Asuspect became the victim last weekFriday when he was shot and fatallywounded as he left theGoodwoodMag-

istrate’s Court.The 48-year-old William Gouws from El-

sies River died as a result of his injuries inhospital and Voortrekker Road was cor-doned off while police searched for possibleleads.

Initial reports aroused suspicion that theincidentwas gang-related, but neitherGood-wood nor the provincial police can confirmthis.

SaysGoodwoodpolice spokesperson,W/OWayneTheunis: “Eyewitnesses are current-ly not willing to testify, because they arescared for their own lives.”

The events leading up to the shooting are

less mysterious than the motive itself.As Gouws was released from court he

waited by the road, possibly for someone tocollect him.

Shots firedLt Col Andrè Traut, spokesperson for the

provincial police continues: “Then the vic-tim crossed the road when he was ap-proached by an unknown male who shothim. The suspect then fled the scene.”

The incident happened at 10:00.Continues Traut: “The victim sustained

three gunshot wounds to the head. He wasstill alivewhen themedical teamarrived.Hewas rushed off to Tygerberg Hospital wherehe died.”

A case ofmurder has been opened andwillbe investigated by the authorities, but at thetime of going to press no arrests had been

made.Spokesperson for the National Prosecut-

ingAuthority, EricNtabazalila, says the vic-tim appeared in court on charges of illegalpossession of a firearm in February thisyear.

Bail of R1 000 was granted and the casewas postponed until 12 July this year pend-ing further investigation.

Traut concludes by saying that the victimwas not in police custody when the shootingtook place.

GangsThe community policing forum chairper-

son,BrianLawson, reckons that theremightbe a possibility that this incidentwas a gang-ster-related attack. According to a police re-port he read onSaturday 11May, the shooterand possibly two other men came across

from the railway and shot Gouws.He states: “This is something I read in a

paper. There might not be top security sur-rounding courts, but I don’t think it wouldbe fair to comment.”

WitnessHe elaborates on witness protection from

thepolice: “If someonehaswitnessed this in-cident it would be their duty to report thematter to the police. The police would treatit in a sensitive matter and the person canstay anonymous.”

The PWP Neighbourhood Watch haverecently been warning the residents ofParow and surrounding areas not to

make use of cart horse operators coming in-to the area to remove their garden rubbleand refuse.

According to the PWP the operators arecausingmajor problems in the area, such asoverloading their horse carts, doing illegaldumping in the area, causing a disturbanceand stealing.

The NeighbourhoodWatch says althoughthey cannot remove the cart horse opera-tors from the area completely, residentsshould not make use of them to remove rub-ble.

They request that residents take down asmany details as possible of cart horses andoperators, and take photographs to exposethe perpetrators.

The PWPclaims that two recent incidentsinvolving cart horse operators, which werereported to them, include a fight that brokeout between two cart horse operatorswhereone was stabbed.

DumpingIn another incident a cart horse operator

was photographed after collecting rubbishfrom a house in President Swart Street andillegally dumping it around the corner ona neighbour’s lawn.

The PWP states it is every resident’s re-

sponsibility to report cart horse operatorswho break the law to the Parow police on021 929 7000 and Cart Horse Association(CHA) on 082 659 9599.

MeganWhite, fundraisingmanager of theCart Horse Association, says all cart horseoperators should register with the CartHorseAssociation (CHA) to receive its serv-ices.

She says one of the cart horse operatorsconcerned in the abovementioned incidentby the PWP, claims it was a verbal argu-ment only. She states the association’smainconcern is the welfare of the horses.

Regarding the second incident of theft,White says they are aware of the incidentas a resident informed them about it.

Illegal“She also sent the ID plate number of the

cart to us and thus we were able to identifywhich horse was used. We have informedthe owner of the horse that his driver wasdumping illegally and that he needs to sortit out,” says White.

White says cart horse operators have alsocomplained many times to the CHA aboutverbal abuse they are subjected to. She saysmost cart horse operators want to earn anhonest living and are good to their horses.

“We (the CHA) advise everyone that theymust contact Law Enforcement with the in-formation as we are an animal welfare or-ganisation and can only enforce the provi-sions of Cart Animal Protection Act. We

cannot do anything about the enforcementand policing of dumping,” she says.

White says the cart horse operators go in-to these areas, because the residents givethem work by asking them to remove gar-den refuse and building rubble.

Safe and clean“It is everyone’s right to be able to travel

freely, I am not sure how residents canrefuse anyone access to a public area,” shesays.

“Keeping communities safe and clean isa joint effort and the association is happyand eager to work with anyone working to-wards this,” says White.

Alderman James Vos, ward councillorand De Grendel Subcouncil chairman forthe City of Cape Town, says cart horse oper-ators must be stopped from polluting thesuburbs.

“We run the serious risk of jeopardisingour natural environment, because of the ac-tions of certain people who continue to ille-gally dump refuse and fill the open spaceswith litter.

“I appeal to all Capetonians to take pridein their spaces, and take responsibility byassisting the City of Cape Town in curbinglittering and illegal dumping,” says Vos.

