.

The Khayelitsha Fire Station is one of the busiest in the metropole. The depot responds to an average of over 80 fire incidents per month. This figure rises exponentially during heat waves, such as the one we are currently experiencing, which are characterised by a high volume of fire incidents. Since January 2012 the station has responded to 108 fire incidents.

Many of these are resolved without fatalities because our Fire and Rescue Services are well-equipped and trained to deal with fires.

We value the outstanding work of all firefighters.

This is why we are continuously exploring numerous interventions to help you to continue with your sterling service to the people of Cape Town.

The City has over the last four years invested close to R200 million in the City's

Fire and Rescue Services which has enabled us to meet the international baseline for responding to emergencies and substantially reduce fatalities from fire incidents in informal settlements.

In December, the City distributed a total of 1 000 fire extinguishers, funded by the Mayoral Special Projects Fund, to households in Langa Zone 30, 31 and 32. More fire extinguishers will be distributed to other communities that are prone to fires once we have measured the effectiveness of the pilot project.

The portable fire extinguishers are part of the City's broader plans to improve our capacity to prevent the devastating effects of fires and natural disasters.

We also have a series of awareness programmes to educate residents to eliminate causes of avoidable fires.

We have increased our investment in our Fire and Rescue Services department. We now have a total of 30 fire stations which are open 24 hours a day.

We also appoint seasonal fire-fighters to enhance our capacity to deal with fires during this period when fire incidents are at their highest.

The City is doing its utmost best to safeguard all communities. However, our efforts alone will never be enough to prevent fires.

I urge all residents to take responsibility for fire safety where they live and work. This will reduce the unnecessary burden on our Fire and Rescue Services and free them to focus on unavoidable incidents.

We must all play our part to keep our communities safe.

Dr. Johan Burger, senior navorser van die Instituut vir Sekerheidstudie, het gesê weens die hoë vlakke van misdaad wat gerig is op eiendom, soos kapings, huisrooftogte, inbrake by huise en ondernemings sowel as rooftogte by ondernemings, sal daar ’n behoefte vir private veiligheidsmaatskappye wees.

“Al is die polisie hoe goed, hulle kan nie oral wees nie,” het Burger gesê. Hy het ook die groei toegeskryf aan ’n verlies aan vertroue in die polisie. “Wat belangrik is, is dat veiligheidsmaatskappye die polisie moet aanvul en nie vervang nie.”

Volgens die navorsing deur die SAIRV het die getal geregistreerde veiligheidsmaatskappye van 2005 tot 2010 toegeneem van 4?600 tot byna 7?500 (61%) – almal lewer nie ’n gewapende reaksiediens nie.

Maatskappye wat spesifiek geld vervoer, het van 856 tot 2 183 (155%) gestyg.

Maatskappye wat ondernemings oppas, het gestyg van 3 410 tot 5?752 (69%). Daar is 236% meer geregistreerde veiligheidswagte.3 

9. NATIONAL SECURITY HISTORY / NASIONALE VEILIGHEIDSGESKIEDENIS

9.1 Rex v. Celliers - David Scholtz

Dear friends and military historians,

The other day I was trawling through the law reports of the Orange River Colony for 1903 and came across the interesting case of Rex v. Celliers, which had certain parallels with that of Salmon van As and Captain Miers4.

 The case recorded that on 23 December 1900 General de Wet recaptured Dewetsdorp and took a number of prisoners, including Lieutenant Boyle, who had been the assistant commandant of the town during the British occupation. Generals de Wet and Philip Botha decided to release all the prisoners, with the exception of Boyle. Shortly thereafter de Wet left for the south. The reason for the detention of Lieutenant Boyle was that inhabitants of the town and its surroundings had complained that Boyle had ill-treated women in the town. Philip Botha decided that Boyle should be executed. He instructed Kommandant Ben Celliers, who at the time was serving under Botha, to take Boyle on an hour's ride out of camp and to shoot and bury him. This order was carried out by Celliers.

