Western Australia is a driving force of

talk these days about a skills
shortage as new construction
projects come on board to underpin
the growth of both the Australian and
Western Australian economy.
Our goal at the Construction Skills Training
Centre is to play a professional role in building a
highly skilled workforce for the Construction
Industry.
Achieving this goal means that we continually
improve our performance, while also delivering
training at a price that means individual workers
and businesses can access the full range of our
training. We also continue to ensure that we
provide the very best equipment and other
relevant resources to our trainees.
Since 2000, the number of courses we
conduct each year has grown to well over 900.
The number of workers accessing our courses
has grown to over 6,300 and this continues to
grow each year. The cost of our courses
remains competitive – and many trainees pay
heavily discounted fees or no fees at all, thanks
to industry rebates from the CTF, Construction
Training Fund, formerly the BCTIF.
Importantly, we have maintained the quality of
our training. We underwent an audit in line with
the Australian Quality Training Framework and
following this, our official accreditation was
renewed to 2013.

As the techniques and skills of the construction industry worker has changed considerably
over the last 30 to 40 years, the CSTC began with a vision to keep pace by ensuring
workers had the chance to learn new skills and up-skill existing ones to reflect changing
needs, technologies and demands in the marketplace.
The Construction Skills Training Centre was established in 1992 with a desire to contribute
to better safety and quality in construction, and to provide training at a price that all workers
and businesses can afford. When we first started it was a barren landscape for building and
construction workers to get the training they needed and the skills companies demanded.
Back in 1992 the CSTC did not have a headquarters of its own and we provided training
courses in a couple of rented classrooms at the back of an office, while other more complex
courses were contracted out to private providers.
All that changed in 1998 with the purchase a 5 acre site in Welshpool WA where the CSTC
stands now.
At the time it was a substantial investment (1.5 million dollars), needed to ensure the
industry’s future. A $1 million dollar grant from the ‘ANTA’ Australian National Training
Authority helped to establish the training centre with new equipment. It is one of the very
few construction training centres in Australia with its own tower crane on site. When it
opened, the new centre also included 10 lecture/classrooms for course lectures and theory.
From the outset, an attitude was forged to only employ quality trainers with ‘real world’
practical experience in the construction industry. As a result it wasn’t long before the CSTC
was considered by industry and students alike as the best construction skills training centre
of its type in Australia.
The CSTC now provides more than 45 industry related courses and, on average, over 5000
people have received nationally recognised training each year since the centre opened.
That’s over 90,000 graduates.
And more than 6,000 businesses regularly use our training programs.
Importantly, nearly 40% of our training involves an occupational health and safety
competency. At a time when workplace safety standards are under close scrutiny, we are
absolutely committed to providing quality training in this area.
The Construction Skills Training Centre is responding to the challenge of maintaining
up-to-date and high-quality courses through a number of quality management initiatives
that will lay the groundwork for the expansion of the CSTC into providing regional,
interstate and international opportunities.
A consistent, strong performance in the marketplace now means we are able to invest
further in skills development. While remaining solidly WA-based, we are now looking to play
an increasing role in resolving skills issues at a national level as well as providing some
important workplace safety programs within the South-East Asia region.
With the full support of a highly competent and committed team, the Construction Skills
Training Centre is helping deliver a modern, professional and highly-skilled workforce in
Australia’s construction industry.

SAFETY: OUR F IRST PR IOR ITY
The Construction Skills Training Centre has workplace safety as an absolute first priority.
While there have been massive improvements in recent years, the risk profile of the construction industry remains
unacceptably high, with a consistently higher average number of Lost Time Injuries.
In the 15 years from 1988/99 to 2002/2003, there were 53 workplace related deaths in the Construction Industry in
Western Australia. This is an unacceptable situation.
The Construction Skills Training Centre is committed to a safer construction industry, with more than one-third of all our
training resources dedicated to safety-related courses.
Our nationally-recognised safety courses include:
Working Safely in the Construction industry – provides new and existing building workers with the necessary knowledge,
understanding and skills to be able to identify hazards that have the potential to place workers and others at risk.
Safety & Health Management – designed for Supervisor/Managers who are required as part of their duty statement to
undertake the role of overseeing workers, on site or in offices, for issues such as risk management & assessment,
hazards and hazardous substances in the workplace, incident and accident reporting, auditing and planning and, not
limited to emergency procedures.
Carry Out Tilt-up Work Safely – provides building workers with the necessary knowledge and skills to understand the
legislative requirements associated with tilt-up and precast concrete construction from the design phase through to the
completion of the project.
Senior First Aid – provides building workers with the necessary understanding, knowledge and skills to be able to treat a
fellow worker in a first aid emergency.
Work Safely with Industrial Chemicals and Materials – enables participants to understand and recognise safe
handling procedures associated with chemicals in the workplace.
Occupational Safety & Health Representatives – This five day course is for elected Occupational Safety & Health
Representatives and is accredited by the WA Occupational Safety & Health Commission and Comcare. Successful
participants are registered by WorkSafe WA.