He says he recently had to personally dealwith four reports where cart horse opera-tors were seen dumping household rubbishon the open spaces along Plattekloof andTy-gerbergvalley Roads, respectively.

Sirens blare atmidnight as 20 police officersspeed across Goodwood in a car chasewhich could possibly end in disaster. Bul-lets fly past racing police vans as they arepushed for time. The criminal, this time amurderer, is on the run.

Warrant Officer Wayne Theunis of theGoodwood police station communicates tohis fellow officers on the two-way radio.

“Bravo Alfa Bravo, we have a red flag, Irepeat, we have a red flag!” he announces.

Putting their lives on the line in the callof duty, they sacrifice all to keep the streetsclean.

For these cops, robbers and murderersdon’t stand a chance.

But when the guns aren’t flaring a day inthe life of a police officer can be carnage.

The TygerBurger finds out just what it isthat a police warrant officer really does.

Just like any other profession effectivecommunication is the answer to avoid mis-understandings, and in the life of a policeofficers one mistake can have consequenc-es.

“Most of the day my phone does not stopringing,” Theunis explains.

“I really love my job because I communi-cate with the public. I get to know peoplepersonally, but there is never a day that Isit back and do nothing,” he adds.

Hevisits four schools and anold agehomeas part of his patrol on one day.

Theunis stops a suspicious-looking vehi-cle which lurks around one of the school-yards.

Thedriver, amanwhocollects schoolchil-dren every afternoon, has dangerouslyoverloaded his vehicle.

“Who is the owner of this vehicle? Youcannot overload your bakkie,” warns The-unis. The sternmessage sets the suspect off.

But Theunis remains firm and calm.“Oneof themany thingsweas police offic-

ers concentrate on is the safety of children.This is why safety awareness projects arerun to inform parents of the dangers of chil-dren who stand and wait all afternoon orwho get into an overloaded taxi. School safe-ty is one of our priorities,” Theunis contin-ues to say.

Heading off to the victim support roomand the police station there is paperwork tobe filled out, and victims to attend to.

“Most of the time we accommodate vic-tims for a 24-hour period after an incident.Some traumatised rape victims are chil-dren who are abused who need counsellingand support. That iswhywe are here to helpthem,” he continues.

As a trained counsellor and 26years in thepolice force Theunis has enough experienceto help even the most traumatised victim.

There is not a moment where he sits still.

Some of his duties include issuing traffic ci-tations, helping disabled motorists and eld-erly people, supplying safety tips to womenand children and investigating crimescenes. Most of all he liaises with the mediaand public regarding crimes in the area atcommunity police forum meetings.

“No matter how tough it gets, I realisethat I only live once. I want tomake the bestout of life,” he says. “I wouldn’t choose an-other job because every day I make a differ-ence,” he adds.

A cunning is finally behind bars after hewas caught last year on charges ofmotor ve-hicle theft by the Goodwood police.The 31-year-old Chad van Tonder dis-

guised himself as a motor mechanic wherehe allegedly worked in the Goodwoodneighbourhood and pretended that hewould fix people’s cars.But, as it turned out he did not return the

vehicles.

On Saturday 29 December last year, De-tective W/O Richard Botto caught vanTonder in the act and arrested him.During the upgraded investigation, Botto

successfully opposed bail and secured aconviction.Earlier in May van Tonder was taken to

A suspect fled the scene after causing se-rious injury to twochildren inKensigton.

The children, a boy and a girl, aged bet-ween one and three, are both in a seriouscondition after being knocked down by ascooter on Acre Road outside their homeon Sunday 12 May around 16:00.

It is imperative that homeowners be morevigilant when it comes to securing theirproperty.

On Thursday 9 May, just past midday ahouse in Richwood was broken into and alaptop was stolen.

This is but one of many cases in Good-wood.

The Bothasig Neighbourhood Watch inconjunction with the City of Cape Towngives tips which could ultimately save yourfamily’s lives.

The strength of neighbourhood watchesis that they are able to respond to localneeds and local problems and give supportto the community in which they function.

Ward councillor James Vos speaks out atthe annual general meeting at the BothasigNeighbourhood Watch on Thursday 25April at Bosmansdam High School’s Hall.

“Though fighting crime is indeed veryrisky, I believe that the most dangerousdeeds are committed by those sitting on thesideline. Neighbourhood watches are apoint of departure for information on safe-guarding our community,” Vos says.

He continues to say that crime and thefear of crime creates problems on theirown, especially for elderly people.

Graham Ewan, chairperson of the Both-asig Neighbourhood Watch highlights theimportance of safeguarding one’s property:“It all comes down to neighbours who lookout for each other. Crime is all around andthere is not a 100 % crime prevention meth-od. But when neighbours work together wehave a group of people who keep an eye onthings.”

Ask for proper notification from deliverypeople.

Safety tips include: Never opening yourdoor to strangers or even someone dressedlike a police officer, as they may be dis-

guised.Don’t leave notes on the door when you

are going out.Make sure that you cancel your deliver-

ies such as newspapers when you are goingaway for a while. Notify your neighboursand the police when you are going away ona trip.