On 26 January 1901 President Steyn and General de Wet called on Celliers to account for his act and Philip Botha was suspended. Botha was subsequently killed in action before an enquiry could be held into his conduct in giving the order to Celliers. On 26 July 1901 Celliers was tried by a Boer court martial (krijgsraad) and was acquitted on the grounds that he had acted on the orders of Botha. Celliers was subsequently wounded and taken to the British military hospital in Kroonstad.

In 1903 Celliers was tried for the murder of Boyle before a judge and jury of the High Court of the Orange River Colony. Fawkes J was the presiding Judge. As in the case of van As, Celliers was one of the exceptions to the general amnesty for combatants, which was agreed at the Peace of Vereeniging. At the trial Celliers was defended by General JBM Hertzog. Christiaan de Wet gave evidence at the trial. been acquitted by the krijgsraad, he could not be tried again for the same offence. The judge held that, at the time, the krijgsraad was not a competent court recognised by the British Crown.

In the judge's directions to the jury, he quoted an earlier decision in the Cape Colony that a soldier on active service was justified in obeying the order of his superior officer provided that the order was not manifestly illegal. At the end of the trial the jury acquitted Celliers.

I attach a copy of the full law report for anyone who is interested and also the short biography of Lieutenant Boyle, which appears in Mildred Dooner's book. You will note that, prior to his capture, he was a member of the ORC Police and was the Assistant District Commissioner at Lindley. He is now buried in the Kroonstad Garden of Remembrance.

After the British annexation of the Orange River Colony, many of the judges appointed to that Bench were Scottish. The reason was that Scots law was much closer to Roman-Dutch law than English law. The civil courts continued to apply Roman-Dutch law despite the annexation.

Criminal procedure—murder—Autrefois acquit—Incompetent court —Jurisdiction—martial law—Orders of superior officer.'

An acquittal by an incompetent court is no bar to a subsequent indictment for the same offence.

Where a person is charged with shooting another while martial law is in force, he may justify such an act by pleading that he acted under orders of a superior officer ; but the onus of proving that such orders were not manifestly illegal will be upon the accused.

In this case, which was one of the "excepted" cases under the Vereeniging Terms, the prisoner stood charged with the murder of one Lieutenant Boyle.

During the late war the prisoner was on active service, and was promoted first to field-cornet and later on to commandant. About the end of 1900 he was serving under General P. Botha. About the same time (23rd December, 1900) the town of Dewetsdorp was recaptured by General de Wet, and a number of prisoners taken, including, amongst others, one Lieutenant Boyle, who had been assistant commandant of that town during the British occupation. All the prisoners, with the exception of Boyle, were subsequently released by General de Wet; but on advice received front the inhabitants of Dewetsdorp and surroundings that Boyle had ill-treated women, Generals de Wet and P. Botha decided not to let Boyle go; at that time General P. Botha advised the execution of Boyle.

Shortly after this occurrence General de Wet left for the south, and Boyle remained as a prisoner with the Boer forces under General P. Botha until the 2nd January, 1901. On the latter date the prisoner received orders from General Botha to take Boyle about an hour's ride out of camp and to shoot and bury him. This order the prisoner, accompanied by one Smalberger, carried out.

On his return to camp prisoner made no secret of what he had done, and the order was never contradicted by General Botha. On the 26th January, 1901, the prisoner was called upon by General de Wet and President Steyn to account for this act, and about the same time General P. Botha was suspended for having given the orders to prisoner. Botha was killed in action before a suitable opportunity arose to inquire into his conduct in giving the orders.

On the 26th July, 1901, however, the prisoner was tried by court-martial at a place called Blijdschap. At that trial Smalberger, who subsequently died, gave evidence, and the prisoner himself volunteered a statement. The court-martial found that the prisoner acted under orders from General P. Botha, and acquitted him. The prisoner was subsequently wounded and taken to the British military hospital at Kroonstad; on his recovery he gave information as to the whereabouts of the grave, and, accompanied by an escort, went to look for the grave, found it, and pointed it out.

