Why TIPES is valuable?
it will create a pool of approved products for all of the road
industry to use
it will create more harmonisa0on within the industry
it allows innova0ve products to gain market acceptance, through one process
it will reduces barrier to innova0on
it assists road agencies with independent and expert evalua0on of products
it falls in line with other interna0onal schemes
that are already successfully achieving
these goals
Background to TIPES
Originally developed by QDTMR Now administered by ARRB
ARRB took on TIPES with the aim for it to be a na0onal scheme endorsed by all Australian State and Territory
road agencies
Is an outcome of the Na0onal Laboratory and Harmonisa0on
Forum
A pilot for a na0onal scheme being administered by ARRB commenced
in October 2013 ini0ally with products in the road construc0on
material space
ARRB has been approached by Road Agencies to expand the scheme to other product types
Interna4onal Schemes
The Road Agency quote (The Scheme) in a number of clauses within its specifica0on and in many cases will s0pulate (The Scheme)
Cer0fica0on in Specifica0ons for road works
Many Road Agencies rely upon (The Scheme) to confirm that the claims of a product’s
performance are technically valid
(The Scheme) provides documented recogni0on of a product’s performance for planners, designers and buyers for new and
innova0ve products not covered by specifica0on or approval
Scope of TIPES
ARRB has already been approached with many enquiries from road agencies as well as
proponents regarding the evalua0on of products including
traffic control products and drainage products
ARRB has done considerable work in developing guidelines for a range of products
including road construc0on products and traffic control
devices
Road agency interest is also increasing verifying
the need for a centralised and managed system
Categories of Products Current Under Considera4on non-‐tradi0onal aggregate/soil stabilising agents bridge deck joints
thin fric0on courses ITS products
cold mix patching materials drainage products
dust suppressants
crack sealing systems
coloured surfacing systems
bitumen rejuvena0ng agents
mechanical stabiliza0on devices (e.g. geogrids, geocells, etc.)
synthe0c aggregates developed to limit heat island effects
devices incorporated into roadways to collect energy

What is TIPES really doing?
Making new product
evalua0on
Safe &
Reliable
Efficient & Cost-‐effec0ve
Harmonised &
Uniform
Road Agencies
Alleviates uncertainty
when using new technologies Lessons from past
trials across a road agencies can be captured and
shared na0onally
Minimises duplica0on and
effort
Creates consistency by having a pool of
approved products
Creates a na0onal trusted authority on what products
work
Savings to all road agencies avoiding
unnecessary tes0ng of ineffec0ve products
Benefits of TIPES for Road Agencies
For proponents of new
technology & innova4on
Will have a na4onally recognised process to substan0ate their claims
Assessment is undertaken once and
recognised by mul0ple agencies
ARRB will have a well accepted
framework to use
Will weed out a “good sales pitch” for the beRer product
Provides reliable and technically sound
informa0on for poten0al
customers to consider
Benefits of TIPES – for proponents
The TIPES Process
Currently single applica4on process for all products, with product category specific guidelines developed
Applica0on Ini0al assessment
Field performance
trial
Registra0on of technical opinion
Phase 1…applica4on
Applicant submits relevant documents and applica0on fees

Phase 2
Phase 1
1. Proponent submits suppor0ng informa0on including: § Intended use of product § Claimed performance of product § Quality assurance documenta0on § Data on past performance (track record) § Materials safety data sheet
2. Submiged informa0on is assessed by ARRB 3. Proponent advised whether submiged
informa0on is sufficient for product to advance to ini0al assessment stage
Phase 2…..ini4al assessment Assemble expert panel and develop evalua0on plan
Accept?

The TIPES process: Final Steps
Once the assessment process is complete, panel of experts prepares technical opinion
Independent governance review
If outcome is favourable,
technical opinion is included in public
register
Proponent is provided with cer0ficate of registra0on