If you arrive at home and suspect astranger may be in your home or yard, donot go in.

EERSTE AANVULLENDEWAARDASIELYS TOT DIE 2012- ALGEMENEWAARDASIELYS (SV01), VIR DIE 2013/2014-BOEKJAARIngevolge artikel 49(1)(a)(i) van die Wet op Plaaslike Regering: Munisipale Eiendomsbelasting (Wet 6 of 2004), hierna die “Wet” genoem, worddaar hiermee kennis gegee dat die eerste aanvullende waardasielys van die 2012- algemene waardasielys (SV01) vir die 2013/2014-boekjaar virdie publiek by die lokale hieronder ter insae lê vanaf 21 Mei 2013 tot 30 Junie 2013. Die vorms vir die indiening van besware is by hierdie lokalebeskikbaar. Die waardasielys is ook vanaf 21 Mei 2013 op die Raad se webwerf beskikbaar (adres hieronder).

Eiendomme word ingevolge artikel 78(1) van die Wet op die eerste aanvullende waardasielys van die 2012- algemene waardasielys (SV01)geplaas indien dit: a) foutiewelik uit die waardasielys gelaat is; b) na die laaste algemene waardasie by die munisipaliteit ingesluit is; c) na dielaaste algemene waardasie onderverdeel of gekonsolideer is; d) ‘n wesenlike toename of vermindering in markwaarde ondergaan het sedertdie laaste algemene waardasie; e) in die laaste algemene waardasie aansienlik verkeerd gewaardeer is; f) om enige ander buitengewone redeherwaardeer moet word; g) waarvan die kategorie verander het.

Ingevolge artikel 49(1)(a)(ii) van die Wet kan enige eiendomsbesitter of ander persoon wat wil, binne die gemelde tydperk ’n beswaar bydie munisipale bestuurder indien oor enige saak wat op die waardasielys verskyn of daaruit weggelaat is. Besware kan slegs ten opsigte vaneiendomme wat op die SV01-lys gewaardeer is, ingedien word. Die eienaars van hierdie eiendomme sal skriftelik van hul SV01-waardasies inkennis gestel word via die posadres wat tans op die Stad se databasis is.

Aandag word spesifiek gevestig op die feit dat ‘n beswaar ingevolge artikel 50(2) van die Wet met ‘n spesifieke, individuele eiendom verbandmoet hou en nie teen die aanvullende waardasielys as ’n geheel ingedien kan word nie. Die vorms vir die indiening van besware is by die lokalehieronder genoem beskikbaar en kan van die webwerf afgelaai word. ‘n Afsonderlike beswaarvorm moet vir elke eiendom ingevul word.

I see it all thetime. I have severe, advancedarthritis of one hip and I havea badge which entitles me topark in a special bay. For mesome days are better thanothers in which the pain isless severe. On those days Ideliberately park in an ordi-nary bay to leave one open forsomeone else, then walk pasttwo or three bays with parkedcars and no badge, this gives abitter taste in the mouth!

“See-zee-um,” the band’s lead guitaristsounds out thepronunciationof their name.Paul Howells and the rest of the band,

Caesium, will be touring Cape Town andsurrounds as part of the Cape Town RockRevival Tour with Cold Hand Chemistryand Smugg Juggler.“People aren’t doing it any more,” drum-

mer Ken Santapaga says of their tour con-cept.The idea behind the Cape Town Rock Re-

vival is to raise awareness amongst musicfans of both the live venues available andto take the bands to different areas.Caesium has been playing together for

about a year and a half. Ken answered aGumtree ad posted by Paul. “From there wejust came together,” Ken says referring tothe rest of the bandmade up of Riaan Cordi-er on rhythm guitar, Shaun Bruce on bassand Werner Schmidt on vocals.Ken says the band worked well together

from the start. “The chemistry was there,”he says.The members bring their different influ-

ences together to create the band’s sound.“We take all the elements of rock and put

our own in,”Werner says, while Ken pointsout: “There’s a lot of progression in the mu-

sic.”Theirmusic isn’t the only thing about the

band that is intricate. Their name also hasan interesting story.Caesium is a radioactive isotope which is

a by-product of nuclear waste and atomicbombs.“It’s very powerful and difficult to get rid

of,” Paul explains, but quickly points outthat while it may have negative connota-tions, caesium is also used medicinally inthe treatment of cancer.Another cure the band talks about is their

recently released EP, The Cure. Theylaunched the limited edition and entirelyself-produced album at Rabbit Hole in Dur-banville in February.In the meantime, you can hear them as

February last year, he was getting ready tovisit Israel.“When I came back from Israel, I said eve-

ry Christianmust go to Israel at least once,”he says. “In South Africa, we have a com-fortable gospel,” he says, explaining that itis much easier to be a Christian here, thanit is in countries like Israel.Ivan travelled to Jerusalem to address

dignitaries as part of a team mandated toask for repentance on behalf of South Afri-ca. He addressed the dignitaries and per-formed prophetic songs, meant to encour-age the Christians of Jerusalem.Since then, Ivan says he has been busy

with community work. “My heart lies incommunity upliftment,” he explains brief-ly.