Hertzog (with him de Jager), for the prisoner, raised the plea of autrefois acquit. Although the Krijgsraad or court-martial was incompetent ratione materiae, the acquittal by the same must stand, because the only way that acquittal could be set aside was by means of appeal; the judgment had to be upheld and considered as having force until annulled or declared void by a competent court having jurisdiction. It was a general observance and rule of law in all civilised countries that an acquittal by an incompetent court cannot be annulled. See Broom's Legal Maxims;, pp. 380 et seq.; Merlin, Rep, Un. de Jur. vol. 27, p.152; Merlin, Quaest. di Droit, vol. 8, p. 208; Holl. Wetbok Strafv. arts. 346-348; and Simon's Strafv. p. 179. The Krijgsraad was a competent court under the circumstances, because (a) the civil judicature had ceased and the court-martial was the only court ; (b) the State President had, by ordering the court-martial to try the case, made it a competent court. He referred to Halleck, vol. 2, p. 440.

[FAWKES, J.: Will the Proclamation giving the court-martial jurisdiction be put in?]

Unfortunately no copy of this Proclamation was obtainable. Law No. 34 of 1899 gave the State President the power to make laws, and this right was exercised in some cases. See the Proclamation bearing date 9th February, 1900.

Barclay Lloyd, for the Crown: The Court could try the case again without, appeal from the incompetent court; see Regina. N. Ntoyaba (4 S.C. 249).

[FAWKES, J.: The court-martial which tried the prisoner was not a competent court. Although the prisoner has been in actual peril he has not been in legal peril; the case will therefore have to proceed.]

The prisoner pleaded not guilty, and evidence was then led bearing out the facts as already stated.

Barclay Lloyd: The defence was that prisoner acted under orders, given by a superior officer, which he had to carry out. Supposing these orders had been given, the question still arose in how far the prisoner was justified in his action, and whether it relieved him of all guilt. A soldier was not justified in obeying all orders given by a superior officer, but would be justified in disobeying any orders which were manifestly illegal. He quoted Keighley v. Bell (4 F. & F. 763, 790) and Regina v. Smith (17 S.C. 561).

Hertzog: There could be no doubt that the orders were given. A commander could destroy his prisoner if he found himself in a position where it would be dangerous to keep him; but, of course, the necessity had to be a dire one. An inferior officer on active service must carry out the orders of a superior. It was the duty of the Crown to prove that the order was so manifestly illegal that the prisoner was not justified in obeying it. Forsyth, Cases and Opinions on Const. Law (1869 ed.), p. 216; Boehmerus, Obs. Sel. ad Carpz.: Obs. ad Quaest. sec. 2, p, 12; Leyserus, ad Pand. lib. 45, vol. 3, p. 45 ; Mascardus, de Probationibus, vol. 2, conclusio 1141.

FAWKES, J.: In this case we have two classes of evidence, namely, the prisoner's confession and what is known as circumstantial evidence. Where a person is charged with murder, and circumstantial evidence is led to support the charge, it is the duty of the Crown to prove the body. It would be well to consider the facts of this case apart from the confession. The evidence goes to show that Lieutenant Boyle was captured by the Boer forces, and that

