Objective of the Planning Process
One Training Provisioning Plan for the SAPS which will:
Maximize the impact of training by targeting the correct organisational priorities and individual training needs;
Provide seat allocations upfront to facilitate planning;
Ensure maximum utilization of the Training Administration System;
Ensure maximum utilization of the SAPS Academies;
Be accepted and ratified at all levels of the organisation;
Ensure effective functioning of the Training Committees;
Enable accurate monitoring of implementation.

WOMEN, CHILDREN & VICTIMSGeneral• The rights of victims, women, children and other vulnerable groups are very specifically contained in legislation and priorities adopted by the government of South Africa.
• These legislative and strategic resolutions place pertinent responsibilities on members of the SA Police Service which needs to be introduced and maintained by means of continuous training.
• All legislation and government strategies regarding victims, women, children & other vulnerable groups are dealt with in the Training Provisioning Plan of the SA Police Service.
Awareness Workshops• When new legislation with implications for the SAPS is promulgated, awareness campaigns are conducted across the organisation by means of short workshops.
• The purpose of these workshops is to introduce the new legislation and accompanying national instructions and to create an awareness of the implications for the members of the SAPS.
• These workshops are then followed by structured training interventions to properly train the relevant target groups.
Inclusion in the Basic Training Learning Programme• Compliance with the legislation and strategies regarding these acts are included as modules in the Basic Training Learning Programme from the date of promulgation.
• This means that all members who completed the Basic Training Learning Programme after the implementation dates, are trained in the legislation and supporting national instructions.
Continuous improvement of training quality• Turnaround Strategy is being developed that will ensure:
• Standardisation and Quality Assurance in training provisioning;• Strengthening of Monitoring & Evaluation in provincial training provisioning;• Partnerships with NGO’s and other government structures;• Improvement of statement taking;• Improvement of the quality of the trainers.

Public Order operations:POP is responsible primarily for this functions as indicated in the slide, but due to their training they can operate in a lesser way in the Medium risk operational arena, typically assisting with crime combating, stop, search and seizures.The TRT can also operate in the medium risk arena of operations with their POP training and the Special Task Force can operate in POP operations for specific purposes, arrest of dangerous criminals in crowds, observation on crowds and as a standby force. Medium risk operations:This operational area is predominantly the workplace of TRT who`s mandate is medium risk operations, with support from POP and NIU who have the skills to operate in this environment. High risk operations:This area is dominated by NIU due to their mandate and their training, and is supported by TRT and SFT. Both TRT and STF have certain skills sets that can be used in the high risk operational environment. Specialised Operations:The STF is solely responsible for specialized operations such as International and national interest hostage release and counter terrorism operations.

• SAPS provides training for Code 8 Learner Licenses (K53), Code 8 Diver’s Licenses (K53)and Code 8 Advanced Driving to operational members who were employed without driver’s licenses, either historically or due to concessions in recruitment requirements.
• K53 Driver Training is presented at the SAPS Academy Benoni (Capacity : 24 Learners per course) and SAPS Academy Bishop Lavis (Capacity: 12 Learners per course).
• Training will be structured according to the identified members who do not have licences.

CRITICAL SUPPORT TRAININGAET Training
• The SA Police Service provides AET through the services of External Providers. • Before enrolment, all learners go through an assessment process in order to
determine their entry level to the programme. • The programme is targeted at employees who have an academic qualification
less than Grade 9 (Std 7). • The numbers of people trained, vary from year to year due to withdrawals,
retirement, resignations, sicknesses etc. • A total of 120 credits is needed for a learner to obtain the General Education
and Training Certificate (GETC) or NQF1. • The learning areas include amongst others, Numeracy, Communication, Life
Orientation, Economic and Management Sciences and Micro, Small and Medium Enterprises.
• Obtaining accurate statistics are challenging due to the following:• Continuous new appointments without Grade 9 (Std 7) - Cleaners,
Groundsmen, Food Service Aids etc;• Continuous withdrawals and re-enrolments in the programme;• Learners declared Not Yet Completed in one or more learning area due to
the fact that most of them are older persons not always used to studying.
