Crime fighting was in full swing in Delftthis weekend.According to station commander,

Brig Hendrik Jansen, police went at fullsteam to maintain safety this long weekend.“This was a job well done,” he said.“We arrested 89 suspects for a variety of

incidents that included possession of stolenproperty, loitering and unruly behaviour,possession of dagga, illegal possession ofmandrax, illegal possession of tik, dealing inliquor, possession of dangerous weaponsthat included guns and ammunition, as wellas arrests for rape, assault and domestic vio-lence.”Jansen added that besides the arrests,

they also seized seven sachets of tik, 10 man-drax tablets, 22 dagga cigarettes, 10 knivesand sharp objects, two illegal firearms, 12rounds of ammunition, one Telefunken tele-vision set, and three stolen vehicles.“This work in the community should be

an indication of our commitment to ensur-ing a safer society for the residents of Delftand that we will continue to squeeze thespace that criminals occupy out of this com-munity.”Police were also active with an awareness

programme last week, when they embarkedon an anti-gang crime awareness pro-

gramme at the Usave Centre on Delft MainRoad.Jansen explained that his personnel and

members of the CPF and neighbourhoodwatch took part in the programme.“The objective of the programme was to

mobilise community support against gangsoperating in the area.“We received a very positive response

from the community during the programmeand obtained almost 400 signatures inwhichthe community members pledged their sup-port for tougher police actions againstgangs,” he said.Gadidja Francis, the community develop-

ment worker for local government support-ed the initiative and she supportsmobilisingcommunity members to commit themselvesto fighting crime.Farida Marinus, the CPF secretary said

that the initiative hadwide support from thecommunity because of recent gang killingsand that theCPF is dedicated andwould sup-port any initiative that would enhance safe-ty in the area.Warrant Officer Brian Daniels was the DJ

at the event and entertained the crowd withfunky music with a positive message.Jansen further said that the interaction

provided a fresh impetus to their strategyand that members of the community cameforward with valuable information.

ic Centre with their production, Lappop(Ragdoll), and they want to take that mes-sage to wherever it is needed.Dr Zoe van der Merwe is the pastor at the

church who wrote the play and explainedthat it was done by young people from thechurch, who give a year of their lives to thebible school and community projects, likethe play.“We realised that there are somany social

problems out there andwe needmore peoplewho are prepared to jump in andmake a dif-ference,” she said.“That iswhy theplaywaswritten, to reach

the hearts of people who may be affected byall these social problems and to inspire themto aim for a better quality of life.“The interestingaspect is thatmanyof our

students have come from that journey ofdrug and alcohol abuse, crime and physicalabuse – which is portrayed in the play – but

they survived it and foundhope in their livesagain.”Van der Merwe pointed out that the play

is a classic story which place in our ownlives every day, as well as in the life’s ofthose around us.“All of us struggle with the questions of

life at one stage or another and in effect allof us sometimes feel like a ragdoll.“We decided towrite a play to bring ames-

sage of hope to all people and not just to dothe normal church preaching.“In this play everybody will be able to

Members of a community organisationwere angels to the needy this Easter.On Saturday members of Angels Share,

a community organisation fromThornton,handed a plate of food to theneedy childrenof Leiden Delft.The programme was held at Kaiross Pri-

mary School and executed in conjunctionwith Delft SAPS and Belhar Fire Station.According to the organiser of the event,

Toni Mackrill, they embarked upon theEaster programme with the intention ofensuring that the needy children at leasthave a decent meal over the extra long

weekend.“We have volunteers from various com-

munities from across the Cape Peninsula,”she said. “When we started we appealed tovarious companies to help us with thisproject and with their help we were ableto prepare food for 10 massive pots and fedmore than 2 500 children.“The children were all ecstatic about the

free meal and it was such a pleasure to seethe joy on their faces,” she said.She also pointed out thatmost of the chil-

dren in the area are dependent on theschool’s feeding scheme and would havegone without a proper meal over the longweekend.

gan when he started to play guitar and thepassion for music was ignited.“I started out by learning from friends,

but in my heart I knew that I wanted moreformal training,” he says.“There was always that dream to study

music on a higher level, but there was nomoney. I persisted, however, by saving upenough to get a few lessons from one of ourguitar legends, Alvin Dyers at the JazzWorkshop.“When my funds ran out after about four

months, I was encouraged to join up withPROMPT, the Professional Music and Tech-nology college,where Iwas reallymotivatedto get going in the music business.“Here my musical horizons expanded as