thereafter, on a certain day, he was taken out by the prisoner, who returned with a riderless horse. Sometime afterwards a body was found by the prisoner, and you will have to satisfy yourselves as to the identity. It has been said that the body was found with leggings, while the prisoner tells you that he buried Boyle without leggings. A further important point is as regards the teeth. Both the descriptions given by Miss Boyle and the doctor are to the effect that the lower teeth were cramped. The left central incisor, the doctor says, was stopped with gold, and Miss Boyle says that her brother broke a similar tooth, which he had stopped with gold in her presence. Taking all the evidence as to identity, are youyou satisfied beyond any reasonable doubt that the body seen by the doctor was that of Lieutenant Boyle. If you are not satisfied, the case is not proved, and you will acquit the prisoner. If you are satisfied as to the identity, then, taking the prisoner's confession into account, you may come to the conclusion that the prisoner killed Lieutenant Boyle, and the killing will be proved. If, therefore, you are satisfied that the prisoner committed this act, you will be entitled to demand from the prisoner a justification for such act. The prisoner wishes to justify that act by asking you to believe that General Botha, his commanding officer, gave him the order to shoot Boyle, and that he carried out that order. Does that order, taking all the circumstances of the case into consideration, justify the act? If you find that the order was never given, then there is no justification whatever. General Botha was undoubtedly in command and the prisoner was bound to carry out his orders up to a certain point. General de Wet has told us that General Botha was instrumental in preventing the release of Boyle at the time when the other prisoners were released. You have been told that General Botha was standing nearby when the prisoner took Boyle out, and that he saw the prisoner ride out with Boyle with all the latter's belongings. You have further heard that General Botha was hasty, and that he was suspended by the President because of the order he was alleged to have given, and he never said anything about it. His son had said that the General denied having given the order, but I do not think it would be wise to lay too much stress on that. If on all the facts you come to the conclusion that General Botha gave the order, then the law governing the orders of a superior officer will have to be considered. Up to a quite recent date there was no direct authority, but only a dictum of WILLES, J., in the case of Keighley v. Bell. But the law as I am going to state it to you was laid down in the case of Regina v. Smith (17 S.C. 561). It was there laid down by SOLOMON. J., that a soldier on active service was justified in obeying the order of his superior officer, provided that order was not manifestly illegal. In that case the defence was that the man was shot as it was necessary for the safety of the patrol concerned.

It is for the prisoner to prove that the orders were not manifestly illegal. If, therefore, you find that the orders were manifestly illegal, and that the prisoner was aware of the manifest illegality, you will find him guilty. But the first point for you to decide is, Was Lieutenant Boyle killed, and was the body that was found that of Lieutenant Boyle?

Unveiling of Monument in commemoration of the Night Attack of 5/6 August 1901 by the Bushveldt Carbineers on the Letaba Commando.

On Saturday 10 December 2011, a number interested people including descendants of Commandant Willem Herculaas Viljoen, Sergeant Frank Eland, Hendrik A. Jacobs, and with sincere apologies from Ronnie Visser, (descendant of Floris Visser) gathered on the farm Duivelskloof, just outside the present-day town of Modjajiskloof.

The occasion was the unveiling of a monument in honour of those who died during, or as a result of the attack on the Viljoen homestead.

- Captain Percy Hunt Bushveldt Carbineers On the night of 5 / 6 August 1901, a 17-member patrol of the Bushveldt Carbineers, commanded by Captain Percy Hunt and supported by an estimated 300-strong contingent of ‘Queen’ Modjadji’s warriors and witch doctors, attacked a section of the Letaba (Viljoen) Commando numbering about the same in strength as the BVC patrol.

Veldt-Cornet Barend Viljoen commanded the men who were sheltered in the Viljoen family homestead that night.

The action that took place that night resulted in the deaths – on the commando side – of Veld-Cornet Barend Viljoen, his brother J.J.Viljoen and G. Hartzenberg.

On the British side, Captain Percy Hunt and Sergeant Frank Eland died.

Three Commando members were wounded, of who two died the following day. The third wounded man, Josef (Floris) Visser, was the first of many prisoners, surrendered Burghers and their children as well as witnesses to the killings that were shot dead by the Bushveldt Carbineers and the British Army Intelligence Department under Captain Alfred ‘Bulala’ Taylor.

Visser was executed and buried in the sand of the Koedoes River near the confluence with the Gemsbok Spruit.

Sergeant Frank Eland was buried at Ravenshill and Captain Percy Hunt at Medingen Mission Church.

The Viljoen brothers as well as G. Hartzenburg were buried together in the Viljoen Family Cemetery and their mortal remains were later reinterred at Hero’s Acre in Duivelskloof.

- Lt. ‘Breaker’ Morant When Lt. ‘Breaker’ Morant had learnt of the death of his friend, Capt. Hunt and that the bodies of both Hunt and Barend Viljoen had been mutilated, he blamed the Boer Commando members and swore that from then on they would ‘…take no more prisoners.’ The wounded Floris Visser was the first victim of many.

