Road Resealing Program

Each year Council undertakes a resealing maintenance program of roads and streets within the Town of Gawler. This program normally starts in February and continues until April.

To provide a road service and meet pavement service life with regular and programmed resurfacing works and to upgrade or create new roads to provide community needs.

New Playground Equipment

• The Gawler Council has received $200,000 from the State Government towards a project to upgrade facilities at Apex Park and playgrounds at other reserves around the town.

• The play equipment includes swings and spring riders, and a play system with spiral slide, and crosses and climbing pole and frames. A big grassy area is good for run and kick the ball. There is a sheltered picnic area with BBQ, also some unsheltered picnic tables. You can find tennis courts, car parking, walk paths. Take a walk to chill in a quiet environment, and have some fun with the kids. great place after busy weekdays.

Apex Park Playground Equipment

The recreational space will be extended to include a stationed fitness trail that can be used by all members of the community. Apex Park will be transformed into a modern, universally accessible open space area for the entire community and visitors.

Gawler Regional Commemorative Anzac Event

The annual Gawler Anzac March was held in April with thousands of people lining Murray street and attending the service at Pioneer Park.

Gawler Regional Commemorative Anzac Event

There was a large contingent of soldiers from the 7th Battalion, The Royal Australian Regiment, carrying arms and regimental colours, and veterans from Gawler RSL, local Navy, Army and Air Force cadets and various other community groups.

2014 Gawler Carols

Gawler Carols is a major event sponsored by the Town of Gawler.

Organised by a committee of local community groups and council representatives 2014 saw in excess of 4,000 people enjoy this event.

Bike Hire - VIC

Bike Hire is now available at the VIC. We currently have four bikes which can be hired 7 days a week either for a whole day or half day. Each bike comes with a helmet and chain to secure while out and about. Hirers have travelled around Gawler on the Tapa Pariara trail and even ridden as far as Angaston and back in the one day. The option of riding one way through the Barossa is also an option.

Gawler Visitor Information Centre

The VIC is open seven days per week and is staffed with a contingent of friendly and very knowledgeable volunteers.

During the 2014/15 year we assisted 19,500 visitors with information. Of these visitors 39% were Gawler specific.

Outdoor Cinemas took place in Apex Park across January and February, with big crowds enjoying:

Community Events – Gawler Fringe

In 2015 the Gawler Fringe took place from Friday 13 to Sunday 15 February. Festivities included ‘The Place Next Door’ Laneway event, a range of comedy shows in the Gawler Institute and a variety of art works on display along Murray Street and in the Gawler Institute.

Community Events – State BMX Championships

The Gawler BMX Club hosted the 2015 State Championships in the heat of February. This great achievement by one of Gawler’s local sporting organisations was assisted by a Council grant and Council staff assisting in the planning for the event.

Community Events – Ageing in Style Expo

The Home and Community Care team hosted The Ageing in Style Expo in March. In excess of 300 people attended, with more than 70 stall holders providing information on services that people can access/link into within the Gawler area

Community Events – National Youth Week

The Youth Week Skate Park Event took place on Sunday 19 April in Clonlea Park. The day included Skate, BMX and Scooter Competitions, DJ, art demonstrations amusements, youth services displays and a free BBQ. The competitions attracted over 50 entrants and more than 500 people enjoyed the day.

Community Event – National Volunteer Week

National Volunteer Week was held May 11 to 17 and a celebration and recognition event was held at the Gawler Bowling Club for all Council program volunteers.

Community Events – Reconciliation Week

The Reconciliation Family Fun Day event, supported by Council was organised by the Gawler Reconciliation Action Group to acknowledge National Reconciliation Week (27 May – 3 June) and the important role Reconciliation has to play within our community. The Family Fun Day included entertainment, food, stalls, activities and bonfire. Approximately 700 people attended throughout the day.

• In partnership with Council, the Gawler NAIDOC Committee hosted three events to celebrate NAIDOC Week (5 – 12 July):

• Culture Communicate -Q&A forum with a panel of special guests.

• Culture Connection – kids fun day with arts & craft and native animals.

• Culture Competence –gain understanding about the social, economic, health and cultural wellbeing of Aboriginal people.

Community Event – Gawler Show

• 24 hours brings a big change!

• Numerous Council teams again came together to successfully support the 2015 Gawler Show and enable the Show Society to be able to put on another great event – attended by more than 30,000 over the weekend.

Community Event – Rally SA

The 2015 Rally SA event was held at the Gawler Showgrounds over the weekend of 24 and 25 October. The national sporting event saw participants and spectators from around Australia come to Gawler to be involved in the final stage of the 2015 National Rally Championship.

Gawler – A Child Friendly City

• Council is a key partner of the Child and Youth Friendly Greater Gawler Action Group, who has participated in a pilot project to improve the below outcomes for children and young people in Gawler:

• The Town of Gawler was formally recognised by UNICEF as a Child Friendly City 2015 – 2019.

Refugee Welcome Zone

In celebration of Refugee Week, Council reaffirmed its commitment as a Refugee Welcome Zone -welcoming refugees into the community, upholding the human rights of refugees, demonstrating compassion for refugees and enhancing cultural and religious diversity in our community.

Family and Domestic Violence Forum

The Zonta Club of Gawler in partnership with Council held a forum about the impact of domestic and family violence within the community. The evening had a range of high profile guest speakers and was attended by at least 60 people representing a range of organisations and services from across the region.

Reconciliation Action Plan Working Group

Council is embarking on a journey of developing a Reconciliation Action Plan (RAP). The RAP will outline practical actions that Council will take to build stronger relationships and enhanced respect between Aboriginal people and other Australians. Members of the RAP Working Group have just been sought and the group will commence work on the development of the RAP in the new year.

Youth Portal

A website designed by young people for young people has been established. The mobile friendly online resource provides local information relating to current events, programs, services, clubs and groups, as well as general youth resources.

It was HACC – Home And Community Care

During 2015 huge Federal Government reform has occurred in the Aged Care sector including the HACC – Home And Community Care program becoming the CHSP –Commonwealth Home Support Program. Staff have been busy attending workshops and webinars on how to implement the program changes and the reforms of the My Aged Care System. This is one of the biggest changes/challenges that has taken place in the Aged Care Sector Australia wide.

Now CHSP – Commonwealth Home Support Program

• Staff have provided two Contractor Information sessions that assist our contractors to stay informed of any changes within the aged care sector with guest speakers attending.

• The Consumer Newsletter has continued to be published in 2015 with updated information material using pictures of our consumers, contractors and staff. It allows community members to be kept up to date with the services we offer.

Graffiti within Gawler continues to be on a decline, even with an ever increasing level of infrastructure and facilities, such as the development of Reid Reserve.

Staff continue to strengthen relationships with local SAPOL to assist in meeting the challenges of graffiti within Gawler.

Gawler Volunteer Resource Centre

On-going delivery of the Gawler Volunteer Resource Centre service in partnership with Northern Volunteering. A second referral centre for interviewing prospective volunteers has now been established in the offices of Tony Piccolo MP, and this initiative helps meet the needs of a more diverse range of local volunteers. The Free Volunteer Training Grant Program, which is made possible by a successful grant application through the Office for Volunteers, continues to be well received by the community.

Community Grants

• The Community Grants Program supports a range of cultural and community projects, events and activities occurring within the Town of Gawler. Eligible groups and organisations can apply for up to $1000 to assist with communityfocused projects and activities. This year Council received 34 applications with a total of 17 groups receiving funding.

• The Mosaic Wildlife Trail at Clonlea Park was supported by a Town of Gawler Community Grant – the twelve mosaic panels highlight a range of the wildlife that can be found within Clonlea Park.

Youth Sports Person Sponsorship

This program recognises and encourages the achievements of young people aged 12-25 years of age in our community, by providing sponsorship for State and/or National representation in sporting activities. During 2015, nine young people have received sponsorship totalling $3000.

Temporary Public Arts Grants

The Temporary Public Art Grants Program supports arts-focused projects and activities that provide opportunities for community participation and contribute to the cultural vibrancy of the Town. Eligible individuals, groups and organisations can apply for up to $500 to assist with arts-focused projects and activities. This year Council received 15 applications with a total of seven artists receiving funding.

Community Engagement – Gawler East Link Road

The Gawler East Link Road Community Forum was held on 9 September. This was a highly successful event with approximately 250 community members attending, representing the significant community interest in the critical pieces of road infrastructure.

Community Engagement – Gawler Connect

The Gawler Connect Community Information Session was held on 9December 2015 – it was rescheduled due to the Pinery Bushfires. This was a successful event with approximately 40 community members attending, sharing their views about this significant local community infrastructure project.

Arts & Culture Strategy

Council is developing an Arts & Culture Strategy that will outline Council’s commitment to the Arts over the next ten years. A range of public consultation sessions took place and a survey conducted to find the community’s views regarding arts and cultural activities and resources, now and into the future. The Strategy is currently out for public consultation and will be endorsed by Council in the new year.

Gawler Aquatic Centre – Always changing

• The Gawler Aquatic Centre continues to have significant offseason works undertaken to allow it to continue to provide an important service to the community.

• New heaters have been installed at the centre over the past two offseasons – both resulting in new structures being required.

Gawler Aquatic Centre – Efficiency Improvements

• Operational efficiencies and improvements continue to be implemented to ensure that the more than 50,000 visitors to the centre have a high quality experience.

• New automated chemical dosage controllers have been installed for all pools during the 2015 offseason.

• New chemical contracts commencing for the 2015/16 season have seen financial savings and operational efficiencies occur.

Gawler Aquatic Centre – Swim School

• Term 4 of 2015 has seen the seventh straight term of record Swim School enrolments.

• The centre continues to offer School Holiday water safety programs such as VACSWIM and has successfully obtained Office for Recreation and Sport funding for the 2015 and 2016 programs.