I got more guitar experience from teacherslike Wayne Bosch on guitar and Alvin Hen-dricks on bass, Camillo Lombard and Ce-leste Williams on piano, and I even startedplaying some drums.”One of themost important lessons that he

learnt at this facility is that there were somany other young people from disadvan-taged communities who shared his dream.“It was fantastic to be in the company of

so many youngsters from the same back-ground who shared this passion for theirmusic. They shared this passion that themusic could empower us, and that is whatI want to do now: empower our youththrough music,” he says.He acknowledged that to study music on

a professional level is not easy and is quiteexpensive.“Many young people will never have this

opportunity to studymusic, especially sinceit is not on the school curriculum.“The education department does not real-

ise what a big part this can play in showingour youth that there is a way out of all thenegativity around them like the crime,

gangsterism and drugs.“The discipline of learning music helps

you apply those same disciplines in yourpersonal life. In the sameway other arts andother cultural activities can also play a bigpart in fighting crime.”While Magooda is planning a number of

fundraising activities he is looking for oth-ers who want to help him on his quest inthe community.“We need all the help we can get. Dona-

tions of instruments would help a lot, andwe are desperately trying to get a drum kitbecause there is such a lot of interest in it.“We also need expertise so if you have ex-

Volgens Terblanche Bosman het sy seun,Werner (18), met die bal doellyn toe gehard-loop toe die heelagter van Rangers hom ge-duik het en met die vuis geslaan het.

“Hy het geval, waarna ’n toeskouer vanRangers op die veld gekom en hom teen sykop geskop het. terwyl hy op die grond gelêhet,” sê Terblanche.

Weens die chaos ná dié onderonsie is diewedstryd gestaak en isWerner na die Kuils-rivier-hospitaal geneem, waar dokters ’nskeur in een van sy nekwerwels en harsing-skudding gediagnoseer het.

Volgens Terblanche moes Werner ookgaan vir ’n MRI-skandering, wat nie deursy mediese fonds gedek word nie.

Die skandering sal die omvangvandie be-sering aandui en of Werner geopereer salmoet word.

A group of 45 bikers got onto their Harley-Davidson motorbikes on a charity visit tothe Fisantekraal Animal Welfare (FAW) inFisantekraal recently.

These bikers are all members of The Har-ley Owners Group (H.O.G.) Tyger Valley.

HOG Tyger Valley each year supports sev-eralworthy charities, ofwhich theFAWwasone this year.

In order to raise awareness, HOG TygerValley has “adopted” a teddy bear, calledHarley Davey of Fisantekraal.

This cute little bear – dressed in ridinggear – goes on rides with his HOG “family”and even has his very own Facebook page!

He’s said to have come fromFisantekraal, and is a big animal lover –with everythinghedoes and everywherehegoes, he raises funds and awareness for theFAW team.

On Saturday 16 March, the group of HOGTyger Valley brought donations for theshop, visited the bathing container, thefood container and the treatment room,where vaccinations are done once a month.

The members of HOG Tyger Valley havenow started putting some projects in mo-tion to help FAW.

Dire situationThe FAW is a community-based, non-

profit organisation working with the ani-mals in Fisantekraal, Morningstar, and onfarms surrounding Durbanville.

The organisation was established in 1995by a concerned Durbanville citizen, RosaPheiffer, who discovered the dire situationof the animals in Fisantekraal.

FAW now helps and advises residentsabout animal care, provides subsidisedfood and feeds animals. It also baths anddips dogs for ticks, fleas, and helps sick ani-mals, while it provides kennels, assistswith collars and runners, vaccinatesagainst rabies and other diseases, and or-ganises sterilisations.

Unwanted, neglected, or abused animalsare taken into foster care to try and findnew homes. An average of 30 to 40 dogs arewashed on a Saturday morning by two orthree volunteers,while up to 75 animals arevaccinated on a vaccination day – by onlyone person.

Between 10 and 15 animals are sterilisedevery week. The FAW aims to sterilise over1 000 animals this year. All of this is doneby 15 to 20 volunteers, in three shippingcontainers with no electricity.

VolunteersWith the help of the Animal Anti-Cruelty

League, Tygerberg Animal Hospital, Dur-banville Animal Hospital, and a small teamof dedicated volunteers, the conditions ofthese animals are slowly, but surely im-proving.

However, with the increasingly toughtimes, the organisation is battling to stayafloat. It now also runs an informal shop,selling donated items to the people ofFisantekraal to raise funds.

Harley Davey, the adopted teddy bear of HOG Tyger Valley, attracted a lot of attention whensome members of HOG Tyger Valley visited the Fisantekraal Animal Welfare organisation. On theright are children waiting for their puppies to be vaccinated.

The City of Cape Town has launched thenext step in the implementation of the my-connect payment system for the MyCiTibus.

As of last weekend, all passengers willbe required to tap their cards against cardreaders, called validators, when enteringand leaving the buses or stations.

“Doing this will ensure better manage-ment of the fare system. By requiring ourpassengers to tap-in and outwhen they en-ter and exit the system we can better mon-itor the service and improve it to meet thechanging needs of our passengers. The in-troduction of tap in and out will also re-duce the possibility for people to evadepaying for travel on MyCiTi,” said BrettHerron, mayoral committee member fortransport, roads and stormwater.

Validators have been installed at MyCi-Ti bus stations’ gates and the front of allfeeder buses.

Passengers will be required to tap theircard twice: firstly, against the “in” valida-

tor when boarding a bus or entering a sta-tion and the second time is when disem-barking a bus or leaving a bus station onthe “out” validator.

Passengers who fail to tap when leavingthe system, or tap against the wrong ma-chine, will be charged a penalty fee.

“You will also be charged a penalty fareif you do not have enough money on yourcard to cover your entire fare. This willhappen if your card has enough money foryour R5,30 boarding fare,” said Herron.

Fare evaders may be prosecuted andcharged a penalty fare of up to R210.

“When you hold your card against thevalidator and see a yellow light, removeit and wait. A green light and one beepmeans the transaction was successful,”Herron explained.

The costs of trips will remain the same,namely: R5,30 for feeder buses, R10,60 fortrunk buses, and R57,00 for the airport.

1. EIENDOMSBELASTING (weergegee as rand in die rand)

Eiendomsbelasting is BTW-vry.

1.1 Residensiële eiendomme – R0,005900 (Die Stad sal geen belasting hefop die eerste waarde tot en met R200 000 van die markwaarde soos opdie waardasielys nie.)

1.2 Industriële/kommersiële eiendomme – wat alle onontwikkelde grondinsluit – R0,011800

1.7 Spesiale kortings sal vir bepaalde eiendomskategorieë oorweeg word,mits daar voor 31 Augustus 2013 aansoek gedoen word soos per bylae 5van die begrotingsdokument.

Hoogtepunte van voorgestelde wysigings

• Omskrywing van gastehuise en bed-en-ontbyt-ondernemings.• Wysiging van ‘senior burger’-maatstawwe vir trusts.• Wanneer munisipale eiendomme gekoop word, is die koper

verantwoordelik vir die erfbelasting.• Geen aansoek om korting vir ’n senior burger sal oorweeg word indien

sodanige persoon nog as ’n deernisgeval op die Stad se rekeningstelselverskyn nie.

2. VERBRUIKSTARIEWE EN -HEFFINGSBTW teen 14% word by die volgende dienste bygevoeg: water, sanitasie,elektrisiteit en vaste-afvalbestuur.

2.1 WATER

Drie stelle watertariewe word voorgestel (10%-verminderingstarief, 20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppelaan die vlak van watervermindering wat opgelê word. Aangesien die10%-verminderingstarief as norm by die Waterverordening ingesluit word, saldít die tarief wees wat geld. Dit kan egter later na gelang van verdere vereistebeperkings hersien word.

2.1.1 Volledig huishoudelik – water wat hoofsaaklik vir huishoudelikedoeleindes gebruik en aan enkelresidensiële eiendomme voorsien word

2.1.12 In pas met die aanvaarding van die beleid oor stedelike landbou is’n gratis toewysing van 10 kℓ per maand ingestel vir die uitsluitlikedoeleinde van bestaansboerdery deur kwesbare groepe.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kanom ’n gratis toewysing van 6 kℓ per eenheid per maand aansoek doen.’n Beëdigde verklaring sal vereis word, en die aansoek sal op grondvan die persentasie van die hoofgebruik ondersoek en oorweeg word.


• Bestaande skuilings vir haweloses – geakkrediteerde skuilings wat bydie Stad Kaapstad geregistreer is. Bygewerk om die verbruikstariewe virouetehuise (buiten dié wat as huishoudelike groepe geklassifiseer is)sowel as tehuise vir die gesondheid van diegene met fisiese of geestelikegestremdhede in te sluit.

• Die persentasie stygings in blok 1 van die volledig huishoudelikekategorie oorskry die standaardstyging weens die verlaging in diesubsidievlak in hierdie blok, wat op sy beurt deur verbruikspatrone en diewatervraagstrategie genoodsaak word.