It has thus been stated by many commentators that the incident commemorated here was actually the ‘spark’ that ignited the killing spree that followed until the officers were arrested, charged with 13 counts of murder found guilty on 12 counts and executed in Pretoria on 27 February, 1902

The ruins of the once large homestead on land belonging to Mr Piet van Niekerk and the clearing of invader bush, building of the monument and spraying with herbicide was done by Theo Dicke, his son Fritz and a team of workers from their farm.

Master of Ceremonies, Prof Louis Changuion, sketched the background to the Bushveldt Carbineers and the war in Duivelskloof area and Charles Leach, assisted by Hansie van Schalkwyk, whose grandfather, a commando member, was present on the veranda that night, gave an overview of how the attack could have unfolded.

The monument was unveiled by Annette van Rensburg, grand-niece of Barend Viljoen together with Margaret Barrett, grand-daughter of Frank Eland. Hansie van Schalkwyk, grand-son of H.J. Jacobs is seen with the two ladies.

Note the flight of steps which could have been used by Hunt to reach the verandah and down which he could have tumbled after receiving a body shot at almost point blank range from the rifle of Jacobs, who claimed to have fired the first shot at the British officer who shouted: “Surrender, you are surrounded!”

This is the second last monument to be erected on the Bushveldt Carbineers Route thereby all but completing the objective of providing future generations with granite information tablets detailing the events surrounding each specific site with relevance to the period of occupation of the Zoutpansberg / Spelonken and Letaba areas by the Bushveldt Carbineers.

The last monument will be erected on Ballymore at the mass grave site of the eight Burghers shot by the BVC on 23 August. This event will hopefully take place later this year.

- Presidential Citation: Ds Cloete Ds Cloete is wearing the Presidential Citation on his right chest. In those days Constables and Sergeants wore numbers on their chest on the same spot where he is displaying the Presidential Citation. At that stage Officers and W/O’s – or nobody for that matter – wore name tags!

- Presidential Citation Sergeant Desmond WelthagenSergeant Desmond Welthagen of the SA Police, former SAAF, also wore his Presidential Citation on his chest during parades in Durban, but I cannot remember if he also wore his “police number” on his right chest.5

Note the “summer” uniform worn by the Brigadier with “old” British style gorget patches and Acorn-leaved cap peak.

The General sports the “new” Aloe-style gorget patches (for generals) and cap (brig – gen) – even worn by the SAPS today.

Both officers would have carried Officers’ Canes covered in brown leather. Officers’ canes are not visible in the picture.

- Officer’s CapLeft: Here is a photograph of General Gideon Joubert with the blue and grey cap. The cap has with a grey top and it has the blue senior officer’s cap band. He is wearing a white shirt, the photo was most probably taken after a formal parade – otherwise he would have worn a grey shirt.

He is sporting the “old” SAP senior officers worsted cap badge with the “new” cap peak and the “new” gorget patches.

The South African Police chose the Aloe as motif to depict hardiness. Brig Paul Roux replied to my question jokingly: “It’s because the Police have it so bitter!”

“In days of old” commissioned officers did not qualify for “good service” medals – that is why the Commissioner has so few medals!

5 Sgt Des Welthagen was also at the “Battle of Umgulambashe” on 26 August 1966. He was also a SAAF Korean Veteran. We were in the same drill platoon at various parades and he was “our” Platoon-Sgt in the Durban Mobile Unit (1965 – 1966).

Both officers wear the worsted cap badge for senior officers - then worn from Lt-Col to General. This cap badge has since been replaced by a gilt and enamel cap badge for senior officers from Major to General in the former SA Police. (In those days W/O to Major wore the voided gilt cap badge.)

The photo of the two Senior Officers was taken in 1971, the year when the light khaki summer dress for officers was discontinued and declared obsolete.

- “Geldenhuys-style” uniformThe “Geldenhuys-style” uniform is not in yet in use. [No blue shirt, no light blue cap (on the top) or blue flannels and no easy slip on rank insignia! Gen Mike Geldenhuys “dollied” up the uniform of the Police Major. The major also then wore gorget patches and Senior Officers cap badge.

Ds Van Heerden was originally from Durban-South and was well known to the police before appointed as chaplain.

The whistle cord was then made from plated leather – later a blue material cord.

This major is also wearing a white shirt for “ceremonial” purposes. No name tags or numbers were worn by Warrant-Officers and Commissioned Officers.

Last developments: Constable to Captain later wore the same voided badge. I queried a friend at the SAP Quartermaster who replied: “We had to keep too many different items in stock.” I was a pity because we did away with traditions that existed in force for years and years!

- Officer’s CaneDuring the time of General JV van der Merwe the officers’ cane was abolished.

- Comment on “old summer uniform”

The summer uniform worn by the Brigadier is in my view the most uncomfortable uniform ever devised by any Quartermaster! You could not lift your arms between your head; you had to wear a vest because it was very coarse! After a day on the beach it was no pleasure to wear the Summer Uniform on duty in Durban! With shorts you had to carry your baton in your

Kritiek van tyd tot tyd deur 'n ware vriend is opbouend en nie vernietigend van aard nie. Almal het al 'n goeie vriend of twee verloor wat nie na welmenende en goed bedoelde teregwysings wou luister nie. Ander kan dalk dieselfde van my sê.

As mens ouer word, is eerlikheid meer belangrik as om "maskers" te dra. Daar moet geen begeerte wees om mense te beïndruk nie.

Om te kritiseer is baie makliker as om skeppend te leef. Kritici is selde kunstenaars, skrywers, digters of probleemoplossers nie! Wie het nie al in die slaggat van kritiek geval nie? Ek het dikwels in die verlede tyd gemors met kritiek in plaas van opbou. Ons moet almal eerder in die "bouspan" en nie in die "slopingspan" werk nie!

Wanneer die Heilige Gees in en deur ons op al die vangplekke en slaggate van Godsdiens wys, kritiseer ons nie. Ons bid steeds vir die hele familie van GOD. "Vriendelike woorde is soos 'n boom wat lewe gee, maar woorde wat seermaak, kan 'n mens in jou gemoed aantas." Spr. 15:4 Lewende Bybel.

Kom ons maak Kol. 2:8 in die Living Bible ons fondament "Don't let they spoil your faith and joy with their philosophies, their wrong and shallow answers built on men's thoughts and ideas, instead of on what Christ has said."

Kom ons probeer nie ons kritici verkeerd bewys nie. Kom ons straal die Christusgeur na hulle uit. 11 Kor. 2:14 - 17. Dit is die aroma van Lewe.

Kritiek is soos om kleilat te gooi. Min mense onthou die speletjie. As kind het ons dit baie gespeel. 'n Kleibal vooraan 'n slap lat is 'n lekker koeël. Ons het daarmee "oorlog" gemaak. Al gooi jy jou "vyand" raak - onthou jou hande is ook vol modder. Kritiek is moddergooi. Al is die modder wat jy gooi (kritiek) die waarheid - jou hande waarmee jy gooi is ook met modder besmeer.

Hi Hennie,

Ek het pas die nuutste aflewering gelees en, soos gewoonlik bring dit baie herinneringe terug.

Ek was verbaas om op bladsy 46 die artikel oor Juda Dagane te lees. Ek het hom ‘n paar jaar gelede as forensiese ondersoeker by die Spesiale Ondersoek Eenheid opgelei. Na sy opleiding was hy by die SIU (soos dit bekend is) in Pretoria geplaas tot hy bedank het. Die SIU was onlangs baie in die nuus met die hoof, Willie Hofmeyr wat deur Willem Heath vervang is en wie skaars twee weke later op sy beurt weer bedank het.

Tydens die onderhoud wat ek met hom gevoer het voor sy aanstelling het hy vertel dat hy een of ander kwalifikasie in Amerika verwerf het. Of dit wel so is, weet ek nie want die bevestiging van persone se kwalifikasies was nie my verantwoordelikheid gewees nie. Hy het my nogal beïndruk en ek het aanbeveel dat hy in diens geneem word. Ek kan nie uit die vuis onthou hoe hy tydens opleiding presteer het nie. Hy moes goed gedoen het want ons minimum vereistes was 80%.