QUAL ITY AND VALUE : OUR COMPET IT IVE EDGE
The quality of our training is something that the Construction Skills Training Centre takes very seriously. Trainers at the
CSTC are highly-qualified professionals, with years of experience working in the construction industry.
It’s the combination of professional skills and hands-on experience that gives our trainers the edge.
The CSTC invests heavily in maintaining our quality standards. We are continually evaluating and improving our business
processes to ensure we deliver the quality and service levels that our customers demand.
Following a recent audit under the Australian Quality Training Framework, our registration as a recognised Quality Training
Organisation has been extended for the maximum period, to 2013.
But we’re not resting on our successes. We are constantly looking for feedback on ways in which we can do things
better. We’re currently embarking on a major business development initiative that includes:
� Up-to-the-minute analysis of participant feedback to help us evaluate the content and delivery of our courses;
� Direct engagement with employers to continually review the currency and quality of our training program;
� Sophisticated document control and reporting systems to ensure we make the most of today’s technology to monitor,
update and improve our training;
� Benchmarking our performance against the best national and international providers to ensure we are providing the
best service possible; and
� Upgrading our training infrastructure so that participants have access to the latest equipment.

INVESTMENT IN EQU IPMENT
The CSTC continuously updates and purchases new materials
each year. Recently this has included:
� New Playtek scaffolding equipment, to give students more
variety during their scaffold courses
� Updated signage, 2-way radios and materials for the traffic
courses
� Soft slings, chain slings, chain blocks
� Tifor wire rope/creeper puller and releaser winch
� Tool belts, keys and hammers for the scaffold courses
Due to new changes coming in with the National Licence to
Perform High Risk Work courses in the not too distant future,
CSTC will be investing in the following equipment to comply
with the training requirements:
� A second Tower
� Materials Hoist
� Perimeter Safety Screen
� Cantilevered Loading Platform
� Safety Net

WHAT YOU CAN EXPECT TO SEE AT THE CSTC
When you go on site at the Construction Skills Training Centre there are many
things that stand out.
The facilities. Quality equipment. The 10 training classrooms. The
professionalism of the trainers. Friendly, helpful staff. Not to mention the
sheer size of the place. It’s set out over 5 acres (10,000sqm).
But perhaps the one thing that stands out the most, and symbolises why the
CSTC is the best training centre of its type in Australia, is the huge tower
crane – one of the few tower cranes at a training centre in Australia. People
from regional areas, interstate and even overseas have booked in to be
trained on the CSTC tower crane.
This is not a ‘pretend training centre’. When you participate in a course you
can expect to be trained using the best equipment. Equipment that is used
out there on the actual job. And be trained by professionals who have real
world experience. This is what sets the CSTC apart and the reason why the
CSTC is considered an industry leader in construction training.
It is the preferred training centre for many of WA’s top companies. As Primo
Ciari from CASC Formwork says; “We have always found the CSTC to be
very obliging when looking after our needs. Over the years we have put
through hundreds of workers including Doggers, Scaffy’s, EWP Operators
– often in groups of 8 at a time. It’s been a very useful resource to help our
business.”
At times, the centre has also conducted fly-in fly-out courses throughout the
vast North-West.
It’s just as well the foresight was in place to invest in a centre such as the
CSTC.
Over the last two decades a lot of trade and technical colleges and even
pre-vocational centres in high schools have closed down. The CSTC has
proven to be an educational asset that every individual and company
involved in construction can be proud of.
Apart from practical applications, the CSTC also provides theoretical as well
as safety awareness and safety training related to many of its courses.
The centre is also arguably the leading educator and provider of ‘White
Cards’ for construction industry safety awareness in WA. The CSTC has
always led the way with safety related issues. In fact, it was the first training
centre to design and tailor courses specifically for asbestos removal.

The CSTC website will provide its visitors with valuable information on the
quality of training and services that the CSTC provides. We have specifically
designed our site to indicate not only the courses and what’s involved but
also important training/ industry related changes people need to be aware of
as they come into effect.
A prime example of this is the new regulatory changes that have been
enforced by WorkSafe WA in regards to Construction Induction Training. We
are now able to pass on the changes relating to the construction industry
once we are informed by our governing regulators, through direct links to the
WorkSafe Western Australia website.
All the courses listed on the CSTC’s website have detailed information and
action pictures showing what will be involved when a person does a
particular course. There is also the benefit of the FAQ’s feature that is linked
to each course. These are questions that CSTC staff get asked on a regular
basis regarding particular areas of a course. There is the added option of
being able to make a specific course enquiry for those people who would like
details on course availabilities and times.
Visitors to the site will also get the opportunity to see the extent of the world
class equipment and materials used for practical hands on training at our
Welshpool facility.
As the CSTC is always looking for ways to continuously improve the quality
of training and its services, there is also the opportunity for visitors to fill in an
online survey that give us feedback on areas you think we may need to
improve, or courses and information you would like to see on our website.

All of our training courses carry a subsidy from the Construction Training
Fund (CTF) for eligible participants.
The CTF is administered by a government authority and provides subsidies
for skills training for eligible building and construction industry trainees.
The subsidy can greatly reduce the cost of your CSTC training so it is worth
taking the time to apply if you believe you are eligible.
To receive a CTF training subsidy a trainee must be:
� Currently directly employed in the Building and Construction Industry in
Western Australia and on the completion of this course intending to
continue working in the building and construction industry; or
� If unemployed, be able to demonstrate that they were directly employed
in the Building and Construction Industry in Western Australia on a full
time basis, within the previous 3 months from the date of course
commencement.
Please note that the subsidy is not available to:
� Employees or individuals working on construction or maintenance
projects on mining, gas or oil exploration sites;
� Employees of Government agencies and departments;
� Individuals or the employees of companies, who manufacture,
supply/deliver building products, provide/install non building products or
repair/do maintenance work during or on completion of the construction
process;
� The employees of companies, who install, maintain and repair lifts and
escalators; or
� Employees or individuals who intend to work in the resources sector on
completion of their training.