• Die volgende fase om die aantal blokke in die huishoudelikegroepskategorie uit te brei ten einde dit verder met die volledighuishoudelike kategorie te versoen, soos wat kliënte gedurende dieoorlegplegingsproses vir 2012/13 versoek het, het ’n aanvang geneem.

• Veranderinge in diverse tariewe en prosedures, met inbegrip vanstygings met betrekking tot behandelde afvalwater (bepaald virgholfbane), industriële afvalwater en brandkrane, word in bylae 4 by diebegrotingsdokument uiteengesit.

2.2. SANITASIE

Drie stelle sanitasietariewe word voorgestel (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppelaan die vlak van watervermindering wat opgelê word. 2.2.9 Divers (Stad Kaapstad-oksidasiedamme) – alle verbruikers wat nieonder bostaande kategorieë val nie – 95% van waterverbruik: R9,04(R10,31 met BTW) per kℓ

• GRATIS BASIESE ELEKTRISITEIT: Hulptariefkliënte wat minder as 250 kWhper maand ontvang, se gratis basiese toevoer sal tot 60 kWh verhoogword, en diegene wat tussen 250 kWh en 450 kWh per maand ontvang,sal ’n gratis basiese toevoer van 25 kWh per maand kry.

• NETTO METERTARIEF: Die energiekomponent word nou in verbruik enopwekking ingedeel.

• NUWE TYDSPESIFIEKE TARIEF: ’n Nuwe tydspesifieke tarief virmediumspanning word slegs vir die Atlantisgebied ingestel.

• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie wasvanaf 1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente styg met ’n bogemiddelde bedrag om hierdie tariefuiteindelik uit te faseer.

LET WEL: Maandelikse diensheffings word bereken as die daagliksediensheffing, vermenigvuldig met die aantal dae in die rekeningtydperk.

3.2 Alle diverse tariewe sluit BTW in.3.3 Boetes, terugbetaalbare deposito’s en behuising is vrygestel van BTW.3.4 BTW word bereken teen 14% ingevolge die Wet op Belasting op

Toegevoegde Waarde,Wet 89 van 1991.

4. TOEWYSING VAN TOELAES4.1 Raadpleeg bylae 11 by die begrotingsdokument vir ’n lys organisasies/

Ajax Cape Town continued their domi-nance in youth football when theywere crowned champions of the Met-

ropolitan under-19 Premier Cup.The Ajax team beat Berea Albion FC from

Pretoria 5-4 on penalties, after the matchended in a 2-2 draw, in the action-packed fi-nal at Erica Park in Belhar on Monday. Theannual tournament, hosted by Bayhill Unit-ed FC for the 25th time, featured 32 teamsfrom across the country. The tournamentwas won by Chippa United last year.The teams reached the final, played in wet

and windy conditions, after playing sixmatches over the Easter weekend. Ajax wasimpressive throughout the tourney, onlyconceding four goals – two in the final.They beat Belhar Spurs (7-0), Harmony

Academy (2-1), Atlantis Academy (1-0), ASDCape Town (1-0), Kaizer Chiefs (1-0) andMamelodi Sundowns (0-0 and 3-1 on penal-ties) to advance to the final.The player of the tournament was award-

ed to theUrbanWarriors’ captain and centreback, Abubaker Mobara.

ConfidenceAjax coach David Nyathi was proud and

happy about his team’s performance. “Theboys had the belief and confidence that theycouldmake it to the final andwin it,” he said.“Wehave beenworking really hard to nur-

ture these boys to ensure that they are suc-cessful.”The first 40 minutes saw Ajax dominate

play with a series of attacks led by midfield-er/striker HaasimDomingo. Hewaswell as-sisted by the 2011 Engen Knockout Chal-

lenge player of the tournament, Riyaad Nor-odien.Ajax drew first bloodwhenTashreeqMor-

ris netted his team’s first goal in the 24thminute. Morris started the play with a runand passed the ball to Domingo, who drewthe defender. EqualisedBut Ajax equalised when substitute Ol-

wethi Maloy, from Langa, headed a crossfrom Norodien – from just outside the box– past Norman in the 54th minute.The Berea team threatened to score with

several shots at goal thereafter.The match ended in a 2-2 stalemate at the

end of the regular time, taking the match in-to 15 minutes of extra time.Ajax threatened early in extra time, when

Norodien received a ball, on the volley, fromJustin Jacobus. His effort, however, wentwide of the goal. Another Norodien cross inthe second half of extra time, was also notfinished by Morris.The teams could not find the net in extra

time, which took thematch to penalties. TheAjax penalty takers were flawless and, aftertwo near-saves, Petersen managed to savethe last Berea penalty to take his team to vic-tory.
