WELCOME TO THE COUNCIL'S 40TH ANNUAL CONFERENCE! For over 40 years the Mission of the Transportation & Logistics Council has been to serve the interests of the shipping community through education and representation in issues relating to the transportation of goods. The world of transportation and logistics is constantly changing, with new laws, new regulations, new technology - and new problems that face transportation professionals. Whether you are an "old timer" or a neophyte just starting in the industry, there is much to learn and to know about every day. Our educational programs and seminars are acclaimed as the best in the industry, with top-notch presenters that give attendees the kind of knowledge, tips and "best practices" that are not only practical and useful, but add value to their company's bottom line. Our on-line Q&A Forum continues to be very popular with both members and guests. We get hundreds of questions each year with a wide range of day-to-day transportation and logistics problems, and try to give prompt answers and suggestions that are clear, concise and to the point. The Council continues to provide many valuable benefits to its members, including the monthly TransDigest that contains coverage of important developments, timely articles, summaries of recent court decisions and a "Q&A" section with actual questions and informative answers on a wide range of topics. The "members only" section of the Council's website provides access to an extensive collection of information in our Resource Library - statutes, regulations, articles, forms and archives containing past issues of the TransDigest, conference presentations and other Council publications. Ferro, Administrator of the Federal Motor Carrier Safety Administration, will report on the agency's implementation of "MAP-21" (the Moving Ahead for Progress in the 21st Century Act), as well as other regulatory initiatives such as Compliance, Safety, Accountability (CSA), the new HOS rules, the "5-Year Strategic Plan", new rules on registration, licensing and "reincarnated carriers", how these changes impact shippers, carriers and intermediaries, and will respond to comments and questions from the panelists and attendees.

INSURANCE AND RISK MANAGEMENT – HOW TO AVOID SURPRISES Folks are often surprised when they find out that insurance doesn’t cover a loss or a claim. A main reason is that no one properly assessed the risks, i.e., the most likely and foreseeable events that could result in a loss or a claim, and purchased the wrong coverage. Cargo loss or damage often has a greater impact than just the value of the lost or damaged goods, and catastrophic events like earthquakes, hurricanes and floods can disrupt your entire supply chain. Does your insurance cover these events and exposures? What kind of policies do you need to protect your company, and do they actually cover the risks or will coverage be declined because of policy exclusions?

SECURITY – SUPPLY CHAIN CYBER CRIME Cyber-crimes against the supply chain are growing at a rapid pace. ComCheck scams, fraudulent and fictitious pickups and factoring scams are taking the place of the traditional cargo thief. Cargo theft techniques are changing as thieves set up shell companies and use sophisticated methods to target and track trailers and containers with high value merchandise. Attendees will learn about law enforcement’s response to cargo theft, as well as tips on how to develop relationships with investigators and for best practices.

8:30AM-10:00AM GENERAL SESSION V SYMPHONY BALLROOM II LOSS PREVENTION – BEST PRACTICES “An ounce of prevention is worth a pound of cure...” Experts will discuss how shippers and carriers can reduce or avoid much of the loss and damage that occurs in transit - and save money - through proper packaging, blocking and bracing. Panelists will cover the National Motor Freight Classification (“NMFC”) package rules and specifications, intermodal requirements and rail loading guides, design and testing of new packaging, “lean packaging”, palletizing, stretch- and shrink-wrapping and other blocking and bracing procedures and products, and the use of devices such as shock, impact and temperature recorders, GPS units and electronic on board recorders (“EOBRs”) that can help identify the causes of loss or damage.