Nou sien ek hy noem homself ‘n “forensiese analis” in die polisie.

Wie sou nou kon dink dat hy sulke dinge sou kwytraak? Gelukkig het ek darem heelhuids daar uitgekom want lyk my hy is ‘n heel gevaarlike kalant.

Op ‘n heel ander noot. My oorlede pa, Taffy Grobler (Hendrik Christoffel - afgetree as Luitenant met magnommer 15486) het gedurende die Tweede Wêreldoorlog in die Midde Ooste diens gedoen. Ek het nou die dag ‘n Kerskaartjie van 1941 by ‘n niggie van my gekry wat hy aan haar ma-hulle gestuur het. Dis in puik toestand en bevat ‘n foto van hom en een van my ma. Indien jy daarin belang sou stel, sal ek dit graag aan jou beskikbaar stel om te plaas. Hy was sy lewe lank in die SAP orkes en was ook die orrelis in die Kollege se kerk gewees. Na sy aftrede het hy onder andere as “Special” in Distrik 43 se teleks kantoor gewerk en is later na die SAKB oorgeplaas waar hy hulle medies gedoen het.

Destyds, toe hy aangesluit het, was hy die enigste Afrikaner in die orkes wat net uit Engelse bestaan het. Die orkes het toe lede uit elke Engelse graafskap behalwe Wallis gehad. Ek het u e-Nongqai met groot belangstelling gelees, werklik u het pragtige inhoud, oa die brief van genl Georg Meiring aan alle grenssoldate, ek was nie eers bewus van so iets nie.  

Interessant ook om te let op ‘n fort in Eshowe met u tydskrif se naam.  En die rol van die Vloot in Operasie Savannah! En soveel wat ek graag weer in diepte weer sal lees as ek kansie maak.  

Baie dankie, u het my skrywe baie goed geplaas en ek waardeer dat u die gelofte in aparte blokke uitgelig het.  Ek weet nie dat die Engelse weergawe bekend is nie, het dit nog net een keer gesien, so in u tydskrif is dit nogal uniek.

Dag 2: Donderdag, 27 September KAЇRO – TEL AVIV – CAESAREA – MEGIDDO – KARMEL – GALILEA

Stryk om 05:40 in Kaïro neer. Sluit om 09:00 aan by die vlug na Tel Aviv. Ons toerbus staan met die aankoms om 10:10 gereed om ons na Caesarea te neem. Vertrek vanoggend na Caesarea en sien die indrukwekkende amfiteater wat op die oewer van die Middellandse geleë is. Ons volgende stop is Megiddo met sy uitsig oor die vlakte van Armageddon. Reis verder na die Berg Karmel. Dit is hier waar Elia die priesters van Baäl gekonfronteer het. Vertrek na Nasaret waar Jesus grootgeword het. Dag 4: Saterdag, 29 September JERIGO – DOOIE SEE

Vertrek vanoggend na Jerigo waar ons die Berg van Versoeking per kabelspoor besoek. Die volgende hoogtepunt is die besoek aan die doopplek by Betabara waar Jesus gedoop is. Ons bestemming is die “laagste” plek op aarde. Die Dooie see is sowat 400 meter onder seespieël geleë. Geleentheid om letterlik “op” die water van die see te dryf. Reis vanoggend na die bergvesting Massada en neem die kabelspoor na die kruin. Vertrek na Qumran waar die Dooie See Boekrolle ontdek is. Dag 6: Maandag, 01 Oktober JERUSALEM

Bring besoek aan die Olyfberg en die tuin van Getsemané as inleiding tot ons besoek aan Jerusalem. Die huis van Kajafas, bekend as Peter in Gallicantu, is vanoggend op ons program. Bring besoek aan die Klaagmuur. Toer dan deur die Ou Stad met die Bad van Bethesda, St Anne se kerk en volg die roete van die via Dolorosa. Sluit ons besoek aan Jerusalem by die Tuingraf af waar nagmaal bedien word. Aandete en oornag in JERUSALEM (O)(A)
