ProjectTower Fund Launch - to design and deliver a series of community consultation work-shops in the four communities eligible for the Tower Fund funding.

ActionsWe met with the clients to establish the brief, and co-planned the workshops, how and where they would be promoted and the materials required to deliver them.

We co-delivered four workshops across two days, with one workshop in each of the communities eligible for funding. Community members were invited to write or draw an A5 postcard with their ideas for how the fund should be spent in their community. For those with low-literacy or other requirements illustrators drew the postcards. These were then attached to giant wall posters with specific funding areas headings, with large floor sheets also being provided for younger children to draw on. Groups of school children also attended each workshop, providing a positive atmosphere of fun and engagement, which reduced potential conflict.

We created a design toolkit, with the graphics being applied to leaflets to promote the event, the mobile unit, the website and social media such as facebook.

• Community Engagement ToolkitThis was implemented across all audience communication materials. We developed a group of multi-racial and cross-generational cartoon characters, design elements, frames, tagline, font and copy style.

• Community Workshop Plan and MaterialsWe created a series of wall posters, provided all the materials and led each session. Also recording what we did so it could be used as a model for process at future consultation.

• Additional MaterialsAs the workshops were being delivered the process was adapted to incorporate audience requirements on-the-spot. The illustrators also created hand-drawn ideas maps, which people were able to verbally contribute to.

Results• Four well-attended dynamic community workshops, People came to find out more information and felt they had been consulted as the process was so transparent.• Tower Fund were successful in signing up many community ‘reps’ in each area - one of their primary aims. Also in gaining TV and press coverage to publicise the fund.• Hundreds of ideas and comments captured on postcards, and wall and floor maps. • Fran created a strategic map explaining the funding process, which has been scanned and is being used as a communications tool by the Tower Fund team.• This project has resulted in an evidenced model for future consultation.

Project Background

What is the Tower Fund?

The Tower Fund is a pot of money available to the communities of Hirwaun, Penderyn, Rhigos and Penywaun in the Cynon valley. The fund will support community projects – from social enterprises, ‘green’ energy schemes and training opportunities to youth projects. As long as the money will be put towards charitable projects within these communities, applications for funding can be made to the Tower Fund.

The boundaries for the Tower Fund are defined by the wards that include Hirwaun, Penderyn, Rhigos and Penywaun. These are: Hirwaun ward, Rhigos ward andPenywaun ward.

Who has set up Tower Fund?

The Tower Fund was set up by Tower Colliery and Hargreaves Services. Hargreaves Services teamed up with Tower Colliery, which is owned by a group of miners, to develop an opencast mining project which starts at Tower Colliery this spring. Over the next seven years, during the opencast mining at Tower Colliery, for every tonne of coal sold from the colliery 44 pence will be donated to the Tower Fund.

Why has Tower Fund been set up?

Tower Colliery and Hargreaves Services made a commitment, as part of is overall development scheme, to donate money to help local communities thrive.

Meadow Prospect is a charity which supports the economic regeneration and development of communities. We are in chargeof the applications for the Tower Fund money and would like tohear your ideas for how it could be spent in these areas:

1 Capacity buildingTower Fund would support activities and projects that help local people and communities to develop their skills and abilities. Examples include: - Action Camp, where young people were introduced to issues such as sustainable development/citizenship/healthy living on a residential course. - Game On, a football tournament that encouraged teamwork among socially-excluded young men.

2. Community-based renewable energy schemes Tower Fund would support groups of local people set up a projects which create renewable energy, and any money they make is given back to the local community. Examples include: - Projects that will help create sustainable energy that will supply local communities and generate income for local people.

3. Social enterprises Social enterprises are businesses that have a social or environmental idea at the centre, and any profit is put back into the business to carry on the work. Tower Fund would support social enterprises that improve people’s everyday and financial lives. Examples include: - projects which result in less financial hardship. - projects which create jobs and training opportunities. - projects which provide education, training and work experience, (particularly among unemployed people). - projects which help local people set up their own businesses.

What other help could you get for your ideas?Meadow Prospect is coordinating the applications to the Tower Fund for money, but we can also help you in other ways: - providing or improving places in the community, including recreational or public health facilities for people who might not normally use them. - projects which protect or look after the environment. - projects which can help to prevent anti-social behaviour.

Getting more funding? Meadow Prospect is a charity set up by RCT Homes to run the fund for Tower Fund project. They are in charge of getting ideas from the four communities of how to spend the money and making sure everything is done correctly. They will try to find the same amount of money from somewhere else as Tower Fund gives to our community for your idea, for example: from another organisation, the council or a grant. This is called ‘match funding’ and there are three main areas where they can look for match funding:
