The Town of Coalhurst conducted a 2012 Census as of May 22, 2012. The total number of people residing in Coalhurst as of this date is 2269. The Town’s population has grown by 16% from the Town’s 2010 census which was counted as 1953. This is an increase of 316 people over the last 2 years.

The Town of Coalhurst wishes to thank all residents for their cooperation and participation.

TOWN OF COALHURST – OPEN DOOR POLICY

The Town of Coalhurst would like all residents to be aware of the open door policy in which it has always been proud to offer. All Regular Council Meetings are open to the public and held the first and third Tuesday of the month. If you have any concerns, issues or questions, there is an opportunity to address Council at any meeting, with a 5 minute time allowance, under the “Citizens without Formal Notice” section of the agenda. Where an individual, group, agency or organization wishes to appear before Council, as a formal delegation, to bring forth a matter or have any matter considered by Council, that individual or group will submit the matter to the Chief Administrative Officer in a written form which will: i. be printed, typed or legibly written, ii. clearly set out the matter at issue and the

request made of Council, iii. be signed by the writer, iv. contain the correct mailing address and

telephone number of the writer, v. be delivered or mailed to the Town Office so

as to arrive no later than the Thursday morning prior to the meeting at which it is to be presented.

The Chief Administrative Officer will arrange for an appointment during the “Delegations” section of the agenda. Any resident may, at any time, make an appointment to come into the Town Office and speak to the Chief Administrative Officer, Mayor, Council member, Bylaw Officer or any Department head during office hours. As stated above, the Town remains proud to offer its open door policy to all residents.

SAD GOOD-BYE It is with a very sad heart that we say our good-byes to a wonderful man, Deputy Mayor for the Town of Coalhurst, Gus Vander Linden. Gus passed away on Sunday,

August 5, 2012 at the Chinook Regional Hospital. Our thoughts and prayers are with his family. Gus was a genuinely caring, loving and thoughtful person. For the staff of the Town of Coalhurst, Gus’s kindness, consideration and appreciation towards each and every one of us will be missed, not only as a Council member, but as a friend. His sense of humour and easy approach to working with the staff inspired all to do and be better. He will never be replaced. Gus may be gone, but he will definitely not be forgotten by those of us who have had the pleasure and opportunity to work alongside him, and to have known such an amazing man. Good-bye for now Gus, you are greatly missed.

COALHURST YOUTH DROP IN CENTRE

The Youth Drop In Centre at the Coalhurst Community Centre will be open on Friday evenings (except for holiday weeks) from 7:00 p.m. – 10:00 p.m.

Coalhurst Youth Centre will be open through the summer THURSDAY evenings 7-10 pm. For summer, the Youth Centre will also be open Tuesday and Thursday afternoons from 1:30 –

3:00 p.m. Come on down and enjoy friends, atmosphere and tons of fun.

NOTICE OF PUBLIC HEARING TOWN OF COALHURST

IN THE PROVINCE OF ALBERTA

PROPOSED BYLAW NO. 358-12 7:00 p.m., September 4, 2012

Town of Coalhurst Council Chambers PURSUANT to sections 230, 606, and 692 of the Municipal Government Act, Statutes of Alberta, Chapter M-26, 2000, as amended, the Council of the Town of Coalhurst in the Province of Alberta hereby gives notice of its intention to consider Bylaw No. 358-12 being an amendment to the existing municipal Land Use Bylaw No. 354-12. THE PURPOSE of proposed Bylaw No. 358-12 is to redesignate lands legally described as:

Portion of Parcel V, Plan 4077 J.K. from “Large Lot Residential – LLR” to “Business Industrial – BI” to accommodate proposed development on the above-noted lands for an outdoor storage use in compliance with the municipal Land Use Bylaw. The said lands are illustrated on the map in Schedule A attached hereto. THEREFORE, TAKE NOTICE THAT a public hearing to contemplate the proposed Bylaw No. 358-12 and will be held in the Town of Coalhurst Council Chambers at 7:00 p.m. on the 4 day of September, 2012. A copy of the proposed bylaw may be inspected at the Town of Coalhurst office during normal business hours. Councillor Slingerland moved that Council retire to an “In Camera” Session at 7:58 p.m., under the authority of the Municipal Government Act and the Freedom of Information and Protection of Privacy

Act, to discuss a utility right of way easement. Carried Unanimously 2. North & Company: correspondence had been

received from Town Solicitor Phil North, North & Co., regarding a utility right of way easement.

MINUTES OF A JULY 10, 2012 COUNCIL MEETING PUBLIC HEARING 1. Public Hearing Mayor Cassie called the Public Hearing to order

at 7:07 p.m. and explained:

• The purpose of the Hearing is to allow public input into proposed Bylaw No. 354-12, being a Bylaw to adopt a Land Use Bylaw.

• The Hearing is being held under the authority of the Municipal Government Act.

• The rules and procedures that will be used at the Hearing.

Chief Administrative Officer Hauta provided a compliance report:

• Bylaw No. 354-12 was given first reading on May 1, 2012.

• Notice of the Public Hearing was mailed to every residence within the Town of Coalhurst, through the Town News. In addition, affected local governments and some government departments were provided with notice of the proposed Bylaw and were asked to provide comments.

• Advertising was done in accordance with the Municipal Government Act and Town policy.

• 3 written submissions were received in regards to the proposed Land Use Bylaw: 1) County of Lethbridge 2) Lethbridge Northern Irrigation District 3) ATCO Pipelines

Public Response • Town Planner Horvath provided a brief

overview of the proposed Bylaw and changes from the existing Land Use Bylaw.

• No residents were in attendance to speak for or against the proposed Bylaw.

• A resident had attended the Public Open House on June 14, 2012 and had requested consideration to amending the Land Use District map for two four-plexes on 3rd Street from Residential ‘R’ to Multi-Unit Residential ‘MUR’.

Mayor Cassie called the Public Hearing to a close at 7:22 p.m. advising those present that: 1. Council will be discussing the Bylaw and all

the information presented at the Public Hearing.

2. Only those Council members present at the Public Hearing will take part in the decision.

3. Council has 30 days in which to make their decision.