Gawler Aquatic Centre – 2015/16 season

• The Gawler Aquatic Centre has had a great start to the 2015/16, with not just records in the Swim School.

• The centre has seen significant increases to secondary spend areas such as swim gear, helped by offseason range review and increased promotion.

• Centre attendances are well exceeding last years, thanks in part to increased promotion and visitor engagement, both onsite and externally.

• Facebook following has grown 30% since start of the season.

Gawler Sport & Community Centre

• In 2015 the Gawler Sport and Community centre continued to have dozens of user groups provide varied community activities ranging from martial arts to chair dancing to religious services.

• The centre continued to host a number of roller skating programs and injected $10,000 to update the ever popular rental skate range.

• The front entrance of the centre saw an automatic door installed – a huge benefit for many centre users from the elderly to hockey players……….

Gawler Sport & Community Centre – Bushfire Assistance

• Local communities have suffered the impacts of two major bushfires in 2015 –Sampson Flat and Pinery, with both events Gawler Sport and Community Centre has provided assistance.

• During the Sampson Flat event, the centre started to resemble a supermarket, such was the amount of food donated, while for the Pinery bushfire, a designated Emergency Relief Centre operated out of the centre for 300 hours.

Library – celebrating 30 years

• The Gawler Public Library turned 30 in October & we celebrated with themed storytimes, biscuit, cupcake and cake decorating workshops, a disco and door prizes.

• We first opened our doors on Wednesday 16th

October 1985 – the same year that Back to the Future Part 1 and The Goonies were released…clearly it was a good year!

• The Gawler Heritage Collection contains over 2,500 items, some of which have significant national historical importance.

• As part of the About Time History Festival in May, we launched 9 significant items that had been recently restored by Artlab.

• The Gawler Heritage Collection Committee was established in August, and contributes to the development, management and promotion of the Heritage Collection.

Library – RFID tagging

• This year we started tagging all of our new library items with RFID (Radio Frequency ID) tags as part of a state-wide project to tag every single library item in SA.

• RFID tagging delivers greater efficiencies (such as being able to stocktake an entire library in a few hours) and improved asset management capabilities.

HR Development of On-line video’s

With Technology increasing HR created the online leave forms, this was developed for three reasons;

1. No chance of lost request forms, less paper

2. Faster and easier for HR to generate reports during payroll

3. Requests are processed faster with instant emails

Training for all staff was provided by the creation of an online video with voice over, this way staff were able to learn how to use the form in there own time.

– Utilising data from the training needs analysis (TNA) may lead to reduced training costs through discounts for multiple employees attending courses or where there is enough need bringing a training provider in to conduct the training on site.

Executive Summary

The following report details Town of Gawler’s YTD operating performance. All variances exceeding $5,000 and 5% have been identified and explanatory notes have been provided. All variances are closely monitored by budget managers and finance staff.

(a) Income

Graph 1 below shows a summary of the actual operating income performance against the year-to-date (YTD) budget

Overall, the YTD actual operating income of $21.947M is $51K lower than the YTD Budget of $21.998M. Details of significant YTD budget variances at income statement level are provided below:

1. Statutory Charges – The unfavourable variance of $73K is primarily due to the collectionof dog registrations ($21K), parking expiations issued ($34K) and environmental health(food audits, food inspections, etc.) ($10K).

The Council-wide dog door knock is continuing to progress and anticipated to becompleted early in 2016. As at the reporting date, 5,050 dogs have been registered with anestimated 900 unregistered dogs to be identified in the coming weeks as the door knock isfinalised.

Following the approval of an additional contract Ranger position, which was incorporated inthe 1st Qtr. Budget Review adopted at the 24 November 2015 meeting, Council hasrecently contracted the services of a dedicated parking control and traffic safety Ranger fora period of 3 months. This has resulted in an improvement in the level of expiations issued

and also in the level of service for parking control within the Town, consistent with the recently endorsed service level policy for parking control. It is anticipated that with the additional Ranger and the new electronic Pinforce expiation devices, that the unfavourable variance will reduce substantially in the coming months.

The decision was made to scale back food audits conducted outside of the Town of Gawler to provide more targeted services to our business community on related food compliance matters. This has resulted in a $10K YTD unfavourable variance which will be considered in the 2nd Qtr. Budget Review.

2. Reimbursements – This $27K favourable variance is heavily driven by $46K that Council received for legal expenses incurred relating to the Open Space Land Management Agreement relating to Springwood with Lend Lease Communities. This amount, along with the associated expense, will be disclosed in 2nd Qtr. Budget Review. Council is also showing a $17K shortfall in the reimbursement of debt collection fees. As this budgeted amount is a reimbursement for costs incurred, there is a subsequent favourable variance relating to debt collection expenses.

(b) Expenditure

Graph 2 below shows a summary of the actual operating expenditure performance against the year-to-date (YTD) budget.

Overall, the YTD actual operating expenditure of $11.571M is $73K higher than the YTD budget of $11.497M. There are no variances of 5% and $5,000 at the reporting date to disclose.
